As Rio Grande City grows, City leaders remain committed to investing in important infrastructure to maintain and improve mobility, health, safety and quality of life for residents and visitors. The City plans to tackle several infrastructure projects at once. Water, Sewer, Drainage and Street Improvements Approximately $2.4 million has

been allocated for water system improvements throughout the city. That funding will be used to rehabilitate the city’s old water plant, replace water and wastewater lines throughout Rio Grande City and install utilities along Rattler Drive, the newly constructed public street at the anticipated Rio Grande Village shopping center. Proposed improvements will also include extending sewer lines on

the west side of Rio Grande City up to Alvarez Road. Rio Grande City Public Utilities will be working on the expansion of the Water Treatment Plant. This expansion will ensure water treatment needs are met for the City’s projected growth for the next 10 to 15 years. Proposed drainage and paving improvements are also planned at 17-targeted areas in Rio Grande

Sorority Club Year Begins Texas Delta Theta Master of Beta Sigma Phi had its first meeting of the 2020-21 chapter year on September 7, with Alma Gloria T. Gonzalez serving as hostess and Josie Guerra as Program Chair presenting the new chapter yearbook. President Tissa Peterson presided during the business meeting, which included plans for a fall service project, and the announcement of four scholarships presented for 2020 graduates. Recipients were Adrian Garcia Estrada, top student in math, Rio Grande City High School; Meagan Solis, top student in math, Preparatory for Early College High School; Natalie Anderson, Rio Grande City High School, granddaughter of member Vangie Anderson; and Ariella

Perez, Rio Grande City High School, granddaughter of member Elia Perez. The program recognized member Celia Barrera, whose birthday was on September 1. “September 1 is the birthday of

the survivor. The birthstone is the sapphire, and the lucky colors for this day are blue, orange, and yellow.” Sisters enjoyed a delicious meal and dessert served by caterer Jesse Peña.

Governor Abbott, HHSC Announce Extension of Emergency SNAP Benefits for October 2020 On September 30, 2020, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) will provide approximately $196 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of October as the state continues to respond to the COVID-19 pandemic. “Thank you to the U.S. Department of Agriculture for extending these emergency SNAP benefits for Texas families,” said Governor Abbott. “The State of Texas will continue to ensure that Texans have access to nutritious and healthy food throughout the COVID-19 pandemic.” “We are grateful Texans will continue receiving these

expanded benefits, bringing nutritious foods to those families who are in need of assistance,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. “The Texans we serve will always remain our top priority, especially in times like these.” More than 994,000 SNAP households will see the additional amount on their Lone Star Card by October 15. The emergency October allotments are in addition to the more than $1.2 billion in benefits previously provided to Texans between April and September. HHSC received federal approval from the U.S. Department of Agriculture to extend the maximum, allowable amount of SNAP benefits to

recipients based on family size. Administered by HHSC, SNAP is a federal program that provides food assistance to approximately 1.4 million eligible low-income families and individuals in Texas. Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits. com or use the Your Texas Benefits mobile app to manage their benefits.


GFWC Members Present Scholarships Members of the GFWC Florence J. Scott Woman’s Club have been seeking ways to continue their goal of community service during recent months. Since one of the organization’s main areas of focus is Education, several members presented scholarships over and above the ones donated by the club, Rio Grande Valley, South Texas District, and state federation. Lydia Garza Saenz, who was named 2020 Outstanding Clubwoman Volunteer of the South Texas District, celebrated the honor by presenting a scholarship to Rodolfo Alvarado III, who is attending the University of Texas Rio Grande Valley. Governor Abbott Releases New PSA Encouraging Texans To Get A Flu Shot On September 15, 2020, Governor Greg Abbott released a new public service announcement (PSA) encouraging Texans to get a flu shot. Getting a flu shot is especially important this season to help keep hospitalizations down during the state’s ongoing response to COVID-19. In the PSA, the Governor notes that the flu vaccine is an effective way to reduce the chances of contracting and spreading the flu. The video is available on YouTube. Cuellar Works Hard to Deliver Over $11 Million in Federal Funds to Starr County School Districts Funds will help school districts preparing students in meeting State academic standards Congressman Henry Cuellar (TX-28) announced $11,336,910 in federal funds from the Department of Education for Rio Grande City Consolidated, Roma and San Isidro Independent School Districts. The federal funds authorized under Title I Part A of the Elementary and Secondary Education Act, provide financial assistance to school districts for services that improve the teaching and learning of children at risk of not meeting challenging State academic standards, especially those children who reside in

