Ms. Vilma Garza was recently confirmed as superintendent for the Rio Grande City Consolidated Independent School District (RGCCISD). Ms. Garza becomes the first women in the district’s history to serve as superintendent of schools. Garza began her career in education 38 years ago, as a secretary. Her trajectory with the district began in the classroom, where Ms. Garza was a teacher for 14 years. She subsequently served as assistant principal, and ultimately led as principal. Prior to her confirmation, she held various administrative roles including Director of Technology, the Gifted and Talented program, and Assistant Superintendent for Curriculum and Instruction. As Assistant Superintendent, she applied her expertise in the implementation of evidence-based Members: Luis Becerra, Alice Rios, Karina Gaytan, Edith Ruiz, Yamilet Varela, Regina Villarreal, Enrique curricular design and integration. Ms. Garza’s passion for Flores, Shawn New, Joselyn Lugo, Omar Pena, Susano Sepulveda, Zaydeth Silva, and JR Trigo. education is matched only by
her deeply rooted ties to the community. She is a native of Rio Grande City, and was educated in the city’s public school system. Ms. Garza understands that the district faces immense fiscal and academic challenges, but she isn’t foreign to adversity. Emma Vera Elementary School, R.T. Barrera Elementary School, R.& C. Saenz Elementary School, Delia G. Garcia Elementary School (formerly Y.B. According to Children at Risk, for many years, Gold Ribbon Schools have been nonexistent or rare. However, the proportion of eligible schools achieving Gold Ribbon distinction has increased in recent years. The group believes Gold Ribbon Schools operate with a variety of characteristics that formulate success including setting a high bar for academic achievement, communication with families, using data to make decisions about what does and does not work for their students, supporting whole child development through extensive extracurricular activities, and continually looking for resources to help improve opportunities for

superintendent certification. These life experiences have informed her vision for the district. Since her confirmation, she has worked to ensure that all children in the district have access to a high quality education. In alignment with this aim, Garza has led the launch of a universal pre-k program for children 3 years of age. Further, Garza recognized the financial burden that teachers and families face at the beginning of every school year. So over the summer of 2019, she worked to ensure that all students in the community received free school supplies. She’s collaborating with the district’s staff to guarantee
access to after school care for elementary school students. Ms. Garza believes in challenging her students to achieve academic excellence, in part, through accelerated instruction and honors courses, while simultaneously providing support for students with academic needs. She is a proponent of parental engagement, including facilitating seminars, family events, and festivities. She hopes to prioritize and incorporate the arts, humanities, and will implement a new baseball program at the junior high level. Ms. Garza envisions a district that unifies under a common vision - to be “Champions for Children”.

Did you know? The cost of a DUI conviction depends on where the offense took place and the circumstances surrounding it, but men and women arrested for DUI can expect to spend thousands of dollars in fees, penalties and associated costs related to their DUI convictions. According to the California Department of Alcohol and Drug Programs, first-time DUI offenders can expect to spend around $8,900 for their transgression, and the

Fines and penalties, attorney’s fees, court costs, insurance premium increases, and restitution fund expenses are among the many factors the ADP considered when determining their estimate. And those costs might just be the upfront costs. The Alaska Division of Motor Vehicles estimates that the average cost of a DUI for first-time
offenders in that state is closer to $25,000. That estimate includes the cost of SR-22 insurance, which the Alaska DMV estimates at $2,000 per year for five years. SR-22 insurance is a vehicle liability insurance document required by motor vehicle agencies in many states. The document is necessary for high-risk insurance policies, such as those whose policy holders have been convicted for DUI.

How to Handle a Poisoning Emergency Any family can experience a poisoning situation, but people who live in homes with very young children or the elderly need to educate themselves about the various poisonous substances lurking in plain sight and what to do if these substances are ingested. Although cleaning products or chemicals stored in the garage may be the most commonly thought of household poisons, many other seemingly mundane items also can be poisonous when ingested in large quantities. The National Capital Poison
Center says that these common household items can poison children: · laundry products · pain medicine · vitamins · antihistamines · pesticides · cleaning substances The NCPC says the most common poisons for adults include prescription drugs, alcohol, pain medications, and cleaning substances. People may not realize the hidden ingredients in products they use every day. Swallowing a large quantity of mouthwash containing alcohol can poison
a child. Vitamins children mistakenly think are candy can be dangerous as well. Artificial nail products also can be poisonous. If poisoning is suspected, time is of the essence, as is taking the correct steps. 1. If the person is unconscious, not breathing or having convulsions, then the first step is to call the local emergency responders where you live or dial 911 immediately. 2. Remain calm and assess the situation if the person is responsive. Try to identify the poison by looking for open

Vine ephedra is an ancient gymnosperm Most of the plants you see here in the Valley are angiosperms. They’re plants most of which have broad leaves and showy flowers. If you traveled to the far north you’d find gymnosperms. Pine trees are examples of gymnosperms and they have linear leaves called needles and no showy flowers. T h e other difference is that angiosperm seeds are covered or enclosed in a fruit like apples and oranges; the seed enclosure may also be a thick, hard shell like those of pecans or a thin one found on plants such as milkweed and sunflowers. Gymnosperm seeds, in contrast, are produced in cones and when released, as the cones mature, have no protective enclosure. They’re thought of as naked seeds. Our subject, the vine ephedra, even though it’s native here in the
Valley and into northern Mexico, is a gymnosperm. It’s an ancient relative of the pines and spruces and produces cones; the cones are small and each contains only two seeds. Some gymnosperms evolved into angiosperms over 200 million years ago but vine ephedra (Ephedra pedunculata) is an ancient gymnosperm that has remained largely unchanged for

eons and has been observed as a fossil. It’s also called Comida de Vivore. Vine ephedras don’t actually vine by producing tendrils that cling to some support. They clamber. That is, they lean on shrubs and trees and their multiple stems simply grow longer, up to 20 feet or more. If no support is nearby it just sprawls along the ground. The multiple stems are thin, gray-green and minutely grooved. Straight stem sections have joints every several inches which allow some flexibility and changes in direction. Most plants have both male and female reproductive parts. Vine ephedras are dioecious, that is, having separate male and female plants. Texas persimmon is, for example, another dioecious species. You have to have two to tango. Ephedras are perennial and
surprisingly tolerant of growing conditions. They’re tolerant of high heat, prolonged droughts and poor soils that are mostly sand, gravel and calcareous. Good drainage is, however, important. Vine ephedras contain the alkaloid ephedrine which has been used to treat asthma and respiratory conditions. Ephedra pedunculata is one of the most unusual plants you can find here in the Valley. I hope you spot one someday. I admire and enjoy observing a species which is so enduring.
