It was another very warm and sunny day on September 12, 2019 at Roma ISD’s Veterans Memorial Elementary School. Children were laughing and playing, however they weren’t deterred by the beating of the 100-degree sun. They were enjoying a breezy, shady play day thanks to a grant from the American Academy of Dermatology’s Adopt-A-Shade program. School and district officials were joined by local boardcertified dermatologist Conner Chan, MD, FAAD, president of the Texas Dermatological Society, to celebrate the ribbon cutting and dedication of a permanent shade structure for the school’s playground. Senator Zaffirini Named Vice Chair of RMS Students Support the Senate Select Committee on Mass Violence Ronald McDonald House Charity Prevention and Community Safety Committee to Study Impact of Mass Shootings, Possible Responses Senator Judith Zaffirini, D-Laredo, was appointed by Lt. Governor Dan Patrick, R-Houston, to serve as Vice Chair of the Senate Select Committee on Mass Violence Prevention and Community Safety. Created in the aftermath of recent mass shootings in El Paso and the Midland-Odessa area, the committee will study issues related to mass violence, assess the effectiveness of existing laws and recommend new legislative solutions. “I am grateful to Lt. Governor Patrick for this appointment, especially because the horror of mass shootings touches all Texans, including my own constituents in Sutherland Springs who suffered a horrendous attack on Nov. 5, 2017,” Senator Zaffirini said. “Protecting the health, welfare and safety of Texas families is the sacred duty of our state government, and we took significant steps to enhance school safety during the most recent legislative session. Our work must carry on, however, as we strive toward a consensus regarding solutions. Accordingly, I look forward to our first committee meeting later this month.” Chaired by Sen. Joan Huffman, R-Houston, the committee is charged with conducting hearings in communities affected by mass shootings to meet with victims and their families; assessing collaborative opportunities for detecting, preventing and responding to mass violence; and examining the effectiveness of both current laws and potential strategies to ensure persons who would not pass a federal background check are prevented from accessing firearms. Having been at The University of Texas in 1966 when a sniper killed 16 persons and injured another 31, Senator Zaffirini understands

TxDOT aims to reduce the number of crashes involving pedestrians The Texas Department of Transportation is launching a safety campaign to remind drivers and pedestrians to slow down, be alert and obey traffic laws. Last year, there were 5,694 traffic crashes involving pedestrians in Texas, resulting in 632 deaths and 1,205 serious injuries. The top factors contributing to these crashes were pedestrians failing to yield the right of way to vehicles, drivers failing to yield the right of way to pedestrians, driver inattention and failure to control speed. TxDOT offers the following tips to help keep pedestrians safe. If you’re driving . . .

• Reduce your speed when approaching crosswalks and stop for pedestrians. • Yield the right of way to pedestrians when turning. • Be careful when passing buses or stopped vehicles. • Stay alert and put your phone away—pedestrians may enter your path suddenly. • Obey the speed limit and drive to conditions. If you’re walking . . . • Use sidewalks whenever they’re available. If there’s no sidewalk, walk on the left side of the road facing traffic. • Always cross at intersections

or marked crosswalks. Look left, then right, then left again before proceeding. • Make eye contact with drivers before crossing the street. Never assume a driver sees you. • Be visible. Wear something light or reflective after dark. • Don’t be distracted by devices that take your eyes and ears off the road. • As a passenger, get in or out of a vehicle on the curb side of the street. Whether you’re driving or walking, alcohol can impair your judgment, coordination and reaction times.

