On August 24, 2021, the Lions Club of Rio Grande City honored Dr. Angie Ramirez by presenting her a plaque for her many years of providing services to our local school district’s children from low economic situations. The students are referred to the Lions Club by school nurses when they are identified with a vision deficiency. A Lions Team follows up with the school nurse and parents to set an appointment for the student at Starr Vision Center. Dr. Ramirez conducts an indepth eye examination and a
vision prescription is issued for lenses and frames. The cost for this service is paid through the charity service fund of the Lions Club. This Lions project, is geared to detect early vision problems in school age children to counteract visual deficiencies that may impede their learning and progress. Lion President Alberto Barrera, Jr. presented the plaque, and various other club members were in attendance for the presentation. Thank you, Dr. Ramirez, for providing your generous time and good work for our school students.

Leilani Ruiz an ECHS and CTE student earns Pharmacy-Tech certification Miss Leilani Ruiz, a recent graduate of the PECHS from RGCGISD recently just passed her pharmacy tech certification as a high school student. Although enrolled at the ECHS she chose the health science pathway at RHS. With the collaboration of the CTE department she was able to attend Saturday classes for 9 months to do her training/practicum even though covid was in its full force this past year. The CTE department and staff and her principals commend her for her dedication and commitment to the program. While at the ECHS she graduated with her high school diploma and her Associates degree for South Texas College this past May of 2021. She aspires to be a medical doctor. She is currently enrolled at Texas A&M University- Corpus Christi Texas. She is the daughter of Dolly and Juan Ruiz of Rio Grande City, Texas.

Rio Grande City Grulla ISD hosted their first ever Tailgate Party, on Friday, August 27, 2021, to honor the first home game of the season for the Rio Grande City Rattlers. Members of the community enjoyed free food, and music ahead of the “Starr County Super Bowl” where Rattlers played the Roma Gladiators. Our Superintendent of Schools, Mr. Adolfo Pena Jr., as well as some of our Board of Trustee members enjoyed talking to attendees and helped the central office staff and several campuses pass out food and drinks. We would like to thank the entire RGCGISD family for making this event such a success!
We look forward to the next one which will take place before our Grulla Gators take on the Raymondville Bearkats on Friday September 3, 2021 from 6-7:30 pm. We hope to see our community there to enjoy the festivities.

Obituary
HECTOR PABLO GONZALEZ
01/25/1934 † 08/23/2021 Hector Pablo Gonzalez, age 87, passed away at the Starr County Memorial Hospital on August 23, 2021. Born in Rio Grande City, Texas to parents Julian Jr. and Librada Gonzalez, Hector was the youngest of eleven children, all preceded in death. He is survived by his wife of 60 years Dora G. Gonzalez and five children, Belinda (Alfonso) Trevino, Hector P. (Norma) Gonzalez, Jr., Victor (Dalinda) Gonzalez, Eli (Maribel) Gonzalez, & Regino (Yesenia) Gonzalez. Hector is also survived by his ten grandchildren, Vanessa Lei, Andy, Aissa, Pedro Alfonso Jr, Eddie, Denise, Cecilia, Ariana, Marina and Sofia. Hector lived his whole life in Rio Grande City where he attended school, graduated in 1952. He also attended Pan American College. He
retired from the Texas Dept of Agriculture (quarantine station) after 30 years. He dedicated his life to his family and ranching. He loved music, singing, dancing and playing the guitar. Hector played the baritone during his high school and college years. He was an avid hunter and loved all things wildlife. Hector lived his life to the fullest until his final day. He has now rejoined his parents, siblings, cousins and nephews in heaven, and will be missed. Funeral mass was held on Friday August 27th at 10:00 am, followed by the burial at Rio Grande City Cemetery. Pallbearers were Hector Gonzalez, Jr., Eli Gonzalez, Regino Gonzalez, Pedro Alfonso Trevino, Pedro Alfonso Trevino, Jr., Julian Gonzalez, and Abel Eduardo Gonzalez. On behalf of the GonzalezGarcia family, we would like to extend our sincerest and heartfelt thanks to all who attended, sent condolences, flowers, food, cards and prayers. We express our gratitude to the Starr County Transitional & Nursing Center for providing excellent services. A special heartfelt thanks to the Starr County Memorial Hospital Administration, Board, Doctors, Nurses and Support staff for providing our father the upmost medical care during his difficult transition. Our sincerest gratitude to Mrs. Thalia Munoz and the nurses who treated our father like family.

