To Friends, Colleagues, and all Starr County Residents It has been my honor to serve you, so it is with enthusiasm that I announce my intent to seek reelection in 2018 as your County Judge. I feel humbled to have had the opportunity to work for you and run this government with Christ as my guide. My years of service coupled with my degree in Civil Engineering, and business experience make me the most qualified candidate. COMMITMENT & HUMILITY: My record speaks for itself and any accomplishments under my leadership I share equally with you. I am committed to push for a brighter future. When citizens cannot find jobs and when others cannot pay their bills, it concerns me. My fundamental beliefs are that as a public official we are ALL part of Starr County. Community is not entrusted to only the young or the wealthy, we are all our brother’s keeper, and we must be careful as to who is entrusted with such responsibility. Going forward, I am committed to seek grants to ensure that infrastructure is conducive to promoting small and large business opportunities. I am also working to secure funding for the restoration of our historic courthouse. The wind-powered farms are providing alternative clean energy, but will also bring
millions of dollars to the County, schools, STC and the hospital over the next 25 years by taxing the companies, not our citizens! We will continue to negotiate with wind and solar companies to help our landowners have profitable farmlands. RESPECT & INTEGRITY: I will always hold the County of Starr in the highest regard. There is enough negativity in the in our country and in our media. I always work to highlight the good things our community has to offer and work to clean up any negative image. With my strong moral principles and faith as my guide, I plan to use my Leadership skills not to further divide our small communities, but to unite us towards making progress. During my last 19 years in office, I am proud to report some of that progress! Under my administration, the unemployment rate has gone from 33% to now 11%. I have been instrumental in securing funds for the expansion of both STC and UTPA-Starr Campus. Under my leadership we have built the Starr County Courthouse Annex, a state of the art Transfer Station, paved numerous roads, built a community center in San Isidro, and various parks. I have also been successful in
securing federal funds to provide better Sheriff’s equipment for your safety and implemented the building of homes at no cost to qualifying citizens. I was able to create both a ground water and drainage district, which now has over one million dollars in its account that will be used to fix drainage problems throughout the county. We purchased the rightof-way on North Ebony St. to aid the city of Roma in there drainage projects. We also purchased the right-of-way to help the City of Rio Grande improve the traffic from US Hwy 83 to FM 755. Thanks to the late Commissioner Raul “Roy” Pena, Jr. we were able to acquire 29.5 acres of prime land located in Roma, Texas which now serves as a much needed county cemetery,
which includes a commemorative Veterans cemetery. We have partnered with UTRGV to bring much needed health services to the Eastern side of the County. I also started a wellness program to keep our employees healthier and save on their insurance cost. These are just a few of the many things that I have been able to accomplish. SECURE TRANSPARENCY: Budgets, meetings, and activities regarding tax payer’s monies will continue to be posted securely and public hearings will be held in order for everyone to have input. When considering whether I would retire into the sunset, I had to consider many things. In part, I felt that I had accomplished a great deal and was ready for some leisure time,
but many friends and citizens saw the detour our county would take if someone with integrity did not step forward. I agreed. I love my community too much. I cannot undo the injustices that have happened, but I can run for YOU. I ask you to join me and my team in March 2018 to send a loud message that Starr County is for the old, the young, the rich, and the poor. We are United. I am ready to work with everyone, no matter what our differences are, because Starr County deserves a team player working for the common good and for the people. We are our brother’s keeper and your family deserves to be protected. God bless you and God bless Starr County.

