October is Breast Cancer Awareness Month and Starr County Judge Eloy Vera hosted a seminar focused on Breast Cancer Awareness. The Guest Speakers for the event were Dr. Ricardo MartinezGeneral Surgeon who also specializes on Breast Cancer at Doctors Hospital at Renaissance and Ms. Sylvia Contreras-Nurse Congratulations to the Roma ISD principals who were honored at the Roma ISD School Board Meeting. Practitioner from Starr County October is National Principal Appreciation Month and the district and School Board thanked the principals Memorial Hospital/STC’s Nursing Program instructor. They were on for their dedication to student success.

ACE – Lights-On Afterschool Traditional Celebration Highlighted by Mum Making Activity This year, close to 600 students from the four ACE (After School Centers in Education) grant schools created a homecoming mum with their mom, father / guardian to celebrate the affect afterschool has in the community of Rio Grande City & Grulla, Texas. The mum making events were held At Ringgold Middle School cafeteria from 5-7 p.m. on October 9th, at Grulla Middle School Cafeteria from 5-7p.m. on October 15, at Grulla High School from 5-7 pm on October 16 and on October 17 @ Veterans Middle School from 5:00- 7:00p.m. All the schools had their respective principals as guest speakers and the ACE
staff spoke about the dangers of vaping especially this month being Safe and Drug Free School & Communities Awareness Month. The family engagement specialist, Mrs. Maribel Villarreal, had different samples and all the supplies to assist in the great mum / garter event for the ACE community members and parents. Everyone enjoyed the history that is typically only known in Texas, where the tradition of the mum involves an exchange between a boy and a girl who go to homecoming together. The boy gives it to the girl that should wear it pinned on her left side. The girl can then present her date with a smaller mum attached to an
elastic garter that he wears on the upper part on one arm. The parents were very appreciative as well as the community of the 20th anniversary of Lights-On Afterschool Celebration in Texas. The rural community of Starr County is very appreciative of the ACE grant that is now in effect in four schools of the district. Special thanks to the Food services director Mrs. Patsy Ramirez, and all the new principals and ACE site coordinators and ACE staff for making this event another success.

Roma High JROTC Program Joins in Training with Battalions from Across RGV
By: Roma High School JROTC Program Staff For Cadet Major Jose “Tony” Alfaro, a senior at Roma High School and the Gladiator Battalion Commander, anytime we go to La Copa Ranch for any Raider event it is all about giving 100 percent. “You are trying to push yourself to the limit,” he said. Tony and other JROTC Cadets from Roma High School, La Joya High School, West Osos High School, Zapata High School, Kingsville High School and several teams from the Edinburg CISD cadets came together at La Copa Ranch in Falfurrias, TX to participate in a pre-raider training event called “Operation Fishnet”. This event was not a competition, but a recruiting event to attract and keep kids in the JROTC programs and teach the basics for Raider. “The event is a chance for the teams to work out some kinks before larger competitions later this fall,” said Lt. Col. Luis Barrera, one of Roma High School’s JROTC instructors. “This is our first chance to see what the new kids can do under competition style events. It gives them something to look forward to. The event also is good practice for the teams as they prepare for the upcoming Raider season this fall and spring time.” Each school fielded two teams and practiced eight events — onerope bridge, modified physical fitness test, Jeep Pull, Jacobs Latter, Knots, Tomahawk Bridge, Obstacle Course, Log Jam and a tug of war pull at the end. Students are timed on how quickly they make it through the event, but only for records. Barrera said the event was a good starter for new cadets and helps them get a feel for what Raider competitions are like. Cadet Cpt. Yahir Flores, a junior at Roma High, was one the lead instructor for the one-rope bridge construction and his main goal was to teach others the art of the construction of a rope bridge. “It requires strength, physicality,
teamwork and a little s t r a t e g y, ” he said. Flores said the Roma High J R O T C Program has helped him develop as a leader. Halloween Safety for Motorists and Pedestrians Halloween is coming soon, and children will be out in their neighborhoods to enjoy treats, fun, and games. Motorists and pedestrians can take steps to make this year’s Halloween a safe one! Although Halloween comes before the change back to standard time this year, the days are getting shorter, and the nights are getting longer. With shorter days comes more night driving. Because nighttime driving is more dangerous, it requires extra attention from motorists as well as pedestrians. Sadly, Halloween also increases the number of drunk drivers on the road at night. The National Highway Traffic Safety Administration reporting 42 percent of those killed in traffic crashes on Halloween night from 2013 to 2017 died in crashes involving a drunk driver. NHTSA also reports that nearly two-thirds of all fatal pedestrian crashes occur in low-light conditions. The large number of young pedestrians out on Halloween evening makes this an especially dangerous time. Here

