Accompanied by her husband, Osbaldo Vela III and their two daughters, Madelyn and Ava, Martie Garcia-Vela formally filed for the position of District Judge of the 229th District Court. “The 229th courtroom is a very special place for me. It is where I was sworn in as an attorney by Judge Alex W. Gabert, had my first jury trial as prosecutor, presented to grand juries and received jury verdicts here. Now, my wish is to be a full-time and hardworking Judge both on and off the bench! I love the law, and as one of my role models – Justice Sonia Sotomayor stated,
“If you love law the way I do... you’re given the job of a lifetime. You’re permitted to address the most important legal questions of the country, and sometimes the world. And in doing so, you make a difference in people’s lives.” I have advocated for people from all walks of life and understand that justice is a right we all share equally regardless of social or economic status. I have sat and grieved with victims offering encouragement through the rule of law. After graduating Rio High and then receiving my BA and Law degrees, I returned home to serve you as an attorney and prosecutor. I appreciate the work of law enforcement all the while balancing rights afforded to all by our constitution. My interest in leadership didn’t begin in my 30’s. As a member of the Lorenzo de Zavala Youth Legislative Session, I learned at a young age the importance of organization and the rigors of outreach. By senior year, I was
elected class president by my peers at Rio Grande City High School. While in college, I worked canvassing block walks for a congressman and was elected as a senator for the college of liberal arts. While in law school, I was again elected by fellow students as class officer. During my career as an attorney, I have devoted myself to public service. I have been active in my community and have been blessed with mentors who are trailblazers. I want to follow the path of my role models – Mrs. Diane Shaffer, Hon. Ricardo Hinojosa, Hon. Roma ISD School Board Honors Business & Starr County Wellness Program GHS Students and Staff Unite for Common Cause Finance Division for Financial Reporting Award “Healthy Starr County One Step At A Time”
Roma ISD’s School Board took the opportunity at its September School Board Meeting to honor the outstanding work done by its Business and Finance Division led by Business Manager Alfonso Perez. The group earned the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) for the third year in a row. The certificate is awarded for the division’s comprehensive financial report, which, according to the GFOA, “has been judged by an impartial panel to meet the high standards of the program and demonstrates a constructive spirit of full disclosure.” Further, the group says the certificate is,” the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant
accomplishment by Roma ISD and its management.” “Our Business and Finance Division continues to do an excellent job in maintaining our district finances, allowing us to provide ample resources to keep our district thriving when other groups across the Rio Grande Valley and state that are realizing cutbacks,” said Roma ISD Superintendent Carlos Guzman. “We salute Alfonso Perez, Pedro Alaniz and Edgar Rodriguez for their fine work to ensure we maintain a healthy fund balance and keep on track fiscally. From the Desk of Judith A. Solis, Attorney at Law Hello Readers! Today’s topic is a question that I received about child support obligations. A non custodial parent (the parent with whom the child does not reside) must pay child support and medical support to the custodial parent (the parent with whom the child resides). The question is for how long is the non custodial parent obligated to pay child support? Typically, this obligation lasts until the child turns 18 or graduates from high school, whichever comes LATER. There are exceptions of course. Some cases involve settlements where the parties may agree that no child support is paid for specific reasons. Or, in some cases, if the child is disabled that obligation may continue until
after the age of 18. It may be for a specific amount of years or it could be for life, depending on the disability. I am often asked why a person is not obligated to pay for college expenses, etc. The fact is that in the State of Texas the Courts can only obligate the Non Custodial parent to pay support until the child is legally emancipated. In other words, once the child turns 18 and graduates high school, they are considered adults in the eyes of the law. Medical support is another topic but I will discuss that with you all next week. Until then, remember that this column is intended to be helpful advice only and that EACH case is different. You should ALWAYS consult with an attorney if you have a legal problem. JAZZ Continued from Front Page “The music that we learned for the competition was interesting and we put a lot of work into it for about a month in preparation for the competition,” said Kristian Corona. “This competition is about preparation and I am very happy with the results.” Kristian Corona just finished recording his musical piece last weekend and that recording will move on to the next phase of competition. He is still pending the results on the Area competition. A total of 50 Alto Saxophone players from throughout the state will be selected for the State Jazz Ensemble.
