Congressman raises funding from $55m to $85m to provide more funds for Starr and additional counties Congressman Henry Cuellar (TX-28) announced that Starr County has received $2 million in federal funds from the U.S. Department of Homeland Security’s Operation Stonegarden (OPSG) program to support local law enforcement for equipment, over-time pay and conduct interagency operations. This program provides funding to enhance cooperation and coordination among local, tribal, territorial, State, and Federal law enforcement agencies in a joint mission to secure the United States’ borders. The Congressman helped secure $85 million nationwide, a $30 million increase from FY17, through his role on the U.S. House of Representatives Homeland Security Appropriations Subcommittee. Roma ISD’s School Board voted on May 30, 2018 to name the Roma High School Gladiator Arena Gym Basketball Court in honor of Coach Eleuterio Garza Jr. The action was presented to the board as a way to keep the contributions of Coach Garza alive for years to come in the minds of members of The Gladiator Nation. Four After-School Centers On Education Grant Schools Continue Mum Making Tradition

Taking into consideration financial awareness, the family engagement specialist for ACE, Mrs. Maribel Villarreal recently taught over four hundred parents and their families how to create a mum to wear to the Grulla Gators and Rio Rattlers homecoming parades and games. The classes were held on the following dates: Grulla Middle –October 09, 2018 , Ringgold Middle School – October 15, 2018, Grulla High SchoolOctober 16, 2018 and Veterans Middle School – October 22, 2018. All sessions were held at their respective campus cafeterias from 5:00-7:00 p.m. Special thanks to Mrs. Patsy Ramirez – food services director and her staff . Guest speakers included Scan intervention counselors, Sandra Garza and her staff, Bethney, Marie and Veronica who spoke to their parents about the dangers of synthetic drugs and vaping . Parents enjoyed making the mum with

their son/daughter / grandchild enrolled in the ACE program. The tradition of the mum involves an exchange between a boy and girl who go to homecoming together. The boy presents a girl with a mum that she wears pinned on her left side. The girl then can present her date with a mum attached to an elastic garter that he wears on the upper part on one arm. The homecoming mum is distinctive in Texas, where the over-the-top mum is widely considered to have blossomed first. But high schools in other states have adopted the tradition as well. It is a tradition to wear mums to the homecoming parade and then to the game. The rural community in Starr County keeps the tradition alive. The Ace Program is very appreciative of all the positive feedback from the new principals that recently got introduced to the grant. ACE is a Texas State of Mind!

Roma Middle School Students Wear Pink for Cancer Awareness Starr County Gas Office employees attend specialized training

Employees at the Starr County Gas Office attended an “Operator’s Qualification Training Program” training. All staff members attend trainings on a regular basis to gain knowledge of laws, new techniques and all other pertinent information Each Friday the Gladiators at Roma Middle School join together to wear pink to raise awareness about to ensure that they are better prepared to serve the residents. health screenings to prevent and early detection of cancer.

The training was provided by Mr. Juan Lerma from Gas and Safety Training Institute in Corpus Christi, Texas. Mrs. Reyna Guerra-Gas Office Director was also present to show support to her staff and commend them for their willingness to be better informed. Great job to all Starr County Gas Employees!

So whether or not you had a chance to be coached by him or know him in some other way, there is no doubt that Roma ISD would not be where it is today without Coach Garza’s contributions to our success; he is a person to be admired. He helped build a solid foundation for us at RISD and we will be eternally grateful. Congratulations to him and his entire family on this wellearned recognition.” Coach Eleuterio Garza Jr. served as the Roma High School

Head Boys Basketball Coach from 1967 to 1978. He led Roma to the State Tournament in Boys Basketball in 1972 and 1976. Because of his commitment to student success, his patience and his devotion to academics, he later went on to serve as the district’s superintendent. Roma ISD honored Coach Garza with a special unveiling of his name at the Roma High School Gym on Oct. 19, 2018. Surrounded by members of his family and players from teams from 1967 to 1976, Coach Garza saw the public unveiling of his name and enjoyed reminiscing with his players and former colleagues. He was also honored by members of the Roma ISD community with lifetime passes to all Roma Athletic Events, a plaque with a picture of the court now bearing his name, and a Roma High School jacket. “Coach Garza, as many of us know him, put Roma on the map when it comes to athletics,” said Dagoberto Salinas, Roma ISD School Board Secretary. “And he did it by being a dedicated coach who cared about his players. He cared about them not just as athletes, but as students and persons. He helped all his teams reached their personal bests. As a coach he was a great motivator. He knew the game and he knew how to teach it. And we all know that ACE students in Cecilia Gutierrez ELA & arts and crafts class at a player can have all the moves, Veterans Middle School created tye dye shirts to bring awareness but if they don’t have a caring, against drugs following the district theme. ACE - A Texas state of hardworking coach, they will mind! never succeed. Coach Garza, I want to thank you for your service to The Mighty Gladiator Nation. Many courses at South Texas College (STC) are in high demand and fill up quickly, so early registration ensures the best selection of classes and times. Registration for the upcoming spring 2019 semester is underway at all South Texas College campuses. Classes start Jan. 22 and advisors are available to assist new and current students with the registration process. “Registering early will ensure you have the opportunity to choose your classes while classes are still available,” said Miguel Carranza, STC Interim Dean of Enrollment Services. “If you need to visit with an advisor or financial aid, now is the time before the semester starts to get busy. “Starting early will give you the opportunity to handle any problems with ample time to get them fixed and register,” Carranza said. The college offers more than 120 degree and certificate programs with classes ranging from art, biology, and automotive technology to nursing, mathematics and political science. Day, night, weekend, and online classes allow students to fit school into even the busiest of schedules. RGCCISD MOVE ONWARD!

