Family, friends and community members gathered with our local veterans at the annual Veterans Day Ceremony to honor the service members who paid the ultimate price for our freedom. The ceremony is an annual event held every November 11th at 11:00 AM at the county cemetery on Fairgrounds road sponsored by the Rio Grande City VFW Henry Clay Davis Chapter. The ceremony included the recital of the Pledge of Allegiance, singing of the national Anthem, a prayer and a moment of silence. A flag raising ceremony was also conducted as this is performed every year in memory of all deceased military comrades. The event is also a time of thanksgiving for all local veterans and their families. The ceremony concluded with a three volley gun salute and the music to “Taps”.
November 11th-15th is Designated as School Psychology Awareness Month in Starr County Starr County Judge Eloy Vera and the Commissioners’ Court proclaimed the week of November 11th through 15th as School Psychology Aw a r e n e s s Month in Starr County. The proclamation serves to promote awareness to County of Starr residents of the vital role that school psychologists play in the personal and academic development of our community’s children. Dr. Jessica Vera-Rios (Rio Grande City CISD) made a presentation at Commissioners’ Court on Tuesday November 12, 2019 of the importance of advocating for youth with learning disabilities, autism and other emotional conditions in the school districts. Texas Cafe Receives Texas Treasure Business Award
Many people gathered to see Texas Cafe receive the prestigious Texas Treasures Business Award during its 80th anniversary celebration held on November 16, 2019 in downtown Rio Grande City. The award, by the Texas Historical Commission, pays tribute to businesses that have provided employment opportunities and support to the state’s economy for 50 years or more. “1939 marked the year the Garza family entered the family restaurant business,” said Rebecca “Becky” Garza, who in 2010, took over the family apron following her father, Clemente Garza, Jr’s retirement. The restaurant was started by her grandfather Clemente Garza Sr. and his brother-inlaw Antonio Salinas. “I want to thank the community on behalf of my family and myself from the bottom of our hearts. It is because of
you that this business has been a great success. This award is a great honor and I am truly humbled,” she added. Special guests included State Senator Judith Zaffirini and State Representative Ryan Guillen, who as members of the Texas Legislature, supported the award by the Texas Historical Commission, and also presented the Garzas with a senate proclamation and Texas flag flown over the state capitol in Austin, Texas in honor of the restaurant’s 80th anniversary and Texas Treasure award. Rio Grande City Mayor Joel Villarreal, who helped make the nomination for the award, provided a city proclamation recognizing the legacy and impact of Texas Cafe to the economy. Senator Zaffirini, Representative Guillen and Mayor Villarreal jointly presented the framed Texas Treasures Business Award certificate to Ms. Garza and her family
along with a letter from Mark Wolfe, Executive Director of the Texas Historical Commission. “Proudly display the recognition you have earned,” it read. “Establishing your identity as a Texas Treasure lets the public know that they are doing business with a successful, longtime Texas-owned and operated company.” “Our doors will never close,” Garza told her guests. “Your special place at the table will be waiting for you.” Guests were treated to a taste of the restaurant’s longtime specialties including the famous envueltos. Ms. Garza explained her family’s recipes are unique, have been passed down from generations and reminded all that their meals are made from scratch. Four Grulla Band Directors Perform at Roma High Student Mariella Reyes McAllen Wind Ensemble Concert: America! Honored by RGV Border Patrol
Roma High School student Mariella Reyes was honored as one of 14 students from across the Valley for the Rio Grande Valley Sector Border Patrol’s new “Head of the Class” honor. The program honors high school seniors who Students of GHS Band attended the McAllen Wind Ensemble Concert: America! where four of the Grulla demonstrate exemplary character Band Directors performed in. Their next performance will be the Christmas Concert on December 20th at the McAllen Performing Arts Center.

She has been an active member of Student Council since 9th grade, a member of the Math Club, participated in Roma’s Folkloric Dance group, Drama stage officer since 11th grade, and an active member of National Honor Society since 10th grade, currently serving as President of NHS. The Head of the Class Program is an award to recognize high achieving scholars from 34 Independent School Districts located throughout the Rio
Grande Valley. The students are nominated by their respective school counselor and submitted to the RGV Sector Border Patrol. Recipients will be recognized bi-monthly throughout this academic school year. The recognitions will lead to the RGV Sector’s 10th year anniversary of the “Youth of the Year” Award. Various organizations and community leaders will collaborate with the Border Patrol to honor the Youth of the Year winners with a ceremonial meal and monetary scholarship donation that will be presented during the Youth of the Year Ceremony.

