Hermila “Mia” T. Recio 12/14/1921 † 10/15/2022
Hermila “Mia” T. Recio, 100, passed away peacefully surrounded by her beloved family on October 15, 2022. She is now resting in the arms of the Lord. Mia was born in Los Saenz, Texas to Samuel and Isabel Treviño in December 14, 1921. She married her sweetheart and companion of over 41 years, Eusebio Gustavo “Chevo” Recio in April 12, 1942 and together they raised four amazing children and began a legacy filled with much love, pride, and joy. Mia was a true blessing and a woman who loved her family fiercely and always carried herself with much grace and love. Her strength and ability to empower her children, grandchildren, and greatgrandchildren was admirable. She possessed a deep faith and love for God and instilled that in all of her family. She dedicated her life to
her family and she will be greatly missed. Even though her passing has left a profound sadness in our hearts we are all grateful for the beautiful memories, laughs, tears, joy, and experiences she left us with.
Mia was a devout Catholic and a member of the Immaculate Conception Church. Her dedication to the church was evident as she was recently honored for her membership in the local Catholic Daughters of America Chapter for over 50 years.
Mia is survived by her children, Jorge (Mary) Recio, David (Tina†) Recio, Gracie Recio and her Daughter-in-Law, Elia Recio. Her grandchildren Patsy (Rey) Ramirez, Clarissa (Alonzo) Ibañez, Yvonne “Bonnie” Recio, David Arturo Recio, Jr., Jorge Eduardo “Boy” Recio, Jr., Jessica (Erick) Torres, Vanessa (Nathan) Rawls, Gabriel Recio, Gabriela (Lonnie) Sanchez, Roberto Eusebio “Bobby” Recio, Tayhlour (Travis) Charlton, Landon Lieber and her twenty great-grandchildren. She is also survived by her brother Raul Treviño and numerous nieces and nephews.

Texas Delta Theta Master of Beta Sigma Phi kicked off their chapter year in September with two meetings at local restaurants. President Vangie Anderson presided during the business sessions and distributed the new pages for the chapter yearbook. Members are proud to announce the chapter’s three-star rating by Beta Sigma Phi for their 2021-22 Yardstick accomplishments. They look forward to programs featuring the BSP 22-23 theme, “Friends at your Fingertips.” The second meeting, hosted by Mrs. Anderson, included a program on this theme given by Tissa Peterson. She shared with the members, her friends, some of the other friends in her life, showing pictures of each. These included inlaws and their inlaws and their friends, grandchildren and great grandchildren, high school and college kids, friends in worthwhile organizations, such as GFWC, siblings (a true treasure), family, sorority friends, church friends, clergy, new friends, old friends, special friends, youth in purposeful organizations such as 4-H, cousins, and your spouse, your best friend for life.

AEP Texas and ETT Officials Announce Proposed Electric Transmission Enhancements in the Rio Grande Valley
AEP Texas officials announced a reliability-driven electric transmission improvements initiative that will result in an estimated $800 million investment into the south Texas power grid.
Following Texas’ winter storms in February 2021, the Electric Reliability Council of Texas (ERCOT) recognized the need for additional transmission lines in the Rio Grande Valley (RGV), and endorsed AEP Texas and Electric Transmission Texas (ETT) plans for transmission system improvements to strengthen the region’s system.
AEP Texas and ETT developed the RGV Transmission Improvements Project to implement these necessary improvements for reliability in the Valley, and plan to add about 190 miles of 345-kilovolt (kV) transmission line and two
substations to the Texas grid by the end of 2026.
The RGV Transmission Improvements Project consists of these five transmission projects: - Del Sol – Frontera Transmission Improvements Project - Cruce – Del Sol Transmission Improvements Project - Ajo – Reforzar Transmission Improvements Project - Cruce – Reforzar Transmission Improvements Project - Cenizo – Cruce Transmission Improvements Project
To further improve the reliability of transmission service to the RGV, the Public Utility Commission of Texas (PUC) also ordered the addition of a second 345-kV line onto existing poles that stretch about 190 miles from La Salle County and follow the Texas border east to Santa Maria.
The RGV Transmission Improvements Project helps bolster regional reliability and strengthens the power grid by providing customers with additional power sources should other area transmission lines be impacted by weather or system maintenance.
“Our customers deserve better electric service reliability, and these transmission system improvements ensure that we do our part to serve that need,” said AEP Texas president, Judith Talavera. “The PUC and ERCOT have mandated these projects to be in service by the end of 2026, and we intend to do everything we can to make that happen.”

