The Rio Grande City CISD Office of Federal Programs and the Family and Community Engagement Program organized a district wide donation drive benefiting those affected by Hurricane Harvey which made landfall near Houston, Texas leaving catastrophic flooding in its wake. Students, parents and staff members donated clothing, canned food, hygiene products, and bottled water. On Friday, September 1, 2017, with the help of Border Patrol Agents, the first of several trailers was packed and sent on its way to Houston, Texas. Oh behalf of the RGCCISD School Board of Trustees, administration and staff, we would like to thank everyone for their donations.
Ezequiel Lopez participated at the Regional Meet in Edinburg and placed 1st in the 1600 Meter Run, 2nd in the 800 meter dash, and Anchored the Mile Relay good for 2nd place. He qualified for the State Meet in McAllen and placed 8th in the 800 meter dash and the Mile Relay also. He qualified for the National Meet by placing 3rd at state meet in the 1600 meter run which is the Mile Run. At National’s he dominated the 800 meter dash and also the 1500 meter dash. Engagement Hosted Free a Back to School Haircuts Events
The Rio Grande City CISD Office of Federal Programs Family & Community Engagement in collaboration with the Career & Technology and the Cosmetology Department hosted a Free Back to School Haircuts event at the Parental Involvement Center in Fort Ringgold. The event was an absolute success with 20 barbers and hairstyles giving complementary haircuts to over 140 students. The first 60 students received backpacks donated by various community entities and individuals. Also, hosted a Free Back to School Haircuts event at the Grulla High School Cafetorium. The event was an absolute success with 18 barbers and hairstyles giving complementary haircuts
to 100 students. The first 100 students received backpacks donated by various community entities and individuals. On behalf of the Rio Grande City CISD School Board of Trustees, administration and staff we would like to thank everyone who’s efforts made this event possible.

North Grammar Elementary Students Starr County Communities working on Local Mitigation Plan Received Back to School Gifts
Starr County Emergency Management Coordinator Ramiro Sarabia hosted a 2 day Local Mitigation Planning Workshop at the Starr County Courthouse Annex. The meeting is focused on formulating a Mitigation Plan, building team planning, hazard identification process, risk assessment, mitigation strategies and much more. Participants will receive TCOLE, TFMA and APS Certification hours. The course is being taught by Raymond Mejia, CPP, CFM-Mitigation Planner and Lorena Reyes with the Texas Division of Emergency Management out of Austin, TX. The committee is comprised of staff from Starr County, local municipalities, school districts, and first responders. Attendance Matters! Several very Lucky Longhorns received an amazing surprise for being present on the First Day of School. Approximately a week before the school year began, Mr. Rigo Briceño generously donated backpacks filled with school supplies, as well as several gift cards to be used as incentives for the students of North Grammar Elementary. On the first day of school, NGE Principal, Ms. Nora Rivera, along with Assistant Principal, Mrs. Mary Lou Garcia, visited each classroom and gave each student a raffle ticket which was filled out and collected at the end of the day. The following day, during a live, televised announcement, Ms. Rivera called out the lucky winners who had the opportunity
Growing fruitful crops and children
By Jessica Domel As thousands of Texas school children head back to their classrooms, I can’t help but think about this wonderful crop our nation is growing. Our students today are our future tomorrow. Like the seeds we plant for corn, cotton, sorghum and more, children must be nurtured properly in order to grow and succeed. Each crop, and child, needs something different to excel. As parents, educators and loved ones, it’s our job to help the children find what’s right for them. They need a good environment, healthy foods and steady encouragement along the way. Not all conditions are ideal. Sometimes there’s storms. But, like farmers, we must do all we can to help our future crop grow. We pray. We help our neighbors. And we do what we can when we can. Sometimes we have to give a crop a little boost. Sometimes we have to try something different in order to succeed. There’s no one recipe for success. What works for me may not work for you. And in the end, sometimes it’s up to the child, and the plant, to push through on their own. There’s so many variables in life and in farming. But one thing is for sure, hard work pays off. After all, at the end of a growing cycle when harvest finally rolls around, isn’t it nice to see the product of a season’s work? Here’s wishing you a happy and fruitful school year, Texas!

