School Board Meeting held September 19, 2017, the Roma ISD School Board voted to reorganize the School B o a r d Leadership. This decision follows on the heels of the recent announcement of the Board’s previous President, Leticia Garza-Galvan, to run for Starr County Judge. “Mrs. Grulla High School Cross Country team participated in the Meet of Champs held at Sharyland Pioneer High Garza-Galvan held the position of Board President for four years and School. Lady Gators Cross Country team takes First Place. Lady Gators team members are: Kaylyn De has done a tremendous job leading the board and district,” said Roma La Rosa, Cristina Vela, Chelsey Castillo, Valerie Gutierrez, Denise Rodriguez, Maylyn Pompa Gutierrez, ISD Superintendent Carlos Guzman. Starr County Judge Eloy Vera was joined by Sheriff Rene “Orta” Fuentes, Tax Assessor/Collector-Ameida Salinas, Emergency Management Coordinator-Ramiro Sarabia and Public Relations Director-Cynthia Garcia Fuentes at the unveiling of the Rio Grande City’s Hurricane Beulah Exhibits and Exposition. The event was in commemoration of the 50th Anniversary of Hurricane Beulah to honor the survivors and the volunteers who assisted in the relief efforts. Rio Grande City CISD Receives Flags Donated by Alumni
The Roma Fire Department donated firefighter gear to Ciudad Mier. The equipment included twelve firefighter pants and ten coats, seven pairs of fire resistant gloves, fifteen pairs of boots, and ten helmets. The donated gear is in good working order and was just recently retired. The donation is part of a series of goodwill gestures to Mexican sister cities located along the Ruta 54 Corridor that connects Roma to Monterrey, NL. From the Desk of Judith A. Solis, Attorney at Law Hello Readers! I am back taking your questions about the law and court procedures. One of the questions I encounter the most in regards to the matter of divorce is, how long does it take? I always tell clients, every case is different. There is at the minimum, a sixty day waiting period. In Texas, we have what is called a “cooling off” period. That is, a waiting period after a person files their petition for divorce to give persons time to consider whether or not divorce is truly the best option for them. Many people often feel this is too long. However, I have had many cases where the parties reconcile soon after filing so I believe waiting a few weeks is truly important. The only exception to the mandatory sixty day waiting period is if someone is the victim
of domestic violence and it would be dangerous or impractical to prolong the union. It is important to note that this sixty day period does not ensure that you will be divorced within two months. There is always the possibility that the parties may have to take more time to effectuate an agreed settlement. Or, parties may not be able to agree on anything and then tie is needed to prepare arguments for issues such as property division or custody. Even if the parties are in agreement, after the sixty day mandatory period we still have to wait some time to get the court date. Thanks for reading. This column is intended to be helpful advice. Dios quebró nuestros corazones para probarnos, de que el solamente escoge lo mejor.

