South Texas College administrators and trustees break ground at its Starr County Campus. Now celebrating 25 years, the creation of STC sprung from the compelling need to improve access to higher education in Hidalgo and Starr Counties. As a young teen, current STC Trustee Rose Benavidez recalls

traveling with her father, the late Manuel Benavidez, across Starr County looking for support for what was then known as South Texas Community College (STCC) from the community. Her father had just been appointed as a trustee for the college, and in the summer of 1995, public acceptance for STCC

had snowballed, capitulating in an election that saw voters approve three propositions that were essential for the college. “When I was a kid driving around with my father I remember they were having classes in laundromats or they were allowed by school districts to have classes in old libraries,” Benavidez

Roma High Mighty Gladiators Are Victorious in Starr County Super Bowl The Roma High School Mighty Gladiator Football Team clinched a 32 to 31 win over the RGC Rattlers on Friday, Aug. 31st. The nondistrict game kicked off the season for both teams. “We knew this would be a hard game, and some folks were predicting we would be down by 12 points at the end, but I never had a doubt that my team could pull

this off,” expressed Roma High Head Varsity Football Coach Frank Villanueva. “I have a young team, but they bonded well last year and came into this season very hungry to prove what they could do. We had several close games last year and they learned some lessons along the way that they brought into this year.” “While I’m proud of this

accomplishment, it is only the start of a long season ahead,” he said. “We have to stay focused and determined to make every second of every game count. We are going to work hard and play hard until the last game we are blessed to play this year.” Leading the Gladiators in rushing was Johnny Rios with 25 carries for 125 yards and one touchdown.

Felix Gomez had 18 carries for 101 yards and one touchdown. A d r i a n Mandonado had three catches for 25 yards and 1 touchdown. Jesus Rodriguez also had four catches for 25 yards. Another stand out was Brandon Duarte, who scored two field goals and two extra points for the Gladiators. The team pushed for 350 total yards, 290 rushing and 60 passing, to help them win the game. “I want to thank the band, the cheerleaders, the drill team, the Band Boosters, the CTE Program and the J R O T C Program for coming out to our home and away Nothing says “Back to School” like brand-new school supplies. I have learned that it takes a village to raise our children. If it weren’t for the countless inspiring people in my life, I would never be in the position to give back that I am so blessed to ind myself in at this time in my life. To all the mothers, fathers, teachers, counselors, troop leaders, military personnel, government oficials, family members and beautiful loving Grandmothers, this scholarship program is in memory of your effort to inspire our future leaders. This scholarship is for those who constantly motivate and impress those around them. We believe in these wonderful children like Louella Bolt believed in me.

Smokey Bear visited Starr County Roma Library Javier Vela, II appointed as Constable for Pct. 4.

Commissioner Raul “Roy” Pena III provided summer activities for children through interactive presentations and learning activities. The children who attend the Starr County (Roma) Library participated in a fire prevention presentation by Ms. Heather Gonzalez-Wildland Urban Interface Specialist (Texas A&M Forest Service) and Smokey the Bear. Ms. Gonzalez explained to the children about the Fire Prevention Campaign and gave them a little synopsis of why their mascot is a bear named “Smokey Bear” and how their campaign began. The campaign began because in 1950 a fire devastated a huge area of bush land in the Captain Mountains of New Mexico. As crews battled to contain the blaze,

they received a report of bear cub seen wandering near the fire line. The crew survived and searched for the cub and found him safe but his paws and hind legs were

As I sit in heaven And watch you everyday, I try to let you know with signs I never went away. I hear you when you’re laughing, And watch you as you sleep. I even place my arms around you To calm you as you weep. I see you wish days away, Begging to have me home. So I try to send you signs So you know you are not alone. Don’t feel guilty that you have Life that was denied to me. Heaven is truly beautiful, Just you wait and see. So live your life, laugh again, Enjoy yourself, be free. Then I know with every breath you take You’ll be taking one for me.

