Mr. Samuel Franklin Vale has been selected for the honor of serving as Parade Marshal of the 2019 Rio Grande City Greater Chamber of Commerce Christmas Parade, set for Friday, December 6, at 7:00 pm. Mr. Sam Vale is the son of Arnold Joseph and Miriam S. Vale. Arnold Vale was a teacher at Starr County School District whom later graduated from San Antonio School of Law, now St. Mary’s University Law School, a practicing attorney, and a State Representative for 16 years. Miriam Smith Vale, a graduate of Texas Women’s University was a teacher and later became a dietician and worked for the Rio Grande City CISD as well as the Roma Independent School District. Mr. Sam Vale a1961 graduate of Rio Grande City High School, attended the University of Texas at Austin and received a Bachelor of Arts in Political Science and

US History and Minored in International Trade. South Texas business leader Sam Vale is the president of the Starr-Camargo Bridge Company, a privately owned international bridge port of entry spanning the Rio Grande River and connecting Rio Grande City, Texas and Ciudad Camargo, Tamaulipas. Vale is a founding board member of the Border Trade Alliance (BTA) and served two

terms as chairman. Vale’s first term as chairman was in 1999 and later chaired the organization in 2012 for a second term. He currently serves as a chair of the Public Policy Committee. Established in 1986, the BTA is a tri-national organization advocating for public policy that advances secure trade and travel across the U.S.-Mexico and U.S.Canada borders. In addition to the international port of entry, Vale’s business ventures include border region trucking and rail operations, and he serves in leadership in his region’s workforce development efforts. He is also a co-founder and former president of KTML-TV, the Telemundo affiliate for South Texas. Mr. Sam Vale has been an exemplary business leader in our community, and Rio Grande City is proud to honor him as Parade Marshal.

Group Plans General Ricardo Sanchez Statue San Isidro ISD Honor Veterans A recently formed Committee dedicated to the building of a statue honoring General Ricardo Sanchez met at the Kelsey-Bass Museum, in Rio Grande City, on Thursday, November 7, to kick-off what is expected to be a yearlong process. At the meeting, the ninemember committee discussed everything from funding sources to the statue’s public unveiling date. The committee agreed to accept both corporate and individual sponsorship pledges over the next three months and hopes to host a public unveiling ceremony on Veterans Day, 2020. A proposal by the committee to commission an artist to sculpt the eight-foot tall bronze statue is set at just under $40,000, with an additional budget being established to cover additional expenses such as the statue’s base, and a dedication plaque. Once completed, the stature will be permanently located just South of Highway 83, on Britton Blvd. where the statue will be complimented by the three large flag poles which currently stand at that location. Corporate sponsorship for the statue is divided into three option; Gold $5000, Silver $3000, and Bronze $1,000. Individual

DPS Offers Tips for Safe Thanksgiving Travel The Texas Department of Public Safety (DPS) wants to remind all drivers to practice safe driving habits and exercise extra caution while traveling on Texas roadways during the busy Thanksgiving holiday. Texas Highway Patrol Troopers will increase enforcement starting Wednesday, Nov. 27, through Sunday, Dec. 1. DPS Troopers will be on the lookout for drivers failing to wear seat belts, violating the Move Over, Slow Down law, speeding and driving while intoxicated, among other

traffic violations. “As we gather with family and friends to celebrate Thanksgiving, you will play a key role in keeping everyone safe as you travel on our roadways this holiday,” said DPS Director Steven McCraw. “We urge drivers to celebrate the holiday responsibly by obeying traffic laws and monitoring weather conditions when traveling. On some highways, it is actually a violation of the law to not move your vehicle over when it is safe to do so. • Move Over or Slow Down for police, fire, EMS, Texas Department of Transportation vehicles and tow trucks stopped on the side of the road with emergency lights activated. Also, show the same courtesy to fellow drivers stopped along the road. • Slow down — especially in

bad weather, construction areas, heavy traffic and unfamiliar areas. • Eliminate distractions while driving, including the use of mobile devices. Texas law prohibits using a portable wireless device to read, write or send an electronic message unless the vehicle is stopped. • Buckle up everyone in the vehicle — it’s the law. • Drive defensively, as holiday travel may present additional challenges. • Don’t drive fatigued — allow plenty of time to reach your destination. • If you see a road hazard or if you observe anything suspicious, report it to the nearest law enforcement agency. • On multi-lane roadways, use the left lane for passing only. Not only is it courteous driving and avoids impeding traffic, Texas law requires slower traffic to keep to the right and to only use the left lane for passing (when posted).

