Rio Grande City’s Viva Mexico Celebration was named on of the state’s Best Promotional Events at an awards ceremony held in Corpus Christi, Texas, on November 7th. The event had been selected as one of the five finalist for the Best Promotional Event Achievement Award by the Texas Downtown Association’s 2018 President’s Award Program. “This is the first time Rio Grande City has ever won this award,” said RGC Tourism Director Sara Hernandez. “This event is made

possible by all the hard work of city staff, sponsorships by businesses, a partnership with our sister city Camargo, Tamp. and all the public who attends and supports this event. Thank you to our local Rio Grande City Main Street for nominating Viva Mexico and to the City Council for their unconditional support of the Tourism and Promotion Department.” The nomination for the award came after an application was submitted to the Texas Downtown

Association (TDA) by Rio Grande City Main Street program coordinator Nancy Perez. The Viva Mexico event was created in 2015 by the RGC Tourism Department to serve as a celebration of the region’s cultural heritage. According to the TDA website, 111 entries were submitted to the awards program in twelve different categories from communities across the state. Judges reviewed entries online and then met in person to make their final selection of award finalists and winners.

Senator Judith Zaffirini’s distinguished career as the first Mexican American woman elected to the Texas Senate will be recognized at the 2018 Texas Women’s Hall of Fame induction ceremony in January, 2019. Governor Greg Abbott announced that Senator Judith Zaffirini, D-Laredo, will be inducted into the 2018 Texas Women’s Hall of Fame, along with former First Lady Laura Bush and five other groundbreaking honorees. Under the oversight of the governor’s office, the Governor’s Commission for Women created the Hall of Fame in 1984 to celebrate the remarkable achievements of Texas women. Other inductees are Olympic gymnast Simone Biles; singer Vikki Carr; philanthropist

Susan Dell; former fighter pilot and commercial airline captain, Tammie Jo Shults; and former president of Our Lady of the Lake University, Sister Elizabeth Anne Sueltenfuss. The Texas Department of Public Safety (DPS) is urging Texans to comply with laws prohibiting drivers from passing stopped school buses. “DPS urges all motorists to make the safety of our schoolchildren a top priority year round, and to practice safe driving habits when traveling near school buses, in school zones and wherever children are present,” said DPS Director Steven McCraw. “Drivers who disregard the law needlessly put children in danger, and that type of reckless behavior will not be tolerated by law enforcement.” According to the Texas Education Agency, more than 43,000 school buses transport approximately 1.6 million Texas children every school day. “A strong public education system starts with assuring our

students safely travel to and from school,” said Texas Commissioner of Education Mike Morath. The moments when a student is entering or exiting the bus can be one of the most dangerous times of a child’s trip on the school bus. It is illegal to pass a school bus that is stopped and operating a visual signal — either flashing red lights or a stop sign — and those who violate the law could face fines of up to $1,250. In 2017 and year-to-date in 2018, Texas Highway Patrol Troopers have issued 1,394 citations and 685 warnings for passing a stopped school bus. According to Texas statute, a driver — traveling in either direction on a roadway — must stop when approaching a school bus that is stopped and operating a visual signal. The driver may not proceed until one of the following

occurs: the school bus resumes motion; the operator is signaled by the bus driver to proceed; or the visual signal is no longer activated. If a road is divided only by a left-turning lane, drivers on both sides of the roadway must stop for school buses with alternating red flashing lights activated. However, if the lanes are separated by an intervening space or physical barrier, only motorists traveling in the same direction as the bus are required to stop. (As a reminder, school buses, by law, must stop at all railroad crossings.) • Slow down and watch for children congregating near bus stops. • Be aware of student pedestrians and watch for children who may unexpectedly dart into the street without checking for traffic.

Black Friday Though some might feel it’s a relatively recent phenomenom, the history of Black Friday might actually have originated several decades ago. The day following Thanksgiving that marks the unofficial beginning to the holiday shopping season, Black Friday is not an official holiday and theories abound as to its origins and even what its name means. One theory suggests the nickname has little to do with retailers making money, and more to do with local law enforcement dreading the day after Thanksgiving. This theory suggests police officers in Philadelphia as far back as the 1960s nicknamed the day Black Friday because they loathed the traffic jams and rise in misdemeanors that occurred when holiday shoppers converged

on local shopping districts. That theory counters the one that suggests the name stems from the onset of the holiday shopping season, when retailers saw their profits increase heavily and they

were “in the black” for the year. Whatever its origins, Black Friday has now become such a phenomenon that the name figures to live on for many more decades.