Our opponents have only criticized the district and bashed us and our supporters. We seek to serve the public and we offer a platform, plan to action, and positive campaigning.

Our examples have been years of community involvement and service to others, long before we ever ran for of�ice. We want to continue to address the issues of DECADES long disrepair and mismanagement of maintenance of our buildings. We appreciate that the current administration has taken steps to �ix these problems, that EVERY district faces, and make sure they stay �ixed for years to come. We will work hard to continue to look for innovative ways to address these issues. We want to continue to address issues in our Curriculum and Instruction department. We understand that TEA found in 2014 that previous actions, or inactions by the previous administration that went back for ten years, mandated a monitor be placed on our district. The current administration worked for two long years to clear the district and together we will continue to move the district ONWARD by

never again allowing such practices of previous administrations that hurt the district. If the current TEA standards in place had been issued in 2014 or before, the district would be much lower than the 78 that the district currently received. We will continue to implement new programs and practices to ensure that our students are college, career, or military ready. Finally, we will work hard to PROTECT taxpayer monies by responsibly spending funds and continue to build up reserves. We understand the district, under previous administrations, were irresponsible with taxpayer money. We will continue to support and expand new policies put in place subsequent to 2014 to manage payments to vendors and handling of money. There is work to do. But we are in a BETTER place than we were four years ago. We are all in this TOGETHER and we ask for your help to keep moving RGCCISD ONWARD.

Time again to shop for the best Medicare deal By Bob Moos/Southwest public affairs officer for the U.S. Centers for Medicare and Medicaid Services Now’s the time for Texans with Medicare to check their health and drug coverage for 2019. Medicare’s open enrollment period runs from Oct. 15 to Dec. 7. Open enrollment is the best time to make sure your health and drug plans still meet your individual needs, especially if you’ve had any changes in your health. By now insurers should have notified you of any adjustments in your health or drug plan coverage or any changes in your out-ofpocket costs for next year. Even if you’ve been satisfied with your health and drug coverage, you may benefit from reviewing all your options. Shopping around may save you money or improve your coverage. Medicare Advantage remains a strong alternative for people who prefer to receive care through a private insurer rather than through Medicare’s original feefor-service program. Most plans include drug coverage. The number of people buying Medicare Advantage plans is expected to grow by 11.5 percent

to 22.6 million nationwide in 2019. Thirty-five percent of Texans with Medicare now opt to get their health care benefits this way. Many Advantage plans charge a separate premium on top of the Part B premium you’ll pay for Medicare’s medical insurance. Nationally, the average monthly cost for that separate Medicare Advantage premium will be $28 in 2019 -- $1.81 less than this year. Texans in Medicare’s traditional fee-for-service program who want to add prescription drug coverage can choose from 27 drug plans with monthly premiums ranging from $10.40 to $140.10 – about the same premium range as a year ago. Nationally, the average premium for a basic drug plan in 2019 will drop by $1.09 to $32.50 per month. Look beyond premiums, though. The only way to determine the true cost of your drug coverage is to consider other factors like deductibles, copayments and coinsurance. Medicare’s website – www. medicare.gov – has the best tool for helping you narrow your search for a new health or drug plan. Just click on “Find Health

and Drug Plans.” After entering your ZIP code and the list of your prescriptions, you can use the “Medicare Plan Finder” tool to compare your coverage and out-of-pocket costs under different plans. The quality of a health or drug plan’s customer service should be considered, too. To help you identify the best and worst, the Plan Finder provides star ratings for each plan. The ratings range from five stars (excellent) to one star (poor); three stars are average. Higher-rated plans deliver a higher level of care, such as managing chronic conditions efficiently, screening for and preventing illnesses, and making sure people get much-needed prescriptions. Higher-rated plans also have fewer complaints or long waits for care. Besides using Medicare.gov, you can call Medicare’s toll-free help line at 1-800-633-4227 or consult your “Medicare & You 2019 Handbook,” which you should have received in the mail in the last few weeks. One-on-one benefits counseling is also available through your State Health Insurance Assistance Program. In Texas, you should call 1-800-252-9240.