La Union Elementary 3rd Grade Roma High JROTC Program Completes Class Sent Donations to Mexico First Raider Training of the Year
La Union Elementary 3rd grade students and their teacher, Ms. Jocelyn Rodriguez collected a variety of sweet treats for children impacted by the deadly earthquake that struck Central Mexico. Students were inspired to help after reading a passage titled “Uncle Wiggly Wings.” The passage tells the story of Colonel Gail Halvorsen, a United States Air Force Pilot best known as the “Berlin Candy Bomber” or “Uncle Wiggly Wings” who dropped candy to children during the Berlin airlift from 1948 to 1949. Students learned about the importance of helping others.
By: LTC Luis Barrera, Roma High School JROTC Program Instructor Fifty-eight Roma High School Gladiator Battalion Cadets ventured into the wild to conduct a pre-raider training initiation Field Training Exercise at La Copa
Ranch, hosted by the Ed Rachell Foundation, near the Falfurrias check point. The new members of the Raider Teams were exposed to all of the rigors of being a raider from the Army Modified Physical Fitness Test, to an obstacle course, rope bridging techniques, knots training, and lots of walking in the wilderness. The upper level cadets served as team captains and instructors for all the events with minimal supervision by the Army Instructors. The instructors trained on all the events prior to the FTX and were well versed on their task at hand; most are former participants of the La Copa Ranch Raider Challenge that takes places annually and one Roma Team took
the Champions Cup this past year. With this training complete, Roma JROTC Program freshmen cadets now have a new outlook on what Roma JROTC is all about. Many were amazed by our students’ performance as trainee’s and instructors. They invited us back and to bring more ROTC units with us to the greatest classroom in South Texas!! Thanks to everyone who participated in making the event successful including our Army Instructors LTC(R) Luis Barrera and 1SG(R) Juan Cruz; our bus driver Paco; Lino our Medic (Roma Fire Department); Nadine Barrera, Mayra Solis and Ofelia Cruz as our chaperones; and the staff at the ranch Johnny Escamilla and Fred Silva.

Boys & Girls Club Provides Family Games at The Fajita Cookoff The Boys & Girls Club of Rio Grande City will provide manpower to run the family game and activities at The Fajita Cookoff this year. The Cookoff is scheduled for Saturday October 21 at Basilio V. Municipal Park and is a totally free event with free parking, free admission and free concerts. Family games activities include sack raced, 3-legged race, ring toss, bottle toss, tip-atroll, soccer shoot out and more. The Cookoff will also have crazy cooking teams, kiddie carnival and live entertainment featuring Jamie y Los Chamacos, The Hometown Boys & Monica Saldivar. The Boys and Girls Youth Club of Rio Grande City is a social, educational and recreational facility where students can participate in Power Hour, where they receive assistance with their

Romeo Barrera age, 79, passed away on Sunday October 15, 2017 in Rio Grande Regional Hospital surrounded by his family in McAllen, Texas. He was born on October 3, 1938 in Rio Grande City, Tx. He is preceded in death by his father, Antonio Barrera Jr.(†), and by his mother, Angelita Treviño Barrera(†), also by his wife, Yolanda Ramirez Barrera(†), and by his brothers, Saul Omar Barrera(†), Victoriano E. Barrera(†). He is survived by his children, Desi Barrera, Seomara Barrera Chapa, Laura Lee Barrera, and also by his sister, Adriana B. Lopez. Also by his 8 grandchildren, and 4 great-grandchildren, and numerous nieces and nephews. Visitation will start Wednesday, October 18, 2017 from 12:00 pm to 9:00 pm. Rosary at 7:00 pm. Hello Readers! Today’s topic is a follow up from last week in regards to a question that I received about child support obligations. A non custodial parent (the parent with whom the child does not reside) must pay child support and medical support to the custodial parent (the parent with whom the child resides). The non custodial parent must also provide medical support. Those crashes resulted in 424 fatalities and 996 serious injuries. The “Plan While You Can” campaign includes a statewide tour featuring an interactive dodgeball game where participants avoid incoming “footballs” as virtual drinks are added to the screen. As more drinks are added, participants experience how drinking can slow their reaction times as on-screen avatars begin responding more slowly to their players’ movements. at nine Texas college football games throughout the fall. While drivers under the influence of alcohol risk killing or seriously injuring themselves or others, they also face up to $17,000 in fines and fees, jail time and loss of their driver’s license. Why we need farmers Why do we need large-scale farms? I’ve heard these questions asked a number of times, especially as the locavore movement gained traction. If I can grow radishes on my back porch, why do I need a farm, right? We need farms because most people cannot possibly grow all the foods they need or want. I live in Central Texas, and I can’t get a pineapple to grow here. And the bugs love my tomatoes. I don’t have enough land to grow enough sweet corn for it to pollinate and create a decent crop of corn. I also work full-time and can’t devote the care and resources a garden would require to grow everything I want. So I go to the grocery store. I buy Texas products. Our farmers and ranchers have nurtured their growing skills for years, sometimes generations, to

ensure we have a healthy food supply. They didn’t just Google “Grow corn for food” and hope it worked out. Our ranchers and dairymen know how to care for their cattle and other livestock. They don’t just release them into a pasture and say, “See you in a few months, y’all!” They know taking care of livestock requires knowledge of disease, anatomy and proper diet. They know it takes time and observation. I can’t do that in my backyard. I don’t think my neighbors would appreciate the smell. Not only that, I don’t think I could afford the time or the resources needed to feed my family. Farming isn’t cheap—even on a small scale. So I rely on our Texas farmers and ranchers to ensure the health and safety of my family. That’s why I need a farmer. Why do you need a farmer?

