Guillen Announces Up To 10% Tax Cut For Starr Taxpayers

Texas State Rep. Ryan Guillen (D-Rural South Texas) recently announced up to an estimated 10% cut in the school property tax rate, providing immediate relief to Starr County

taxpayers. “Property taxes are growing out of reach for many Texans and they’re causing families to lose their hard earned property,” explained Guillen. “Homeownership is vital to our economy and to the American dream, and this tax cut will provide real relief to those taxpayers.” Currently, tax payers are

suffering. As local property values have risen, the state share of school funding has decreased. Under this new legislation, the state must increase their share of school funding, allowing for a cut in school property taxes. Specifically, school property tax rates will be reduced in Roma ISD and San Isidro ISD by an estimated 11 cents (9.4%) per $100

of a home’s value in 2020 and a further 1 cent in 2021, reducing it by an estimated total of 10.26%. Additionally, school property tax rates will be reduced in Rio Grande City ISD by an estimated 7 cents (6.48%) per $100 of a home’s value in 2020 and a further 1 cent in 2021, reducing it by an estimated total of 7.41%. For the owner of a $100,000 home in Roma ISD and

San Isidro ISD, that would amount to a decrease of about $110 in 2020 and another $10 in 2021, for a total of about $120 per year after 2021. For the owner of a $100,000 home in Rio Grande City ISD, that would amount to a decrease of about $70 in 2020 and another $10 in 2021, for a total of about $80 per year after 2021 TAX CUT, page 2

Versailles Events Held Groundbreaking Ceremony

On Monday, September 16 a groundbreaking ceremony was held on the site of the future Versailles Events. The event was hosted by The Rio Grande City Greater Chamber of Commerce and investors Jesus and Norma Ruiz and their family. Members of the RGC Greater Chamber welcomed those present and presented Mr. and Mrs. Ruiz with a commemorative plaque. Rio Grande City Mayor Joel Villarreal spoke of the pride he feels to welcome a new and upscale events center to the ever-growing community. Mr. Ruiz elaborated that the 12500 square foot events center, which is set to be completed in the Spring of 2020, will have the capacity to host 600 people with additional outdoor areas for smaller social and corporate events. Jesus and Norma Ruiz, with over 34 years of experience as owners of Princess Bridal in Palmview, expressed their gratitude to all those present and the community for their graciousness in welcoming them to Rio Grande City and Starr County. To the Residents of On March 3, 2020, the residents of the 229th Judicial District will decide by their vote as to whether they want to keep the status quo in our District Attorney’s office or whether you are ready for a new era. As your new DA, I will take office with very specific changes. This is my platform. 1. I WILL RESTORE HONOR AND INTEGRITY TO THE DA's OFFICE The DA's job is to prosecute crime regardless of political affiliation of the accused or the victim. I will remove the "politics" from decision making in the District Attorney's office. No person will be subject to investigation, harassment or prosecution merely because of their political affiliation. The public loses faith in the integrity of our justice system if politics is the source of the outcome. That practice ends on my watch. 2. I WILL WORK CLOSELY WITH ALL LAW-ENFORCEMENT AGENCIES IN ALL 3 COUNTIES I will work closely with all our different law-enforcement agencies to prosecute crime in our communities. All 3 Counties will receive the attention and cooperation needed by their respective agencies. I will eliminate any current feuding and/or distrust that exists between law-enforcement and the District Attorney's office. No County in the 229th should be treated differently than any other when it comes to the DA's attention. Teamwork, not division, is the key to effective law-enforcement. Interagency trust in the District Attorney's office, in all 3 Counties, is paramount. 3. I WILL END THE MISUSE AND ABUSE OF CHAPTER 59 FORFEITURE FUNDS AND UNWARRANTED FORFEITURE PRACTICES Drug forfeiture funds should not be abused or misused by the DA's office. The current practice of inappropriately seizing and confiscating property NOT CONNECTED TO ILLEGAL ACTIVITY WILL END. And drug forfeiture funds will be strictly used for the purposes for which they were designed. The practice of seizing everything in sight will end. The use of Chapter 59 forfeiture funds will be transparent, as it should be. Today, we know nothing about this fund or how the money is being spent. And employees of the DA's office and seizing agencies will be strictly prohibited from "ending up" with ownership of property that has been seized. 4. I WILL IMPLEMENT A MORE PROGRESSIVE APPROACH TO PROSECUTION OF NON-VIOLENT DRUG OFFENDERS I will implement an approach to the prosecution of 1st time, small quantity, non-violent drug offenders. My approach would allow these offenders the opportunity to get their lives back on track. It is important that when a violent crime is committed, such as murders, assaults and sex crimes involving children, that the perpetrators be severely punished. But, many times, it is necessary to recognize that not everyone needs punishment that forever alters their life and future prospects. What many charged with these minor offenses need is help, rehabilitation and a second chance at life. 5. I WILL MAKE THE VICTIMS AND THEIR FAMILIES A PRIORITY Until I declared my candidacy, the families of victims of violent crimes were, many times ignored and/or disrespected. Victims and their families will, once again, be treated with respect and dignity. And they will become a priority during my tenure. 6. LET THE CONCEPT OF TEAMWORK BACK INTO THE DA's OFFICE I will bring transparency and the concept of "teamwork" back into the DA's office. The turnover of employees in the DA's office, because of the dark atmosphere present today, is concerning. My door will always be open to my employees and Assistants. The practice of giving "special deals" to certain individuals will end. This type of selective prosecution is demoralizing to staff that work so hard to prepare cases for prosecution. And it is contrary to the very definition of what a prosecutor's job is...."to see that justice is done". CCP ART. 2.01. The foundation of justice will no longer be compromised by politics. 7. I WILL BUILD PARTNERSHIPS I will build strong partnerships with other entities, both public and private, in our communities. People in our communities who work towards helping those in need will be assisted and not punished, regardless of who they support politically. New partnerships will be established to assist victims and their families. Through education, engagement and partnership, law-enforcement's presence in our communities will be strengthened and faith in our justice system restored. 8. I WILL BE A WORKING DISTRICT ATTORNEY I will be committed to being present in the District Attorney's office on a consistent and regular basis and accessible to all our constituents. I will actively assist my staff with the duties and responsibilities of a D.A., including being in the Courtroom for Docket Call and trying cases. I will get into the Courtroom and try cases. That is what I do. I will be a litigator first and an Administrator second. Not just during an election cycle but throughout my tenure. Over the course of the next 5 months, I will expand on each of my platform points. I will stay positive, civil and point out the changes I wish to implement. I will not engage in the "politics of personal destruction" nor will I give credence to those who do, whether they support me or not. On March 3, 2020 you will make your choice and I will respect it. The Office of Congressman Henry Cuellar (TX-28) hosted a military service academy informational session for high school students. Congressman Cuellar’s Military Service Academy Coordinator, Nadia Islam, spoke with high school students who are interested in applying to one of our nation’s five prestigious service academies: U.S. Military Academy at West Point, U.S. Naval Academy, U.S. Merchant Marine Academy, U.S. Coast Guard Academy and the U.S. Air Force Academy. The session was open to parents,

