Obituary

Emma G. Guerra September 26, 1945 - October 10, 2021

Rio Grande City - Emma G. Guerra, 76, entered into eternal rest on Sunday, October 10, 2021 at Knapp Medical Center in Weslaco, TX Emma was born September 26, 1945 in Agua Verde to Adolfo and Nicolasa Escobar Gonzalez. She graduated from Rio Grande City High School in 1964. She shortly attended Pan American University in Edinburg, Texas. Emma worked for the Rio Grande City Consolidated Independent School District as a teacher assistant for the Special Ed Department. She retired after ten years to enjoy her life to the fullest.

She is preceded in death by her parents Adolfo and Nicolasa

Escobar Gonzalez.

Emma is survived by her three daughters; Cynthia (Donald) Alaniz, Linda (Noel) Beltran, Laura (Juan) Rocha, and her Beloved Carlos D. Guerra, all from Rio Grande City; five grandchildren, Nereida (Denzel) Rogers, Janay Rocha, Carlos Beltran, Crystal Alaniz and Juan “LJ” Rocha Jr.; two greatgrandsons, Denzel “DJ” Rogers Jr. and Noah Rogers. Her siblings, Jose Armando “Red” (Lola) Gonzalez, Arturo (Yolanda) Gonzalez, Ninfa (Enrique) Lopez, Arnulfo (Alda) Gonzalez, Norma (Raul) Rodriguez and Hilda (Armando) Guerra; and numerous nieces and nephews that loved her story telling from her younger years.

Her son Dillon was driving home from a fish fry and died instantly when his truck ran off the road hitting a brick mailbox and concrete pole. His blood alcohol concentration (BAC) was 0.16, twice the legal limit.

Dillon is just one of nearly a thousand people killed every year in drunk driving crashes in Texas. Stories like his are part of TxDOT’s “Faces of Drunk Driving” campaign that puts real faces behind the statistics.

Last year there were 963 DUIalcohol related fatalities. That means on average, a person in Texas dies every nine hours and six minutes as a result of a traffic crash involving alcohol.

Fortunately, Tidwell was pulled over after driving the wrong way down a one-way street before he could hurt himself or someone else. He just recently resolved the case after three years of court visits and will undergo alcohol and drug offender courses, community service and probation. Tidwell hopes his story will convince others to drive sober.

JOB DESCRIPTION: You will be tasked with receiving, opening, and logging invoices on the ledger, as well as other duties like bank reconciliation, accounts payable invoice and data entry and expense report handling. Secondary duties involve assisting the Finance Director with any other duties of the department, including but not limited to preparing monthly financial reports, etc.

REQUIREMENTS: Candidate must be proficient in Microsoft Office applications, particularly in Word and Excel. An ideal candidate must have a good understanding of payments, the accounting process and budgeting. You must also be capable of handling supervisory tasks when necessary. Associate degree in accounting preferred. Or substantial experience in accounting/bookkeeping may be substituted for education. Prefer experience in a government environment.

I have abdominal pain and cramping, could I have Irritable Bowel Syndrome?

Cardenas MD at DHR Health Gatroenterology Institute Irritable B o w e l Syndrome also known as IBS is a functional disorder of the gastrointestinal tract; your stomach, small intestine, and large intestine. Symptoms are commonly long-standing abdominal pain and discomfort and altered bowel habits which may be characterized by either diarrhea, constipation, or alternating between both. IBS is relatively common and affects about 11% of the population worldwide. It tends to occur more often in younger age groups and in women.

Abdominal pain in IBS is usually described as a cramping sensation and may vary in severity and frequency. Often times the pain is related to having a bowel

movement. In some patients these symptoms are relieved with having a bowel movement and in others, having a bowel movement may worsen the pain. In addition to cramping, the symptoms of IBS include diarrhea, constipation or alternating diarrhea and constipation, or normal bowel habits alternating with diarrhea and or constipation. Commonly these symptoms tend to occur in the waking hours and are often brought on after a meal.

Evaluation for IBS consists of seeing your physician for a physical examination, laboratory evaluation and age-appropriate colorectal cancer screening (age greater than or equal to 45). Evaluation by your physician is necessary to rule out the possibility of other conditions that are not IBS. Alarming symptoms that suggest another condition or disease include the following: age of onset greater than 50 years of age, rectal bleeding or black

stools, diarrhea that occurs at night, ongoing/increasing abdominal pain, and laboratory abnormalities such as anemia, family history of either ulcerative colitis or Crohn’s disease or family history of colorectal cancer. Patients who meet criteria and have no alarming symptoms usually need no further testing.

What can I do to feel better? A) You can start a diary to keep a daily track of the foods and activities that may have increased your symptoms and make this available to your physician. B) You can stop eating foods that make things worse and let your doctor know what these are. C) In general, you can give up milk, ice cream, and other foods that have milk or lactose in them as these often contribute to bloating and gas and could make your symptoms worse. D) Eat more fiber, such as cereals, fruits, and vegetables. E) Exercise, increasing physical activity truly helps IBS.

How is IBS treated? There are many medications that can be used to treat the condition and control its symptoms. There is not a treatment today that “cures” the condition. Counseling can also help because we know that anxiety

can often contribute to symptoms.

Medications are available to ease the problems with diarrhea and/or constipation associated with IBS. Sometimes use of antidepressants can be very helpful in treating the symptoms of IBS and using

anti-spasmodics can also be very helpful. In some patients, the use of antibiotics may help with bloating and diarrhea.

In general, IBS is a lifelong condition that can be managed in partnership with your physician.

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups and Individuals This is to give notice that Starr County has determined that the following proposed action under CDBG Self Help Center Colonia Program contract 7219013 through the Texas Department of Housing and Community Affairs (TDHCA) is located in the 100-year floodplain, and Starr County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. CDBG Self Help Center Colonia Program’s funding will provide HUD funds to Starr County to reconstruct up to twelve existing single family houses considered uninhabitable in their current condition.

Reconstruction consists of demolishing existing house and building a new single family home on the same footprint of the original house. One of the colonias to receive assistance is Colonia Venecia, located in La Grulla, TX 78548, which is about 25.52 acres. The Colonia Venecia is entirely within the 100-year floodplain. It is anticipated that no more than five lots will receive assistance in this colonia.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