Congressman Henry Cuellar’s 2018 Congressional App Challenge Congressman Cuellar (TX-28) announced the Congressional App Challenge (CAC), an application competition open to all eligible high school students in Texas’ 28th Congressional District. The Congressional App Challenge is an inclusive competition and there will be efforts made to include students from all backgrounds, including those traditionally underrepresented in tech. “I’m happy to announce the Congressional App Challenge Competition is open for all high school students in my congressional district,” said Congressman Cuellar. “This competition promotes STEM education and creativity in the fields of technology. I encourage

students to participate and take advantage of this opportunity during these last weeks before registration is complete.” The CAC accepts computer programs (or apps) written in any programming language, for any platform (desktops/PC, web, mobile, raspberry Pi, etc.) Students are encouraged to register online by September 10th before submitting their app by October 15th. The competition is open to all students who meet the eligibility requirements, regardless of coding experience. We strongly encourage student of all skill levels to participate, to learn how to create their own apps. Winners will be selected by panels of judges, drawn from throughout the Texas 28th

Congressional District, and honored by Congressman Henry Cuellar. Their apps are eligible to be featured on a display in the U.S. Capitol Building, on house. gov, and on the Congressional App Challenge website. The CAC was created because Congress recognized that STEM and computer-based skills are essential for economic growth and innovation, and that the U.S. has been falling behind on these fronts. By some estimates, the U.S. may be short by many as a million programmers by 2020. These area high-paying, high-demand jobs. To maintain American competitiveness, it’s crucial that the United States invests in our youth now, and CAC, page 7

SCAN Holds Their Family Fun Fair

Pictured are Starr County Youth Coalition and other Coalition members that work all year long to educate and empower others to live a drug free life. Every year, with the help of volunteer agencies, Starr County Community Coalition holds the Annual Family Fun Fair at a selected community. This year it was held at Lino & Eloy Zarate Park in La Victoria, hence making it the 11th year we have been collaborating with the Community to give much needed school supplies and/or other items for school. All school age children received a backpack and school supplies. In addition, youth were able to enter a drawing for a two bikes donated by R & R Collision Center and one bike from A&J Auto Plex. Kids enjoyed a fun filled morning with face painting, giant jenga and cake walk. Families were also given information on the dangers of alcohol, tobacco, drugs and various Health Care and Community resource information.

Did you know?

According to the Gap Year Association, a gap year is a year “on” during which students, typically after graduating from high school, do not go directly to college. While no rules govern gap years, students who take them typically spend their year emphasizing experiential education. Some students challenge their comfort zones and make sacrifices during their gap years that they would not necessarily make if they went directly from high school to college. Many students take gap years because they are unsure of what they want to study in college, and such students typically use the gap year to explore potential majors and career paths that might be available to them once they earn degrees in those fields. Other students may take gap years to volunteer, feeling that a year of service is both a great way to give back and to better understand the world beyond the one in which they grew up. Burnout from the competitive pressures of high school is another reason many students take gap years. The Gap Year Association urges students considering gap years to do their research regarding the opportunities available to them during the year so their year is truly transformative and not merely a year to pass time without the pressures of school.

Special thanks to RGC Crime Stoppers and Starr County Sheriff Office for providing the school backpacks. The search is on for new musical talent to educate Texans about litter prevention For more than 30 years, the Texas Department of Transportation’s “Don’t mess with Texas” campaign has forged partnerships with the likes of Stevie Ray Vaughan, George Strait, Willie Nelson, LeAnn Rimes and Grupo Fantasma to share its important message. Now the search is on for a new amateur musical talent to represent the iconic litterprevention campaign. The “Don’t mess with Texas” Song Search Contest invites undiscovered Texans to compose an original 30-second song, incorporating the campaign’s anti-litter message. The entries, submitted via video, will be collected online where the public will have the opportunity to vote on their favorites. “Music has been a part of the ‘Don’t mess with Texas’ campaign

from the beginning,” said Jeff Austin III, Texas Transportation Commissioner. “We’re excited to expand on this legacy by giving Texans of every walk of life a chance to add their voice to the campaign and share in a fun way how we all have a part to play in keeping our state clean and beautiful.” The ‘Don’t mess with Texas’ Song Search Contest is presented in partnership with iHeart and Gibson Brands. Country superstars, the Randy Rogers Band, and Latin pop and norteño stars, Las Fenix, who are both featured in this year’s “Don’t mess with Texas” campaign, are also lending their time and talent to help discover the campaign’s newest performer. The “Don’t mess with Texas” Song Search Contest is open to all Texas residents, ages 18 and above, and runs through October 2018. Contest rules can be found

at Dontmesswithtexas.org. At the end of the public voting period, two winners will be selected, one English and one Spanish, and awarded a prize package donated by Gibson Brands and iHeart that includes a 2018 Gibson Guitar, the opportunity to appear in a future “Don’t mess with Texas” TV spot with the Randy Rogers Band and Las Fenix, and a performance at an iHeart Live Music Lounge. The Song Search Contest winners will join the ranks of other notable performers featured in the “Don’t mess with Texas” campaign throughout the years. “Don’t mess with Texas” has been educating Texans about litter prevention since 1986. The campaign is the signature initiative for TxDOT’s litter-prevention initiatives which include Adopt-aHighway, Keep Texas Beautiful, and “Don’t Mess with Texas” Trash-Off.