areas with high concentrations of children from low-income families. “As someone who has experienced the transformative power of education, I am pleased to have helped secure this grant for our local school districts,” Congressman Cuellar said, “We must invest in the educational needs and interests of Texas students, because they are the most important asset for our country’s future. As a senior member on the Appropriations Committee, I will continue to support our school systems by providing them the necessary resources they need in order to provide high quality education in all Texas classrooms.”

The Texas Department of Public Safety (DPS) is reminding the public that the State of Disaster Declaration in response to COVID-19 remains in effect, and includes the waiver of expiration dates for commercial driver licenses (CDL). If your Texas CDL, driver license (DL), identification card (ID) or election identification certificate (EIC) expires on or after March 13, 2020, it is covered by the Disaster Declaration waiver, and will remain valid for 60 days after DPS issues public notice that normal operations have resumed. At this time, the 60-day notice has not been issued, and Texans still have time to conduct their renewal

transactions. Customers are also able to download a copy of the Verification of Driver License Expiration Extension (PDF) notice to carry with them in their vehicle. Additionally, the Federal Motor Carrier Safety Administration has extended its waiver for CDLs and commercial learner’s permits (CLP) validity period from Oct. 1 through Dec. 31, in response to the President’s declaration of a national emergency regarding COVID-19. This waiver is for commercial licenses or commercial permits that expired on or after March 1, 2020. Texas DL offices are open and taking appointments statewide for CDL, DL, learner license or ID card transactions, as well as those needing to take a driving test. To further assist the public,

many offices are now open on Saturdays through Dec. 19 (with the exception of Nov. 28 due to the Thanksgiving holiday) and are accepting appointments for renewals and replacements only of CDLs, DLs, and IDs. Office hours are 8 a.m. to 5 p.m. Appointment scheduler - To make an appointment, customers must use the appointment solution system. DPS implemented this new system in May, and all services are now conducted by appointment only. This is designed to reduce the amount of time Texans spend waiting in line. Customers can now book appointments for a specific day and time, up to six months in advance, and show up 30 minutes or less before their scheduled appointment. Customers can check-in using the kiosk inside

the office or from their mobile device. A limited number of same day appointments will also be available at many DL offices. These appointments are available on a first-come, first-served basis. Customers who book these appointments can then leave the DL office until their designated appointment time. Additionally, in most offices, customers without an appointment may be offered the opportunity to be placed on a “standby” list. These customers are required to wait in the office and are assisted in the event of a cancelation or a no-show. The number of standby appointments is limited to ensure all customers who are placed on the list will be served by the end of the day. DL offices have implemented several COVID-19 protocols to ensure a safe environment.

As part of continued efforts to reduce street and flooding issues due to sudden water run off, the City is developing a Master Drainage Plan (MDP). The goal of the MDP is to provide a road map for the City’s future drainagerelated activities by addressing current drainage needs and concerns and identifying future drainage issues. The plan will include: base mapping (including of topography and existing elevations); current drainage policies, drainage criteria, drainage ordinances; and existing storm/sewer assessment/ and master plan development. Rio Grande City Master Thoroughfare Plan A Master Thoroughfare Plan (MTP) is in the works for Rio Grande City. The development of the MTP is intended to anticipate issues such as congestion and mobility and identify sections of roadways that are in need of construction or expansion. The MTP will serve as a guide to support the city’s projected growth and the transportation needs of residents and visitors to Rio

of personnel, increase storage for planned equipment upgrades and house several new fire trucks and patrol units. The current estimate for building the new public safety complex is approximately $6 million. The Rio Grande City Parks and Recreation Department will embark on a new 5,600 sq. ft. facility to for the Rio Grande City Boys & Girls Youth Club. The City is exploring three proposed sites at Basilio Villarreal Municipal Park located at 1473 Stephen Saenz St. The proposed locations for the new facility are centrally located and would utilize the amenities already existing at the municipal park such as baseball fields, jungle gyms and the Rio Grande City Skate Park. The Rio Grande City Animal Control will expand the kennel facility at its current location and create a Spay and Neuter Program to help minimize and control the city’s stray population. The benefits of spaying and neutering include; overall improved health, reduction of fighting and marking and the elimination of unwanted litters.

