On August 20, 2018, I filed for re-election to the RGCCISD School Board of Trustees, Place 6. I first successfully ran for this position in 2014. At the time, I knew that I was taking on an important role and that we were facing real and complex issues. I knew it would not be easy but I also knew that I wanted to focus my talents and energy on bringing about solutions for RGCCISD. In 2014, the school district was facing a financial crisis left to us by the outgoing board who had spent more money in recurring debt than in the history of the district. At the same time, the State had begun to have its own fiscal crisis which resulted in huge cuts to education for every district. But, instead of complaining, we got to WORK. First, we addressed the most pressing issues we inherited, which was the TEA monitor placed on the district in 2014 due to YEARS of lack of implementation of state mandated requirements and incorrect use of federal funds. It took us over a year, but we did correct the issues and once TEA left our district they were very pleased with the progress we made. We then

highest fund balance on record at RGCCISD, an unprecedented amount of over $35 MILLION DOLLARS IN OUR FUND BALANCE. Then why all the fuss? Why did the board create a deficit? A deficit simply means that we spent more that we allotted in our budget. Did we have the money to avoid a deficit? Yes, we did. Why then allow a deficit? I believe it is in the BEST INTEREST of the DSITRICT to not touch our hard earned fund balance in order to leave funds available should a real crisis arise. We instead opted to spend money to address issues in the district and pay for them over time, slowly, instead of all at once thus depleting the funds we worked so hard to accumulate. So what are we spending money on that created this short term deficit? As a board member, I know that our district has MANY NEEDS. I wish we could address them all at once. Rio Grande City High School Robotics STEM Roma High School Mighty Gladiator Band Excels Team Compete at Sea Perch Challenged at Regional Bands of America Competition
Mr. Delfino Garza, Career & Technical Education instructor for Robotics STEM from Rio Grande City High School and his competing students were among 30 teams that participated at the Brownsville ISD Margaret Clark Aquatic Center. The Sea Perch challenged tested the student’s engineering skills and they raced their underwater robots or ROV through various underwater obstacle courses. This is Mr. Delfino Garza’s 3rd year, competing in the sea perch competition sponsored by the United States Navy. It was CONGRATULATIONS to the Roma High School Mighty Gladiator Band for earning first place in very exciting to see the judge’s in diving suits and to actually compete with such a large venue. Mr. Garza their division at the regional Bands of America Competition! SOLIS Continued from Front Page for a new swimming pool that our entire community can enjoy. Our community does not offer many options for families in the summer and this will be one. We did contract a company that assured us that unlike the swimming pools constructed in the past, this swimming pool is, to quote the contractor, “earthquake proof”! Finally, I voted for the security initiative that will address an issue, nationwide, school safety. We are fortunate to not have encountered a school violence issue like seen in other schools, but we must be prepared! We decided to be PROACTIVE and not reactive. We allotted ONE MILLION DOLLARS to install new, state of the art security camera systems in each campus; install gate arms at the schools; fit every door with a latch to prevent intruders from entering classrooms; doors in the elementary schools in which one must first be buzzed in to enter. These measures are costly, but worth every penny and I would gladly create a deficit in order to have peace of mind. The future of our district looks
great! I am a PROUD PRODUCT of this district. I came home after completing my law degree because I love the community that helped raise and mold me! I strive to be a POSITIVE reflection of this district! No matter what happens, I will not bash the good people of this district and I will always ROOT FOR RGCCISD! At the end of the day, we are all in this together. I am always available to listen to valid criticism or to hear sound advice. I have learned so much in the four years on this school board, and I am asking for one more term to continue to move this district ONWARD! I often say being on the school board is like a second job, only it does not pay. I spend hours away from the job that does pay, my law office, to try to do the work that needs to be done to ensure that our district can compete with any other one out there. I understand two things; the creation of a successful business and hard work. In 1997 I became a barber and ran my mother’s business out of necessity. Part of the steps I took to become a master in my craft included becoming an educator. It allowed me to grow my business and Excel in my profession. In 2006 I was able to fulfill my dream of having my own product line. After dedicating myself for 15 years to my clients, in 2012 I started construction on what is now Esco Spa. The journey of any successful entrepreneur is molded in hard work, dedication, and sacrifices but there is a unique acquired skill gifted to those that can endure the path; to sculpt a successful business out of nothing. A school district may have a different mission and several factors that can make it successful, but business sense is an essential piece to any board. It is my expertise in business that I know brings value to Rio Grande City CISD. As a board member and parent, I will do everything in my power to work with others cohesively and create the best district for our students. I humbly ask for your support and vote this November.

Roma High School JROTC Program Participates in Pre-Raider Training Texas Delta Theta Master Launches Chapter Year
By: Roma High School JROTC Program Instructor Luis C. Barrera, LTC, USA (Retired) The Roma High School Gladiator Army JROTC Battalion ventured into the South Texas brush country with 65 cadets to conduct a preraider training initiation Field Training Exercise at La Copa Ranch, Ed Rachell Foundation, near the Falfurrias check point. The new members of the Raider Teams were exposed to all of the rigors of being a JROTC Raider, including the Army Modified Physical Fitness Test, an obstacle course, rope bridging techniques, knots training, Jacob’s Ladder, the log-jam, a Tomahawk Bridge and lots of walking in the South Texas brush. The upper level cadets served
as team captains and instructors for all the events, supervised by the Army instructors. The instructors trained on all of the events prior to the FTX and were well versed on their tasks. Most are former participants of the La Copa Ranch Raider Challenge that takes places annually, at which Roma High School has had two back-toback championships. With this training freshmen cadets now have a new outlook on what Roma JROTC is all about. Thanks for making this training possible goes to Roma High School Army instructors LTC(R) Luis Barrera and 1SG(R) Juan Cruz; Roma ISD bus driver Mr. Torres; Roma High School JROTC Program alums Crystal Campos, Daniela Barrera and PFC Eleazar Hernandez who
served as chaperones; and the staff at the ranch, Mr. Hugo Bazan (Army Retired), who was amazed by the performance of the RHS trainees and instructors. They invited Roma High School back to bring more JROTC units to the greatest outside classroom in South Texas!
Texas Delta Theta Master of Beta Sigma Phi held their first meeting of the chapter year at Casa de Adobe Restaurant with Alma Gloria T. Gonzalez serving as hostess. Josie Guerra, program chairman, distributed the chapter yearbooks and reviewed them with the members in preparation for the 2018-19 programs and projects. In carrying out the International theme, “A Quilt of Friendship,” the chapter’s programs will all focus on historical people and places in Starr County and the Rio Grande Valley. The first program, given by Josie Guerra, told of the many accomplishments of Maxine Guerra of Roma. President Diana Peña presided during the business session.

Rose-bellied are attractive little lizards In over ten years, I had seen rosebellied lizards only a couple of times, but last week I saw two. I feel fortunate because they’re not commonly seen and are very attractive. Only from 3 1/2 to 5 1/2 inches long and generally brown in color, they’re easily missed as they scurry about in the leaf litter looking for small insects and other arthropods. They do climb trees and bushes but prefer to hunt on the ground. If you get a good look, they’re easy to identify. The top of the head is plain brown and the upper lip is near white.