Medicare’s drug benefit continues to improve. You’ll enjoy more savings on your prescriptions. The “doughnut hole,” or coverage gap, will go away for brand-name drugs in 2019, which means you’ll receive a 75 percent break on those drugs after you pay your annual deductible and until you reach the threshold for catastrophic coverage, when you’ll pay substantially less. The coverage gap for generic drugs will remain for only one more year and will kick in for you once you and your drug plan have spent $3,820 in 2019. At that point, you’ll receive a 63 percent discount on your generics – a bigger discount than this past year. If you’re having difficulty affording your medications, you may qualify for extra help with your drug coverage premiums, deductibles and co-payments. The amount of help depends on your income and resources. But, generally, you’ll pay no more than $3.40 for each generic drug and $8.50 for each brand-name drug in 2019. Thirty-one percent of Texans with Medicare’s drug coverage now get such a break. To learn more about whether

you qualify for extra help, visit www.socialsecurity.gov/ prescriptionhelp or call Social Security at 1-800-772-1213. There’s no better time to check your Medicare health and drug coverage. Any changes you make will take effect on Jan. 1.

The existing water treatment facility will be decommissioned as a treatment plant and used as a transfer station.

The availability of the EA for public review was announced via notice in the following newspaper: Starr County Town Crier on October 3 & 10, 2018. A 14-day comment period was announced in the newspaper notice. The EA was also available for public review at the USDA Rural Development offices as well as City of La Grulla offices. No comments were received. Based on its EA, commitments made by City of La Grulla, and public comments received, RUS has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-income populations. No other potential significant impacts resulting from the proposed project have been identified. Therefore, RUS has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project. RUS is satisfied that the environmental impacts of the proposed project have been adequately addressed. RUS’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project.

Roma ISD Pre-Kinder & Kindergarten Teachers Attend Region 1 Workshop Crowded rayweed belongs in your flower garden

By: Joe Martinez, Roma ISD CTE/ State Comp. Director Roma ISD Pre-Kinder and Kindergarten teachers recently had the opportunity to expand their instructional strategies and teaching resources. The teachers attended a 1-day interactive training in late September conducted by Region 1 consultants. The extensive and

interactive session provided fun, engaging, and hands-on activities that teachers could immediately take back and implement in their classrooms. Each participant received training on activities and was provided innovative resources to help develop early language, math and literacy skills in young children.

Thank you to Region I Consultants Rosalinda Ochoa and Angie Hinojosa for providing such an excellent interactive workshop that will surely enhance the learning of Roma ISD Pre-Kinder and Kindergarten students. Also, special recognition to F.J. Scott Elementary School for hosting the training and providing snacks.

Those of us who live where there’s lots of undeveloped land get to know how native wildflowers behave. One wildflower that has impressed me is called crowded rayweed. The “weed” in its name doesn’t seem fitting; I’ve never seen it overpopulated and I’ve regularly observed its long bloom season. While the flowers aren’t big and don’t grab attention, they’re attractive enough and are unusual. When you look closely at them, they look like tiny heads of cauliflower. They’re one of the composites and the infertile, central, disc flowers are

crowded together to form a little central dome that looks like a tiny cauliflower. Around the edge of that dome are five little, fertile, w h i t e petalled ray flowers. The blooms are pale ivory to white and come in clusters, each one on its own stem, which is technically called paniculate. The plants are said to reach 2 feet but I’ve not seen them much over a foot. Both the stems and leaves are gray-green. The gray results from being pubescent, that is, minutely hairy. The leaves are alternate on the stem and each leaf has several pairs of lobes, smaller at the base HONOR ROLL Continued from section II, page 2 and larger at the tip which is rounded. herbaceous. Sometimes called lyreleaf partheniums, their scientific name is Parthenium confertum. We also have Parthenium canum, called mariola, here in the Valley. It’s similar but taller, more shrubby and less common. Also, its flower head isn’t domed. Crowded rayweeds best features are it’s ability to grow in arid conditions, it’s long bloom season, and it’s a perennial. Supposedly blooming from March to October, I see it still blooming in mid-December! Like few other wildflowers here in the Valley, it’s nearly always in bloom making it a winner and not a weed. You won’t find seeds for it in any store. If you want it in your flower garden, you’ll have to find a seedling in the wild to transplant. It’s worth the effort.