South Texas College receives $1.9 million through Education HEP Grant South Texas College and the U.S. Department of Education have announced a partnership that will help foster a flexible and affordable path to education for migrant and seasonal farmworkers in South Texas. U.S. Congressman Henry Cuellar, D-Laredo, was in attendance at a special check signing ceremony to announce over $1.9 million in federal funds to STC through the Department of Education’s High School Equivalency Program (HEP). The funds have been awarded to South Texas College to support eligible migrant and seasonal farmworkers from Hidalgo and Starr Counties, and their eligible family members. The purpose of the grant is to help individuals who

did not graduate from high school to obtain the equivalent of a high school diploma and transition to postsecondary education or training in a career pathway. “Completing a high school equivalency program is a critical first step to a better paying job and quality of life for families who never had the opportunity to complete high school,” said South Texas College President, Dr. Shirley A. Reed. “A helping hand leads to a better quality of life for these hard working families, and leads to regional prosperity and social mobility.” STC will receive the funds over a five-year period which began on July 1, 2019 and will last until June 30, 2024. The program will serve 500

migrant and seasonal farmworkers through a five year needs-based model that will help them complete their GED plus an Industry Recognized Certification Career Pathway training, certificate or degree. STC’s Department of Continuing, Professional, and Workforce Education (CPWE) will manage the grant. Funding will be used for personnel to provide oversight, coordination of the project, individualized case management support, supplies, tuition, fees, fuel allowances for HEP participants, and for the external evaluation of the project. The Local Board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system and conduct an annual audit, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply. Starr County has distributed Emergency Food and Shelter funds previously South Texas Food bank and Catholic Social Services This Agency was responsible for providing 39,438 meals and 151 bills paid in utility assistance. Medina EC’s Operation Round Up Makes Donations Applications available for holiday season Medina Electric Cooperative’s Operation Round Up program is accepting applications for the holiday season. There are two opportunities to receive financial help: General Donations: Every quarter, the ORU committee reviews applications from individuals in our communities

who need financial help. Donations have gone to help families battling cancer, those who’ve lost their homes to fire, children needing therapy and more. Operation Grocery Give: For the holiday season, ORU is giving 20 $150 HEB gift cards to help provide families a nice holiday meal. Applications for both

opportunities are due November 1 and will be awarded in early December. Applicants do not need to be members of Medina EC but must reside in one of the 17 counties served by the cooperative. Applicants must include a letter of why the donation is needed. For more information and to apply online, visit MedinaEC.org/ORU. ORU recently awarded $2,500

to residents in Medina and Real counties. Nathan and Sharon Grissom (Rio Medina) received $1,000 to help offset some of the medical bills they’ve encountered while Nathan continues to battle Acute Lymphoblastic B Cell Leukemia. Joseph Carroll (Camp Wood) received $1,500 to help him after his home and truck were destroyed by a fire. ORU is funded by the generosity of Medina EC members who opt to have their electric bills rounded up to the next whole dollar, by employees who donate through payroll deduction and by donations from individuals or organizations straight to ORU. Medina EC was established in 1938 to meet the great need for electricity in the area. Medina EC serves members in Atascosa, Brooks, Dimmit, Duval, Edwards, Frio, Jim Hogg, Kinney, LaSalle, McMullen, Medina, Real, Starr, Uvalde, Webb, Zapata and Zavala counties.

Texas Awarded $3 Million to Support Rio Grande City Public Review, Reduction of Maternal Deaths Library Free Programs The Texas Department of State Health Services will receive a federal grant to support the Texas Maternal Mortality and Morbidity Review Committee and its efforts to reduce maternal deaths in Texas. The grant from the Centers for Disease Control and Prevention

will provide up to $3 million over five years so the committee can review more recent maternal deaths and share detailed information from those reviews with researchers through a national data system. “It’s exciting that we’ll be able to review cases much closer to

real time and get a better idea of what’s affecting women’s health now,” said Dr. Manda Hall, committee member and DSHS associate commissioner for community health improvement. “And the ability to securely store and more quickly analyze data about maternal deaths will

allow us to create more effective initiatives to reduce deaths.” Earlier this year, the Texas Legislature added $7 million to the state budget to address maternal deaths. Those funds will let DSHS expand its TexasAIM partnership with hospitals, which works to reduce maternal deaths and complications from specific, preventable causes identified through case review. DSHS will also use the state dollars to develop a tool to help health care professionals assess a woman’s risk for pregnancy complications and to create a campaign educating professionals and communities about the risk factors.