students, teachers and counselors. The session included information about all of the academies and the congressional nomination process, as well as presentations by US Naval Academy Blue and Gold Officer Gil Lopez, and US Air Force Academy recruiter Lt. Jeneke Heerema. A congressional nomination is a required step for acceptance into a U.S. Service Academy. Roma ISD Teachers Prepare For Robotics Team 2020 Competitions School; Elias Perez and Delma Rios of R. T. Barrera Elementary School; and Victor Gutierrez representing Ramiro Barrera Middle School and Roma Middle School. Providing the training

On Saturday, September 14, several Roma ISD teachers further enhanced their technology and coding skills. These teachers are the Robotics Club coaches at their respective elementary and middle schools. This year the Robotics coaches will prepare the 5th and 8th grade Robotics teams for the TCEA Robotics Arena competition in Edinburg, Texas scheduled for January 2020. They are also getting ready for the Roma ISD Elementary and Middle School Robotics Sumo Tournament which will be held in March 2020. The participants practiced technical skills, learned programming techniques and explored activities they will conduct with their students as they prepare for the competition and tournament. The LEGO EV3 Mindstorm Core and Expansion Robot kits will be used by the students in both events. The expectation is to further engage students in authentic STEMbased activities which will inspire interest in middle and high school STEM courses and STEM careers. White-tailed hawks are distinctive but uncommon If you have the uncommon pleasure of seeing a whitetailed hawk, you should have no difficulty identifying it. It’s the only hawk in the U. S. which has a white tail with a single, distinct, black band near the tip. There’s also a narrow white band at the very tip. The long, broad wings and short tail are clearly visible in flight. If the bird is perched, note that the wing tips extend beyond the tail which is quite unusual for hawks. From below you see a dark, gray head, a white body, light wings with dark trailing edges and the distinctive short tail. The head might have a white chin and the legs are yellow. The upper body is dark gray with rusty shoulders and a white rump. They’re not migratory and so, while uncommon, may be

observed year-round. I’ve seen only three in over 15 years. Their range extends from southeastern Texas down through eastern Mexico to Argentina. Their diet consists primarily of rabbits but includes other small animals: rats, mice, frogs, lizards, s n a k e s , birds and even insects. They hunt by soaring, with wings held in a shallow V, or perching in trees or on poles while looking for movement on the ground.

They’ve been observed to be attracted to grass-fires where they can capture animals fleeing from the fire. Nests are built at the top of trees about 10 to 12 feet high, in arid country, and with good views of the surrounding area. They may raise 1 to 3 young a year, 2 is most common. Both parents provide care, keep close guard on the nest and will take flight quickly to defend it. Nests may be enlarged and reused for several years. May it be your good fortune to observe a scarce but distinctive white-tailed hawk.