Rio Grande City Grulla ISD hosted their Rio Homecoming Parade, pep rally and bonfire this past Thursday. Our Rio community enjoyed seeing the beautiful floats and enjoyed the performances our students masterfully did before burning down the opponent’s letter in anticipation of the homecoming game. Then RGCGISD held their Tailgate Party, on Friday,October 14, 2022. Members of the community enjoyed free food, and music where Rio played Palmview . Our Superintendent of Schools, Mr. Adolfo Peña Jr., as well as some of our Board of Trustee members enjoyed talking to attendees and helped the central office staff and several campuses pass out food and drinks. We would like to thank the entire RGCGISD family for making this event such a success!

Is the COVID-19 vaccine safe? Yes. COVID-19 vaccines have undergone—and continue to undergo—the most intensive safety monitoring in U.S. history. And 96% of all practicing U.S. physicians have received the COVID-19 vaccine.
Can you get the virus from the vaccine? No. The vaccine does not contain the live virus, so you cannot get COVID-19 from the vaccine.
Did they rush the testing to get the vaccine approved quickly? No. Researchers have been studying and working with mRNA vaccines for decades. This includes studies for vaccines like the flu. This work made it possible for scientists to create
the COVID-19 vaccine. Also, typically testing and manufacturing of vaccines are done in sequence, or sequentially. But for COVID-19 vaccines, testing and manufacturing were done in parallel, which saved a lot of time, thereby allowing much quicker availability.
What do I need to know about the updated COVID-19 boosters? The updated COVID-19 vaccine boosters are different from earlier COVID-19 vaccines because they are designed to protect against the original strain of COVID-19 plus the omicron variant.
The boosters are a single dose that uses the same mRNA technology as the original Pfizer and Moderna COVID-19 vaccines. People can get the updated booster as long as it has been at least two months since they completed any primary COVID-19 vaccine series or gotten a previous booster. Pfizer’s updated COVID-19 vaccine booster is available for people 12 years and older; Moderna’s is available for people 18 and older.

AEP Texas and ETT officials plan to file an application for a Certificate of Convenience and Necessity with the PUC after the open houses. The PUC is expected to provide a decision on the project and select a final line route by early 2023, with construction set to begin in early 2025 if approved. Company officials will host additional open houses for the remaining projects as they develop through spring 2023.

For Cadet Major Ruby Esquivel, a senior at Roma High School and the Gladiator Battalion Commander for this school year, anytime we go to La Copa Ranch for any Raider type event, it is all about our mental health and teamwork.
“We are still trying to recover from the COVID isolation at home that we had to endure and push ourselves to live our lives to the fullest,” she said.
Ruby and 45 JROTC cadets and instructors from Roma High School along with over 300 cadets and instructors from 14 other high schools came together at La Copa Ranch in Encino, Texas to participate in a high school freshman pre-raider training event called “Operation Fishnet”. The instructors from the different schools and Roma cadets taught the basics skills for Raider Challenge events.
“The event is a chance for the teams to work out some kinks before attending any raider challenge competitions later this fall, ‘’ said Lt. Col. Luis Barrera, senior army instructor for Roma High School’s JROTC.
“This is our first chance to see what the new kids can do under competition style events. It gives them something to look forward to. The event also is a good team building event, as well as a great activity for the students’ mental health as they prepare for the upcoming raider season for the fall and spring time.”
Schools fielded two to three
teams and practiced seven events, besides marching around and learning Army/USMC Cadences.
Cadet CPT Ryan Gonzalez, a senior at Roma High, was one the lead instructors for the obstacle course and his main goal was safety first.
“It requires strength, physicality, teamwork and a little strategy,” he said.
Gonzalez said JROTC has helped him develop as a leader and mentor. He’s the current Gladiator Battalion Boy Raider Team Commander for Roma High’s JROTC. He liked the
way the freshmen teams from all the schools worked together to finish the obstacle course with no injuries.

South Texas College vocational nurses join the fight against Alzheimer’s in Starr County

