Rio Grande City Grulla ISD hosted their first ever Tailgate Party, on Friday, September 3, 2021, to honor the first home game of the season for the Grulla Gators. Members of the community enjoyed free food, and music. Our Superintendent of Schools, Mr. Adolfo Pena Jr., as well as some of our Board of Trustee members enjoyed talking to attendees and helped the central office staff and several campuses pass out food and drinks. Alex Sarabia and Isaac Medina Receive Recognition Cups Alex Sarabia and Isaac Medina, co-hosts of RGV Stars, received recognition cups a couple weeks ago for reaching the milestone of 5 seasons and 50 episodes of their YouTube show RGV Stars. They have interviewed local celebrities for 2 ½ years, including singers, actors, models, professional athletes such as MMA fighters and boxers, comedians, TV/radio hosts, politicians and community leaders. The purpose of the YouTube show RGV Stars is to give a platform to local talent, and at the same time, motivate and inspire the viewers. RGCGISD Department of Early Childhood Trains Elementary Campus Tutors

The Department of Early Childhood had a very successful meeting with the elementary campus tutors on Tuesday, August 31, 2021. The department trained tutors on the overview and implementation of using “Read Naturally”, and foundational skills activities. Each tutor was given a bag with foundational skills activities, and flashcards that they can use to help students at each campus. RGCGISD would like to thank the tutors for all their hard work and dedication, as well as the RGCGISD Federal Programs Department for making it possible.

Eduardo J. Ramirez February 22, 1965 - August 29, 2021

Eduardo J. Ramirez, 56, formerly of Granbury, Texas passed away Sunday, August 29, 2021, at Harris Hospital in Fort Worth, Texas. Eduardo was born February 22, 1965, in Rio Grande City, Texas to Guadalupe Ramirez and Nieves Gracia Ramirez. He was a graduate of Rio Grande City High School in 1983. He loved

talking to people and kids and telling stories. He loved listening to all kind of music. He worked 10 years for Starr County Memorial Hospital and for several years for the Light House for the Blind of Fort Worth. Eduardo saw life’s challenges as an adventure and overcame many obstacles because of this. He was very optimistic which showed with his never-failing smile. Eduardo was preceded in death by his parents. Eduardo is survived by his wife: Tonia L. Ramirez; son: Eduardo J. Ramirez, Jr.; brothers: Jose G. Ramirez and wife Phuong, Octaviano Ramirez and wife Mirtha; sisters: Laura C. Ramirez, Ana A. Garcia and husband Elijio, and Diana Ramirez; mother-in-law: Jean Willis; 3 nieces and 5 nephews, 1 great-niece and 5 great-nephews, extended family and friends.

In its first year of state and national affiliation, six students in five different events competed at the state level. Of those at state, two students in two events qualified for competition at the national level. The national conference, originally planned to take place in Orlando, was moved to an online platform in the wake of the COVID-19 pandemic. Among one of the competitors was Edward Alaniz, a recent graduating senior. Alaniz competed in the Researching Learning Challenges competition, where he composed a six-page research paper and a presentation on the possible solutions teachers can seek for students with Autism Spectrum Disorder. He partnered alongside Juliana Mendiola, a rising junior and incoming chapter president, who competed in the Educators Rising Moment competition. Mendiola composed a four-minute speech on her reasons for wanting to enter the field of education. Three days following the first day of the conference, Alaniz and Mendiola gathered alongside sponsor Celinda Alvarado in her classroom. The three were hunched together around a laptop awaiting results. They rejoiced when they learned that Mendiola placed third in her event, and with Alaniz, placed fourth in their event as well. Alaniz and Mendiola’s success was quickly brought to the attention of TAFE State Executive Director Donita Garza. In early July, they were invited to present at the organization’s summer workshop at the Marriott Plaza

Both presentations were well received by TAFE educators, as well as faculty members from various universities. Alvarado is eager to get more of her members to this point of competition next year, when the Educators Rising National Conference is set to take place in Washington, DC next summer. All of this, however, would not have been possible without the Grow Your Own Grant, which aims to promote the teaching profession by means such as the implementation of paraprofessional certification programs, as well as the establishment of organizations like TAFE. Alvarado also attributes her success to Mrs. Sara Barrera, Teacher Leader at Vanguard Beethoven, for her guidance as the chapter made its inception. “I’m so excited,” Alvarado says. “Now that we have a year on our back, we have learned tremendously about the program.

