Rio Native Army Nurse to Headline Featured Speaker at RGCCISD’s Veterans Day Event Major Eva I. Owen (Davila) is a native of Rio Grande City, Texas and a 1983 honor graduate of Rio Grande City High School. While still in high school MAJ Owen was Freshmen Class President, Varsity Track and Cross Country Athlete, Varsity Cheerleader elected Varsity Football Sweetheart for two consecutive years, Student Council Reporter, and a member of the Honor Society. Major Owen pursued a nursing career shortly after graduating from high school at Starr County Memorial Hospital as a volunteer, nurse assistant, and licensed vocational nurse. MAJ Owen moved to Enid, Oklahoma and worked at Integris Bass Baptist Medical Center and St. Mary’s Regional Medical Center. In 2001 Major Owen earned her Bachelor’s Degree in nursing graduating Magna Cum Laude at Grantham University, Kansas City, Missouri. Major Owen joined the Army Nurse Corps Reserve Component in 2004 as a psychiatric/mental health

nurse and was commissioned as a Second Lieutenant. In 2004, she was immediately activated to serve under Operation Enduring Freedom and served at William Beaumont Army Medical Center from 2004 through 2006. Major Owen received her promotion to First Lieutenant while stationed there. MAJ Owen has served in various Reserve Component assignments throughout her Army career for the past 14 years. Her assignments

include: Platoon Leader, Company Commander, Psychiatric/Mental Health Nurse, Deputy Chief Nurse and Behavior health Officer. Her military awards include a Meritorious Service Medal, Army Commendation Medal, Army Achievement Medals, Three Army Reserve Component Achievement Medal, National Defense Service Medal, Global War on Terrorism Service Medal, Army Service Ribbon, Armed Forces Reserve Medal w/“M” Device, and Army Superior Unit Award. Leaving a Legacy Brick by Brick The Kelsey Bass Museum is proud to announce completion of Phase I of the Legacy Brick Fundraiser. The Rio Grande City Kelsey-Bass Museum hosted a Legacy Brick Unveiling event on October 18, 2018 at its historic courtyard followed by dinner at the adjacent Lopez-Tijerina Courtyard. The event began with a heartfelt thank you to all the individuals and organizations that sponsored a brick or paver. The Rio Grande City Mayor welcomed everyone attending. This fundraiser will help promote our community’s rich heritage and culture through exhibits that are presently in display at the Kelsey-Bass Museum. Our community came together demonstrating support by purchasing a brick for their loved one, veteran or organization. Pride and honor was seen throughout the event as individuals and families gathered to take a photo next to their paver or at the outdoor frame decorated in vibrant autumn flowers and pumpkins. This year, the National Federation of Woman’s Clubs, Woman’s Club of Rio Grande City and the Florence J. Scott Study Club have an initiative to recognize and honor the women in the military, past and present. Women have served our military since our country was founded. During the Revolutionary War, women served as spies, nurses and sometimes disguised as male soldiers to join our forces in battle. Today women serve our armed forces in all the areas, even in the battle fields. Jessica Lynch was a prisoner of war. In their service, some have lost their lives, and many have received special citations for their service. This Veterans’ Day, we wish to honor our Starr County Women in the Military. We invite them to the RGCCISD Veterans Day program on Friday, November 9, 2018 at 11:00a.m at Ringgold Elementary and 12:30 p.m at District Auditorium.

RGCCISD Transportation Department gives Ac2E Starr County Detention Center (Jail) Passes Annual Elementary students a Bus Safety Presentation Inspection By The Texas Commission On Jail Standards

Ac2E Elementary students attended a Safety Bus Presentation given by the RGCCISD Transportation Department. Students were taught safety bus rules and procedures to follow in case of potential bus emergencies. On behalf of Ac2E Elementary, we’d like to thank the Transportation Department for their commitment to making our students their top safety priority!

