Congratulations to Roma High School Band student Kailey Lopez, a sophomore, who is featured on the cover of “The Southwestern Musician”, a magazine sent to all music educators in the state of Texas in the areas of band, orchestra, mariachi, choir and elementary music. Kailey was a 2017 All-State Band Member on contra bass clarinet and a student of Corey Graves. This picture used on the cover of the magazine was taken in San Antonio at the All-State Student Clinic to prepare for their concert in February 2017. RGV’s Best Summer Track Team Members Received Board Recognition
On Tuesday, September 5, 2017, Revive Fort Ringgold hosted the 50th Anniversary of Hurricane Beulah Commemoration at the Lee House from 1:00 p.m.- 4:00 p.m. and provided refreshments for their visitors. Students from Ringgold Elementary were given a tour of the Hurricane Beulah 50th Anniversary signs that were donated by local businesses. Students were informed about the Hurricane and the devastating impact it had in our community 50 years ago. The lesson was tied to the current devastation and impact that current Hurricane Harvey has had on the State of Texas. Students were also told that President Lyndon B. Johnson visited Fort Ringgold to assess the damage of Hurricane Beulah just like our current President Trump visited Texas to assess the devastation of Hurricane Harvey. Guillen Lottery Winner Anonymity Bill To Become Law H.B. 59 Allows Lottery Winners To Remain Anonymous As the author of the bill, Representative Ryan Guillen (D Rural South Texas) says H.B. 59 allows lottery prize winners the choice to remain anonymous and protect their identity from falling into the hands of bad actors. “For most people, winning
the lottery is one of the greatest days of their lives, but winners of especially large sums can sometimes become the focus of unwanted attention,” said Guillen. Until now, the Texas Lottery Commission released the names, city of residency, and amount of winnings of all prize winners.

The publication of this information, along with publicity from local news organizations that commonly follows large winnings, has raised concerns that these individuals could become targets for theft. H.B. 59 requires the Texas Lottery Commission to adopt new measures in order to protect winners of large lottery prizes by giving winners of $1 million or more the ability to remain anonymous from the public. While the commission must continue to release certain
information about anonymous lottery winners for tax and legal purposes, the choice is now the winner’s on whether they want to publically disclose their identity. “Giving lottery winners the ability to remain anonymous to the public is an easy public safety fix that can provide much needed peace and quiet to the lives of some lucky Texans.” This act takes effect on September 1st, 2017.

One such issue that I think is so important to discuss with you all is TELEPHONE SCAMS. Please be aware that there are people who prey on innocent folks, especially the elderly. One such scam that is common is people calling demanding money be paid for debt on accounts that they claim are owed. First, NEVER give personal information over the phone to someone that you have not been in communication with before. This is especially true if they claim to be a company you have never dealt with. If you suspect it is a scam, do not even confirm information. Many scams will claim that they can issue a warrant for your arrest if you do not comply with their requests. This is untrue. If a true collector is owed a debt, they will issue you a demand notice in writing. They must follow court procedures if you default. There must be documentation and correspondence before any court proceeding. Another common scam is a person calling and claiming to be from the IRS. They will claim that you must send them money directly. They will also threaten you with jail or deportation. The IRS will send you written documentation about any issues they may have with you. If you receive a call such as these, ask them to put everything in writing so you may show it to an attorney. This normally prevents any further harassment. If you or someone you know is the target of a scam, report it to the police. Thanks for reading. Roma ISD Earns Met Standard Designation, Prestigious Postsecondary Readiness Distinction
Roma ISD proudly announces that once again the district and all nine schools earned the state of Texas’ highest academic accountability rating from TEA - “Met Standard”. In addition, Roma ISD also earned the coveted “Postsecondary Readiness Distinction” joining an elite group of districts from across the state and only 11 districts from the Valley like Sharyland ISD, South Texas ISD and Valley View ISD to name a few. All of Roma ISD’s 9 schools also earned at least 2 or more distinction designations. In total, the schools together earned the district 44 distinctions truly setting the bar for Roma as one of the top school districts in the Valley and state. “Roma ISD continues to lead