A look back at why the college was created & how it continues to deliver on its promise STC, Continued from Front Page

The creation of STC sprung from the compelling need to improve access to higher education in Hidalgo and Starr Counties. In the spring of 1993, as legislation was being drafted to create what was then known as South Texas Community College (STCC), the college began distributing flyers for the new institution urging students to “test their wings” and apply as early as possible. In June 1993, then Texas Gov. Ann Richards signed legislation creating South Texas Community College. At the time, STCC was the 50th community college in Texas and the first in the Upper Valley. The college was created by the Texas Legislature, converting the former Texas State Technical College campus in McAllen into a locally-governed community college serving Hidalgo and Starr Counties. “I had the passion, the commitment, and the tenacity to say ‘by God, we’re going to do this,” said STC President Dr. Shirley A Reed. “That passion and commitment haven’t changed. When you look at the level of poverty in the Valley, and the number of individuals who haven’t even had an opportunity to finish high school, much less go to college, and then you think about the quality of their lives, it becomes clear there is no end to the work that needs to be done in the Valley.” South Texas College was created

on Sept. 1, 1993, by Texas Senate Bill 251 to serve Hidalgo and Starr Counties. Gov. Richards signed legislation creating South Texas College and was the only community college in Texas to have been established by the Texas Legislature because of the compelling need to improve access to higher education in Hidalgo and Starr. STCC opened its doors that September and classes began with 1,058 students. The McAllen Memorial High School band provided music for the opening for the college. Since that time, STC has seen steady growth in its student enrollment starting with 1,058 students in 1993 to more than 34,000 students by fall 2017. “We have seen a tremendous growth,” said Trustee Dr. Alejo Salinas, who joined the college on the Board in 1996. “We have grown so much. It is incredible. I can remember when I started with the college we maybe had 1,000 students now we are over 30,000. That speaks for the college itself. “To see friends, family and exstudents come through our programs and to see them graduate has been a very satisfying experience,” Dr. Salinas said. “To hear the feedback from those who have come here, and how full of pride they are with the education they have received, that’s a

very rewarding experience for me. It provides me with plenty of reason for wanting to be a part of this college.” According to the Texas Workforce Commission, since the College’s creation in 1993, unemployment in Hidalgo County has reduced from 24.1 percent to 11.3 percent and from 40.3 percent to 15.6 percent in Starr County. “From what we have seen, and just the impact on the education on the sheer number of students who are here, it translates not only to the numbers we have but also the number of families we have impacted because of students receiving their certificate or degree,” said former Trustee Graciela Farias. “Having the whole region benefit in such a positive manner because of what South Texas College has been able to do will continue for all of our students. The sky is the limit for South Texas College.” STC offers more than 120 degree and certificate program options including associate degrees in art, science, technology and allied health fields. The college also offers 18 online associate degrees and certificate options through South Texas College Online enabling students to earn their degrees without even setting foot on campus. Today, the college ranks second in the nation for total enrollment of Hispanics among two and four-

year schools in 2015, according to Hispanic Outlook (HO) on Education Magazine. The magazine published its “Top 100 Colleges and Universities for Hispanics” with data collected from the 2015 school year. In that issue, numerous programs at STC placed among the top-10 in schools across the nation for degrees awarded to Hispanics. STC is also one of only three community colleges in Texas accredited to offer applied baccalaureate degrees. A Bachelor of Applied Technology (BAT) degree in Technology Management, Computer and Information Technologies, Medical and Health Services Management and a degree in Organizational Leadership may all be attained at STC. “It has been tremendously gratifying to see the outstanding workforce development programs support local industry, and our local workforce in being better trained in areas like manufacturing and technologically advanced fields,” said Trustee Paul Rodriguez. “Employees are reaching higher pay scales and employers are providing better jobs. I believe the future will see more college degrees, more critical partnerships with other colleges and universities and a center for manufacturing and industrial development for the entire border region.”

