General Ricardo Sanchez Elementary kinder students participated in the Texas Department of State Health Services Oral Health Surveillance Dental Program. veteran and historian Mr. Sam Ramos spoke about the military oath of office many service members take to the constitution and not to a political party. Judge elect Baldemar Garza spoke about the role he is about to undertake in which the constitution is his legal document, which will guide him daily. Balde also mentioned that future jurors have a service to do as well. Jurors should take their service seriously and should always see this as a service to our community and our constitution. Local Attorney Abel Villarreal’s law office provided free copies of the constitution to the attendees. A short luncheon was hosted by attorneys Abel Villarreal Jr. and Martie Garcia-Vela. Next year the event will grow and will include student participation.

My name is Benito Saenz and I am running for a seat on the RGCCISD School Board. I am sure that a question that many voters in any election face is WHY should they vote for one candidate over another? I want to let the voters of this district know why I believe I am the better candidate to choose in my race. First, I am a lifelong educator. I think that it is very useful to have someone on the board who has worked for a school district in different capacities. I believe my experience as a CLASSROOM teacher, an ASSISTANT PRINCIPAL, PRINCIPAL, and ADMINISTRATOR gives me insight into what is necessary to help schools reach their full potential. Education has been the cornerstone

of my life. My crowning achievement is that three of my four children followed in my footsteps and are in the field of education. I want to dedicate my passion and energy into helping shape policy and make decisions that are based on the BEST INTEREST OF THE DISTRICT. As a retired educator and a member and officer of the RETIRED SCHOOL EMPLOYEES OF STARR COUNTY, I continue to involve myself with educational matters. I served on the RGCCISD school board for 19 months. During that time, I was able to get approval of my proposal that all retired employees be allowed to attend any and all local school activities free of charge. Among them are all sporting events, performances and other events that charge an entrance fee. During my time on the school board, I arranged three meetings with officials from The University of Texas—Rio Grande Valley (UTRGV) and South Texas College (STC) to explore the possibility of offering Master’s degrees for teachers and Bachelor’s degrees for instructional assistants in Rio Grande City. Both institutions told us that they were ready to offer them. I would like the opportunity to continue to pursue this plan. But we need to provide the proper incentives for our teachers and teacher-aides to make it worthwhile for them. I will be proposing a much bigger stipend than the current one.

Our area is rich in history and fine arts. I would like to see our district expand our award-winning Mariachi program by adding a folklorico program. In addition, I will be pushing for the building of a State-of-the-Art Performing Arts facility that will highlight appropriately our students. One of the strong components of effective schools is an effective Parental Involvement program—one that provides opportunities for parents to get involved with the education of their kids. We should have an Advisory Committee of Parents that meets periodically with school officials. We should have a parental involvement coordinator in every campus. We should have Make-and-Take meetings with parents where we show them how to help their kids at home. I believe that we need a strong UIL Academic program in ALL our schools. We should be providing opportunities to all our students to compete and be competitive. We should also compensate adequately our teachers who work with UIL students. I am a strong proponent of summer school activities. I think that since our area has very little to offer our students during summertime, it is up to our school district to provide the opportunities. We should expand our summer programs to include a Gifted/ Talented component, a summerrecreation program that encourages competition, a vocational program that offers hands-on activities. We should also have some programs that focus on Science and astronomy. I also would like for our school district to begin forming partnerships with local businesses to provide apprenticeships for our students in areas such as: the car industry, agriculture, healthrelated fields, fast food services, retail merchandizing, entrepreneurships, and much more. 47th Annual “Leo Najo Day” Alto Bonito Elementary Celebrates Reunion October 13, 2018 National Security Officer Week “LEO NAJO DAY” is an annual event to honor former South Texas baseball players, coaches, umpires and related personnel that contributed so much enjoyment to the many that enjoy the game of baseball. Vicente Estevis, President of the Leo Najo Oldtimers Baseball Organization and members of the committee, invite you and your family to attend the 47th annual “Leo Najo Day” reunion, Saturday October 13, 2018 from 11:00 am to 3:00 pm at the Mission Community Center 1402 E. Kika De La Garza, Mission,Texas. Admission is free. Brisket plates with all the trimmings will be served for $7.00 per plate. Drinks (water and sodas) will be available for a $1.00 donation. The event honors the memory of Leo “Najo” Alaniz of Mission (1899†1978), one of the first ballplayers of Mexican -American heritage to play professional baseball in the United States in the 1920’s. In 1925 he played 142 games for Okmulgee,Oklahoma of the