Tips for Motorists • Avoid using handheld electronic devices. • Remember that as soon as you step out of your car, you become a pedestrian. • Be especially alert for all road users, including pedestrians, at night. • Slowdown in areas where pedestrians are likely to be or where sight distances are limited. Keep your windshield clean. Watch for children walking on roads, medians, and curbs. Enter and exit driveways carefully • Be especially alert for children darting out from between parked vehicles and from behind bushes and shrubs. They’re excited – and they are not paying attention. • Never drink and drive – tonight or any night. If you are partying, designate a driver. • If you see a drunk driver or impaired pedestrian on the road, contact local law enforcement. Tips for Parents • Adults should accompany children at all times and supervise their “trick or treat” activities. • Teach children to “stop, look left-right-left, and listen” before they cross the street. • Use a flashlight, and wear retro-reflective strips or patches on your clothing or costume to be more visible to motorists. • Be certain that the mask does not obstruct vision or hearing. • Ensure that costumes do not impede walking or driving ability. Tips for Pedestrians (children and adults) • Before crossing a street, stop at the curb or edge of the road and look left, right, and left again to be sure no cars are coming. Continue to check for traffic while on the street. • Walk – never run – from house to house or across the road. • Cross the street only at intersections and crosswalks. • When crossing at an intersection with a traffic light, be sure to watch for turning cars. Posting for Lease Attendant - El Ramadero Division The Lease Attendant at the El Ramadero Division of Wyatt Ranches has transferred to a Vaquero’s position and this has created an opening for Lease Attendant. This is a year-round, fulltime position and the starting hourly wage is $13.00 per hour. The primary duties of the Lease Attendant are to assist the hunting lessee (or tenant) at this division, including (but not limited to) feeding game, replenishing game feeders, repairing blinds, driving lessees to the blinds and then retrieving them after hunts, field dressing harvested game, placing harvested game in a cooler, transporting game to a processor, shredding of roadways with a closed cab tractor, clearing brush from roadways, maintenance at the lessee’s hacienda at the main ranch of this division, including landscape maintenance of rock gardens (no lawns to be cut, only cactus gardens to be maintained), using the Ranches’ radio dispatch system from Refugio to the Rio Grande River, and any other duties which may be assigned. The secondary duties are to assist Wyatt Ranches with cattle ranching responsibilities. Usual work hours are M-F, 8 am to 4 or 5 pm during the low season; however, the applicant may work on Saturdays if he or she desires. Working extended hours, as well as weekends and holidays, are required during the high season (if the tenant’s guests are present); and, the applicant should expect to work on weekends and on certain holidays during the high season (only when the tenant’s guests are present). Alternate days off are given for weekends and alternative paid holidays are given if the attendant must work a weekend or a holiday. USDA Opens 2020 Enrollment for Agriculture Risk Coverage and Price Loss Coverage Programs
Safety Net Program Payments for 2018 Have Started Agricultural producers now can enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs – two U.S. Department of Agriculture (USDA) safety net programs – for the 2020 crop year. Meanwhile, producers who enrolled farms for the 2018 crop year have started receiving more than $1.5 billion for covered commodities for which payments were triggered under such programs. “These two programs provide income support to help producers manage the ups and downs in revenues and prices,” said Richard Fordyce, Administrator of USDA’s Farm Service Agency (FSA). “USDA is here to support the economic stability of American agricultural producers by helping them maintain their competitive edge in times of economic stress. We encourage producers to consider enrolling in one of these programs.” ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its reference price. The 2018 Farm Bill reauthorized and updated both programs. Signup for the 2020 crop year closes June 30, 2020, while signup for the 2019 crop year closes March 15, 2020. Producers who have not yet enrolled for 2019 can enroll for both 2019 and 2020 during the same visit to an FSA county office. ARC and PLC have options for the farm operator who is actively farming the land as well as the owner of the land. Farm owners also have a one-time opportunity to update PLC payment yields beginning with crop year 2020. If the farm owner and producer visit the FSA county office together, FSA can also update yield information during that visit. Covered commodities include barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium
