On August 3,2020, our heavenly father gifted His daughter, Heidi Elaine Saenz her wings and called her to join Him in Paradise. She is survived by her mother Yvonne Saenz, father Julio Saenz Jr.(†), daughters Meagan E. Morales (Jomar), Madison Marks, her son Michael E. Morales ,brothers, Christopher D. Saenz(Elaine), David C. Saenz, , sisters ,Jessica M. Saenz, Stephanie M. Guzman (L.T.) and San Juanita Romero. She is also survived by her nieces and nephews who will miss her dearly. Heidi was a graduate of Nikki Rowe High School in McAllen Tx and received an Associates Degree in Interdisciplinary Studies from South Texas College. She was committed to making a difference in her community. As such ,she was involved in the Young Democrats Club and the Psychology Club while at STC. Her family and friends have treasured memories of her wearing many hats, as a doting mother, a treasured daughter,a friend, big sister, little sister, counselor,and staunch supporter of you. Whether you made the right choice or the choice that left you needing a hug.... she was by your side, giving you the best hugs. She will be missed as surely as a rainbow that doesn’t make an appearance after a rainstorm. She was a breath of fresh air and a bit of a firecracker. SCAM ALERT: AG Paxton Warns Texans About Text Message Scam Attorney General Ken Paxton today warned Texans about scammers sending text messages that include a false package delivery notice and a fraudulent link. The text messages in question usually claim that a package is pending delivery and requests the recipient to “claim ownership” by providing their credit card and personal information. Any Texan who receives a suspicious text message should take the following steps: •Do not click on any links. •Do not respond to the message, share the message, or give out any personal, financial or identifying information. •Delete the message and block the number that sent the message. •Report the phone number and

message contents to the Office of the Attorney General or the Federal Trade Commission. Shipping companies such as DHL, UPS, FedEx and Amazon will not contact consumers about issues with a package via text message. Rio Grande City Accepting Applications for Small Business COVID 19 Relief Grant To ensure the resiliency of Rio Grande City businesses, the City of Rio Grande City and the Rio Grande City EDC have established a grant program for small businesses affected by the COVID 19 pandemic. The Rio Grande City Small Business Relief Grant offers a one-time $1,000 grant for eligible for-profit small businesses. Funds are limited and distributed on a first-come, first-served basis based upon availability, program guidelines, and submission of complete documentation by September 30, 2020. Eligibility: •For-profit business owned and operated in the corporate limits of Rio Grande City; •Maintain a physical and publicly accessible location in a commercial building within the corporate limits of Rio Grande City; •Engaged in the sale of taxable goods and services; •May not exceed $250,000 in gross annual revenue; •In good standing and current with City of Rio Grande City required permits; utilities, sales and tax payments;

•Maintain a minimum number of employees for effective business operations; •Engaged in activities that are legal under city and state law; •Must have been in continuous operation within the corporate city limits of Rio Grande City for a period of at least nine months prior to the application submission date. DPS Reminds All Travelers to be Responsible and Practice Safe Driving Habits

“DPS reminds all travelers to be responsible and practice safe driving habits,” said DPS Director Steven McCraw. “It’s imperative for everyone to do their part to keep our roadways safe, and DPS will also do our part by increasing patrols and enforcing traffic laws.” Drivers are urged to follow these safety tips: •Don’t drink and drive. Make alternate plans if you are consuming alcohol. •Move Over or Slow Down for police, fire, EMS, Texas Department of Transportation (TxDOT) vehicles and tow trucks stopped on the side of the road with emergency lights activated. Show the same courtesy to fellow drivers who are stopped on the side of the road. •Buckle up everyone in the vehicle — it’s the law. •Slow down, especially in bad weather, heavy traffic, unfamiliar areas or construction zones. •Eliminate distractions while driving, including the use of mobile devices. Texas law prohibits the

use of portable wireless devices to read, write or send an electronic message unless the vehicle is stopped. Also, if you’re using a navigation device or app, have a passenger operate it, so you can keep your eyes on the road. •Drive defensively. •Don’t drive fatigued - allow plenty of time to reach your destination. •On multi-lane roadways, use the left lane for passing only. Not only is it courteous driving and avoids impeding traffic, Texas law requires slower traffic to keep to the right and to use the left lane for passing only (when posted). •If you can Steer It, Clear It: If you are involved in a non-injury crash and your vehicle can be moved, clear the traffic lanes to minimize traffic impact. Leaving vehicles in a traffic lane increases traffic congestion and leaves those involved with an increased risk of harm or a secondary wreck. On some highways, if you don’t move your vehicle when it’s safe to do so, it’s against the law.