RGCCISD CTE Department Hosted Their Annual Thanksgiving Meal

The Rio Grande City High School CISD, CTE department recently hosted their departments annual Thanksgiving meal in Mrs. Lupita Cruz’s home economics classroom. The delicious feast was prepared by the CTE teachers and culinary arts students. Joining them was Ms. Vilma Garza superintendent of RGCCISD schools and Mrs. Cynthia G. Bazan Academics Director . Alto Bonito Elementary had its 2nd Six Weeks Awards Assembly on November 21, 2019. Thirty-two students were awarded with the Principal’s Award Medal. These students were chosen from each homeroom based on overall academics, behavior, and daily attendance. As an added treat, they experienced having breakfast with the school principal and received a goodie bag. Congratulations to these students and keep up the great work! Go Roadrunners! RGCCISD Family Engagement ACE Program gives thanks to Grulla & Rio Grande City community by celebrating a traditional parent/student/ community involvement holiday dinner prepared by Texas ACE students & staff The ACE students & staff shared a bountiful Thanksgiving Meal on November 19-21, 2019 with their parents and family. The celebration was part of the Family Engagement Specialist community involvement initiative for Grulla & Rio Grande City ACE Grant recipients. The traditional Thanksgiving feast was shared with nearly 500 community members at each school the entire week. Present on all occasions to welcome the ACE parents and students was Ms. Vilma Garza -Superintendent of RGCCISD schools, Mrs. Cynthia G. Bazan, Executive Academic Director as well as the principals of the grant host schools. If you get a close look at the wings, you can detect a little, curvy, reddish cell along the leading edge of the forewing and a touch of red in the eyespots on the trailing edge of the hindwing. A gray cracker possesses a number of unusual features. One of the strangest results in its name “cracker.” As a male takes flight, perhaps to defend its territory, it emits a click or crack. The sound is percussive as it strikes it’s wings together. It has tiny auditory organs which can hear the sound. Unlike most butterflies, they sometimes gather in groups at dusk and then as night approaches disperse to nearby trees to roost for the night. Also unusual is the fact that the adult butterflies don’t drink nectar from flowers but instead feast on tree sap, rotting fruit and animal dung. The larvae feed on leaves of Euphorbias such as noseburns and dalecampias both of which are common noxious weeds,

some of which are stinging to touch. Cracker eggs are laid, singly, on the underside of a host plant’s leaves. The hatched caterpillars, during their feasting and growing stage, strangely, build resting sites out of their dung pellets --- ugh, but to each his own. Their range extends from Argentina through Mexico but they may be seen, on rare occasions, in the Lower Rio Grande Valley. They’re so rare here that in nearly 20 years I’ve seen but three. There’s also a similar variable cracker that I’ve seen only once. So, if you’re exceedingly fortunate enough to also see a cracker butterfly, stand, captivated, for as long as you can to absorb its visual wonders.