In honor of National Hunger Action Month, H-E-B, through its Food Bank Assistance Program, will donate truckloads of cereal to 18 food banks across Texas. Throughout September, each food bank is expected to receive two dozen pallets of Hill Country Fare Corn Flakes. Altogether, more than 124,000 boxes of cereal will be

delivered to the food banks this month. Also part of its hunger initiative, H-E-B announced that this year it raised $672,000 as part of its annual Help End Hunger campaign, which will provide about 3 million meals for Texas food banks. These gifts are part of the H-E-B Food Bank Assistance Program, which works all year to raise awareness and battle hunger in Texas and Mexico.

Texas Physicians Push to Improve Health Care for LGBTQ Patients An ever-growing group of patients – many with complex health issues – too often lacks access to physicians’ care and could face health problems as a result, so a new Texas Medical Association (TMA) physician committee is trying to improve awareness and understanding of these patients, and their care. Adults and minors who identify as lesbian, gay, bisexual, transgender, or queer/questioning (LGBTQ) face unique health problems, barriers, and risks, as well as legal and social bias that contribute to their health disparities. TMA’s LGBTQ Health Workgroup seeks to raise awareness among physician colleagues to ensure these patients

receive the care they need. TMA’s September Texas Medicine magazine reports that all LGBTQ groups face high rates of mental illness, HIV, obesity, suicide, and homelessness. They also have some of the highest rates of tobacco, alcohol, and drug use. Kelly Bennett, MD, a Lubbock family practice physician who focuses on helping Texas’ LGBTQ population, says many of their health problems are worsened by hostility. “I was on hospital service last week, and a trans[gender] woman whose father does not approve took an overdose in [a Houston suburb],” said Dr. Bennett, who is a member of the TMA’s LGBTQ Health Workgroup. “The father

tossed the kid in the car, drove [about 485 miles] to Lubbock and dumped the kid in our emergency room and then left the country. That’s the level of lack of support that some of our patients have.” In this instance, the lack of home support might have helped the patient, who upon arrival refused to discuss the incident. But Dr. Bennett and two other physicians were able to help her because of their training to work with transgender patients and willingness to help. “I cannot even express to you the 180-degree turn in this person’s mood, and [her feeling] that maybe there was hope for a future,” Dr. Bennett said. These care scenarios might

become more common with LGBTQ population growth. In 2017, about 3.6% of Texans identified as lesbian, gay, bisexual, or transgender, according to the Gallup daily tracking poll – with numbers rising. Those numbers might be higher because young people are more willing to identify as LGBTQ, Gallup says. The increase in identification from 2012 to 2017 was driven almost entirely by “millennials”” – those born between 1980 and 1996 – who are more likely than any other age group to identify as LGBTQ, according to the polling agency. Texas physicians warn structural problems within the health care system frequently discourage LGBTQ patients from seeking medical help. For example, some electronic medical record systems physicians use do not provide

an option to record a patient’s desired sexual identity and gender preference. Meanwhile, many physicians would like to treat LGBTQ patients but often hesitate because they fear they lack the training, according to M. Brett Cooper, MD, assistant professor of pediatrics at UT Southwestern Medical Center in Dallas. “The big thing is just encouraging physicians that these youth and adults are no different than anyone else in your practice,” Dr. Cooper said. LGBTQ patients frequently avoid physicians because of bad experiences or because they are afraid the secret of their sexual identity will come out. This avoidance, in turn, leads to health problems that fester until they become a crisis. Doctors in the TMA workgroup

say awareness and sensitivity by physicians is important. “If I walk in the room and say something that brings up that previous [negative] experience, they may be shut down to me, and it takes me months of visits, if they’re willing to keep coming in, to reopen those doors,” said Emily Briggs, MD, a family physician in New Braunfels and a member of the LGBTQ Health Workgroup. “At times, it’s like dealing with somebody who has had abuse.” Addressing LGBTQ patient disparity and building these patients’ confidence in the physicians who treat them begins in the exam room, according to Dr. Cooper. “When we do make a mistake – just like we would for anything else in medicine – promptly apologize to the patient and try to do the best that you can,” he said. “I think that’s all they ask of us – that they know that you’re affirming and you want to try.” TMA is the largest state medical society in the nation, representing nearly 53,000 physician and medical student members. TMA’s key objective since 1853 is to improve the health of all Texans.

Snack Foods That Promote Better Sleep According to the National Sleep Foundation, changes in sleep patterns are a part of the aging process. Many people experience difficulty falling asleep and then staying asleep as they age. While tryptophan might be most often associated with the sleepiness people feel after eating a holiday meal, it also has been linked to better sleep quality, so a banana shortly before bed might be just what you need to fall and stay asleep. · Cheese and crackers: Cheese and crackers contain tryptophan and carbohydrates, which can induce a better night’s sleep and help you fall asleep sooner. · Cherries: Cherries contain the sleep hormone melatonin, and the AARP notes that recent studies indicated that participants who