Sheriff Rene “Orta” Fuentes announces that the Starr County Jail passes inspection. Texas Commission on Jail Standards Inspector met with Starr County Sheriff Rene “Orta” Fuentes, Starr County Judge Eloy Vera, County Precinct 2 Commissioner Raul “Roy” Pena, III, Detention Chief Jose R. Molina, Deputy Sigi Gonzalez, Captain J. Rodriguez and detention staff to affirm the state certification. The certification visits which are held randomly (Officials are never notified of inspection date) and is based on an inspection on cleanliness, functionality and review of operational records. Sheriff Fuentes would like to commend all of the Detention Center staff for a job well done! The Center is under the direction of Sheriff Fuentes and Detention Chief Jose R. Molina.

Child Nutrition Program was awarded a grant Emma Vera Elementary School Crazy Hair Day by Baylor University’s Texas Hunger Initiative The District’s Child Nutrition Program was awarded a grant by Baylor University’s Texas Hunger Initiative to print poster sized pictures of secondary students participating in our meal programs. The pictures were presented at the Rio Grande Equal Voice Network’s Health Care Summit held Thursday, October 11th at the Echo Hotel in Edinburg. The Summit focused on several topics impacting food insecurity and hunger in the Rio Grande Valley. This event was held for elected officials, healthcare executives, agencies focused on food access and school administrators. RGCCISD is proud to be one of the few districts selected

to participate in this event. Congratulations to the Child Nutrition Program for all of their efforts.

Pigeon-berry has many desirable features

I spent most of my life in Minnesota where I enjoyed the fall colors. One desirable feature of pigeon-berries is the purplishred colors it’s leaves develop as our weather turns cold. Another

is its long bloom season; the books claim bloom from March to October. As I wander the ranch trails in late December, I observe them still in full bloom! With a bit of luck on the weather, they’re

close to ever-blooming. Pigeon-berries are easy to recognize. They’re about 18 inches tall, have 1 to 3 inch pointed leaves with wavy edges, display 2 inch spikes (racemes) of white to p i n k flowers and have clusters of orange to red berries. Usually there are both attractive flowers and berries at the same time. The berries account for the name; the birds love them. They’re also called coralito or bloodberry. The scientific name is Rivina humilis. Pigeon-berries are deciduous, perennial herbs that require full

to partial shade and prefer moist, loose soil. They are however drought tolerant and capable of going dormant and then reemerging when conditions improve. They also tolerate quite a wide range of soil types. To encourage bushier plants, they can be pruned to about 6 inches during the winter months. Sometimes called the rouge plant, the berries contain a red dye. It’s also called baby peppers. Please note, however, that both the berries and leaves are toxic to people!

A poultice of their leaves has been used to treat wounds since they are thought to contain an antibacterial agent. I don’t know if it was effective. Found in our southern states and down into the tropics, they’re a plant recommended by the Native Plant Society of Texas. If you want them in your yard, dried berries germinate well and plants can be transplanted. Apparently, seeds can also be obtained on the internet. They’re a pleasant addition to any landscape that has some shade.

Students Kick Off Fall with Tasty Treat

Cynthia Moreno’s Kindergarten Class at Veterans Memorial Elementary School celebrated the start of Fall with some warm apple cider and apple pie. Vangie Anderson was hostess, and Diana Peña presided during the business meeting and presented an educational program on Dr. Mario E. Ramirez. In keeping with the theme of historical people in Starr County, Dr. Ramirez was recognized for his many years of leadership as a doctor and community leader in Starr County.

STC Drama Department Announces the Return of South Texas Theatre Auditions Drama departments from colleges across the nation will begin scouting exceptional talent from the Rio Grande Valley beginning in November. In collaboration with the University of Texas at Austin, PSJA ISD, and South Texas College’s Drama Department, South Texas Theatre Auditions (STTA) will begin offering high school seniors and college students from the Valley who intend to pursue a degree in theatre, an opportunity to present monologues, musical theatre selections, and technical theatre portfolios for the consideration of college admissions representatives. Auditions will be held Nov. 12, 2018 from 9 a.m. to 4 p.m. at the South Texas College Cooper Center for Communication Arts, located at 3200 W. Pecan Blvd. in McAllen. Universities attending South Texas Theatre Auditions as of press time include The University of Texas at Austin, Texas A&M – Corpus Christi, University of Texas at El Paso, University of Houston, and University of Texas Rio Grande Valley. “We are excited to be hosting this event for a second year,” said Drama Department Chair Joel Jason Rodriguez. “The partnership with PSJA ISD and The University of Texas at Austin on this project is invaluable and it is great to see how STTA made pursuing a theatre degree accessible to everyone. We believe education makes a world of difference in people’s lives. Students across the Rio Grande Valley will have an opportunity to audition and present their work to university representatives from some incredible theatre programs across Texas.” STTA was a pilot program between The University of Texas at Austin and local theatre educators from across the Rio Grande Valley which has now grown to include South Texas College. Starr County Hunger Solutions Coalition met to discuss initiatives that are taking place in Starr County to address hunger issues in Starr County. Food insecurity is a very real problem in the United States for low income communities and Judge Eloy Vera and the Starr County Commissioners continuously work to provide assistance through the Starr County Food Pantries in each precinct. Starr County Officials also serve the seniors in the community through the seven (7) Nutrition Centers for the elderly.