Avoid COPD One Step at a Time with Walk With a Doc Texas Could walking more save your life? Physicians say taking extra steps are beneficial, and can help prevent chronic obstructive pulmonary disease (COPD), a chronic lung disease that hinders breathing. November is National COPD Awareness Month, and physicians say participating in regular aerobic exercise — like walking — can improve circulation, help the body better use oxygen, and improve COPD symptoms. “Walking can increase cardiorespiratory fitness, helping patients get less short of breath with activity over time,” said Amanda Green, MD, a Paris, Texas hospitalist. “Heart and lung disease go hand in hand, so improving baseline fitness can help with overall health and quality of life for all patients, especially COPD patients.” Dr. Green sponsors monthly Walk With a Doc Texas walks in her community, inviting patients

and other neighbors to take a hike — literally — with one another. She is one of dozens of Texas Medical Association (TMA) physician members who host Walk With a Doc Texas events in 40 cities across the state. “Regular physical activities such as walking are crucial to significantly improving the symptoms that stem from COPD,” said Walk With a Doc founder and cardiologist, David Sabgir, MD. “Activities such as walking can do this by lowering your heart rate, your blood pressure and reducing anxiety, stress, and depression.” TMA physician members host monthly walks across the state with an educational talk before each stroll. Several topics in November focus on COPD: From “COPD in Women” to “What is COPD?” All Texas walks are listed on the Walk With a Doc website. Walk With a Doc Texas is funded by a grant from the TMA Foundation, TMA’s philanthropic

arm, with generous support from the Texas Medical Association Insurance Trust, Blue Cross and Blue Shield of Texas, and Prudential. COPD symptoms include difficulty breathing, persistent cough, and wheezing. It’s caused by long-term exposure to cigarette smoke, dust, and chemicals. While COPD is treatable, its patients are at higher risk of developing heart disease, lung cancer, and other potentially deadly conditions. Walk With a Doc is a nonprofit organization whose mission is to encourage healthy physical activity in people of all ages, and reverse the consequences of a sedentary lifestyle to improve the health and well-being of the country. Roma ISD Secures New Tractor to Serve South Side of District DPS Graduates Five New Canine Teams The Roma ISD Maintenance Department is very happy to show off their new John Deere 5075 Model Tractor! Impaired Driving: A Deadly Danger at Thanksgiving #BoycottBlackoutWednesday and #DitchDanksgiving Blitz to Prevent Alcohol and DrugImpaired Driving Texas A&M AgriLife Extension and the National Highway Traffic

Safety Administration (NHTSA) have joined forces this Thanksgiving holiday to remind drivers that whether under the influence of illegal drugs, prescription drugs, or alcohol, any

form of impaired driving is deadly and dangerous — and illegal. Their message is clear: If You Feel Different, You Drive Different. Drive Sober During Thanksgiving.

“Too often, while celebrating with family and friends over Thanksgiving weekend, impaired drivers get behind the wheel,” warned Yolanda Morado. “But whether impaired by alcohol, marijuana, or anything else, it can be deadly to drive under the influence. No one should ever take that risk.” Drunk driving-related crashes spike during the Thanksgiving holiday. According to the NHTSA, from 2013 to 2017, more than 800 people died in alcohol-impaired driving crashes during the Thanksgiving holiday week — Wednesday, 6 p.m., to Monday, 5:59 a.m. — making it the deadliest holiday on not only

Texas roadways, but across the U.S. In fact, during 2017, more than one out of every three traffic fatalities during the Thanksgiving holiday week involved an alcoholimpaired driver. Also, a new threat is emerging: Drug-impaired driving. From 2007 to 2016, marijuana usage doubled among drivers killed in crashes, and in 2016, 42 percent of the drivers killed in fatal crashes who were tested revealed to test positive for drug-use while driving. Excessive alcohol and drug intoxication are also prevalent over Thanksgiving, due in part to cultural phenomenon’s like “Blackout Wednesday” and