Mesquite borers are a type of longhorn beetle If you see an adult mesquite borer you may think you’re seeing a yellow and black wasp. They’re a similar size and coloring. Mesquite borers, however, are herbivores and can’t sting. Trees, not people, need to beware. The adult beetles eat nectar and pollen but the larval stage caterpillars bore tunnels in trees such as mesquite. They prefer moist wood and are usually found boring in the sapwood, not in the inner heartwood. They present a problem if you’re a woodworker such as a cabinet maker. Adult mesquite borers are usually seen in the spring or fall here in the Valley. They’re black with yellow markings and have rather long antennae.

Being beetles, they have two pairs of wings: the outer is hard and protective while the inner is folded, membranous and used for flying. When you’re cutting fresh mesquite, the beetles can smell it and come flying in. There are lots of different borer species. The mesquite borer here is Placosternus difficillis. It’s found in the southern states from California to Florida. Next time you’re hungry, think about having to gnaw on a piece of wood.

GFWC Florence J. Scott Woman’s Club held a special project this summer to bring honor to those on the front lines of the Covid 19 pandemic, health care workers. They sought to express the gratitude of the community for all the local front line workers as well as those who came in from other areas to assist at the hospital and testing sites. How parents can help young athletes lower their injury risk Athletes are at risk of injury any time they step onto a field or court or into another competitive arena. Adults competing in sports may recognize that risk, but children often do not, which can make it difficult for young athletes to cope with injuries that prevent them from playing their favorite sports. Stanford Children’s Health notes that roughly 30 million children in the United States participate in some form of organized sports every year. Data from the Aspen Sports Institute

indicates that youth sports participation in Canada has been in decline over the last decade. However, that same data indicates that more than 52 percent of girls between the ages of six and 12 and roughly 61 percent of boys in that same age group participate in organized sports in Canada. Modern parents may not be as quick to encourage participation in certain sports as their own mothers and fathers were. That could be due to the increased availability of information about the long-term effects

of injuries suffered in contact sports like football, field hockey and even soccer. For example, the risk of head injuries, and a growing amount of research as to the long-term effects of such injuries have led many parents to discourage their youngsters from participating in football. Such decisions can be difficult. Parents who want their children to get all the benefits of organized sports participation can take steps to reduce young athletes’ risk of injury. ·Schedule down time. The

These breaks allow young bodies, even those who haven’t suffered injuries, to recover. ·Increase flexibility. Stretching should be part of everyone’s daily fitness routine, and young athletes are no exception. Stretching exercises after games and practices can increase flexibility. The Mayo Clinic notes that stretching may improve range of motion in the joints and decrease risk of injury. ·Make sure the right

techniques are followed and the right gear is worn. The AAP advises parents to ensure kids follow the correct techniques when performing exercises. Poor form in the weight room can increase young athletes’ risk of injury. Coaches often supervise strength-training regimens on campus, but parents should keep watchful eyes on youngsters who work out at home or without the supervision of a coach. The right gear, which includes protective cups, eyewear and mouthpieces, also should be worn at all times. Parents can periodically inspect gear to ensure it’s not worn down. ·Discourage the attitude

to “play through pain.” Professional athletes often cite the necessity of playing through pain. But young athletes should never play through pain, as their bodies are still developing and could suffer considerable damage if they try to play through injuries, however minor such injuries may seem. Parents must work together with their children to reduce youngsters’ risk of suffering sports-related injuries. More information about reducing youth sports injuries can be found at www.aap.org.

