NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION

NOTICE is hereby given that it is the intention of the City Commission of the City of Rio Grande City, Texas (the “City”) to issue interest-bearing Certificates of Obligation of the City to be designated and known as the “CITY OF RIO GRANDE CITY, TEXAS COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 2024” (the “Certificates”) for the purpose of providing for the payment of contractual obligations to be incurred for the design, planning, acquisition, equipping, construction, and renovation of public property, and designated infrastructure and for other public purposes specifically being (i) water system improvements; and (ii) the payment of contractual obligations for professional services in connection with such projects (including, but not limited to, financial advisory, legal, architectural, and engineering). The City Commission tentatively proposes to authorize the issuance of the Certificates at its regular meeting place at Commission Chambers, City Hall, 5332 East US Highway 83, Suite A, Rio Grande City, Texas, at a Regular Meeting of the City Commission to be commenced at 12:00 p.m., on the 12th day of November, 2024, in an amount not to exceed $5,655,000. The City Commission proposes to provide for payment of the Certificates of Obligation from a pledge of an annual ad valorem tax, as well as a junior lien pledge of the net revenues of the City’s Waterworks and Sewer System. The Certificates are to be issued, and this notice is given, pursuant to Section 271.041, et seq., Texas Local Government Code.

In accordance with the provisions of Subchapter C of Chapter 271, Texas Local Government Code, as amended (“Chapter 271”), the following information has been provided by the City (excludes $22,615,000 principal amount of outstanding debt obligations the City has designated as self-supporting and which the City reasonably expects to pay from revenue sources other than ad valorem taxes; provided, however, that in the event such selfsupporting revenues sources are insufficient to pay debt service, the City is obligated to levy ad valorem taxes to pay such debt obligations). The current principal of all outstanding debt obligations of the City is $12,105,000, the combined principal and interest required to pay all currently outstanding debt obligations of the City on time and in full is $15,981,900, the estimated combined principal and interest required to pay the Certificates of Obligation on time and in full is $8,496,195, the estimated interest rate for the Certificates of Obligation is 4.75% and the maximum maturity date of the Certificates of Obligation will not exceed the maximum allowed by law. Market conditions affecting interest rates vary based on a number of factors beyond the control of the City, and the City cannot and does not guarantee a particular interest rate associated with the Certificates of Obligation. The resolution designating certain outstanding debt obligations of the City as self-supporting for purposes of Chapter 271 is available upon request sent to the City at the address noted above.

ADMINISTRATION/PROFESSIONAL SERVICES

The City of Rio Grande City plans to apply for a grant with the U.S. Economic Development Administration Public Works and/or Economic Adjustment Assistance. These services are being solicited to assist the City of Rio Grande City in its application and/or administration of the EDA contract, if awarded, to support eligible activities associated with the program in the City. Accordingly, the City of Rio Grande City is seeking to contract with a qualified Professional Administrator or Service Provider (individual/firm) to prepare the application and/or administer the awarded contract.

Texas Secretary of State Marks National Voter Registration Day by Reminding Texans ‘There is Still

In honor of National Voter Registration Day on Sept. 17, Texas Secretary of State Jane Nelson reminds Texans there is still time to register to voter ahead of the November General Election.

“Texans have just a few short weeks left to register to vote, and I want to ensure all eligible Texans who want to make their voices

heard are registered and prepared to do so,” Secretary Nelson said. Eligible Texans are encouraged to make a plan for voting. Directions on how to register to vote and how to update existing voter registrations can be found at VoteTexas.gov. Texas voters must be registered to vote at least 30 days before an upcoming election date, and voters do not have to

declare a party affiliation when registering. Registered voters can check their status on the Secretary of State’s My Voter Portal website. To be eligible to vote, you must be:

COMMUNITY SERVICES BLOCK GRANT PROGRAM

The South Texas Development Council will hold a public hearing at 9:30 a.m. on Thursday September 26, 2024, at the Zapata County Courthouse, 208 E. 7th Street, Suite 248, Zapata, TX 78761 in regard to the submission of the PY2025 Community Service Block Grant Budget, to be submitted to the Texas Department of Housing and Community Affairs. The purpose of this meeting is to allow citizens an opportunity to discuss the proposed Budget, for the Counties of Jim Hogg, Starr, and Zapata. The STDC encourages citizens to participate in the development of the CSBG Budget and to make their views known at this public hearing. NOTICE OF APPLICATION FOR OIL & GAS WASTE DISPOSAL WELL PERMIT

Triad O&G, LLC, 3201 Villanova St., Dallas, TX 75225 is applying to the Railroad Commission of Texas for a permit to dispose of produced salt water or other oil and gas waste by well injection into a porous formation productive of oil or gas. The applicant proposes to dispose of oil and gas waste into the Frio D-1 Sandstone formation, Montalvo N.R. Lease, Well Number 44. The proposed disposal well is located 5 miles southwest of San Isidro in the Sun (D-1) Field, in Starr County Texas. The waste water will be injected into strata in the subsurface depth interval from 4490 to 4532 feet.

LEGAL AUTHORITY: Chapter 27 of the Texas Water Code, as amended, Title 3 of the Texas  Natural Resources Code, as amended, and the Statewide Rules of the Oil and Gas Division of the Railroad Commission of Texas.

Proposals shall be accompanied by a Certified or Cashier’s Check or acceptable bidder’s bond, payable to South Texas College, in an amount not less than five (5%) percent of the proposed project amount.

Proposals received after the specified time and date will not be considered and will be returned unopened. Facsimile responses will not be accepted. All proposals must be submitted in a sealed envelope. Responses need to be clearly marked on the envelope with the CSP number and name of the project.