“Danksgiving,” which highlight and even encourage the heavy consumption of alcohol and marijuana throughout the holiday weekend. That is why this Thanksgiving holiday, the NHTSA and its partners are doing even more to save lives on the road. A nationwide social media blitz, featuring the hashtags #BoycottBlackoutWednesday and #DitchDanksgiving, will help deliver some new lifesaving messages into the public conversation and encourage positive actions that can help reduce the danger of impaired driving on the roadways. Vaccination Strategy Can Prevent a Deadly Childhood Infection The bottom line: Pertussis (whooping cough) is a very contagious respiratory disease. The bacterial infection may be severe and deadly, especially for babies and small children. Violent coughing spells leave patients gasping for breath, resulting in the “whoop” sound. Vaccination is the best way to prevent whooping cough among infants, children, teens, and adults. The sound of pertussis, or whooping cough, is terrifying. It is the sound of someone coughing violently, and then gasping for air; the gasp is the “whoop” sound. Whooping cough is a highly contagious, potentially fatal respiratory disease, and a big problem in Texas. In 2013, 3,985 cases were reported in Texas, the highest annual case count since 1959. Five infants died from pertussis-related symptoms that year. Infants who are too young to be vaccinated are particularly susceptible to this deadly disease. Whooping cough is one of several vaccinepreventable diseases that has made a resurgence. The Texas Medical Association’s (TMA’s) Texas Medicine magazine reports physicians are urging patients, especially mothers and close family members, to vaccinate to protect young infants from the life-threatening whooping cough infection. “The best way to protect young babies from whooping cough is for their mothers to get a booster vaccine called Tdap during pregnancy,” said C. Mary Healy, MD, who chairs TMA’s Committee on Infectious Diseases. She said adults, especially pregnant women and family members, should vaccinate to protect themselves from getting whooping cough and passing it on to their newborns who are too young for the shot. The shot gives protection against tetanus, diphtheria, and acellular

pertussis. The signature relentless cough is haunting. “Now in anyone, that is unpleasant and exhausting, but in young babies, it can be very serious,” she said, “causing them to stop breathing, to turn blue, causing pneumonia, seizures, or even death.” In addition to mothers getting the Tdap vaccine during pregnancy, a vaccination “cocoon” strategy has been recommended by the Centers for Disease Control and Prevention since 2006, to prevent spreading the disease to a defenseless child. The cocoon strategy is simple: Until the baby is old enough for the vaccination, only people who have been vaccinated against the disease should be near the baby. That means ensuring everyone in the family has received the whooping cough vaccine recommended for their age group, including the Tdap booster vaccine if they are over age 11. For the expectant mother, the shot’s protection is two-fold: She is less likely to catch and pass whooping cough to her baby, and the baby gets protection from the disease until he or she can begin to get vaccinated. Because babies require a series of pertussis vaccinations once they’re old enough, they are not fully protected until they’re close to 18 months of age. The cocoon strategy includes any family members and others (aged 11 to 66 years) who come in contact with newborns. Parents, siblings, grandparents, childcare providers, and health care workers all are urged to get the shot. Pertussis symptoms in adults can be mild, so a close relative or caregiver might unknowingly spread pertussis to the baby. “Pertussis or whooping cough causes severe coughing fits that can last for 100 days,” said Dr. Healy, “Of course, everyone

needs to be up to date on their whooping cough vaccines.” This release is part of a monthly TMA series highlighting contagious diseases that childhood and adult vaccinations can prevent. Diseases covered thus far are: Flu, Measles, Pneumococcal disease, Human papillomavirus (HPV), Chickenpox and shingles, and Hepatitis A. TMA designed the series to inform patients of the facts about these diseases and to help them understand the benefits of vaccinations to prevent illness. Watchdog organizations like the Better Business Bureau warn against donating to charities over the telephone, but reports indicate that fraudsters are still utilizing robocalls to great effect as they prey on donors’ generous natures. According to the Federal Trade Commission, consumers report losing hundreds of millions of dollars a year to robocalls, a scam used by perpetrators of fraud in which donations to bogus charities are solicited over the phone.

While some people may be surprised to learn such scams are still effective, a report from YouMail, a free robocall-blocking service, sheds some light on just how common robocalls are. According to YouMail, in July 2018, 1,591 robocalls were placed every second. That means roughly 137.5 million such calls are made every day. And the people behind these calls are very clever, sometimes using famous people’s actual voices to convince innocent people of a bogus charity’s

legitimacy. In 2017, the Connecticut Better Business Bureau issued a warning about robocalls using the voices of celebrities. The warning indicated that, after hearing the voice of a famous person, consumers were prompted to press a button to speak with a “donation agent.” Consumers concerned about being victimized by robocalls should heed the advice of watchdog organizations and never donate or agree to donate over the phone.
