Former Tigers basketball Coach Rolando Garza was surprised with a private RGV Sports Hall of Fame ring ceremony surrounded by family and some of his former colleagues. Coach Garza was scheduled to receive his ring at the 2020 RGV Sports Hall of Fame induction

ceremony earlier this summer, however, it got postponed until next summer due to COVID-19. As a result, the RGV Sports Hall of Fame sent representatives out to present rings and custom polos to their Class of 2020 inductees. “I just want to thank everybody that was involved with this

induction,” Garza said. “I want to thank all my past teams from past years for sure. Mostly, I want to thank my family, friends, and my wife for supporting me all these years. Texas Physicians Encourage Plasma Donations to Fight COVID-19 Texas physicians are calling on COVID-19 coronavirus survivors to make a donation that can help others fight the infectious disease. Some former patients already have answered the call, and doctors and patients are seeing results of convalescent plasma treatments to fight COVID. Texas Medical Association (TMA) doctors are now urging patients who have had COVID-19 to donate blood. The push for donations is a result of growing understanding of plasma’s healing properties. Convalescent plasma carries few side-effect risks and

A Houston family’s fight to survive COVID-19 is one example of why using convalescent plasma is a promising treatment option for the virus. Yvonne Martinez said her father’s month-long battle with severe coronavirus symptoms took a positive turn after a transfusion of convalescent plasma. One day after the transfusion, Ms. Martinez’s father tested negative for the virus. Ms. Martinez, who also tested positive for COVID-19 but quarantined at home with minor symptoms, said the plasma transfusion is a sign of hope. “I think that is what the plasma transfusion offers; it is the safest, and from what I have seen, the fastest way for them to begin their recovery.” Ms. Martinez said. “My mother and I tested positive for COVID-19. After our quarantine, we provided plasma twice and we are trying to get in for a third round to help others.” Susan Rossmann, MD, is leading the Texas physicians’ call for donors. The chair of TMA’s Subcommittee on Transfusion and Transplantation, and chief medical officer at Gulf Coast Regional Blood Center in Houston, said patients who have suffered more serious symptoms appear to be the best donors because their plasma seems to have the most antibodies.

“[That] is why we’re interested in talking to physicians because they have actual patients who’ve had COVID rather than, for example, the people in the community who have minimal symptoms or were completely asymptomatic [had no symptoms],” Dr. Rossman said. “All the community involvement is very important [to get] the word out because we definitely need more convalescent plasma.” Beaumont anesthesiologist and TMA Board Trustee Ray Callas, MD, survived COVID-19 and plans to donate his plasma and encourage his patients to do the same. “I am going to donate plasma so it can benefit patients that are in severe dire straits and need antibodies,” Dr. Callas said. “We know that convalescent plasma is one of the treatments that can help these patients get better, and we should give a family that is yearning for a treatment the same opportunity to survive.” Although the U.S. Food and Drug Administration has not approved convalescent plasma for treatment of COVID-19, it has authorized its use under an investigational drug application. More than 48,000 COVID-19 patients have been treated so far using convalescent plasma, according to a July 30 report by the Trump administration, which has worked with blood centers to encourage donations nationally. Motorcycle Safety and ATV Operator Safety programs join TDLR Beginning September 1, the Texas Department of Licensing and Regulation will oversee the Motorcycle Safety and AllTerrain Vehicle (ATV) Operator Safety programs. Senate Bill 616 (Texas Legislature 86th Regular Session) transferred the programs from the Texas Department of Public Safety to TDLR, which already oversees the Driver Education and Safety (DES) program. “We look forward to providing comprehensive driver education courses for operators of vehicles with two, three or four wheels,” said Brian E. Francis, TDLR executive director. “Riding a motorcycle is fun and exciting – but it also is much more challenging than driving a car. These courses help riders develop the safety skills that can help

protect them when they’re out on the beautiful roads of Texas – and ultimately, help reduce the number of preventable traffic fatalities in Texas.” The Motorcycle Safety program regulates and licenses instructors and schools that conduct motorcycle operation and safety courses. The ATV Operator Safety program regulates and licenses instructors who conduct courses on safely operating off-highway vehicles including all-terrain vehicles. TDLR’s DES program includes traditional driver education, the parent-taught driver education program and the Drug and Alcohol Driving Awareness program, a court-mandated course that focuses on the effects of drugs and alcohol on driving.

The Pharr District of the Texas Department of Transportation (TxDOT) proposes to construct a new-location relief route in Starr County between Rio Grande City and Roma. The proposed roadway would extend from Farm-to-Market (FM) 755 to US Highway (US) 83—one-mile northwest of the Loma Blanca Intersection. The total distance of the project is approximately 17.24 miles.

overpass approach at US 83/Loma Blanca Road would have two 12-foot vehicle travel lanes in each direction with 17-foot inside shoulders and 10-foot outside shoulders. The proposed project would also include improvements to FM 3167 and FM 649. At these locations, the cross streets would be widened to provide a travel lane and left-turn lane in each direction, for a length of 285 feet within the intersection.

This notice advises the public that a draft environmental assessment (EA) is available for public review and TxDOT will be conducting an online virtual public hearing on the proposed project with an in-person option. The virtual hearing will be held on Monday, Sept. 14, 2020 at 3:00 p.m. To log onto the virtual public hearing, go to the following web address at the date and time indicated above: www.txdot.gov. In the upper right-hand search box enter the search keyword: SL 195. Project staff will give a presentation which will be a pre-recorded video and will include both audio and visual components. Please note that the pre-recorded presentation will not be available on the website until the time and date listed above. Following the virtual public hearing, the presentation will remain available for viewing at the web address indicated above until Thursday, Oct. 1, 2020 at 11:59 p.m. If you do not have internet access, you may call (956) 702-6246 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday to ask questions about the project and access project materials at any time during the project development process.