The right foods can fight inflammation The human body and its immune system excels at fighting foreign invaders like bacteria and viruses. Signaling chemicals called interleukins tell cells whether they are needed to fight illness or they should wait in the wings. While these immune defenders are doing their jobs, soreness, fatigue and swelling can occur - the natural side effects of an immune system response - but will soon dissipate. However, many people deal with immune systems that are consistently revved up, even when no invaders are present. This is the problem with many chronic diseases and immune system dysfunction. Unfortunately, the inflammation that is a hallmark of immune defense becomes a daily problem that may result in chronic pain and other complications. What many people may not realize is that the foods that they are putting into their bodies may exacerbate inflammatory responses, while others may help

keep inflammation at bay. People with rheumatoid arthritis, Crohn’s disease, Hashimoto’s, and other chronic illnesses may find that turning to the right diet can tame inflammation and other symptoms. Recently, many health experts, including Dr. Barry Sears, founder of the Inflammation and Research Foundation and author of the “Zone Diet,” and Dr. Andrew Weil, who offers the AntiInflammatory Food Pyramid, have begun to tout certain foods that are purported to reduce inflammatory response over an extended period of time. As beneficial as some foods can be, it’s important to note that individuals are unique and certain foods may produce a particular response in some but not in others. Systematically isolating certain foods can help paint a picture of foods that can be problematic. But generally speaking, refined carbohydrates, sugar-sweetened beverages, fried foods, and

processed meats may increase inflammation, advises Harvard Health Publishing. Conversely, certain foods and beverages that have been identified as reducing inflammation for many people. These include: · tomatoes · olive oil · green leafy vegetables and cruciferous vegetables · nuts, like almonds and walnuts · fatty fish · berries · avocados · green tea · peppers · grapes · turmeric · dark chocolate Including these foods in one’s daily diet may help to relieve the pain, bloating and fatigue associated with inflammation It is important to speak with a doctor before making any dietary changes. Discuss any inflammation issues you have been having and which foods might help. Generally speaking, a diet full of diverse, antioxidantrich foods can provide relief for those with various levels of inflammation.

Governor Abbott Encourages Health Care Providers To Enroll In DSHS Immunization Program In Preparation For COVID-19 Vaccine

On October 7, 2020, Governor Greg Abbott encouraged Texas health care providers to enroll in the Texas Department of State Health Services’ (DSHS) Immunization Program to be eligible to administer COVID-19 vaccines once they are available. Hospitals, medical practices, pharmacies, and long-term care facilities that want to participate are required to enroll as vaccine providers at EnrollTexasIZ.dshs. texas.gov to administer COVID-19 immunizations in Texas. “While potential COVID-19 vaccines continue to undergo clinical trials, the State of Texas is taking a proactive approach to ensure the vaccine is distributed as quickly as possible once available,” said Governor Abbott. “Providing Texans with access to a voluntary vaccine and efficiently

administering the immunization will be essential to containing COVID-19 and protecting the health of our communities. I urge health care providers across the state to sign up for DSHS’ Immunization Program so they are prepared to administer the COVID-vaccine to Texans who choose to be immunized.” While vaccine production ramps up, the supply will be limited and provided to critical populations such as health care workers or people at a higher risk of severe disease. As more doses become available, more of the enrolled providers will begin to receive vaccine for the people they serve. Doses of the voluntary COVID-19 vaccine and the supplies needed to administer the immunization will be provided by the Centers for Disease Control and

Prevention and shipped directly to providers after they are allocated by DSHS. Under federal guidelines, providers who choose to participate must agree to administer vaccine regardless of a recipient’s ability to pay, provide a vaccination record to each recipient, store doses of vaccine under the proper conditions, and report the number of doses received and used. Any vaccine must be authorized by the Food and Drug Administration before it can be distributed in the United States. DSHS will host opportunities for public comment and provide more information about vaccine distribution as it becomes available. A few years ago I built a cement block storage building. On several occasions since then, as I’ve opened the door, a tube of green leaves has fallen from its location at the top of the door. I’ve been puzzled by the green tubes. As I’ve now discovered, the leaf tubes are made by leafcutter bees. There are several species but all resemble honey bees in appearance and are about the