21st Annual United Way of South Texas Roque Guerra, Jr. Elementary is off to an Back to School in Style Shopping Spree UPLIFTING start for the 2017-2018 school year!
Rio Grande City CISD middle school students and staff participated in the 21st Annual United Way of South Texas Back to School in Style Shopping Spree at Target in Mission, Texas. Over 120 students from several Rio Grande Valley School Districts were invited to attend. Rio Grande City CISD sent 17 middle school students from Veterans Middle School, Ac2E Middle School, Grulla Middle School and Ringgold Middle School as well as 4 district administrators as chaperones and 5 invited guests as shopping buddies for the students. Each student is paired with a shopping buddy and given a $150.00 Target gift card to purchase clothing, under garments, hygiene products and other school items, at the end of their purchase each student was given a back pack filled with school supplies. There were also

Preparing before a storm for your medical needs Guillen Announces Wins From Special Session If you regularly take prescription medicines, check your inventory. If you are low on prescription medicine, check into the possibility of refilling your prescriptions early. If you take medications that need to be refrigerated, talk with your doctor about how to keep them properly stored if the electricity goes out so the medicine remains effective. If you have a doctor’s appointment scheduled during the immediate time period during or after the storm for a health condition that requires regular monitoring or follow up, call your
doctor’s office to see if you should reschedule your appointment before the storm hits. For those who use oxygen concentrators, ventilators, or other medical devices at home, start making plans to ensure your equipment is fully charged and know where to go if the battery does not work. If you use a dialysis center, talk with your doctor or staff at the center about coming in for early dialysis and where to go if the center is closed after the storm. If you have chronic or complicated health issues and live alone make sure you have
a plan to touch base with your family or friends. They will want to know that you are alright or if you need help. Letting your relatives know your plans also prevents them from going into storm-hit areas to search for you, putting themselves in harm’s way. Make sure to have enough drinkable water available to prevent dehydration. Also, if you have special dietary requirements, you should have enough on hand to last several days after the storm. Highlights Retired Teacher Healthcare and Public Ed Funding
Representative Ryan Guillen (D - Rural South Texas), along with his fellow Representatives, ended the Special Session after passing important legislation on issues including reducing retired teacher’s health insurance costs and increasing education funding. “During the special session, we made some positive strides.” said Guillen. “We secured $300 million for public education, $212 million for retired teachers, and we cracked down on mail-in ballot fraud.” H.B. 21, signed into law earlier this month, puts over $300 million towards public schools. This includes measures to phase
out the “small-size district adjustment,” a formula that decreases state funding to small school districts, as well as increased funding for schools to teach students with autism and dyslexia. H.B. 21 also contains a provision appropriating an additional $212 million to the Teacher Retirement System of Texas’ health plan coverage for teachers, also called TRSCare. The money is earmarked to reduce deductibles, and some premiums, for teachers on the plan. In a win for Texas mothers, the legislature, with Guillen as a sponsor, passed S.B. 17,

Rattlers Have High Expectations For Exceptional 2017 Football Season By Kenneth Roberts, Freelance Writer With their most experienced team in several years, the Rio Grande City Rattlers are eagerly preparing for the upcoming 2017 football season with strong expectations that they will achieve a playoff berth and perhaps even win a district title in the highly competitive District 31-5A. In 2016, the Rattlers surpassed the expectations of many gridiron forecasters with a 6-4 overall record and a 4-4 district mark, including a victory over eventual champion Laredo Nixon. They were on track to gain a playoff berth before coming up short in their final two games against strong Mission Veterans and Sharyland High teams. Head Coach Aaron Garcia, about to start his second season as the Rattler football skipper, insisted, “Our goal this year is to win the district championship, and we believe we’re fully capable of doing that and that we have the talent to achieve that goal...I fully expect the Rattlers to be in the mix for the district title. I think we can potentially be as good as any team in the district.” “We’ll need to stay healthy; we learned last year we can play with anybody,” emphasized Garcia. “We’ll need to finish games on a strong note... We do have an experienced team returning, and they have a great familiarity with the systems introduced last year. We have five starters returning on offense and eight returning on defense.” In its 2017 preseason edition, Texas
Football magazine lists the Rattlers as returning six offensive and seven defensive starters. The coach commented, “Our kids have been working hard and are considerably ahead of where they were this time last year...Our kids and parents are really committed, and attendance and enthusiasm at preseason workouts has been really good.” Garcia explained that “we’ll again be running a spread offense. A big positive is that two of five offensive line starters return, and we return two other offensive linemen that saw significant action last year...We have some new faces at running back that should provide more potency to the running game.” The Rattlers began their 2017 season on the road on Thursday evening, Aug. 31 at 7 p.m. against the La Joya Coyotes. The Rattlers’ first home game and district opener will take place on Friday evening, Sept. 15 against the Valley View Tigers.
