The Roma Chamber of Commerce and the City of Roma announced Jesus O. Guerra Sr. as the 2018 Roma Fest Parade Marshals in recognition of his 64 years of service to the business community of Roma. Mr. Guerra was born in Mercedes, TX in 1931 to Federico and Ofelia Guerra. He was raised in Roma by Alonzo & Clotilde Ramirez and Gilberto & Maria Ramirez. Chucho, as he is known by many, graduated top of his class from Roma High School in 1950. He began his long career at
Gonzalez Mercantile in 1952 as the supervisor for hardware and appliance sales and assumed the role of general manager in 1963. G o n z a l e z Mercantile was a general department store founded by Francisco and Vidala “Lalita” Gonzalez in the 1930’s. The store serviced the entire region by providing groceries, men’s and women’s clothing, rifles, fishing gear, power tools and appliances. It also served as an informal bank, granting loans and offering money exchange to local residents. With Mr. Guerra at the helm, Gonzalez Mercantile grew into a destination for many customers coming from Mexico. Local residents fondly recall visiting the vast store and buying Mr. Guerra stayed on as general manager until the store’s closure in 2000. During his career at Gonzalez Mercantile, Mr. Guerra became very involved in the community.
In 1958, he saw a need for organization among the local businesses of the time and became a founding member of the Roma Chamber of Commerce. He also became active member of the Roma Lions Club in 1960. Between 2000 until his retirement in 2016, Mr. Guerra worked as a Valley Transit Greyhound Agent in what used to be the warehouse space for Gonzalez Mercantile. Even after retirement it is not uncommon to find Mr. Guerra in and around the old Gonzalez Mercantile site chatting with friends and old customers. Mr. Guerra and his wife Delia are celebrating 65 years of marriage this year. They have three children: Jesus O., Jr. (San Juanita Alaniz), Maria Teresa (Guadalupe Villarreal), and Elizabeth (Ruben Treviño), six grandchildren and four great-grandchildren. The 2018 Roma Fest Parade is set to begin at 5:00pm on Sunday, October 7, 2018. The route will begin at Citizen State Bank and end at the Guadalupe Plaza. Anyone seeking further information on the parade and other activities should call City Hall at (956) 849-1411.
The Roma ISD Police Department recently purchased two bicycles to add to their tools for patrol. “There are many benefits to having police officers on a bicycle, and the most often mentioned are visibility and mobility,” explained Roma ISD Police Chief Benjamin Gonzalez Jr. “Bike patrol is great for public events such as concerts, sporting events or any other Roma ISD event. A bike patrol officer can move quickly through a crowd or parking lot while on a bike and can
find short cuts, etc., where a patrol car would have very diminished mobility in the same situation. An officer on a bike is much smaller, quieter and can go places that are not easily accessible to patrol vehicles.” The Roma ISD Police Department has implemented additions to safety protocols for the 2018-2019 school year and is working on other added security measures to keep our community safe. Roma ISD will provide more updates in the coming weeks.

For the first time, all Roma ISD employees had the opportunity to attend the district’s Convocation Presentation. “We wanted to ensure everyone had the chance to hear updates about the district and get pumped up by our awesome presenter, ‘Happy’,” said Roma ISD School Board President Raul P. Moreno Jr. “It is important to our school
board leadership to treat each employee with the same respect and provide opportunities for all employees to grow and learn. We are proud to make this happen for the first time this year.” Also, each employee was treated to a lunch from Rio Cafe courtesy event sponsor Lone Star National Bank. “We sincerely thank Lone Star National Bank for providing this lunch annually, and especially taking on the extra lunches this year,” expressed Moreno. “I also want to thank our door prize sponsors who were extremely generous. We hope to make these door prizes an annual tradition because every
single employee works very hard and we want them to have a chance at something fun and special like winning a great door prize.” More than 100 door prizes were handed out at each session. “Ultimately I hope everyone had a great experience at Convocation and is ready to make this another terrific year for Roma ISD,” Moreno said.

Received Millions to repair schools from construction lawsuits = We have air conditioners that don’t work, and roofs that leak and buildings that need repair. Continuing contracts for new teachers to stop political retaliation = GONE! Aging Bus Fleet & White Fleet (Cars & SUV) = One major purchase of vehicle in four years. Raises for RGCCISD personnel = Once in the last four years. (Most of the raise went to cover Insurance increases) Never fixed the Multi-Purpose Center the nerve center of our school = WHY? We keep losing students to the Idea School System = WE

We do not let our schools hire their own staff (Assistant Principals and Teachers) in their own schools = WHY? Our Principals and Teachers have no say so as to who gets employed. Fired all of our para professional Coaching Staff = They are some of the best coaches we ever had in our district. Eliminated all the Kindergarten, Elementary & Middle School Promotions. = WHY? A beautiful ceremony enjoyed by family and friends Their solution to these problems is to build not one but three (3) Artificial Turf (Football Fields), Energy Efficient (Light Bulbs and Devices) and a Swimming Pool in front of Fort Ringgold and Hwy 83 that defames our historical Fort Ringgold to the tune of approximately 10 Million Dollars.