same size or a bit smaller. The wings are clear or smoky and the bodies dark with perhaps a green or blue metallic sheen. Unlike many bees, the leafcutters lead a solitary life. They have no hive or complex social life. The female uses her mandibles to cut circular pieces from leaves and then connects them to make a tube about 3/8 inch in diameter. You may have noticed plant leaves with neat rounded portions removed. From these pieces the tube is built in a knothole, a pipe, a crevice above a door, or, occasionally a hole in the ground. The tube, several inches long, is divided into cells into which the female bee places pollen and nectar. In each cell, she then lays a single egg. The egg hatches into a larva which feeds on the stored food and

then pupates. During pupation, the caterpillar like larva is transformed into a new adult leafcutter bee. The leafcutter bees are abundant which is fortunate for us because they’re pollinators of many plants which are of economic significance. The only minor problem for us is that the females can sting. Being stung is, however, a truly rare occurrence. Most bees collect pollen on their hind legs; leafcutter bees collect pollen on the fuzzy ventral (bottom) side of their abdomens. They collect the pollen for their own consumption and to place in the cells of the leaf-tubes they built. In the process, they pollinate the flowers they visit. You can attract leafcutter bees to your garden by building them a house. Take a log or post or wood block, about 10 inches thick would be perfect, drill some approximately 3/8 inch holes and place it in a solid, not swinging, location somewhere in the garden. The leafcutters are wonderful pollinators and as you may have heard, other pollinators such as honeybees are in trouble. We’re losing many pollinators and we need to help those we can. We tend to think that all creatures of any type, such as bees, are much alike. The leafcutter bees remind us that it’s not true. Within what seem to be very similar groups of animals there may be considerable diversity. That diversity is what yields heathy ecological systems and fascinating observations for us.

Application Process For All Texas School Systems To Be Fully Operational Within Two Weeks On October 14, 2020, Governor Greg Abbott, the Texas Education Agency (TEA), and the Texas Division of Emergency Management (TDEM) announced the creation of a COVID-19 Rapid Testing Pilot Program for Texas school systems. This program will help schools conduct rapid tests of district employees and students — with the written permission of their parents — to mitigate the spread of COVID-19 on campuses. Through this pilot program, TDEM will provide participating school systems with COVID-19 rapid antigen tests that will be administered to students, teachers, and staff who choose to participate. Schools enrolled in the program will also receive personal protective equipment (PPE) to safely administer the rapid tests, which produce reliable results within 15 minutes. The launch of the pilot program will include eight participating school systems with plans to significantly ramp up the program

across the state. Texas public and private schools interested in applying for the testing program will be able to apply through the Texas Education Agency no later than Wednesday, October 28. “As more students return to campus for in-person instruction, the State of Texas is working alongside school officials to provide resources to mitigate the spread of COVID-19 among students and staff,” said Governor Abbott. “Thank you to the U.S. Department of Health and Human Services for providing these advanced antigen tests to the State of Texas. This rapid testing pilot program will be an effective strategy to protect the health and safety of students and staff while helping to further ensure that Texas students have access to a quality education throughout the pandemic and beyond.” Participating school systems include: Bob Hope School (Port Arthur), Fabens ISD, Grace Community School (Tyler), Granger ISD, Lampasas ISD, Longview ISD, Harlingen Consolidated ISD, and Ysleta ISD.

Rio Grande City approves funding for a public safety building

The Mayor and City Commission have approved to fund a new combined public safety building to house Rio Grande City Police and Fire Departments. The new complex would replace existing facilities and accommodate the future expansion of personnel, increased equipment and several new fire trucks and patrol units. The project is estimated to cost $6 million. “We are investing in this multimillion dollar project that will accommodate our future growth, make a positive impact on our city

and enable us to support our law enforcement in our community,” said Mayor Joel Villarreal. In addition, Rio Grande City Police Department will add advanced radio encryption to itssecurity tools. This will guard sensitive police radio communications from the public, and/or criminal organizations and ensure safety concerns ranging from possible suspects tracking police activity, location and personal information when officers run traffic stops. “The RGC Police Department has been working out of the same