Rep. Cuellar Announces $1.56 Million in Federal Funding for Starr County Law Enforcement Starr was awarded funds as part of Operation Stonegarden program in the Department of Homeland Security
Congressman Henry Cuellar (D-TX28) announced that Starr County has received $1.56 million in federal funds from the Department of Homeland Security’s Stonegarden program to support local law enforcement for equipment and over-time pay. Statewide, Texas received $19.73 million in law enforcement funding of the $55 Million nationwide. “These additional funds will help reimburse local law enforcement as they work with the federal government to help provide protection of our southern border. Roma High Teachers Show Teamwork Judge Vera met with Congressman Cuellar’s Staff Representatives from the Office Congressman Henry Cuellar in Obstacle Course Competition of- Mr. Ryan Ehly-Legislative Director and Ms. Nichole Hernandez-Outreach Coordinator met with Starr County Judge Eloy Vera, Chief Larry Fuentes and Major Carlos Delgado from Starr County Sheriff’s Office to discuss pending grant projects, legislative issues and available grants.
The Roma High School Instructional Team showed their commitment to teamwork and leadership skill building by making the rounds at the Roma High JROTC Program’s Obstacle Course just before the open of school. They had a lot of fun and helped each other out the whole morning long. The teachers certainly didn’t shy away from showing their students and community that they could do this. Roma ISD can certainly report that we have some excellent leaders and teachers at Roma High School ready to work together for an awesome school year in 20172018! We thank them for all they did to get prepared! A huge thanks to the students of the Roma High School JROTC Program and Lt. Col. Fort Ringgold during Hurricane Beulah
In 1946 Fort Ringgold had closed its doors as all the soldiers had departed from this frontier fort. The fort would no longer be used for military missions. No more bugler to call for morning, night or meals. No more uniformed men would be seen in the fort. An era of active military life in the fort had ended. In 1948 the school district purchased the fort and the surrounding area. Soon the sounds of children and students would be heard as well of bells calling them to classes. September 20, 1967 The sounds of schools were silenced as the area was warned of an upcoming disaster by the fire department warning bell. The warning was the call to action for the preparation of arrival of hurricane. The hurricane bought high winds, immense amounts of rain that caused flooding in Rio Grande City and Camargo, Tamaulipas (Mexico) and surrounding areas. Local leaders decided that the fort would be used for the displaced victims of the disaster. Dr. Mario Ramirez was County Health Officer in charge of the actions to avoid a greater disaster. It was a natural disaster that transformed the fort from a school to facilities to help the victims. On that date, Fort Ringgold became the refuge of thousands of Mexican citizens and local citizens as they were displaced by the rising waters of the San Juan River and the Rio Grande as well as the torrential rains that flooded low laying areas. The school district leadership placed all resources on hand to help the refugees. The buildings, grounds and even the buses were utilized. The cafeteria (Mess Hall) was designated to provided round the clock feeding, the school buildings (Barracks) were used to house the refugees, and the gym became the processing center. Records indicate that as many as 14,000 refugees used the fort as a refuge. September 22, 1967 By September 22nd, the fort took on a new role as the Texas National Guard arrived in to support the refugees. Temporary medical facilities with make shift hospital was set up to meet the medical needs. Some of the ill victims were transported to other hospitals in Edinburg and McAllen. The parade field became a landing zone for helicopters including one carrying U. S. President Lyndon B. Johnson. September 28, 1967 By the end of September, the fort with it’s hundreds of refugees went to the parade field to meet the President of the United States at the time Lyndon B. Johnson. The president met with the local leaders and military personnel and received updates on the way to continue with the relief efforts. Soon after his visit as the flood waters subsided, the Mexican refugees were transported back to Mexico in helicopters. Hurricane Beulah brought rain, flooding, refugees, soldiers, and a president to Fort Ringgold, transforming it from the military fort/school facilities to a refuge center for the victims of the disaster. New Statewide Law Prohibits Drivers From Texting While Driving Effective Sept. 1, law aims to reduce crashes and deaths caused by distracted driving