High school guidance counselor Arthur P. Mullaney asked people to give up cigarettes for one day and donate the money they would have spent on buying cigarettes to a high school scholarship fund. A few years later in 1974, newspaper editor Lynn R. Smith led Minnesota’s first
Don’t Smoke Day. The two efforts caught on and on November 18, 1976, the California Division of the American Cancer Society got 1 million people to quit smoking for the day. This marked the first official Smokeout before the American Cancer Society took it nationwide in 1977. As a result, there was a dramatic change in the public view of tobacco advertising and use. Many public establishments and work places are now smoke-free to protect nonsmokers and support people trying
to quit. Every year the Great American Smokeout draws attention to preventing deaths and chronic illnesses caused by smoking. From the late 1980s to the 1990s, many state and local governments have raised taxes on cigarettes, limited promotions, discouraged teen cigarette use, and taken further action to counter smoking. States with strong tobacco control laws saw up to a 42% decrease of smoking in adults. Though smoking rates have dropped, almost 38 million Americans still smoke tobacco, and about half of all smokers will encounter smoking related deaths. Each year, more than 480,000 people in the United States die from a smoking related illness, meaning smoking causes 1 out of 5 deaths in the US alone. The 50th anniversary Miss Starr County Pageant 2019-2020 was held on Saturday, November 9, 2019 at the RGCCISD Auditorium. The event was sponsored by the Preceptor Pi Beta chapter of Beta Sigma Phi. Several beautiful and talented young girls and women from our county competed for the title of Tiny Miss, Little Miss, Jr. Miss & Miss Starr County, Little Miss & Miss RGC as well as Miss San Isidro. It is Preceptor Pi Beta’s goal to see this pageant grow and become a character building experience for the contestants. Through these efforts, Preceptor Pi Beta has successfully been able to grant scholarships to graduating seniors for their post high school education.

DPS Interdiction for the Protection of Children program trains record 10,000 people Last month, the Interdiction for the Protection of Children (IPC) program hit a key milestone, and the Texas Department of Public Safety (DPS) is proud to announce that 10,000 individuals — in Texas, across the nation and around the globe — have been trained through this vital program. IPC equips law enforcement officers with the tools to recognize indicators of missing, exploited, at-risk and endangered children, and as a result, law enforcement officers can more readily identify and rescue children. “The Interdiction for the Protection of Children program provides vital training to law enforcement, and in turn removes heinous criminals who target children from our streets,” said DPS Director Steven McCraw. “IPC has led to the rescue of countless victims across Texas and the country — and it’s because law enforcement has the resources to detect and interdict these depraved predators.” Launched in 2009, IPC teaches officers how to look for children who may be abducted, endangered or exploited through
its two-day, 16-hour training program. IPC has been credited for leading to the rescue of hundreds of children, including 433 children who have been rescued by DPS Troopers alone. The program marked its 10th anniversary in April. “This program is applicable to law enforcement agencies of all sizes and gives officers the resources they need to recognize children who are in danger — with agencies often making their first rescue within six months,” said DPS Captain Derek Prestridge, who helped create the program and is now the IPC program supervisor. “People make assumptions that a child victim will cry out, and that’s not the case. The primary message IPC teaches is for us to stop waiting for children to tell you they are victims of trafficking, abuse and neglect. IPC trains front-line officers to take action when they come into contact with children who need their help.” DPS partners with various law enforcement, victim services and child protective services agencies to provide IPC training. Nationwide, this specialized
training has been provided to state troopers, including all Texas Troopers; police officers; sheriffs’ deputies; investigators; child protection services professionals; prosecutors and victim service professionals. Since 2014, this crucial training has been made available nationally with a grant through the Department of Justice Community Oriented Policing Service. The Texas Highway Patrol is the most visible branch to receive IPC training in the state. DPS Troopers stop approximately 3 million vehicles annually, affording a substantial opportunity to spot at-risk children. In addition to rescuing children, IPC gives law enforcement the tools to be proactive and prevent crime by helping officers remove offenders from our streets and recognize high-risk threats to children that may have otherwise been overlooked. As a result, officers have initiated criminal investigations involving abduction, human trafficking, sexual assault of a child, sex offender non-compliance and possession of child pornography.
DPS Launches Initiative for Federal Firearms Licensees to Verify Validity of LTC Permits The Texas Department of Public Safety (DPS) has launched a new public webpage and automated telephone line allowing Federal Firearms Licensees (FFL) to verify whether an individual’s Texas License to Carry (LTC) permit is valid when he/she attempts to use an LTC as an alternative permit to purchase a firearm. This new tool for FFLs is voluntary but highly
encouraged. A valid Texas LTC may be used as an alternative permit under 18 U.S.C. § 922(t) to authorize a firearm transfer without the otherwise required national instant criminal background (NICS) check. However, in some instances, an LTC may have been revoked, but the actual card may not have been surrendered by the license
holder. In such instances, the LTC should not be used as an alternative permit. While the department is not aware of an invalid LTC used in such a manner, providing FFLs with a convenient avenue to verify an LTC is an important safeguard to prevent such action.