City of Roma Proceeds with Miss Roma Pageant 2017 The City of Roma will be organizing the 2017 Miss Roma Pageant. The announcement clarifies an earlier report that the event had been cancelled due to a lack of funding from the City. The Miss Roma Pageant coincides annually with Roma Fest, a luncheon and parade that commemorates the business community by honoring a parade marshal and recognizes their contributions to the city. The event is open to Roma High School juniors and seniors. The winner of the pageant goes on to serve as an ambassador for the city in local, state, and international events. The Miss Roma Pageant will be held 6:00pm on October 1, 2017 at the Roma ISD Performance Arts Center. The event will be open to the public. Guillen Cracks Down On Cyberbullying S.B. 179 Helps Stop Bullies & Protects Victims
Representative Ryan Guillen (D - Rural South Texas) is pleased to announce that S.B. 179 took effect at the start of this month. Guillen was a sponsor of the measure which strengthens anticyberbullying measures and helps protect victims of bullying. “Cyberbullying is the latest front in a fight against bullying at schools. We are taking cyberbullying seriously and working to protect its victims,” said Guillen. Bullying has always plagued our
schools, and now it has moved online and off school grounds. S.B. 179, David’s Law, named in memory of David Molak, whose experience with cyberbullying lead to him taking his own life, confronts cyberbullying by requiring schools to address online harassment in their district policies, even if the bullying is taking place off campus. It will also allow police to unmask online bullies and gives schools the authority to discipline bullies harassing students online.

GHS Lady Gators Volunteer at Elementary Campuses
The Grulla High School Volleyball team volunteers to help Alto Bonito Elementary and Grulla Elementary on their first days of school. The Lady Gators helped escort students to their classrooms, opened car doors so that students could get down and start their day, and they also helped in the cafeteria by aiding students during breakfast. DriveTexas.org Proves To Be An Invaluable Resource For Texas Travelers During Hurricane Harvey TxDOT logs more than 5 million visits to travel-information website With more than 500 state roadway closures during the height of Hurricane Harvey, the Texas Department of Transportation’s DriveTexas.org website was visited more than 5 million times as drivers searched to check road conditions, find alternate routes and see closures on state roadways. “We’ve always been proud of DriveTexas.org as a resource for guiding drivers across Texas, but we had never relied on it more than we did in the days following Hurricane Harvey,” said TxDOT Executive Director James Bass. “During the storm, DriveTexas. org was visited by a record number of people trying to safely navigate to their destinations. The real-time updates, which are made by TxDOT team members in the field, kept pace with fast-moving conditions and were invaluable to thousands of

STC Theatre set to hold auditions for The Indian Wants The Bronx South Texas College Theatre will hold auditions for its November 2017 production of Israel Horovitz’s play The Indian Wants The Bronx on Sept. 20 – 21, from 7:00 p.m. to 10:00 p.m. at the South Texas College Cooper Center for Communication Arts, located at 3201 W. Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups and Individuals on 9/20/2017: This is to give notice that the City of Escobares has determined that the following proposed action under the Community Development Block Grant Program contract 721718ESC is located in the 100year floodplain, and the City of Escobares will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The City of Escobares proposes to reconstruct approximately 5,940 LF of street using 6” caliche base, 1.5 inch HMAC, all associated appurtenances on San Julian Rd from a point approx 500 LF to the north of Docker to a point approx 530 LF to the south of Julian St, on San Julian Rd from San Julian St northeast to the alley at the end of the Las Palmas Subdivision, on Luciano from Old US 83 to Viola, on Martinez from Lopez to Sacred Heart Drive, and on Cindy’s Ave from Old US 83 to a point approx 1,060 LF south, Escobares, Starr County. The project shall include activities within approximately 0.09 acres of the 100-year floodplain. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