Science: Vaccines Do Not Cause Autism, But Physicians Fight to Reassure, Immunize The bottom line: Vaccines do not cause autism. Despite claims to the contrary, more than 25 scientific studies conducted over decades show no connection between the measles-mumps-rubella (MMR) vaccine (or any other vaccine) and the neurological condition. However, physicians seeking to immunize patients to reduce the threat of a major measles outbreak fight an uphill battle against the debunked myth about vaccines and autism. Physicians repeat it over and over: Vaccines like the measlesmumps-rubella (MMR) vaccine do not cause autism; they are safe and effective. Yet the decades-old false claim that vaccines do cause autism has convinced millions of parents not to give their children potentially lifesaving shots and could lead more to opt out, according to Texas physicians. “There is no connection that we can find between vaccines and autism,” said Jennifer Shuford, MD, infectious disease medical officer for the Texas Department of State Health Services. “There’s been a lot of research that has looked at this question, because we want to make sure that something we are recommending for an entire population is not causing devastating health consequences.” The Centers for Disease Control and Prevention recommends the MMR vaccine to protect children against measles, mumps, and rubella. Texas, however, is one of 16 states that permits exemptions based on philosophical beliefs, not only on medical reasons, from the vaccines required to enter school. Despite dozens of scientific studies showing no link between MMR and autism, antivaccine advocates have repeated the claim that a link exists, contributing to the spike in unvaccinated children since the exemption went into effect in 2003.

The MMR vaccine is a welldocumented defense against infectious diseases including measles, reports the Texas Medical Association’s (TMA’s) Texas Medicine magazine. However, in 1998, British thengastroenterologist Andrew Wakefield, MD, coauthored a study published in The Lancet claiming to have found a link between MMR and autism. The British Medical Journal later called Dr. Wakefield’s report an “elaborate fraud,” and The Lancet retracted the paper. It found Dr. Wakefield had skewed his research results, abused the children he was studying, and hid his financial reasons for the report. Since then more than 25 scientific studies have found no link between the vaccine and the disorder. (The United Kingdom has barred Andrew Wakefield from practicing medicine.) Yet antivaccine advocates repeating the debunked claim have contributed to a drop in vaccination rates in the U.S. and Europe Since 2003, Texas vaccination exemptions have soared more than 2,000% to 64,176 statewide. Yet the state’s overall exemption rate is 1.2%, meaning more than 98% of students statewide are vaccinated. Roughly 95% of people must be vaccinated in a region to preserve community immunity (sometimes called “herd immunity”), in which immunizing enough people in a group protects those who can’t get vaccinated. Having more vaccine opt-outs in a local area, however, increases the likelihood of a disease outbreak, especially a highly contagious virus like measles. A report by the Texas Department of State Health Services says 69 Texas accredited private K-12 schools have exemption rates in double digits. Those areas with higher

exemption rates are more vulnerable to outbreak. “When about 95% of a population is covered by the vaccine, we won’t see ongoing transmission of measles in that community – it might spread to one other person, but then it’ll stop,” said Dr. Shuford. “That’s what we hope for when we look at vaccine campaigns for whole populations.” Texas saw 21 measles cases in 2019 as of September, and doctors warn more cases are on the way. Three Texas counties – Harris, Tarrant, and Travis – were ranked among the top 25 counties nationwide considered most likely to see a measles outbreak, according to a May 2019 study by The University of Texas at Austin and Johns Hopkins University. Thus far in 2019, El Paso County was the only Texas county to have a measles outbreak – defined as three or more related cases. “We see how devastating measles can be to people. It kills an enormous number of children around the world every year, so measles is dangerous; that is well documented,” said Dr. Shuford. “And that’s what we want to protect against.” This release is part of a monthly TMA series raising awareness about vaccines and addressing common concerns about them. TMA also highlighted contagious diseases that childhood and adult vaccinations can prevent, including measles, chickenpox and shingles, pertussis (whooping cough), and many others. Childhood Food Allergies Linked to Skin Data from the Centers for Disease Control and Prevention says four out of every 100 children has a food allergy, and such numbers are on the rise. While the mechanisms by which a person develops an allergy to specific foods remain something of a mystery, new research points to the skin as a likely culprit. And certain products that unsuspecting parents use on

infants and children may make matters worse. A study from Northwestern University Feinberg School of Medicine says the factors contributing to food allergy include genetics that alter skin absorbency, skin exposure to allergens in dust, use of infant cleansing wipes that leave soap on the skin, and skin exposure to food from those providing infant