Treasured Director of Federal Programs, beloved father, loving husband and sorely missed son--Joel F. Salinas remains in our thoughts, our prayers and in the heart of Rio Grande City today, in the shadow of the anniversary of his passing. It is with diminishing grief that the Salinas family offers our thanks to all those who have continued to keep the great memory of Joel F. Salinas alive and resolute in the community that he served and the nation that he protected. Special thanks is in order for Rev. Amancio Chapa, whose blessed words of solace and peace comforted all during the family’s memorial ceremony held at Rio Grande Valley State Veterans Cemetery earlier this month. Joel F. Salinas will continued to be remembered during the October 1, 11:00 AM, Sunday mass held at the the Immaculate Conception Catholic Church, of which he always attended, and will be honored at the upcoming Rio Grande City Rattlers vs. Roma Gladiators, September 28, 7:00 PM football game, by having his name forever imposed on the Joe R. Sanchez Football Field scoreboard. Rio Grande City Rattlers Defeated the Laredo Martin Tigers 52-22 The Rio Grande City Rattlers played another incredible game as they defeated the Laredo Martin Tigers 52-22 in their second District 315A game on Thursdsay night at Shirley Field in Laredo The Rattlers started the game off with a quarterback sack by Ivan Reyes during the Tigers first possession. Martin then attempted a fake punt that was blocked by Matthlew Soto. The Rattlers put the first points on the board with a 15 yard run by QB Jason Perez. Our Deadly Opioid Crisis By Senator Juan “Chuy” Hinojosa In America, opioids kill an average of 165 people a day. Every single day. Prescription pain killers that are legal are being significantly abused causing overdose deaths and hospitalizations to skyrocket. Opioid abuse is at epidemic levels and has quickly become the deadliest drug crisis in American history. It is the leading cause of death for people under 50 and killed more people last year than guns or car accidents -- a pace faster than the HIV epidemic at its peak. And this is not just an isolated drug problem, opioid abuse is linked to huge increases in crime, unemployment, and suicide, as well as increases in child abuse and neglect cases. It is impacting rural areas where it was not common before and is a huge financial drain on our healthcare system. Opioids can be heroine, but are also prescription painkillers like Vicodin, OxyContin and Hydrocodone. Unfortunately, television commercials push these drugs to consumers as the answer to all pain. The pharmaceutical industry paints a pretty picture of pain relief but fails to properly show the side effects or long term consequences. Meanwhile, pill mills have become prevalent in our communities and people continue to become addicted. While law enforcement is going after drug dealers, they are also targeting pharmaceutical companies and doctors who they say are flooding the nation with potent painkillers. The problem is not having a system in place to check on pain clinics or patients. A person can go doctor shopping and get the same prescription from multiple prescribers or at pill mills. This is why prescription drug monitoring programs are so critical, and many state legislatures are creating new
laws to reduce the supply of prescription opioids that end up being used recreationally while maintaining adequate access for chronic pain patients. The Texas Prescription Monitoring Program (PMP) is a database that collects statewide information on controlled substances dispensed in Texas. The PMP allows prescribers (doctors, dentists, nurses, etc,) and dispensers (pharmacists) to check on a patient’s controlled substance prescription history to ensure responsible prescribing and dispensing patterns. Regulatory agencies can also use the database to investigate potentially improper practices. However, the current PMP lacks basic tools needed to maximize its effectiveness. Mandatory use of the PMP by our medical community is necessary to properly capture prescription data. In an effort to curb our Texas opioid crisis, I authored legislation this session that becomes law September 1. It requires pharmacists to enter data in the PMP of any controlled substances they dispense within one business day. And more importantly, it will require mandatory PMP checks on a patient’s prescription history before prescribing or dispensing any controlled substances starting September 1, 2019. While there was much initial resistance from our medical community to require mandatory checking of the PMP for a patient’s prescription history, we worked together to make adjustments and to improve and fully develop the PMP system, and allow a grace period. However, change is inevitable and these requirements are necessary. Another consequence of the growing opioid crisis is a significant increase in pharmacy burglaries and theft. In Texas there are no special penalty
enhancements for offenses dealing specifically with pharmacies or other premises that typically store controlled substances. This means that the burglary of a pharmacy would be treated the same as the burglary of a convenience store without regard to the controlled substances that are stolen. Since we must protect our communities from the wave of property crime that is feeding the illegal opioid pipeline, I authored and passed legislation to increase penalties for burglary or theft offenses involving a controlled substance. Effective September 1, 2017 it is a third degree felony for burglary or theft of a controlled substance if it is on premises such as pharmacies, clinics, hospitals or nursing facilities. The Texas Legislature must continue to address this growing epidemic next session and create more safeguards to prevent doctor shopping, ensure prescribers check patient drug prescription history, and help identify those patients who are addicted or need assistance. Opioid abuse is not going away as our society relies more and more on prescription drugs for pain relief and other health issues. While I am proud of our hard work this session, more must be done to educate the public and prevent our loved ones from dying at alarming rates. RGCCISD Office of Federal Programs Held a Migrant Parent Meeting
Veronica Garcia, Migrant Education Program Coordinator, hosted a parent meeting at Alto Bonito Elementary to provide our district’s community with valuable information regarding the migrant program and to answer the question: Are you a migrant? You might be and not even know it! Mr. Ernesto Villarreal, College 1st founder and owner, explained the importance of a post-secondary education and the benefits and resources our students have as migrants. Also, hosted a parent meeting at Ringgold Elementary, Mrs. Gracie Avila, Region 1 representative, furthered awareness of the district’s and program’s resources available to our families. Our strong knit community’s organizations made a strong showing and provided additional resources, many parents may not have known about. Backpacks, door prizes and a small “merienda” made this event a memorable for our attendees. The “Texas Food Establishment Rules (TFER)” was revised and updated and was effective October 11, 2015. A major change in the revision now requires all food employees to complete an accredited food handlers training program within 60 days of employment, effective September 16, 2016. A food handlers course accredited by the Texas Department of State Health Services is being offered by Texas A&M AgriLife Extension Service, (Here in Starr County at 9:00 A.M. at South Texas College at the Workforce building Room D1-116 on September 30, 2017. This 3 hour course is now required for all food service employees to help promote the service of safe food. The certificate is good for 2 years and is valid anywhere in the

State of Texas. The course is a basic overview of food safety practices that are necessary to ensure that safe food is served at your establishment. Practices discussed include good personal hygiene, cross contamination, and time and temperature abuse.