building since its commencement in 1995 and Mayor Villarreal and the City Commission have worked to make it possible for the City to build a state of the art Public Safety Building that will be the new home of the Rio Grande City Police Department and the Rio Grande City Fire Department, “ said Chief Noe Castillo, Rio Grande City Police Department. “I am very excited for this is new chapter in our growing City and I am very proud and honored to be a part of it.” The Rio Grande City Fire Department will use its current location as substation and add several new fire trucks to the fleet that have a combined total carrying capacity of over 3,000 gallons of water. Office of the Governor, DSHS Provide Nearly 3 Million Flu Vaccines For Texas Children, Adults On October 22, 2020, Governor Greg Abbott announced that the Texas Department of State Health Services (DSHS) has secured 2.8 million doses of flu vaccine for the Texas Vaccines for Children Program and the new Adult Influenza Vaccine Initiative. These programs will enhance flu vaccination coverage as part of the state’s COVID-19 response by decreasing the number of illnesses, hospitalizations, and fatalities due to influenza and help ensure that health care providers can focus resources on treating COVID-19

patients. “The flu vaccine is an effective way to prevent the spread of influenza, and expanding access to this vaccine is especially important this year so that our health care systems can focus on treating COVID-19 patients,” said Governor Abbott. “The Texas Vaccines For Children Program and the Adult Influenza Vaccine Initiative will provide these effective, voluntary vaccines to Texans across the state and help us protect the health and safety of our communities. I urge every

Texan to go get a flu shot to protect themselves and their loved ones from the spread of influenza.” Children who are uninsured, underinsured, or qualify for Medicaid or the Children’s Health Insurance Program are eligible to receive voluntary immunizations against the flu and other diseases from more than 3,000 Texas Vaccines for Children providers across the state. Participating medical practices, community clinics and health departments have ordered 1.8 million doses of free flu vaccine this flu season. Parents

can search for providers in their area by using the Find a Provider link on the DSHS website. The Centers for Disease Control and Prevention has provided one million flu vaccines to DSHS which will distribute them through the Adult Influenza Vaccine Initiative to adults who are at higher risk of COVID-19 infection or severe disease. Prospective participants in the Adult Influenza Vaccine Initiative, including pharmacies, first responder organizations, and longterm care facilities can learn about enrollment on the DSHS website. Dear Rio Grande City Community, Earlier this year I decided to run for city commissioner because I know Rio Grande City deserves better. I am going to bring a fresh voice with new perspectives and initiatives to our local government to benefit all of our families. My experience as a non-profit organization founder, small business owner, and father makes me a well-rounded community leader ready to serve our families. My goals and vision for our city are transparency, progress, and collaboration which is something that my opponent has not done since the beginning of his term. As a Rio Grande City Commissioner, I will be an advocate for our city and wish to be held accountable and transparent with all decisions made. Lately, we have seen decisions in our city being taken without informing our community. This is something I can’t stand for and will work hard to address. To achieve my goal of transparency we should have userfriendly access to information for all Rio Grande City residents. Progress is another one of my main goals for Rio Grande City, we can promote progress by attracting more jobs, more businesses, and quality services to our community. We must work on our city’s infrastructure to make sure we meet the requirements to attract multiple businesses to our city, not just a few. Lastly, achieving collaboration will be the most important goal that needs to be met. Collaboration between community members, local government officials, public and private entities is needed for us to move Rio Grande City forward. We have seen everything but collaboration these past few months from our local government. We must all work together and not point fingers at each other like our local government has been doing during this Covid-19 pandemic. Discussion, improvements, and collaboration in order to benefit our city should be happening all year round and not just during election time. It is important to realize we are all in this together as a community. I urge all citizens to make their voices be heard by going out and voting. I am running because I care. Rhatany deserves close scrutiny