Girl Scout Brownie Troop #1056 of Rio Grande City completed their Philanthropist Badge by making donations to Casa De Esperanza. The girls met with Casa De Esperanza founder, Alberto Escobedo, to learn how this charity organization helps those in need with meals and food pantry items. The Brownies donated paper goods, including paper towels, toilet tissue, plates, napkins, and utensils. Casa De Esperanza is located at 804 Ringgold St. RGC, TX. Medium sized owls, they measure a little over a foot long and have a wingspan of nearly three feet. B a r n owls are one of the most widely distributed of the land birds, being found on all continents except Antarctica. They’re found throughout the U. S. except for a few areas along our northern border. The name “barn owl” comes from the fact that they frequently nest in abandoned barns. Almost any abandoned farm building will do. Being cavity nesters, tree hollows and rock crevices are
also used. However, they don’t build nests, the eggs, 4 to 5 in number and chalky white, are just laid on the bare floor of the nest site. The female lays an egg every day or two and incubates the eggs while the male provides the food for both mother and nestlings which hatch in about a month. Because of the timing of egg laying the young my differ in age by a week or two.
The young are balls of fluff except for the typical heart shaped face which develops very early. Sadly, only about one in three young survive long enough to breed. In captivity barn owls have been known to live 20+ years. In the wild the average is only 4 or 5 years. They’re beneficial since a barn owl diet consists almost entirely of small mammals such as voles, shrews, mice and rats. When food

Biologists tease apart and examine a pellet’s contents to determine the owl’s diet. Barn owls are nocturnal and fly low over open fields, marshes and meadows listening for prey. Yes, listening! They have acute hearing and have slightly asymmetrically located ears to make more precise the location of a sound’s source. Like most owls, they fly silently. The leading edge of flight feathers is serrated and the trailing edge has a hairlike fringe. Most owls hoot. Instead, barn owls utter a screech. It’s a sort of long, drawn-out “shreee,” a raspy sound. Mating for life, they’re nonmigratory, and declining in numbers. Predators such as opossums, raccoons, hawks and other owls, great horned owls for example, account for some losses but, as one might expect, loss of habitat is the major cause for decline. They’re already classified as endangered in 7 Midwestern states. One helpful thing people can do is erect barn owl nesting boxes. Plans for building one and suggestions for locations are readily available on the Internet. I hope we can conserve this beneficial and beautiful bird.

STC students practice on Virtual Machine technology used by leading software developers Crystal Martinez believes her future is set in technology. Now at STC, Martinez says she is pursuing a career as a telecommunications field technician. Virtual Machine (VM) technology, she says, enables her to work concurrently with operating systems like Windows 10 and Linux in order to troubleshoot problems. “While in high school I went into telecommunications,” Martinez said. “These classes really do help because the future is all about technology.” The Computer and Advanced Technologies Program at South Texas College offers a wide range of courses that focus on more than one operating system, and this is where VM technology is ideal. “Corporations use VM to test updates and software slated for upgrades or implementation for that corporation,” said Gustavo Garza, instructor with the Computer and Advanced
Technologies Program at STC. “In our school use, we use it to have simultaneous operating systems running that allows students to create an environment where they learn about the applications of a particular system that they are working with. In return this aids in giving them the knowledge to troubleshoot that environment.” Available for decades on very large computers called mainframes, VM applications have been available on ordinary computers since 2005 when computer chip manufacturers Intel and AMD provided additional hardware assistance to their microprocessors in support of virtualization. Prior to widely available VM applications, if a software developer wanted to develop a program for different operating systems such as Windows, Linux, or Macintosh, the developer needed different machines to test the application. Using VM
technology, a software developer only needs one physical machine and multiple virtual machines can be used to test the application. STC makes use of freely available VM software applications. Among the most popular are VMware Workstation, Oracle VirtualBox, and Windows Virtual PC. All versions of Linux are free, and Microsoft offers trial versions of their operating systems that students find useful throughout the semester. “We have multiple classes where we use this,” Garza said. “For example in some classes they will use a Linux operating system that they would need to identify file systems, which are the pathways communicating from one file to another. They need to learn both the Windows and Linux Operating systems. Both operating systems have a GUI or desktop environment which makes it easy to navigate, the users can simply
click and drag around on icons and folders in the desktop. “In our classes we show students the interworks of how the operating system is actually accomplishing the opening, moving, deleting and adding files that happen behind the scenes,” Garza said. “In this particular class, student use virtual machines the whole semester, and they get to perform functions like programing and command line functions which enhances their understanding of how operating systems work.” Currently focusing on receiving her certificate and then associate degree in telecommunications, Crystal Martinez says she plans to work as a field technician. STC, she said, enabled her to work with cutting-edge technology that prepares her for her future career. SUMMARY: Notice is hereby given that the Rural Utilities Service (RUS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by City of La Grulla, Starr County, Texas. The proposal is for construction of water system improvements at its water treatment facility. City of La Grulla has submitted an application to RUS for funding of the proposal.

City of La Grulla intends to seek financial assistance from RUS for water system improvements. The proposed project is described below. The project locations include the corner of East Second Street and Division Street for the new treatment plant and at the location of the existing water treatment plant. If implemented, the proposed project will convert floodplains. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.
La ciudad de La Grulla tiene la intención de buscar asistencia financiera de RUS para las mejoras del sistema de agua. El proyecto propuesto se describe a continuación. The existing water treatment facility will be decommissioned as a treatment plant and used as a transfer station. Fulcrum Consulting Services, an environmental consultant, prepared an environmental assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects.