DGG Warriors Learn Bus Safety Tips The Delia G. Garcia Elementary School Warriors enjoyed a cool Bus Safety Presentation from the Roma ISD Transportation Department. All of the students, even those who don’t normally ride the bus, learned important safety tips for use on their regular rides, for field trips and UIL activities for the future.

RGC Tourism Dept. Hosts 3rd Annual Unexplained Mysteries Conference and Festival

Christian Salinas The Rio Grande City Tourism Department held it’s third annual Unexplained Mysteries Conference and Festival in downtown RGC at Rio Brewing Co. and the historic La Borde House on Saturday evening October 27. This year the conference featured a ‘Weird Science’ presentation by Servando Garza, as well as a presentation on the holistic system of Latin American folk medicine known as ‘Curanderismo’ by Danielle Lopez. The conference concluded with a discussion on True Texas Ghost Stories lead by author/podcaster Chris Lee James with the Laredo Paranormal Research Society.

“Paranormal investigations have been held inside both the Rio Brewing building, and the La Borde House,” said RGC Tourism Director Sara Hernandez. “We thought since they’re right across the street from each other, that area would be the perfect location to host this year’s Unexplained Mysteries Conference and Festival. This year Rio Brewing also decided to host it’s own Rio Brew-Ja block-party along side our festival” Event attendees enjoyed live music, games, food, haunted trolley tours, haunted hotel tours, and costume contests. New to the festivities this year was a Pumpkin Carving Contest, a Cosplay Contest hosted by

professional cosplayers Cristela Paez, Christoper Lee Ponce, and Joe L. Hernandez, and a Video Game Tournament organized by the City’s I.T. department. “We’d like to thank Rio Brewing, La Board House, the Kelsey-Bass Museum, the STC Starr County Campus Psychology Club, the SCCC Super Youth, the RGC Main Street Program, The Medicare Store, the Starr Co. Industrial Foundation, and the Rio Grande City Public Library for helping make this event possible. The event was a great success and we look forward to making next year’s Unexplained Mysteries Conference and Festival an even bigger and better event,” added Hernandez.

Rio Grande City Man Featured In New Book On World War I A Rio Grande City man and his service are featured in a new book on World War I. Bernardo Bazan Elizondo’s feature and a picture of his journal and dogtags dominate a page in ‘Tweets from the Trenches: Little True Stories of Life & Death on the Western Front,’ written by Jacqueline Larson Carmichael. “I was drawn to Mr. Elizondo’s story because he was a prisoner of war for the last days of the war – and because I lived in Starr County for a year when I first started my writing career,” said Carmichael, who lived in Roma where her husband taught school in 19881989, and in McAllen through 1997, where she wrote for The Monitor. The Starr County native Elizondo was taken prisoner on Oct. 5, 1918, at a time when the end of the war was in sight, but the Allied forces (including the United States) were continuing to pummel the German army. The fighting stopped on Armistice – Nov. 11, 1919 – but prisoner exchanges took months. In his case, Elizondo was captive for two more months. After many years in Texas, Jacqueline Carmichael now lives on Vancouver Island in British Columbia, and she came across Elizondo’s story through a chance connection with his granddaughter, Mary Ann Flores. “Fortunately, Bernardo Bazan Elizondo returned to Texas. He eventually settled in Kenedy, where he raised a family – but he never forgot the ‘3 meses largos’ he spent as a prisoner of the German army,” Carmichael said.
