Guillen Announces 13th Check For School Retirees

Texas State Rep. Ryan Guillen (D-Rural South Texas) recently announced that retired school employees will be receiving a much deserved 13th check of up to $2,400. He said that retirees will be receiving an average $2000 check by the end of the year. “Although they deserve a permanent cost-of-living adjustment, this session we were able to secure a 13th check

for school retirees,” explained Guillen. Specifically, the legislation will require the state to contribute funds to TRS to implement a one time payment (13th check) to retired school employees to receive by the end of this year. Additionally, the bill will provide an incremental increase of the state’s contributions to the TRS fund over the 2020-2024 fiscal years, providing for an ultimate increase of 2 percent over the five-year period. “We also invested into the TRS pension fund to further help the system become actuarially sound and get closer to implementing a permanent benefit increase,” added Guillen. As the cost-of-living increases in this country and health coverage prices continue to grow, Guillen thinks it is vital that the state do its best to provide assistance to the men and women who dedicated their lives toward the education of the future of Texas.

RGCCISD is working hard to make Joe R. Sanchez Stadium more handicap accessible. A temporary area for those who need wheelchair accommodations was placed on the home side of the stadium. The area is located at the bottom of the bleachers on the track and it is 30 yards wide. The platform will be left on the field until the end of the football season. Internet safety tips for students

A 2017 report from Common Sense Media said that children up to age eight spend an average of two hours and 19 minutes every day on screen media. Children between the ages of eight and 12 spend an average of four hours and 36 minutes on screens. Much of that time is spent online. The internet can be a useful tool for students, who can go online when working on school reports. Some students even communicate online with their teachers, while others play interactive learning games that can supplement lessons taught in the classroom. But the internet also puts

students at risk of falling victim to online predators. The internet also keeps students in constant contact with their peers, which can be troublesome for students who want to get away when they get home at night. These reasons and more are motivation enough to encourage students to practice good digital citizenship and follow these safety tips when online. · Exercise caution with photos and videos posted online. These images, even when posted harmlessly, can weigh on a student’s reputation. They may even impact acceptance to schools or career opportunities in the

1. Get to the bus stop early, and wait in a safe place at least five giant steps away from the edge of the road.

1. Know that yellow flashing lights signal a school bus is preparing to stop. Red flashing lights and a stop sign indicate the bus is stopped, and children are entering or exiting.

2. Wait until the bus stops, the door opens and the driver says it’s okay before you approach the bus. 3. Enter the bus single file, and be sure to hold the handrail. 4. Walk straight to your seat, and sit with your legs facing forward.

Starr County, established February 10, 1848, Organizade August 7 1848, First Starr County Map (1853 Starr County Clerk Office), is it a county located in the U.S. state of Texas. Its county seat is Rio Grande City. The county was created It is named for Dr. James Harper Starr, who served as Secretary of the Treasury of the Republic of Texas. Starr County is in South Texas, bordered by Hidalgo County to the east, Brooks County to the northeast, Jim Hogg County to the north, and Zapata County to the west. The Rio Grande serves as its boundary with Mexico to the south. The county seat is Rio Grande City, which is on U.S. Highway 83 and the Border Pacific Railroad. The center of the county is at 26°34’ north latitude and 98°44’ west longitude. Starr County is part of the Rio Grande Plain region and comprises 1,226 square miles with elevations from 200 to 400 feet above sea level. The northeastern part of the county has sandy or light-colored and loamy soils over very deep, reddish or mottled clayey subsoils. Soils in the central part of the county are light-colored, deep to moderately deep, and well drained. In the southwest soils are gray to black cracking clay. Limestone can be found within forty inches of the surface. Along the river, brown to red loams cover cracking clayey soils. Starr County is in the South Texas Plains vegetation region, characterized by mid and short grasses, thorny shrubs, mesquite, cacti, and live and post oak.

The purpose of this meeting is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, and the use of past TxCDBG funds. USDA Opens Signup for Market Facilitation Program Enrollment Now Open through Dec. 6 Signup opens for the Market Facilitation Program (MFP), a U.S. Department of Agriculture (USDA) program to assist farmers who continue to suffer from damages because of unjustified trade retaliation from foreign nations. Through MFP, USDA will provide up to $14.5 billion in direct payments to impacted producers, part of a broader trade relief package announced in late July. The sign-up period runs through Dec. 6. “Our team at USDA reflected on what worked well and gathered feedback on last year’s program to make this one even stronger and more effective for farmers. Our farmers work hard, are the most productive in the world, and we aim to match their enthusiasm and patriotism as we support them,” said Agriculture Secretary Sonny Perdue. MFP payments will be made to producers of certain nonspecialty and specialty crops as well as dairy and hog producers. Non-Specialty Crops MFP payments will be made to producers of alfalfa hay, barley, canola, corn, crambe, dried beans, dry peas, extra-long staple cotton, flaxseed, lentils, long grain and medium grain

rice, millet, mustard seed, oats, peanuts, rapeseed, rye, safflower, sesame seed, small and large chickpeas, sorghum, soybeans, sunflower seed, temperate japonica rice, triticale, upland cotton, and wheat. MFP assistance for 2019 crops is based on a single county payment rate multiplied by a farm’s total plantings to the MFP-eligible crops in aggregate in 2019. Those per acre payments are not dependent on which of those crops are planted in 2019. A producer’s total payment-eligible plantings cannot exceed total 2018 plantings. View payment rates by county. Dairy and Hogs Dairy producers who were in business as of June 1, 2019, will receive a per hundredweight payment on production history, and hog producers will receive a payment based on the number of live hogs owned on a day selected by the producer between April 1 and May 15, 2019. Specialty Crops MFP payments will also be made to producers of almonds, cranberries, cultivated ginseng, fresh grapes, fresh sweet cherries, hazelnuts, macadamia nuts, pecans, pistachios, and walnuts. Each specialty crop will receive a payment based on 2019 acres