Western Association; where he batted .381 with 213 hits and 34 homeruns. After the season, league president J. Warren Seabough told the Chicago Daily Tribune: “Leo Najo, is one of the greatest players of all time in the Western Association.” In 1939 he was the first ballplayer to be inducted into Mexico’s Baseball Hall of Fame, in Monterrey Mexico, where he was awarded “Best Baseball Player” of the half century in 1950. The first “Leo Najo Day” was celebrated October 12, 1971 in Mission, Texas and Reynosa, Mexico. The Mission High School baseball park and 7th Street where he lived were named after him. Leo Najo died in 1978. He was a devoted member of Our Lady Of Guadalupe Catholic Church where his funeral mass was celebrated. He is interred at Laurel Hill Cemetery in Mission,Texas. In 1988 he was inducted into the Rio Grande Valley Sports Hall of Fame. LEO NAJO, page 14

Roma ISD Police Department Holds Mass Shooter Training How alcohol impairs driving ability The Roma ISD Police Department engaged in mass shooter trainings, as well as firearm trainings and certification this summer to prepare for the 2018-2019 school year. “We pray we never have to use a firearm in a school or face something like an active shooter situation, but we must remain vigilant and understand that every community must be prepared,” explained Roma ISD Police Chief Benjamin Gonzalez. “Complacency is not our mind set; we are always finding ways to train and learn new tactics that will keep our students, staff and community safe. We sincerely appreciate the support we have received from Superintendent Guzman to secure the resources and information we need to prepare.”

According to the National Highway Traffic Safety Administration, alcohol and other drugs of impairment are involved in approximately 40 percent of all traffic crashes in which someone is killed each year. Men and women who drink as well as people under the age of 21 who consume alcohol illegally may mistakenly assume that consuming a couple of drinks won’t impair their ability to safely operate a vehicle. But the NHTSA points out that alcohol and other drugs reduce various skills drivers need to safely operate motor vehicles. Even a slight reduction in any of the following skills can prove deadly to those who drive while consuming alcohol and/or the people with whom they share the road.

· Judgment: The NHTSA notes that alcohol adversely affects areas of the brain that control judgment. Even the most experienced drivers may not judge situations like traffic or poor road conditions after consuming alcohol as they might when they have not had a drink. · Vision: Few drivers would willingly drive with blurred vision, but that’s precisely what drivers do when getting behind the wheel after consuming alcohol, which can blur vision. Vision helps drivers determine the distance between their vehicles and objects such as other cars, medians and pedestrians. Alcohol reduces drivers’ ability to accurately assess that distance and also can adversely affect drivers’ ability to determine the

speed of vehicles with which they’re sharing the road. · Color distinction: Alcohol can reduce drivers’ ability to distinguish colors, which can put the lives of drivers, their passengers, pedestrians, and fellow motorists in serious jeopardy. In addition to compromising their ability to understand stoplights, alcohol can make it hard for drivers to see road markings, traffic signs and other vehicles’ turn signals. · Reaction time: Alcohol impairs drivers’ ability to process information quickly, which can make them especially vulnerable to sudden developments on the road, such as other drivers stopping suddenly or pedestrians crossing roadways outside of crosswalk

We have scorpions here in the Valley Most people rightly fear scorpions. I encountered one recently, near our ranch gate, as I took my dog Pal on her evening walk. It was small, rather thin and delicate looking although it was able to run rather fast. I got Pal a safe distance away and, with a flashlight, took a close look. It was a striped bark scorpion, one of the most common scorpion species. It’s relatively easy to identify a striped bark scorpion. They’re about 2 1/4” long, have a long pair of thin pedipalps (pinchers), two dark longitudinal lines on the back of the abdomen and a segmented tail, called a metasoma, which ends with a

Rio Grande City hosted the 6th Meeting of Mayors and Industry Leaders of the Northeast Region of Nuevo Leon and the Border Region of Tamaulipas and South Texas at South Texas College Starr Campus in Rio Grande City. Traffic Safety Administration defines distracted driving as any activity that diverts attention from driving. In 2015, 3,477 people were killed and 391,000 injured in the United States as a result of distracted driving. It is relatively easy to avoid becoming a statistic by reducing

SUMMARY: Notice is hereby given that the Rural Utilities Service (RUS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by City of La Grulla, Starr County, Texas. The proposal is for construction of water system improvements at its water treatment facility. City of La Grulla has submitted an application to RUS for funding of the proposal.

City of La Grulla intends to seek financial assistance from RUS for water system improvements. The proposed project is described below. The project locations include the corner of East Second Street and Division Street for the new treatment plant and at the location of the existing water treatment plant. If implemented, the proposed project will convert floodplains. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.

Fulcrum Consulting Services, an environmental consultant, prepared an environmental assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects.