Woodrats build very effective fortresses When I hike the trails here at Rancho Lomitas, a most familiar sight is of branches from spiny cacti and thorny shrubs piled up to two feet high in the middle of a clump of prickly pear cactus. The branches are frequently from tasajillo (Christmas cactus) and allthorn, both of which are well armed with prominent spines or thorns. E a c h of these fortresses belongs to a family of woodrats. The species most often seen here is the southern plains woodrat, Neotoma micropus. The fortress may include some underground tunnels but the pile of sharp spines and thorns protects the rats very effectively from predators like coyotes. However, I’ve observed snakes crawling into entrance holes. On one notable occasion I watched a bull snake crawl into a woodrat nest and saw

a couple of woodrats scamper out of an exit on the other side. The fortress isn’t entirely protective. Radiating from each of the rat fortresses are well traveled paths, used as they forage for food each night. I enjoy tracking and these paths contain excellent impressions of woodrat footprints. The southern plains woodrats are identified by the bluegray color of their soft fur without any trace of brown. Also by the white fur of the throat, belly and feet as well as by the fact that the tail, while not bushy, has short hairs on it. The ears are relatively large and rounded. As rats go, these are really attractive animals. I’m not sure, but they might make interesting pets. They grow to about 14 inches in length and are nocturnal which means that they’re seldom seen. I walk my log Lance late every evening and it’s not unusual to hear and get a flashlight peek at a rat

dining on prickly pear pads. Woodrats have an all vegetable diet which consists of cactus pads, cactus fruits (tunas) seeds and some leaves. They get all the water they need from the juices in the cactus pads they eat. Javelinas can do the same thing. Unfortunately for me, raising lots of potted plants, and for Benito Trevino, maintaining a large native plant nursery, the woodrats can cause considerable damage as they consume the leaves and small branches of plants in our collections. I’ve occasionally resorted to live trapping the rats and then transporting them to uninhabited locations some distance away. The population here doesn’t seem much diminished however. Woodrats mate once a year and give birth to litters of 2 to 4 young which are able to leave the nest in about a month. Found throughout the western two-thirds of Texas, these animals are a significant part of the ecological balance in our area.

FEMA Ends Lost Wages Assistance Program, State Unemployment Benefits to Continue Last Week of Funding was Week Ending Sep. 5 On September 9, 2020, the Federal Emergency Management Agency (FEMA) informed the Texas Workforce Commission (TWC), that the Lost Wages Assistance (LWA) program, which provided an additional $300 a week to qualified unemployment claimants, ends with the benefit week ending September 5, 2020. Because the funds provided by FEMA were limited, TWC cannot extend payments beyond that date. FEMA previously approved TWC funding requests for the benefit weeks of:

• August 1, 2020 • August 8, 2020 • August 15, 2020 • August 22, 2020 • August 29, 2020 and • September 5, 2020 TWC will continue to pay eligible claimants for the approved six weeks, for as long as the existing FEMA funds deposited to TWC remain available. Claimants will continue to receive normal weekly benefit amounts for any benefit weeks for which they are eligible. The Lost Wages Assistance Program was a temporary provision established after the expiration of the $600 Federal Pandemic Assistance Program, a part of the CARES Act. Other

provisions of the federal act do not expire until December 26, 2020. This includes Pandemic Emergency Unemployment Compensation (PEUC), which provides an extra 13 weeks of benefits to persons who exhaust traditional benefits, and Pandemic Unemployment Assistance (PUA), which provides up to 46 weeks of benefits to persons who are self-employed or who would not otherwise qualify for state benefits. Starr County Groundwater Conservation District LEGAL NOTICE

Adalberto Garza DVM, Interim General Manager As a state, Texas is blessed to have groundwater aquifers throughout most of the state. Without doubt, water is one of our most valuable resources on Earth. Because we cannot visually see groundwater, it is a resource that may be difficult to value, as opposed to surface water in our rivers and lakes. However, groundwater, as a resource, is more valuable than surface

water. Our aquifers in Texas provide approximately sixty percent of the state’s total water supply. About eighty percent of groundwater usage goes to agriculture. Today about twenty percent of the groundwater usage is used by municipalities and industry. Worldwide we are already witnessing depletion of groundwater aquifers, including here in the United States and in Texas. As the need for water becomes more critical, the dynamics of the politics of water will become more complicated. The history of groundwater in the state has been that groundwater goes with private property rights. The groundwater is the private property of the land owner and is pretty much left unregulated.

There is already much political pressure because of increased urban growth, an economy driven outside the agricultural sector, high technology industries, and tourism, to change the laws. Texas as a state is becoming less rural and more urban at a fast rate. A number of cities are already buying rural properties to develop groundwater resources for city use. Agriculture and rural communities regard that as a threat. Up to now, the state regulation of groundwater has been minimal, specially when compared to the regulation of surface water. Basically surface water is the property of the state. As surface water becomes scarce, the need for groundwater will increase. In the legal battle over water, and

in cases that have reached the Texas Supreme Court, the Texas Supreme Court has deferred the issue to the state legislature to develop rules for groundwater protection. The state legislature’s answer is the formation of local groundwater conservation districts. This approach makes the local land owner a stakeholder in protecting their water rights. A groundwater conservation district is its own political entity. A groundwater conservation district can have the authority to regulate excessive pumping of water within its jurisdiction. Because in many cases several conservation districts share a common aquifer, it is important that similar management plans be implemented to insure the long term sustainability of the

aquifers. It is important to find a balance between protecting private property rights, managing aquifers, and sustaining our transitioning economy. In Starr County our best opportunity to maintain our future groundwater rights, is to be supportive of the complete formation of our groundwater conservation district. The state legislature has given us the opportunity to empower ourselves. Sooner or later a big city or a corporation is going to want to take our water elsewhere. We need to be in control. We need to be able to regulate what is probably today our most valuable resource.