A small, butterfly-shaped gland located in the front of the neck may not seem like a significant part of the body, but it performs many critical functions. Sabal palms are our only native palm Let me begin by confessing that I am not a lover of palm trees. They don’t make good shade trees and the old leaves need trimming and can produce quite a mess in one’s yard. That having been admitted, it is true that palms have an exotic appearance and certainly are associated in our minds with the tropics. There is one palm which is especially interesting and well worth our consideration; sabal palm (Sabal mexicana). Taxonomists who classify and name plants have struggled with this one for many years. For awhile it was Sabal texana but has finally come to be Sabal mexicana. It’s the only palm tree native to Texas and is found only along the southern portion of the Rio Grande. diameter and 50 foot height, it’s an imposing and attractive tree. If you want to see some, the palms in the parking lot at STC are Sabals. Also in the brush just south and slightly west from the main entrance to Fort Ringgold is a sizable, magnificent specimen. As you drive through Rio Grande City, nearly all the palms you see are introduced Washingtonian or perhaps Florida palms. If you want to see a large native grove of Sabals, travel to the Sabal Palm Sanctuary operated by the Audubon Society in the Brownsville area. To identify a Sabal, look at the leaf stem (petiole) to see if it has saw toothed edges. If the leaf stem edges are smooth (entire), chances are you’ve found a Sabal. The wide leaf blade itself is like a ribbed, semi-circular fan with radiating, long, dagger points. If you look closely you’ll discover that the points are in pairs arising from each of the basal leaf segments. The spring flowers are numerous,
tiny, pale yellowish or greenish and found along a 6 to 8 foot branched, hanging stalk. The seeds drop to the ground during the summer and allow us to plant our own Sabal palm forest which will take 25 to 30 years to mature. Gardeners need to be very patient. The pulp of the seeds is sweet and edible. The dead but still hanging leaves of palms are favorites nesting sites for several species of birds and, notably, for southern yellow bats and the rare northern yellow bats. Trunks are often used in building piers and the leaves as thatching for roofs. The fruits, called micharos, are sold in Mexican markets. In 1852, Arthur Shott, a boundary surveyor noted the extensive groves of Sabal Palms extending from the Gulf upstream for at least 80 miles. Development and agriculture in our area has nearly extirpated the Sabals. They’re now being used more extensively in landscaping and we ought to reintroduce them into our remaining wilderness areas.

Sen. Judith Zaffirini, D-Laredo/Starr County, passed 106 bills during the 87th Regular Legislative Session – 81 of which become effective on Wednesday, September 1, 2021. Texas’ 87th Regular Session took place from Tuesday, January 12, 2021 through Monday, May 31, 2021. A bill is a type of legislative measure that requires passage by both the Texas Senate and the Texas House of Representatives of the Texas Legislature and action by the governor in order to become effective. A bill is the primary means used to create and change the laws of the state. Legislation is a proposed or enacted law or group of laws. Her legislation ranges from addressing timely issues such as COVID-19 and Winter Storm Uri to expanding her longstanding priorities of education, public safety and guardianship. “2021 presented novel challenges that compelled my staff and me to adapt our legislative approach,” she said. “Flexibility, collaboration and problem-solving enabled our productive session.” COVID-19 outbreaks and power outages in nursing homes,
for example, inspired two of her newly effective bills: • Senate Bill (SB) 930 requires disclosure of the occurrence and number of cases of a communicable disease in longterm care facilities; and • House Bill (HB) 1423 mandates regular, unannounced inspections of these facilities. During the pandemic Texas’ unemployment rate surged to a record-high of 12.9 percent, inundating the Texas Workforce Commission (TWC) with requests for assistance. Accordingly, Zaffirini filed an unemployment reform package comprising SB 695, SB 2099 and SB 1801, which authorizes TWC: • To serve notices of assessment to employers via certified mail; • Guarantees that claimants inquiring about their benefits will receive a timely return phone call or email from TWC; and • Diversifies the acceptable methods for Texans to repay overpaid benefits, respectively. A proponent of enhancing public safety and reducing violent crime, Zaffirini passed SB 957, which prevents crime victims from being denied benefits from the Crime Victims’ Compensation Fund for failure to talk to the police at the crime scene or the hospital; and HB 103, which establishes a statewide Active
Shooter Alert System. She also sponsored and passed HB 39, which ensures protective orders are enforced adequately and issued timely; and HB 375, which makes the sexual abuse of a person with a disability who cannot consent a first-degree felony. “Although we can’t right the wrongs survivors of these heinous crimes faced, we can provide them with a sense of justice,” she said. “My prayer is that survivors and their families find peace and healing and that these laws will preclude future tragedies.” Other new laws taking effect in September include a series of guardianship reform bills that adopt recommendations from probate court judges (SB 615) and the Real Estate, Probate and Trust Law Section of the State Bar of Texas (SB 626); establish a guardianship mediation training course (SB 1129); and create specialized guardianship courts (HB 79). “I look forward to monitoring the implementation of these laws to ensure Texans benefit from their effect,” she said. “I’m delighted to see the bills my staff and I devoted months — and, in many cases, years — to finally improving the quality of life for Texans in Senate District 21 and throughout our great state.”

Joe R. Sanchez Stadium
At one time since RGCGISD moved to Fort Ringgold in 1948, Rattler stadium stood up and served as the major playing field for our Rattlers. Friday nights lights at Rattler stadium were magical and are treasurable by many Rattler Alumni. It was in 1993 that our school district changed the name of Rattler stadium to one of our own Joe R. Sanchez Stadium. Who was Joe R. Sanchez? Many of us “old” alumni had him as a coach or as a high principal and we remember him as a tough but gentle giant. He was a public-school teacher, coach and administrator for 37 years. He had five of his sons play football at Sul Ross University.
Joe R. Sanchez - a Del Rio native made his name at Sul Ross State University, Sanchez became one of Rio Grande City’s most valuable assets, and after a 37-year career in coaching and administration, the district renamed Rattler Stadium after him in 1993. Sanchez became known as the Iron Man of Sul Ross in the late 1940s, an All-Lone Star Conference selection who garnered Little-Al America mention in 1948 for the Lobos. He was the Most Valuable Player in the Tangerine Bowl that season as Sul Ross enjoyed one of its finest campaigns. He was named to the Sul Ross Hall of Fame for his accomplishments at the college
level. He was all conference football in 1948. Sanchez was good enough to be signed by the Los Angeles Rams, but an injury curtailed his playing career. He went into coaching instead and transitioned into administration in several roles for the Rio Grande City Independent School District. Joe R. Sanchez Stadium named after one accomplished and tough guy. Today both Rattlers and Gators bring back to life Friday night lights to our district playing in a field named after a great football player.