Over the years, I’ve developed a special appreciation for a few plants and animals. Among those are the Mexican burrowing toad, Audubon’s oriole, Ord’s kangaroo rat, indigo snake, star cactus, Mormon tea, and dung beetles. To that list must be added Calderona rhatany. It’s a small shrub easily overlooked but deserving close, careful examination which will reveal its remarkable characteristics. There are several species in the genus Krameria; I’ll describe the one found in the Valley scientifically called Krameria ramosissima. Usually under 2 feet tall, it’s a densely branched bush with very thin branches. When I first noticed it some years ago, I thought it was just the remains of a young shrub

that had dried up and died. When I took a closer look, I noticed some green along the branches and a few small purplish flowers. What looked dead was actually a thriving and fascinating little shrub. Found primarily in Starr and Hidalgo Counties and down into Mexico, it’s worth getting down on your knees for close observation. Plucking a twig and a flower for examination with a hand lens will yield further wonders. The branches are stiff, straight, and about the thickness of the lead in a pencil. Young branches are numerous, are covered with tiny gray hairs and form dense tangles. Along each branch are alternating clusters of leaves. Nubbins might be a better name than leaves. They’re a mere sixteenth to eighth

inch long and shaped like tiny spindles, that is, kind of fat and blunt pointed. Occasionally single the leaves usually tend to be in clusters forming miniature rosettes. The little flowers, produced from spring through the fall, are under a half inch in diameter and colored maroon. Like peas and orchids, they’re bilaterally symmetrical, that is, have right and left sides. They’re not radially symmetrical like sunflowers. In fact, though very small, when you observe them with a hand lens, you see that they resemble elaborate orchids. There are five petals, the three upper ones being the longest. The stamens are fan shaped, purple with greenish veins and stems. The pistil curves up in the center and there are a couple of what appear to be aromatic glands beneath it. You have to actually see one to fully appreciate its tiny complexity. I’m sure their structure is suited to attracting tiny pollinating insects. When fertilized, they produce small pods which contain only a single seed. In addition to all those amazing characteristics, what really got to me about rhatany was the fact that, despite our recent heat and drought, growing without shade under the blazing sun in nutrient poor soil, it thrives! All around it are grasses, and various shrubs, all of which are clearly stressed, but the rhatany seldom noticed by us, just continues to bloom and grow. What I’ve learned recently is that rhatany is a bit parasitic. Underground its roots penetrate nearby plant roots and take some sustenance from them. That’s an extra protection in our long droughts and high temperatures. Over-all they’re amazingly well adapted to your environment? Look for a patch of rhatany next time you hike the thorn scrub and take a very close look -- scrutinize it! You’ll be rewarded.

DPS Reminds Drivers to Watch for Students Returning to Class this Fall The Texas Department of Public Safety (DPS) wants to remind drivers to continue to be cautious and stay alert in school zones, particularly this school year with students attending classes on varying schedules. Drivers should slow down in school zones, follow traffic laws and always be alert. Additionally, all Texans should exercise caution around school buses, as well as stop when required, and

be mindful of all posted speed limits. “This school year is particularly unique, and with schools on different learning schedules, I urge all Texans to be on heightened alert and pay particular attention in-andaround school zones,” said DPS Director Steven McCraw. “By obeying traffic laws and driving responsibly, every Texan can do their part to ensure our roadways

are safe and children make it to school safely.” DPS offers the following tips for school safety: · Give students extra room, and don’t assume they are paying attention to traffic. Students are frequently on their mobile devices or listening to electronic devices and may not be paying attention to their surroundings. · Don’t block a crosswalk when stopped at a red light or stop sign.

· Texting while driving is illegal in Texas. Be mindful of this law whenever driving, and especially around school zones. · Follow the direction of school crossing guards. · Watch for children on bicycles traveling to-and-from schools, and be extra vigilant. · Always obey speed limits and traffic laws in school zones. · Reduce speed when you spot a school bus and know children may unexpectedly step into the roadway without checking for oncoming traffic. · Be careful around railroad

crossings. School buses are legally required to stop at them. · Know your school bus laws. According to Texas law if a bus has alternating flashing red signals visible from the front or rear, drivers MUST stop before reaching the bus. Drivers can only proceed if the flashing lights are no longer activated, the driver signals you to proceed or the bus has resumed driving. Approaching drivers do NOT have to stop for a school bus that is operating a visual signal if the road is separated by a physical barrier or intervening space. If

a highway is only divided by a left-turn lane, it is not considered divided and drivers must stop for school buses. · Drivers who illegally pass a school bus face fines up to $1,250 for the first offense. For people convicted of this offense more than once, the law allows for the person’s driver license to be suspended for up to six months (a ticket for this offense cannot be dismissed through defensive driving). Criminal charges are possible if a driver causes someone serious bodily injury.