It is illegal to pass any school bus that is stopped and operating a visual signal – either flashing red lights or a stop sign. “Motorists should always be alert and practice safe driving habits when traveling near school buses or anywhere school children gather, including bus stops,” said DPS Director Steven McCraw. “Texas parents can rest assured that DPS will not tolerate those who recklessly endanger children by ignoring the law.” “Ensuring our students have a safe trip to and from school is a commitment the Texas Education Agency shares with the Texas Department of Public Safety,” said Texas Commissioner of Education Mike Morath. “We commend the dedication of our
Texas Highway Patrol, as well as local law enforcement, during National School Bus Safety week and throughout the year in working to keep our students safe.” During National School Bus Safety Week, Troopers in many areas will be riding on or following school buses to catch motorists who break the law. Because children are particularly vulnerable when entering or exiting a school bus, Troopers will also be patrolling areas where school buses pick up and drop off students. Drivers who violate the law could face fines as much as $1,250. In 2016 and year to date in 2017, Texas Highway Patrol Troopers have issued 1,100 citations and 573 warnings for
passing a stopped school bus. According to Texas statute, a driver – traveling in either direction on a roadway – must stop when approaching a school bus that is stopped and operating a visual signal. The driver may not proceed until one of the following occurs: the school bus resumes motion; the operator is signaled by the bus driver to proceed; or the visual signal is no longer activated. If a road is divided only by a left-turning lane, drivers on both sides of the roadway must stop for school buses with alternating red flashing lights activated. However, if the lanes are separated by an intervening space or physical barrier, only motorists traveling in the same direction as the bus are required to stop.
(As a reminder, school buses, by law, must stop at all railroad crossings.) Here are several safety measures drivers can take to help keep children safer: •When driving in school zones, watch out for student pedestrians. •Slow down and watch for children congregating near bus stops. •Look for children who might dart into the street without checking for traffic. •Know and obey the traffic laws regarding school buses in Texas. According to the Texas Education Agency, more than 42,000 school buses transport approximately 1.5 million Texas children every school day.

Duckweeds are the world’s smallest plants You can’t imagine a smaller, simpler flowering plant than watermeal, that is, Wolffia columbiana. Each plant consists of one tiny, green leaf (1 to 1.5 mm) with no root. It’s found floating on fresh water ponds. Despite its size, it produces a teensy, tiny flower with one each of a stigma and a stamen. Usually, however, it reproduces vegetatively by just growing a new leaf on its side. It’s the smallest of the several species of duckweed and hence has the title of the world’s smallest flowering p l a n t . A slightly l a r g e r species is called lesser duckweed or, scientifically, Lemna minor. Its leaf is up to 8 mm long. Also capable of blooming, it prefers vegetative reproduction (division) that creates plants with two or three leaves. Any more will probably split off into separate plants. Each leaf has a single 1 or 2 cm root.
A third species found here in the LRGV is the greater or giant duckweed (Spirodela polyrhiza). Its leaves are 1.5 to 2 cm long and each has a cluster of several roots. Each leaf’s lower surface tends to have a reddish tinge. Duckweeds have several important uses. Biofuel: They have a low cellulose content which makes production of ethanol easy; they don’t require the pretreatment other biofuels require. Grown in the dark with glucose enhancement makes their starch content competitive with the other plants currently used for biofuel. Livestock feed: Duckweed has a 20 to 40% protein content, along with a low fiber content, making it useful as feed for livestock. And, it’s economical to produce. Worldwide, it’s fed to pigs, chickens, goats, cattle, sheep, rabbits, fish and, of course, ducks. Wastewater nutrient recovery: Nitrogen and phosphorus
accumulate in livestock wastewater ponds. Duckweed, by absorbing such pollutants when grown in such waters, makes the water available for several agricultural uses. Bioremediation: Heavy metal pollution of water often accompanies mining and manufacturing. Duckweed absorbs many such pollutants and it can then be gathered and, with the pollutants, safely stored. Human food source: Duckweed is a staple in many Asian dishes. It’s said to taste like watercress or spinach. With a high protein content and vitamins A and B, it’s not only tasty but nutritious. It may be one of the future’s next things to eat. (Along with insects?) Despite its usefulness, duckweed can also create problems. When it totally covers the surface of a body of water, it smothers fish and other aquatic vegetation. You may want to see some open water and not just greenery.
If so, prevention is easier than cure. Reduce the nutrients in the pond and add aeration. Keep out as much sediment as you can. Ducks, coy and grass carp will eat duckweed. On windy days, when duckweeds are blown to one side of the pond, scoop them with fine netting. As a last resort there are anti-duckweed chemicals available commercially. As a really final effort, eat them. Be sure to clean thoroughly and cook to destroy any germs. Or, raise some in sanitary conditions. Try it, you might like it.