and short grain rice, safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat. 2018 Crop Year ARC and PLC Payments FSA began processing payments last week for 2018 ARC-County (ARC-CO) and PLC on covered commodities that met payment triggers on enrolled farms in the 2018 crop year. In addition to the $1.5 billion now in process, FSA anticipates it will issue another $1 billion in November once USDA’s National Agricultural Statistics Service publishes additional commodity prices for the 2018 crop. Producers who had 2018 covered commodities enrolled in ARC-CO can visit www.fsa.usda. gov/arc-plc for payment rates applicable to their county and each covered commodity. For farms and covered commodities enrolled in 2018 PLC, the following crops met payment triggers: barley, canola, corn, dry peas, grain sorghum, lentils, peanuts, and wheat. Oats and soybeans did not meet 2018 PLC payment triggers. 2018 PLC payment rates for the following covered commodities have not been determined: crambe, flaxseed, large and small chickpeas, long and medium grain rice, mustard seed, rapeseed, safflower, seed cotton, sesame seed, sunflower seed and temperate Japonica rice. Guillen Encourages Participation in November Election T e x a s State Rep. Ryan Guillen (D-Rural South Texas) wants to remind you that early voting for the November election is underway, and their are 10 important constitutional amendments on the ballot. Early voting for the November Election October 21st, 2019, and will continue until election day on November 5th, 2019. “The November election has begun, and I encourage all Texans make their voice heard at the ballot box,” said Guillen. Changing and updating the Texas Constitution is no new feet in the Texas legislature. Since the constitution officially went into effect in 1876, there have been 498 constitutional amendments adopted since the 85th legislative session. During the 86th legislative session, the Texas legislature unanimously passed 10 constitutional amendments. The next step is to allow Texas citizens to vote and decide if these changes are worthy of implementation. Below is a quick description of each of the propositions: •Proposition 1 (HJR 72): Permitting a person to hold more than one office as a municipal judge. •Proposition 2 (SJR 79): $200 million EDAP projects. •Proposition 3 (HJR 34): Temporary tax exemption for certain property damaged by a disaster. •Proposition 4 (HJR 38): Banning individual income tax. •Proposition 5 (SJR 24): 60% increase in park funding. •Proposition 6 (HJR 12): $3 billion increase for the Cancer Prevention and Research Institute. •Proposition 7 (HJR 151): Increased distributions to the available school fund. •Proposition 8 (HJR 4): Creating the flood infrastructure fund. •Proposition 9 (HJR 95): Exempt ad valorem taxation on precious metal held in this state. •Proposition 10 (SJR 32): Allowing law enforcement animal to be adopted by a qualified caretaker.

Bullock’s Orioles are dimorphic

Dimorphic is a scientist’s way of saying that the two sexes of a species look different. Bullock’s oriole males are bold orange, black and white. The females are drab yellow and gray. Quite different! Both, however, are about 8 to 9 inches in length and have straight, pointed bills. The highly c o l o r e d male can be distinguished from other orange and black orioles by noting the black crown, back of neck, back, wings, tail, and throat just below the bill. Other parts are bright orange. The black wings have a large white patch and white feather edges. The outer tail feathers are orange with black tips which make the black of the tail form a T shape. One other important feature to note is a thin black line running from the bill through the eye to

We’re at the southeastern tip of that range. They prefer a shrubby, wooded area with a lake, stream or pond. They nest in trees along the water’s edge. However, here at Rancho Lomitas, they’ve nested regularly near my bird feeding area where I provide mealworms in my feeder mix, offer orange halves, marshmallows and sugar water, and have several bird baths. The nests are tightly woven hanging pouches of grasses, plant fibers and, if available, hair. The inside is covered with soft plant materials. Their diet consists of insects, berries and nectar. They’re attractive and beneficial members of our wildlife community.