Congressman Cuellar (TX28) announced that the Federal Bureau of Investigation (FBI) is currently partnering with high schools and universities in Texas and around the country, as they undergo recruitment for data experts to increase agency capabilities. “We live in the digital age,” said Congressman Cuellar. “Having the ability to collect, store, process and analyze data is critical to our national and domestic security. Partnering with the FBI is a tremendous, prestigious, and rare opportunity that I encourage all eligible institutions to explore.” As the FBI moves to increase data accessibility and improve their information technology branch, it is now a priority to increase outreach to students with in-demand IT skills. The Bureau has already secured the necessary

Inglés como segundo idioma 2018-2019

funding to hire data scientists for all 56 of its field offices. Cuellar continued, “Nationally we are down 300,000 professionals in this field and that could grow to 1 million in coming years. There is a demand and in my district I believe we have a strong supply of smart, patriotic young people who can fill that demand.” To address recruiting challenges head-on, the FBI has focused on online hiring and instituting field offices that target colleges and universities that have strong programs in science. The FBI is the lead federal agency for investigating cyberattacks by criminals, overseas adversaries, and terrorists. This summer, the FBI launched

a pilot program aimed at recruiting high school students for cybersecurity-focused internships. They have also taken on recruiting efforts online and by partnering up with targeted colleges and universities with strong Data Science and Cybersecurity programs

throughout the United States. These efforts will ensure that the agency will receive top applicants and ultimately hire top applicants into the FBI. For more information about student programs and job opportunities visit: https://www. fbijobs.gov/students

will, of course, reduce the currently enormous corporate profits from their sale. In spite of that, we must accelerate our move to sustainable sources such as wind and solar if we are to have any chance of winning the battle against climate change. Scientists tell us that a tipping point exists. Turns out that there are what are called feed-back loops. When the temperatures rise, permafrost in the northern latitudes melts and releases methane gas which increases the greenhouse effect thus heating the atmosphere even faster. Also, as polar ice caps, which are white and reflect sunlight, melt, the resultant liquid water, which is darker, absorbs more heat from the sun. Such feed-backs can become self-sustaining and beyond anything we can control. We may shortly reach the tipping point. My point is this: we must not do nothing, must make a massive effort to mitigate climate change and must do it now! If we’re wrong and human activity isn’t causing climate change, but if we act now anyway, the worst that could happen is that we’ll have moved to clean, sustainable energy sources and become independent of foreign energy sources. That, alone, seems to be a very desirable outcome! If we’re right and we are causing climate change, we’ve got to make the change of energy sources rapidly or face a catastrophic future. (Think about this issue next time you vote.) We have only one planet to live on. THIS IS OUR MOST URGENT CHALLENGE AND WE MUST RESPOND NOW! BEFORE IT’S TOO LATE!

have pounded the east coast. Tropical, insect-borne diseases are moving into warmer temperate zones. Australia is in the midst of an unprecedented heat wave. Whole island nations in the Pacific have had to relocate as rising ocean levels have inundated their homes. The arctic ice cap is disappearing, opening new sea lanes and leaving animals like polar bears without their usual food supply. The Antarctic ice shelves are breaking free in chunks literally as large as some of our eastern states! The list is endless. The big question remaining seems to be whether or not human activity is changing the atmosphere in ways that lead to climate change. The vast majority of scientists, worldwide, say “Yes!” Studies show correlations between global warming and industrialization. Records of our greenhouse gas emissions show a steady increase. Careful examination of temperature changes in atmospheric layers rule out the sun as the agent of change. There are a few “scientists” who disagree. When the sources of funding for those few dissidents is revealed, their funding is discovered to be from the fossil fuel companies, oil and coal, who fear loss of profits. Those few dissenters are, therefore, hardly unbiased sources. Scientific consensus overwhelmingly affirms that we are causing climate change. T o reduce global warming and restore the normal atmosphere requires us to reduce our creation of greenhouse gases, which means we must diminish our reliance on fossil fuels. That

After years of diligent reading on the topic and despite the risk of offending a few readers, I’d like to share a few observations for your consideration. Recent examples of weather abnormalities and longitudinal studies of changes observed over the past several decades are being reported to us by worldwide news sources and by the world’s scientific community. Those of us in Texas have experienced changes first hand in terms of drought and high temperatures leading to huge wildfires. Information confirming climate change is coming from such widespread and diverse sources, including our own experience, that the reality of climate change is well established. For climate change to be a hoax is impossible. That climate change may be a naturally occurring cycle has been studied in many ways. Tree rings, which show yearly weather patterns going back at least 5,000 years, have been examined. Ice cores from various locations such as Antarctica have been examined and sediments on ocean floors and lake bottoms have been studied to reveal weather cycles over many tens of thousands of years. None of these, nor any other studies, indicate recurrent temperature cycles of the magnitude we’re now experiencing. Every method of study leads to the conclusion that what’s happening now is unique. Can climate change lead to catastrophe? Yes! A few examples are illustrative. California is experiencing huge wildfires and whole communities now lack a public water supply. A profusion of tornadoes have devastated the middle of our country while enormous, powerful hurricanes