“I will help you remember,” was the mantra that was chanted throughout the day as a message to residents suffering from Alzheimer’s disease. It was also a solemn vow by health care professionals in the region, as well as by South Texas College Vocational Nursing students joining the fight against one of the most prevalent diseases among the elderly in Starr County.
STC Vocational Nursing students recently participated in an inaugural Alzheimer’s Awareness Event in Rio Grande City organized by El Faro Health and Therapeutics.
More than 80 students and faculty from the Division of Nursing and Allied Health attended the event, which consisted of vendors, informational booths, performances by schools in the community and an “Awareness Walk.”
STC Vocational Nursing students complete rotations at El Faro Health and Therapeutics, a private clinical research site in Starr County created to bringing Alzheimer’s-related research and care to a community where 1 in 4 of the elderly suffer from
Alzheimer’s, much higher than the national average of 1 in 9.
“Being from Starr County, I think it’s amazing that we participated in this event with El Faro because we don’t have any other research facility in the area. The closest one is in San Antonio,” said Sylvia Contreras, an instructor of Vocational Nursing at STC’s Starr County campus. “We as a program jumped to get our affiliation with El Faro so we can start getting our students involved. It’s our job to try to open as many doors as we can for them.”
In Starr County more than 26.4% of people over the age of 65 are suffering from the disease as of 2018. Hispanic Americans are more likely than white Americans to have dementia, according to representatives from El Faro.
Figures by RGV Health Connect, a source of population data and community health information for the Rio Grande Valley region found that Starr County has the highest prevalence in the Rio Grande Valley compared to Hidalgo County at 20.2%, Cameron County at 15.1% and Willacy
“Starr County is No. 2 in the nation for dementia cases, so we have created this event to increase the awareness about the disease in the community,” said Jessica Cantu, research coordinator and site director for El Faro Health and Therapeutics. “We are not sure why there are so many cases in Starr County (but) we are hoping these research studies will help us find that out.”
Cantu said she lost her father in 2021 to the disease.
“This advocacy is so important to me and I want to bring more awareness on what we can do, how we can help and how research can put an end to this,” she said. “STC has helped us out tremendously. Sylvia (Contreras) has talked to me at length about how students can help and how we in turn can help them get better in this profession. We have opened our doors to them and we are looking forward to having them at our clinic again soon.”
Emily Regalado said she entered the Vocational Nursing program at STC through her experience as a caregiver for a grandparent who suffered from Alzheimer’s disease and for a brother stricken with Multiple Sclerosis.
Growing up in La Grulla, Regalado said she noticed early on that not only is there a severe shortage of health care workers in communities like hers, but overall awareness for diseases
“It’s very hard to see someone you love forget themselves, who they are and even their basic needs,” said Regalado, who was among the students participating in the awareness event in Starr County. “By joining the Vocational Nursing program and becoming a nurse, I want to help those people in need and I think it’s amazing what organizations like El Faro are doing here and I look forward to getting further involved.”

Carbon monoxide is a colorless, odorless gas that can kill – and it is produced by boilers and other equipment commonly used in commercial buildings where people work and sleep, including apartment buildings, hotels, dormitories and hospitals.
A state rule adopted in July 2020 requires that building owners install carbon monoxide detectors in all boiler rooms when they are installing new boilers that can produce carbon monoxide, along with interlocks that can automatically shut down malfunctioning equipment.
TDLR began enforcing the rule in September 2020.
TDLR now recommends that building owners consider installing carbon monoxide detectors in all boiler rooms and mechanical rooms that have equipment that could produce carbon monoxide. An estimated 35,000 boiler rooms in Texas need retrofitting to make them safer.
“It’s scary to think that many schools, hotels and apartment buildings don’t have a basic piece of equipment that could alert people when carbon monoxide is present. That is why I always carry a personal CO detector when I travel, and I have outfitted my home with multiple CO detectors,” said Chief Boiler Inspector Rob Troutt. “Recent incidents across the United States and in popular foreign tourist areas have demonstrated the importance of proper maintenance and the need for personal and commercial carbon monoxide detectors.”
The manager of an apartment complex in Plano decided that spending the money to prevent carbon monoxide poisoning made more sense than waiting for
someone to become ill or to die from exposure to the colorless, odorless gas.
The Creekside Village Apartments has four boiler rooms that recently were retrofitted for a total of about $10,000.
“In the long run, you will save money and save people from getting hurt,” said Daurys Castillo, manager of the Creekside Village Apartments.
Retrofitting existing boilers in a boiler room can be quite costly, but there are less-expensive steps that building owners can take to make their properties safer, including installing a CO detector in the boiler room with an audible alarm that’s located outside the boiler room.
Sometimes, bringing newly installed boilers or an existing boiler into compliance with the new rule could result in a substantial financial hardship for owners if their manufacturing machinery were to suddenly shut down without warning. In certain situations, TDLR has approved variance requests if the owner agrees to the following:
A 24-hour monitoring system must be installed in conjunction with the CO detector, and the system shall alert the owner/ operator(s) that carbon monoxide is present so corrective action can be taken to avoid a sudden boiler shutdown.
With the remote monitoring system installed, the CO detector sends an alarm to the owner/ operator at 50 ppm and shall disable the boiler burners at 200 ppm.
