The first Miss Starr County Pageant was hosted in 1969 by the Lion’s Club of Rio Grande City. After several years, the pageant proudly returned in November 2010 through the efforts of the Preceptor Pi Beta chapter of Beta Sigma Phi. The City of Rio Grande City’s finances have earned an “A” bond rating with a stable outlook from the Standard & Poor (S&P) ratings scale. This high rating enables the City to take advantage of the low interest rates currently available in the open market and opens the door to more grant opportunities. “[With this high rating] the city is now able to pursue grant opportunities that are being offered [to municipalities],” stated Robert A. Tijerina with Tijerina Galvan Lawrence Financial Consulting which serves as the City’s financial advisor. “These grant opportunities can be in the form of water and sewer infrastructure projects,” added Mr. Tijerina, highlighting just one of the possibilities now open to the city with the new bond rating. At the regular meeting of the City

Commission held at City Hall on Wednesday, October 30, Mr. Tijerina announced to the Commission that the new rating is already projected to save the City well over 2 million dollars in lower interest rates. “The numbers are great when you’re looking at the savings to the residents,” stated Rio Grande City Mayor Joel Villarreal. “We have plans to continue to increase our fund balance, and the metrics of strong fiduciary responsibility that the Commission is promoting. The goal now is a “AAA” rating.” The City’s high financial rating is credited primarily to the current Commission and administration who have made maintaining a fiscally responsible budget and positive fund balance a top priority. Nearly Half of All Texas Traffic Deaths Come From Energy-Producing Areas TxDOT’s “Be Safe. Drive Smart.” campaign urges motorists to use caution as speeding is the leading factor in these crashes Texas continues to lead the nation in oil and gas production, creating jobs and prosperity statewide, but communities in the state’s main energy production areas have also seen a rise in deaths on the road accounting for close to half of all traffic fatalities in Texas. In 2018, 1,673 people died and more than 6,000 were seriously injured in crashes in the Barnett Shale, Eagle Ford Shale, Granite Wash, Haynesville/Bossier Shale and Permian Basin, where oil and gas exploration is underway. Traffic deaths in these areas are up by 4% compared to 2017.

Crash reports point to failure to control speed as the most-often cited factor in traffic crashes, followed by driver inattention due to actions such as looking at a cell phone. “Driving conditions have changed dramatically in many parts of Texas,” said Texas Department of Transportation Executive Director James Bass. “A big increase in the number of heavy trucks and traffic on state and county roads adds to the complexity of driving – something we always need to give our full attention to, while also obeying traffic laws. That’s why we are urging every motorist to drive smart and take simple precautions to prevent crashes.” In the coming weeks, drivers can expect to see a variety of

common-sense safety reminders as TxDOT kicks off its annual “Be Safe. Drive Smart.” campaign in the state’s energyproducing regions. The campaign reminds drivers to: • Always buckle up—drivers and all passengers, day and night. • Drive a safe speed that takes into account the amount of traffic, road conditions, and weather. • Focus 100 percent on driving and put your phone away: no talking or texting when you’re behind the wheel. • Give large trucks plenty of space, be patient, and pass only when it’s safe and legal to do so. • Obey stop signs and traffic signals. • Never drive under the influence of alcohol or other drugs.

The Talking Book Program Helps Children with Reading Disabilities Having a child struggle with reading can be a daunting task. Parents often look for ways to help students achieve success through tutors or extra long study days, but frustration often sets in when success stalls—destroying the joy of reading. The Talking Book Program (TBP) can give students and parents the extra tools to regain that joy of reading, free of charge. TBP provides digital audio, large print and Braille books and magazines to Texans who cannot read standard print due to a qualifying visual, physical or reading disability. Services for students are available both at home and in the classroom. TBP is a division of the Texas State Library and Archives Commission and has served Texans with disabilities since 1931. Texas was one of the first states to join the National Library Service for the Blind and Print Disabled (NLS), a division of the Library of Congress. The collection includes titles for all ages, including literary classics, fairy tales, poetry, mysteries, sports, science fiction and biographies. Books are available on digital cartridge, in Braille and in large print. TBP cartridges are made for use only with special playback equipment (available for loan from TBP) in order to protect copyright and provide more listening time. Many Newbery, Caldecott, Bluebonnet and Lone Star award-winning titles are also available. Most of our materials are provided by NLS, a program administered by the Library of Congress. To supplement the national collection, volunteers have recorded hundreds of books about Texas and the Southwest, along with Spanish-language titles and children’s books. Books may also be downloaded online via the Braille and Audio Reading Download (BARD) service and through iOS and Android mobile apps. BOOK PROGRAM, page 8

Before this expansion, the CTE allotment was only available to high school students, but more and more research has suggested that junior high students are capable and willing to participate in the program as well. Additionally, this funding did not account for summer programs, an oversight that Texas is changing with the implementation of the new grant program. In recent years, CTE has emerged as a massive enterprise in the United States. In Texas, 77% of all high school students take at least one CTE course, and one in four students takes three or more courses in a single program area. Given these statistics Texas students seem to appreciate the applicability of these learning opportunities, because it prepares them and encourages them to pursue a career after high school. However, according to data from the Texas Education Agency, only 18% of students are taking advantage of these opportunities in District 31. Coming from a rural community, Guillen understands the job opportunities CTE courses can provide south Texas students, and has been a long standing advocate of such initiatives. The Food and Drug Administration (FDA) has issued a warning to consumers to stop using vaping products containing THC, the psychoactive ingredient in marijuana. There have been more than 1,000 reports of lung injuries— including some resulting in deaths—following the use of vaping products, CNN reports. The FDA is working with the Centers for Disease Control and Prevention, as well as state and local public health agencies, to investigate the illnesses. A majority of samples involved in the reported lung injuries have been identified as vaping products containing THC. The FDA is warning consumers not to use vaping products—particularly those containing THC—obtained off the street or from other illicit or social sources. “Do not modify or add any substances, such as THC or other oils, to vaping products, including those purchased through retail establishments,” the FDA advised.