According to Itzhak, his love of Jazz has come from his parents and how they were raised listening to all the musical greats of that particular genre. “While we were growing up our dad and mom grew up in the time when Jazz was gaining popularity and many musicians got their start,” said Itzhak Corona. “We listened to all the Jazz greats starting with Frank Sinatra, Tony Bennett, Charlie Parker, Jaco Pastorius, Marcus Miller, and Canonball Adderley.” When Kristian was asked the same question about what drew him to wanting to participate in
the GHS Jazz Band he stated that he really enjoys the artistic aspect of that type of music. “I love the feel, it’s so laid back, and you get these moments where you get what they are trying to convey through their art,” said Kristian Corona. “It’s kind of like painting a picture and after listening to it you can hear how amazing it actually is.” As for what is next for the Corona brothers, they hope to inspire more Jazz Band students to participate in this competition. They say that this has been the second time anyone from GHS has participated in this competition and the first time any The RGE Sunshine Club hosted their first event of the year. The faculty and staff enjoyed ice cream with all the trimmings and played the game, “Here’s the Scoop About Me!”. Mrs. Barrera, Principal, and Mr. of the members have placed. Congratulations to both Guerrero, Assistant Principal, also held a raffle for those in attendance. Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups and Individuals on 10/11/2017: This is to give notice that the City of Escobares has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Community Development Block Grant Program under contract 721718ESC. The City of Escobares proposes a Street Improvements project to reconstruct approximately 5,940 LF of street using 6” caliche base, 1.5 inch HMAC, all associated appurtenances on San Julian Rd from a point approx 500 LF to the north of Docker to a point approx 530 LF to the south of Julian St, on San Julian Rd from San Julian St northeast to the alley at the end of the Las Palmas Subdivision, on Luciano from Old US 83 to Viola, on Martinez from Lopez to Sacred Heart Drive, and on Cindy’s Ave from Old US 83 to a point approx 1,060 LF south, Escobares, Starr County. The project shall include activities within approximately 0.09 acres of the 100-year floodplain. The City of Escobares has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: a reduction in scope, alternate locations, and no action. The scope and location of project activities were chosen based on minimum improvements necessary to correct the health and safety risks existing facilities pose to the natural and human environment. Additionally, there shall be no significant increase to impervious surface, best management practices shall be employed during construction, and the activity shall comply with state and local floodplain management procedures. The City of Escobares has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public inspection, review, and copying upon request during regular business hours at the City Hall. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. MEDICARE you sort through the Medicare health and drug plans available for 2018. 1) Generally, health and drug plan premiums will be stable next year. Texans in Medicare’s original fee-for-service program can choose from 24 drug plans with monthly premiums ranging from $16.70 to $197.10 – about the same premium range as last year. Nationally, the average premium for a basic drug plan will drop $1.20 to $33.50 per month. Texans who prefer an alternative to the traditional Medicare program may join a Medicare Advantage health plan sold by a private insurer. Most plans include drug coverage. Thirty-three percent of Texans with Medicare now opt to get their health care benefits this way. Many Advantage plans charge a separate premium on top of the Part B premium you’ll pay for Medicare’s medical insurance. Nationally, the average monthly cost for that separate Medicare Advantage premium will be $30 in 2018 -- $1.91 less than this year. Look beyond premiums, though. The only way to determine the true cost of your coverage is to consider other factors like deductibles, co-payments and coinsurance. Higher-rated plans also provide better customer service, with fewer complaints or long waits for care. 3) If you need help comparing health or drug plans, it’s readily available. There are four places to turn for assistance: • Visit www.medicare.gov/finda-plan to compare your current coverage with new health or drug plans. If you want to make a change, the website will guide you to where to enroll in a new plan. • Call Medicare’s help line at 1-800-633-4227 at any hour and talk with a customer service representative. • Consult your “Medicare & You 2018” handbook, which you should have received in the mail in the last few weeks. viewed at www.medicare.gov. • Get one-on-one benefits counseling through Texas’ State Health Insurance Assistance Program. You may call 1-800-2529240 for the counselors nearest you. 4) If you’re on a tight budget, see whether you can get help paying for your prescriptions. If you’re having difficulty affording medications, you may qualify for the government’s “extra help” program. The amount of help depends on your income and resources. Generally, you’ll pay no more than $3.35 for each generic drug and $8.35 for each brandname drug in 2018. To qualify at present, your annual income can’t be more than $18,330 if you’re single or $24,600 if you’re married. Also, your resources can’t exceed $13,820 if you’re single or $27,600 if you’re married. Savings and investments count as resources, but homes, cars and personal belongings do not. DPS Urges Texans to Stay Vigilant, Report Suspicious Activity State iWatch program accepts tips via website, mobile app In light of the attack in Las Vegas over the weekend and as part of national Crime Prevention Month (October), the Texas Department of Public Safety (DPS) is calling on all Texans to remain vigilant regarding potential crime and terrorist activity in their communities, and to report suspicious behaviors to local authorities or the department’s iWATCH website at www.iwatchtx.org. “In the wake of the cowardly attack in Las Vegas, we continue to keep everyone impacted by this tragedy in our thoughts and prayers,” said DPS Director Steven McCraw. “We also want to remind the public of the potentially crucial role they
play in helping law enforcement combat groups and lone-wolf actors intent on harming others. No matter where you are – alone or in a large group – always stay alert, and report any illegal or suspicious activity you witness to iWATCH or to your local authorities.” The iWATCH program was created as a partnership between communities and law enforcement, and utilizes citizen-sourced tips related to criminal activity. Peccaries live in large, extended families Much to my surprise, a couple of weeks ago, two peccaries visited the area around my home. They were half grown, probably yearlings. Collared peccaries, also called javelinas (in Spanish), don’t often visit areas populated by people. Perhaps, with the hot, dry weather, there’s a reduced natural food supply or perhaps they were just doing some youthful exploring. For whatever reason, they hung around to be seen for several days.

They rub scent on each other to mark them for recognition as members of the herd. I enjoy observing collared peccaries as I hope you may, but only from a safe distance.

Peccaries are family oriented and are interesting critters. Some wild animals live solitary lives; peccaries are social and nearly always in groups of dads, moms and kids. Typical families or herds number from about 8 to 15 individuals of mixed ages. The herd tends to ignore people unless they feel threatened in which case they can be dangerous. Peccaries have tusks that can inflict serious wounds and they may chatter the tusks to warn off intruders. My dog Lance once wandered into a herd and was chased a considerable distance by three peccaries until I managed to scare them off by waving my arms and shouting, much to my relief. An adult peccary is about 3 to 4 1/2 feet long and weighs from 40 to 90 pounds. They look pig-like with a snout that ends in a cartilaginous disc. They’re