Thirty-six potential waters of the U.S., including wetlands, occur within the proposed project right of way. All proposed roadway and drainage improvements would be designed in a manner to avoid or minimize impacts to jurisdictional crossings. Designs for this project are preliminary, and specific structures for the crossings are not finalized. Coordination with the United States Army Corps of Engineers (USACE) is ongoing. It is anticipated that impacts to these features would be authorized by the USACE under Nationwide Permit 14 for Linear Transportation Projects without a Preconstruction Notification. The project area crosses the mapped FEMA-designated 100-year floodplain of 17 crossings. Potential fill within the floodplain would be determined during final design and coordinated with the appropriate local floodplain administrators. The proposed project would not raise the base flood elevation to a level that would violate applicable floodplain regulations or ordinances.

Additionally, TxDOT is providing an in-person option for individuals who would like to participate in-person instead of online. In-person attendees will be able to view the same presentation delivered in the virtual public hearing which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants from a socially distanced approach, and leave written comments. The in-person option will be held on Tuesday, Sept. 15, 2020 from 9:00 a.m. to 6:00 p.m. at the TxDOT Pharr District Office, 600 W. I-2, Pharr, TX 78577 and on Wednesday, Sept. 16, 2020 from 9:00 a.m. to 6:00 p.m. at the TxDOT Roma Area Office, 2654 US 83, Roma, TX 78584. The same information will be presented at both locations. Attendance at the in-person option will be by appointment only. Individuals wishing to attend the in-person option must call (956) 702-6246 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, to make an appointment. In recognition of COVID-19, enhanced safety measures will be applied at the in-person option, including a requirement to wear a face mask, submit to a temperature check prior to entry, have an appointment, and follow social distancing practices. If anyone arrives without an appointment, they may be asked to wait outside to ensure we maintain appropriate occupancy within the hearing room. For both the virtual public hearing and in-person option, members of the public may call (956) 704-9020 and verbally provide testimony from 3:00 p.m. on Sept. 14, 2020 to 11:59 p.m. on Oct 1, 2020. Formal written comments may also be provided by mail or email as explained below. All verbally provided testimony and timely written comments submitted by mail or email will be included as part of the official record for this hearing and project and considered by TxDOT. Responses to verbally provided testimony and written comments will be prepared by TxDOT, included as part of the hearing and project record, and made available online. The proposed project is a new-location reliever route. FM 755 (the eastern terminus) is a two-lane undivided roadway, and US 83 (the western terminus) has two lanes in each direction with a center left-turn lane. The proposed SL 195 project would connect these two existing roadways. The proposed project would entail the construction of a new-location four-lane divided highway, connecting FM 755 to US 83. The new roadway’s typical section would have two 12-foot vehicle travel lanes in each direction and a grassy median; the roadway would expand to include left-turn lanes at the at-grade intersections with existing roadways and at the turn-around locations provided along the alignment. The roadway would have four-foot inside shoulders and 10-foot outside shoulders within a typical 300-foot-wide right of way. There would be an overpass approach at the intersection with US 83/Loma Blanca Road. In the areas with future overpasses, the right-of-way would increase to 450 feet wide to accommodate future main lanes over the intersection. The

The proposed project would require approximately 667.01 acres of new right of way. Potential displacements include one commercial, five residential, and seven other structures that appear to be non-habitable sheds or other outbuildings located adjacent to residences. Relocation assistance is available for those displaced through TxDOT’s Relocation Assistance Program. The relocation process would be conducted according to the Title II and Title III of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION NOTICE is hereby given that it is the intention of the City Commission (the “City Commission”) of the City of Rio Grande City, Texas (the “City”) to adopt an Ordinance providing for the issuance of interest-bearing obligations of the City presently contemplated to be designated and known as the “CITY OF RIO GRANDE CITY, TEXAS COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 2020” (the “Certificates of Obligation”) for the purpose of providing for the payment of contractual obligations to be incurred in connection with the design, planning, purchasing, acquisition, construction, equipping, expansion, repair, renovation, and/or rehabilitation of certain City-owned public property, including (1) improvements to the City’s wastewater system, including expanding the treatment plant, and (2) payment of contractual obligations for professional services in connection therewith (to wit: consulting, engineering, financial advisory, and legal). The City Commission tentatively proposes to authorize the issuance of the Certificates of Obligation at its regular meeting place at City Hall, 5332 East Highway 83, Rio Grande City, Texas, at a meeting of the City Commission to be commenced at 6:00 p.m. on October 28, 2020, in an amount expected not to exceed $5,500,000. The City Commission proposes to provide for payment of the Certificates of Obligation by the pledge of an annual ad valorem tax levied upon all taxable property within the City, within the limits prescribed by law, and by a subordinate lien pledge of the net revenues of the City’s waterworks and sewer system. The current principal of all outstanding debt obligations of the City is $36,480,000.00, the combined principal and interest required to pay all currently outstanding debt obligations of the City on time and in full is $47,600,334.78, the estimated combined principal and interest required to pay the Certificates of Obligation on time and in full is $6,597,449.14, the estimated interest rate for the Certificates of Obligation is 1.32%, and the maximum maturity date of the Certificates of Obligation is February 15, 2050.
