The Escobares City Council broke ground on Monday November 15 for the new City Hall. The event was conducted by Mayor Ivan Escobar and Mayor Pro-Tem Lorena Cantu. Construction is scheduled to begin in the next few weeks. The much-needed building will have approx. 5,000 sq. ft. of space and will house both the City Hall and the Escobares Police Department. Mayor Ivan Escobar welcomed everyone in attendance and thanked them for their good wishes. Former Mayor Noel Escobar said this project has been in the works for many years and was happy to be a part of this celebration. The other members of the City Council are Fernando Garza, Artemio Nava, Luis Garcia and Javier Salazar.

Congratulations to both the Rio Grande City High School Mariachi Cascabel and Grulla High School Mariachi Grulla de Plata for having vocalists chosen for the 27th Annual Mariachi Vargas Extravaganza Vocal Competition. Dana Flores Nayelli Pena Collectively, RGCGISD had five vocalists make the finals, making our district shine with the most students making the cut. This is a huge accomplishment being that this is the largest and most competitive national mariachi vocal competition. It is the only one of its kind judged by members of Mariachi Vargas de Tecalitlan. Out of hundreds of audition entries sent in, the talents of these five young ladies outshined the rest of the competition. Congratulations to Michelle Meraz (RGCHS), Carolina Rodriguez (GHS), Arleth Garcia (GHS), Dana Flores (GHS), and Nayelli Pena (GHS). Congratulations to Mariachi Grulla de Plata from Grulla High School for earning 13 spots in the All Region Mariachi Competition. Students went head to head with other talented musicians from the Rio Grande Valley. After weeks of intense practice, these Grade A musicians excelled in this competitive event. DPS Increases Traffic Enforcement for Thanksgiving Holiday There is a lot to be thankful for this year, and the Texas Department of Public Safety (DPS) wants to ensure people are able to get to and from their holiday celebrations safely. Texas Highway Patrol Troopers

Texas law prohibits the use of portable wireless devices to read, write or send an electronic message unless the vehicle is stopped. •If you’re using a navigation device or app, have a passenger operate it, so you can keep your eyes on the road. •Drive defensively, as holiday travel can present additional challenges. •Don’t drive fatigued — allow plenty of time to reach your destination. •On multi-lane roads, use the left lane for passing only. Not only is it courteous and avoids impeding traffic, Texas law requires slower traffic to keep to the right and to use the left lane for passing only (when posted). •Don’t cut in front of large trucks, and try not to brake quickly in front of them. They can’t maneuver as easily as passenger vehicles and pickup

trucks. •If you can Steer It, Clear It: If you are involved in a noninjury crash and your vehicle can be moved, clear the traffic lanes to minimize traffic impact. Leaving vehicles in a traffic lane increases traffic congestion and leaves those involved with an increased risk of harm or a secondary wreck. On some highways, if you don’t move your vehicle when it’s safe to do so, it’s against the law. •Check your vehicle to make sure it’s properly maintained and always ensure your cargo is secure. •Report road hazards or anything suspicious to the nearest law enforcement agency. •Monitor weather and road conditions wherever you are traveling. CDC Updates Blood Lead Reference Value for Children The Centers for Disease Control and Prevention (CDC) recently updated its blood lead reference value (BLRV) from 5 µg/dL to 3.5 µg/dL in response to the Lead Exposure Prevention and Advisory Committee (LEPAC) recommendation made on May 14, 2021. The BLRV is intended to identify children with higher levels of lead in their blood compared to most children, based on the 97.5th percentile of the blood lead level (BLL) distribution in U.S. children ages 1–5 years. “No level of lead is safe and yet, more than half of our nation’s children are at risk of lead exposure, often in their own home,” said Health and Human Services Secretary Xavier Becerra. “Today’s action by CDC is a reminder of how important it is for parents to ask their child’s doctor about early blood lead testing, so parents can take steps to keep them safe from the toxic and irreversible effects of lead exposure.” Based on the CDC’s updated BLRV, federal partners, health departments, health care providers, and others are encouraged to focus resources on children with the highest BLLs

compared to most U.S. children ages 1-5 so more prompt actions can be taken to 1) reduce their levels, 2) mitigate health effects, and 3) identify and eliminate sources of exposure. “Lead exposure at all levels is harmful to children and can be detrimental to their longterm health,” said CDC Acting Principal Deputy Director Debra Houry, M.D., M.P.H. “Protecting the health and wellbeing of children as they grow and develop is of the utmost importance, and I am confident this update will allow us to further safeguard the health of the next generation.” Despite the overall decline in BLLs, lead exposure remains a significant public health concern for some children because of persistent lead hazards in the environment. Sources of lead include housing contaminated with lead-based paint, soil contaminated by historical sources of lead including automobile gasoline and activities such as lead mining or smelting, drinking water lead service lines, and lead in household plumbing materials. Children may also be exposed to lead through ingestion of contaminated candies and food packaging; some folk

remedies, cultural products, and consumer products; and lead dust that caregivers might bring home on their clothing from their workplaces. Children of non-Hispanic Black or African American race, those living in low-income households and those who are immigrants or refugees, are more likely to live in communities where lead is pervasive. By updating the BLRV, CDC continues its commitment to health equity by striving to protect children who are at higher risk for exposure to lead. No safe BLL in children has been identified and even low levels of lead in blood have been shown to affect learning and academic achievement, and some effects may even be permanent. Preventing exposure before it occurs is essential, and if caught early, there are steps parents, healthcare providers, communities, and others can take to prevent further exposure and reduce damage to a child’s health. Items discussed were the fall service project of providing money for uniforms or sweaters for students at local elementary schools and the Sweetheart Dance of Starr County Council of Beta Sigma Phi set for February 5, 2022. Vangie Anderson, president, reported on the October Council meeting. Rosie Garcia served as hostess for the October 18 meeting, and programs were presented on It’s a great time to freshen up on food safety and preventing food poisoning.