of fruit or nut bearing plants, or in the case of ginseng, based on harvested acres in 2019. More Information Payments will be made in up to three tranches, with the second and third tranches evaluated as market conditions and trade opportunities dictate. If conditions warrant, the second and third tranches will be made in November and early January. MFP payments are limited to a combined $250,000 for nonspecialty crops per person or legal entity. MFP payments are also limited to a combined $250,000 for dairy and hog producers and a combined $250,000 for specialty crop producers. However, no applicant can receive more than $500,000. Eligible applicants must also have an average adjusted gross income (AGI) for tax years 2015, 2016, and 2017 of less than $900,000, or 75 percent of the person’s or legal entity’s average AGI for those tax years must have been derived from farming and ranching. Applicants must also comply with the provisions of the Highly Erodible Land and Wetland Conservation regulations. Health Department Investigates Severe Lung Disease Among E-Cigarette Users The Texas Department of State Health Services is investigating suspected Texas cases of severe lung disease in adolescents who used e-cigarettes. DSHS was first notified of possible cases last week following similar reports in youth and young adults in several other states. A DSHS health alert asks health care providers to watch for cases of severe lung disease and ask about e-cigarette use, or vaping, in patients with severe respiratory symptoms like cough, shortness of breath and fatigue. DSHS is urging clinicians who identify cases to gather information about the products used and ask patients to save the

vaping liquid in case it’s needed for testing. The Centers for Disease Control and Prevention reports 94 cases of severe lung disease associated with vaping in 14 states dating back to late June. All patients have tested negative for infectious diseases, and some have required hospitalization. In addition to respiratory symptoms, some patients experienced nausea, vomiting, and diarrhea. More information is needed to determine a cause, and DSHS is working with the CDC, the Food and Drug Administration and other states to gather evidence about what the cases have in common and what is leading to

the injuries. Vaping is not safe for kids, youth or young adults. Most e-cigarettes contain nicotine, an addictive chemical that can affect brain development in the teens and 20s. A “deteriorated” well is a well that is causing or likely to cause pollution of any water in the state, including groundwater. Under Section 1901.255, abandoned or deteriorated wells must be plugged or brought into compliance within 180 days of a landowner learning that they have an abandoned or deteriorated well on their property. Abandoned or deteriorated water wells can contaminate groundwater by providing a direct conduit for chemicals and other surface contaminants, such as animal waste and pesticides, to directly enter aquifers. Uncapped wells also present a physical danger to animals and humans who can be severely injured or killed when they fall partially or completely into the well. Landowners who aren’t sure whether there are abandoned water wells on their property should look for plastic, steel, brick or concrete casing (pipe) that extends above ground, or

for a hole in the ground with no apparent bottom. Some abandoned wells have concrete or brick casing extending above ground or a windmill with missing blades. Landowners are responsible for abandoned or deteriorated water wells on their property. If a well needs to be plugged, they may plug the well themselves (in compliance with Title 16, Texas Administrative Code, Section 76.104 Capping and Plugging Wells Standards) or hire a licensed well driller or licensed pump installer to plug the well. If a landowner chooses to plug the well themselves, the landowner is required to plug the well in accordance with TDLR’s well plugging specifications (https://www.tdlr.texas.gov/wwd/ wwdspecs.htm) and submit a State of Texas Plugging Report to TDLR within 30 days from the date the well was plugged. To avoid problems in the future, landowners should install a locking well cap or sanitary well seal – not just a

cover over the well – to prevent unauthorized use or entry into the well. Septic systems should be pumped and inspected as often as recommended by the local health department. Meet the Teacher Night at General Pseudoscorpions are tiny, seldom noticed Ricardo Sanchez Elementary School You may have pseudoscorpions living in your neighborhood and perhaps even in your home but probably have never seen them; they’re tiny and found worldwide. Their body is flat and pear shaped, rounded at the back and with long, pincered pedipalps in front. Their color is from yellowish-tan to dark brown. You’ll need magnification to see it but the head has 0, 2 or 4 eyes depending on the species of which there are over 3,000. Being an arachnid (spiders and scorpions) it has 4 pairs of legs.

However, they breathe through spiracles like insects. Sometimes called false scorpions, they lack a scorpion’s long tail with its venomous s t i n g e r. However, the front pincers are venomous and used to subdue minuscule prey. In natural surroundings you’ll find them in leaf litter, under logs and rocks and in grooves of tree bark. Pseudoscorpions are phoretic which means they often hitch rides on larger animals such as flies and birds. For example, they may live under bird feathers eating bird lice. We consider them beneficial in our homes because of their diet.

They eat larvae of clothe moths and carpet moths, ants, small flies, lice and dust mites. They may spin cocoons for use in mating and for protection during cold weather. Females can have several broods a year. The eggs are carried in a brood pouch until the 20 to 40 young are hatched. They ride on mom’s back for a short while. A typical life span is 2 to 3 years. Fossilized pseudoscorpions are 380 million years old! They’re essentially like those seen today. That’s a very successful life form. We’re certainly going to have them around for awhile to provide us with some benefits.