One more thing, say Texas physicians, is making sure all vaccinations are up to date. “We typically think of babies and school kids needing vaccinations,” said Lenore DePagter, DO, an internal medicine specialist from McAllen and member of the Texas Medical Association’s (TMA’s) Be Wise — ImmunizeSM Physician Advisory Panel. “But vaccines aren’t just for kids. Over the years, as new vaccines have been developed, recommended shots for adults have been added.” Adults may need as many as 10 vaccinations, according to the
Centers for Disease Control and Prevention (CDC), depending on their jobs, lifestyles, health, and previous vaccination history. All adults need two vaccinations: A yearly flu shot. The CDC says nearly three-quarters of people hospitalized with flurelated illness are 65 or older, and most flu deaths are among elderly people. A variety of flu vaccines are now available: the traditional flu shot, a high-dose vaccine for people aged 65 and older, and an intradermal vaccine that uses a smaller needle injected into the skin instead of muscle. People should ask their doctor which is best. A Td vaccination every 10 years to prevent tetanus and diphtheria. One time during adulthood, people should get Tdap vaccination which also
prevents pertussis (whooping cough) to protect babies they’ll be around. Babies require a series of pertussis vaccinations, so they’re not fully protected until close to 18 months of age. The adult’s shot prevents him or her from passing potentially deadly whooping cough to the infant. (Whooping cough is usually milder for adults, so adults might not even know they have it.) Two other vaccinations are recommended for older adults: Pneumococcal, which prevents diseases including infections in the lungs and bloodstream. About 1 million Americans get pneumococcal pneumonia each year according to the CDC, and about half of them end up in the hospital. Two different shots are recommended for anyone over
age 65 and younger adults who have chronic health conditions. Zoster, which protects against shingles, a painful rash caused by the same virus as chickenpox. Everyone over 60 years of age needs this one-time vaccination as risk increases with age. The shot can protect even those who have had shingles from another attack. “As we age, fighting off illness becomes more difficult,” said Dr. DePagter. “Vaccinations provide a boost to our immune systems to help prevent certain diseases, several of which can land someone in the hospital — and even be deadly.” Whether a young adult or someone in the prime of their life, people need adult vaccinations recommended by the CDC. Physicians suggest
individuals check with their doctor to see if all vaccinations are up to date. The CDC has this quick adult vaccine quiz to find out what patients should discuss with their doctor. Most older adults have Medicare coverage, which pays for recommended vaccinations. Other insurance companies should pay for vaccinations at no cost to the patient. People who are uninsured might be eligible for vaccinations through the Texas Adult Safety Net program. TMA has published an infographic about adult vaccinations, in English and Spanish. TMA is the largest state medical society in the nation, representing more than 50,000 physician and medical student members. It is located in Austin
and has 110 component county medical societies around the state. TMA’s key objective since 1853 is to improve the health of all Texans. TMA actively works to improve immunization rates in Texas through its Be Wise — ImmunizeSM program. Be Wise works with local communities to give free and low-cost shots to Texans, and educate people about the importance of vaccination. Be Wise — Immunize is a joint initiative led by TMA physicians, medical students, and the TMA Alliance. It is funded by TMA Foundation thanks to major gifts from H-E-B and TMF Health Quality Institute, along with generous contributions from physicians and their families.