care. These factors may be the ideal recipe for a food allergy to emerge. Even if a child has yet to ingest a certain food, it can still enter the body through the skin. Baby wipes containing the synthetic cleanser sodium lauryl sulphate may be partially to blame. The top layer of the skin is made of lipids that create a protective barrier against allergens. Soaps and wipes can disrupt that barrier, explains Joan Cook-Mills, a professor of allergyimmunology who was involved in a study published in the Journal of Allergy and Clinical Immunology. Children with genetic skin-barrier defects also may be vulnerable to food allergies. When touched after an adult or sibling has handled peanut butter, eggs, soy, shellfish, or one of the other common food allergens, such children may experience a reaction. Adults should wash their hands before picking up or tending to infants and rinse off areas where wipes or other cleansers are used to avoid potential problems with decreasing lipid barriers against allergens.

Scams Targeting Ranchers on the Rise Warn Special Rangers Scott Williamson, the director of law enforcement for Texas and Southwestern Cattle Raisers Association (TSCRA), urged all ranchers to be on high alert, but especially those who do business via websites and social media. He says con artists prefer the anonymity of electronic or even phone communications and that it is more difficult for law enforcement to track down and prosecute the perpetrators. One popular scheme over recent years is for a prospective buyer to inquire about cattle, hay or equipment that is for sale by the rancher. The buyer will send a check or cashier’s check that is more than the agreed price. The buyer will ask you to cash the check and give the extra money to someone else to pay for transportation and delivery. The check is often counterfeit, designed to look legitimate for just long enough that it can be cashed and the money wired. Sometimes

the scammer will even attempt to obtain the items before the check has finally cleared and found to be counterfeit. In either case, the victim is liable for the funds while the crook enjoys the ill-gotten proceeds. Another common scam targets ranchers who are buying cattle, hay or equipment. The con artist will falsely advertise the items using misleading descriptions and fake photos or video, only to deliver inferior products. According to Williamson, the perpetrators of these schemes are often very good at crafting the transaction into a civil action. That means law enforcement cannot file criminal charges, and a lawsuit would be your only recourse. Also, if you deliver the payment before receiving the property, you may not receive the delivery at all, he warns. Tips for avoiding fraud: •Verify the person you are

attempting to do business with a trusted source. •When selling items consider payment options such as an escrow service or online payment system. •Never accept a check or cashiers check for more than the value of the sale. •Confirm checks are valid by contacting your bank or the issuing bank. •When buying items never issue payment until the items are received unless you have complete trust in the seller. •Always inspect and document livestock or items before taking delivery, and remember, you have the right to refuse delivery. •If you believe that you are a victim of a bait and switch purchase, act quickly. The more time that lapses, the more it appears that you were initially agreeable to the transaction and the ability to remedy the problem erodes.

Roma High, Roma ISD Celebrates Ribbon Cutting for Refurbished Swimming Natatorium LEGAL NOTICE

The Roma High Mighty Gladiator Swim and Diving Team was excited to celebrate the completion of the Roma High School Swimming Natatorium Refurbishment Project, which included the repaving of the pool, the addition of rubber flooring around the entire pool, and the replacement of the facility roof. In summer 2018 the re-plastering of the pool occurred along with the replacement of the diving boards at a cost of $165,000.00. In summer 2019 the retractable roof at the pool facility was replaced at a cost of $470,000.00. For less than $80,000 the district added the colorful rubber siding through the entire facility. The air conditioning and humidification system was also updating the fall 2019. “A high school is at the heart of a community like ours. We work to bring everyone together to celebrate and promote our youth and look to our alumni to keep on our traditions of excellence. The Natatorium Project is a

culmination of that dedication to our tradition of excellence and a promise for our youth,” said Roma High Principal Ildefonso Saldivar. “Thank you to everyone who worked diligently to make this dream a reality.” “I want to thank you administration and board members for being here to help us celebrate and for helping us,” said Roma High School senior and Swim Team Captain Israel Gudino. “I

can tell you that this new facility, this new roof and this new floor, really facilitates our workouts. It really motivates us to come here in the morning; it makes it a really light and good atmosphere, which is something that has been missing. I have been swimming since I was an 8th grader, but now it is really nice, bright and lively in here. So thank you for all you have done for us. We really appreciate it.”