Effective Sept. 1, texting while driving will be illegal across the state of Texas as the result of a new texting-while-driving ban passed during the 85th Texas Legislative Session. The law prohibits motorists from reading, writing or sending electronic messages while driving. “One in five crashes in Texas is caused by distracted driving,” said TxDOT Executive Director James Bass. “We are pleased the Texas Legislature recognizes the extreme danger caused by texting and driving. The new law sends a
very clear message to Texans to put down their phones and focus on the road. We are hopeful this new law will help save lives and reduce injuries.” Last year, 109,658 traffic crashes in Texas involved distracted driving. Those crashes resulted in 455 deaths and 3,087 serious injuries. While distracted drivers risk injuring or killing themselves and others, they also now face penalties under the new statewide law. A first offense is punishable by a fine up to $99; any subsequent offense carries a fine up to $200. Drivers should
be aware that some cities have from using cell phones while additional ordinances that are driving if children are present. more restrictive. Box 947 Roma, Texas 78584 (956) 8491411 On or after September 14, 2017 the City of Roma will submit a request to the Texas Department of Housing and Community Affairs (TDHCA) for the release of HOME funds under Title II of the Cranston Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following project: Broad Review Project/Program Title: City of Roma HOME Reservation Agreement No. 2017-0039, and associated contracts: 1002664 and 1002665 and Home Buyer Assistance (HBA) Contract 1002680 and other HOME contracts as this will be a multiyear release 2017, 2018, 2019, 2020 and 2021. Roma participates in the TDHCA HOME competition annually. Purpose: Reconstruction or Rehabilitation of single family dwellings and Home Buyer Assistance for up to 30 homes on scattered sites. Location: City of Roma Corporate City Limits, County of Starr, Texas. Specific address will be assessed in the Site Specific reviews. Project/Program Description: Reconstruction or rehabilitation of 1 – 30 single family owner occupied homes on scattered sites within the jurisdiction of the City of Roma. Site specific reviews will be completed for those laws and authorities not addressed in the broad review for each address under this program when addresses become known. Home Buyer Assistance (HBA) Funding is set up to $20,000 for 1 – 30 units over the next 5 years. Specific sites for this project have not been selected. Level of Environmental Review Citation: 24 CFR 58.35(a)(3)(4). Site Specific Review: The site specific reviews will cover the following laws and authorities not addressed in the broad review Historic Preservation, Floodplain Management, Floodplain Insurance, Noise Abatement and Control, Explosive and Flammable Operations, and Toxic Chemicals and Radioactive Materials. Mitigation Measures/Conditions/Permits (if any): ): If triggered, the following mitigation measures would be utilized as required by HUD: Historic Preservation Memorandum of Agreement with THC following their guidelines to proceed, Floodplain - if identified on 8-step decision making process – elevation of structure at least one foot above base flood elevation with a requirement of floodplain insurance; Noise, attenuation would occur through building practices that reduce the noise level to 45 on the interior of the structure; Explosive/Flammable – will either choose alternative site or create barrier protecting structure and people, Toxic Chemicals/Radioactive Materials – Require cleanup of site or choose alternative site for assistance. Estimated Project Cost: As funding from TDHCA becomes available. Rehabilitation of homes maximum allowed for each home is approximately $40,000, for reconstruction, the maximum allowed for each house is approximately $85,000. 1 – 30 homes could be assisted if funding becomes available. Home Buyer Assistance (HBA) will have a maximum of $20,000 per home. 1 – 30 homes to be assisted if funding becomes available.

TDHCA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Roma to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS TDHCA will accept objections to its release of fund and the City of Roma certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Roma; (b) the City of Roma has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by TDHCA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Texas Department of Housing and Community Affairs at P.O. Box 13941, Austin, Texas 78711. Potential objectors should contact TDHCA to verify the actual last day of the objection period.