ACE Family Engagement Community Involvement for Grulla, Texas A Huge Success! ACE (A�er School Centers in Educa�on) Program at Grulla High School celebrates Hispanic Heritage Month.
The ACE program recently held a Chalupa Bingo for all the Community of La Grulla. The first Grand Event was held Tuesday, September 19, 2017 at the Grulla Middle School Cafeteria from 5-7 p.m. The welcome was given by Mr. Rene Pena, new principal for Grulla Middle School. He emphasized to the parents, in the audience present, the importance of students a�ending school every day, the importance of the STAAR test and the importance of being proud of their Hispanic heritage and passing on their tradi�ons and customs. Parents were engaged si�ng and playing the tradi�onal Bingo cards with their children. A synopsis of the Ace program was given by Ace Parents : Mrs. Martha S. Barrera and Mr. Pedro Mar�nez ACE Parent. The Chalupa Cards were called out by Mr. Salvador Hernandez, Jr. The event deemed very successful with over 150 parents in a�endance. The parents were given the opportunity to win door prizes they could use at home. A big thank you to all the volunteers that made this a successful community affair. The second ACE family event for Grulla, Texas was held Wednesday, September 20, 2017 at the Grulla High School prac�ce gym from 5:30- 7:30 p.m. The welcome was given by Mr. Julio Equia, new principal at Grulla High School. Mr. Equia and his staff emphasized the importance of Title I / federal programs and the en�re presenta�on was given in English & Spanish. Also present were Mrs. Virginia Gonzalez, federal programs director and her assistant, Mrs. Maricela Garcia as well as the district parental director, Mr. Juan Garcia. This second event was deemed just as successful with nearly 300 parents in a�endance. The ACE program was elated to work closely with all the school programs in order to form a collabora�ve union and work towards student success. A special highlight was a local Parent Volunteer “ Dona Tere” that hand crocheted a beau�ful vest and a baby dress to be raffled. The ACE students in the Barbering class of Mr. Jesse Cesar were at hand for each ac�vity to assist and volunteer, as well at the ACE cosmetology students in Mrs. Gloria A. Gonzalez’s from Grulla High School. Parents were made aware of all the wonderful classes whether academic or enrichment, that the ACE program provides for their students on a daily basis from 4:30-7:30 at the secondary Grulla schools. The director, Mrs. Adelina G. Villarreal, stressed that raising the next genera�on is a shared responsibility. When families, communi�es and schools work together, students are more successful and the en�re community has benefits. It is the goal of ACE to promote equity through family- school partnerships.

Grulla Elementary Held Their Starr County Employees Pre-Kindergarten Orientation participated in a safety class
Grulla Elementary held a Pre-Kindergarten Orientation. Parents and students were introduced to their respective teachers and assistants. Afterwards, they were able to walk to the classrooms to become familiar with the building. Everyone was welcomed with a cupcake and juice to make this transition into school a little sweeter. Thanks to all that attended.

petals colored vivid magenta. Each stem may have several blossoms and in full bloom they’re a solid blanket of color nearly obscuring the stems. Bloom time is in spring but you also get a later treat. Seedpods are produced which are about 1” in diameter, nearly spherical and covered with sharp spines. Over the weeks their green skin turns to a dull, dark magenta. At that stage the spines can easily be whisked off with a little twig and the skin peeled off revealing the gray, inner pulp speckled with tiny black seeds. That pulp is edible and tastes like strawberries, hence the name “strawberry cactus.” They’re delicious. New stems are produced each year around the edges of the cluster. They’re decumbent, that is declining on the ground but ascending at their apex. Stems are cylindrical, about 3” in diameter and have 7 to 10 ribs. The spines are arranged with 7 to 12 radials in a circle like spokes of a wheel and a central spine up to 3” long. There may be up to three additional central spines, if so, they lean upward. In time, a cluster may have a hundred or more stems, be 5 feet or more in diameter and be more spectacular every year. If you live in cactus country, strawberry cactus ought to be in your landscape. If you visit the Valley in April, you may see spectacular beauty!

Having spent 20 years hiking about in the Tamaulipan brush, I can tell you that for spectacular beauty nothing matches a large clump of strawberry cactus in full bloom. Seeing one is a “WOW” moment. In Spanish it’s pitaya; in English it’s strawberry cactus. To scientists, it’s Echinocereus enneacanthus. In any languish it’s a very special cactus, both beautiful and edible. Starr County employees who work in outdoor areas participated in a class which focused on safety while working in the heat, preventing insect and animal bites, recognizing poisonous plants and much more. This is part of a series of courses provided for employees to promote safety. The training was provided by Larry Boccaccio-Risk Control Consultant with Texas Association of County. Mr. Boccaccio works closely with Ms. Armandina Rodriguez-Starr County Human Resources Director to ensure that employees participate in trainings to help them to stay safe in the workplace.