Many adults may recall being bullied or witnessing bullying when they were in school. Despite that, it’s important that adults, including parents and educators, not see bullying as an inevitable part of growing up. The effects of bullying can be severe, affecting those involved including the bullied, the bullies and those who merely witness bullying - long after their school days have ended. According to the U.S. Department of Health and Human Services, bullying has been linked to various negative outcomes, mental health issues, substance abuse and suicide. When taking steps to combat bullying, parents and educators should not overlook the benefits of enlisting children in their efforts. Kids can be great allies in the fight against bullying, and the following are some ways adults can work with youngsters who want to stop bullying. Teaching kids to respect others StopBullying.gov, the DHHS’ website devoted to stopping bullying once and for all, notes the importance of teaching kids to treat everyone, including other children, with respect. Parents

can teach kids to pause before saying or doing something that can be harmful to someone else. Bullying inflicts physical and emotional pain on its victims, so teaching kids to recognize that words can be just as harmful as fists may encourage them to think twice before saying something mean to a classmate. The DHHS also recommends advising children to do something else if they feel an urge to say or do something mean. Walk away from a situation to watch television, play a video game or engage in another activity rather than saying or doing something hurtful. What kids being bullied can do Kids being bullied also can employ certain strategies to overcome bullying. The DHHS recommends teaching children to look at bullies and telling them to stop in a calm, clear voice. Laughing it off might also work for kids who find joking comes naturally to them. The DHHS advises against fighting back, instead suggesting kids walk away and stay away before finding an adult who can stop the bullying on the spot. Encouraging students to

confide in adults they trust also can help them overcome bullying and the feelings of loneliness that bullying can elicit. Trusted adults can help children devise a plan to stop the bullying. The DHHS notes that most bullying happens when adults are not around, so staying near adults and other children can help kids avoid situations where they might be vulnerable to bullies. What witnesses to bullying can do Bullying can have a negative impact on children who witness bullying, even if they aren’t the victims. Adults can encourage children to speak to trusted adults and to report instances of bullying. In addition, children should be encouraged to be kind to children who are being bullied, inviting them to sit with them on the bus or in the lunch room and engaging them in conversations about topics that interest them. Bullying affects children whether they’re being bullied, doing the bullying or witnessing it. But bullying can be overcome if adults and children work together and keep lines of communication open at all times.

A Suspected Witch Lassoed, Stuck Full of Thorns, and Burned to Death A Rio Grande City correspondent of the Texas Ranchero gives the following history, which sounds as if it related to the days of Salem Witchcraft and Puritan superstition. The letter, however, is dated “February 23rd, 1860:” – “There is a man living in Camargo (Villa Nueva) named Ambrosio Ramirez who has been for some time suffering from a loathsome disease. As he had been unable to recover by the medical treatment he has received, both himself and wife concluded that he had been bewitched by an inoffensive woman, named Antonia Alanis. An American Citizen and resident of Roma, or a few miles from Roma, Marias Ramirez, the father of this Ambrosio Ramirez, who is one of the wealthiest Mexicans on the river, owning a large tract of land and much stock on this side, sent a party of men to the house of the poor Antonia Alanis to kidnap and take her to Camargo. This they did in the most brutal manner. They lassoed her and dragged her on the ground until they feared she would die, and they not be able to get to Camargo. “They beat one of her daughters badly for interfering to protect her poor mother; shot at another for the same reason but finally succeeded in the taking the old woman across Roma. She was then taken to Camargo, severely beaten, and her body stuck with full of thorns of prickly pear, and this beating, repeated as soon as she recovered sufficiently to be able to endure it, for the space of some two weeks. This treatment of the witch did not, however improve the health of the Galileo, and the witch doctor then proceeded that they must burn her; that the sick man had pigeon bones in this head, and that soon as the commenced burning the bones would protrude, and he (the witch doctor)would pull them out, and this was atonally done. The woman was tied up and corn shucks lighted under her feet, and she was kept in this horrid torture until she as badly burned that there remained no possible change of her recovery, and, I understood, she soon afterwards died.”