Next year, we can only continue to challenge our chapter to become more involved in competitions at the regional and state level. We began the program with a challenge, and will continue to encourage leadership and critical thinking beyond the classroom.” The Texas Association of Future Educators, better known as TAFE, is a Career-Technical Student Organization aimed at students who wish to pursue a career in education. The organization is affiliated with Educators Rising, a national organization with formal state affiliation in approximately thirty other states. At the state level, TAFE plays host to approximately thirty events, nineteen of which are offered at the national level. In its first year, the San Isidro TAFE chapter far exceeded the expectations of a first-year chapter, and has been empowered to forge ahead in getting more future leaders involved in joining in on their success.


Applications Open for 2022 Young Masters Class The Texas Commission on the Arts and the Texas Cultural Trust Will Award Grants to Outstanding Student Artists The Texas Commission on the Arts (TCA) and the Texas Cultural Trust are accepting applications for the 2022 class of Young Masters, a joint initiative that provides exemplary Texasbased arts students in grades 8-11 with the financial help they need to pursue advanced study in the areas of visual arts, literary arts, music, theater, dance, musical theater, folk arts, and media arts. The state’s most talented young artists will receive the title of “Young Master” and be awarded grants of $5,000 per year to further their studies in their chosen arts disciplines. Students are eligible to receive the grant for two years, but they must submit a report and an update. The students selected for this program will represent the eleventh class of Young Masters. The Trust and TCA have given 372 grants to 169 previous Young Masters, awarding over one

million dollars to aspiring artists since its inception in 2002. “The Young Masters grant program was created as a way to recognize and support young people pursuing the dream of becoming prominent Texan artists of the next generation,” said TCA Executive Director Gary Gibbs. “We look forward to receiving applications from candidates who are already demonstrating outstanding artistic ability, talent and dedication to developing their knowledge in their chosen discipline.” Applications, information and guidelines are available online at http://tinyurl.com/youngmaster. In order to be considered for the grant, students must be legal U.S. residents living in Texas and participating in a school-based program, a summer institute, or a specialized course of study or receiving private lessons from a qualified professional instructor.

With thousands of families enjoying swimming pools, lakes and beaches, the Texas Department of Family and Protective Services (DFPS) urges parents and caregivers to keep constant watch on kids when they’re around water, especially young children. Currently seventy percent of drowning reports in Texas are children under the age of 5. “It’s sad because these are preventable tragedies,” said Sasha Rasco, the chief of DFPS prevention programs. “Yes, we live in a fast-paced, multi-tasking world, but we all need to realize it only takes seconds for a child to drown when adults aren’t paying close attention.” Parents and other adults need to be vigilant about watching kids around water, both indoors and outdoors, while also having fun and enjoying being active and together as a family. Most child drownings occur in backyard or apartment swimming pools. Children also drown in ponds, rivers, lakes, coastal waters, creeks, bathtubs, and anywhere

This includes toilets, tubs, aquariums, or mop buckets. •Keep bathroom doors closed and secure toilet lids with lid locks. •Never leave a baby alone in a bath for any reason. Get the things you need before running water. Infants can drown in any amount of water. If you must leave the room, take the child with you. •Warn babysitters or caregivers about the dangers of water to young children and stress the need for constant supervision. •Make sure small children cannot leave the house through pet doors or unlocked doors and reach pools or hot tubs.

COVID-19 Vaccine Booster Shot September Library Card Sign-Up Month NOTICE: FDA has granted full approval for Pfizer-BioNTech (COMIRNATY) COVID-19 Vaccine. CDC’s Advisory Committee on Immunization Practices met on Monday, August 30, 2021, to discuss its updated recommendation for this vaccine. When can I get a COVID-19 vaccine booster? Not immediately. The goal is for people to start receiving a COVID-19 booster shot beginning in the fall, with individuals being eligible starting 8 months after they received their second dose of an mRNA vaccine (either PfizerBioNTech or Moderna). This is subject to authorization by the U.S. Food and Drug Administration and recommendation by CDC’s Advisory Committee on Immunization Practices (ACIP). FDA is conducting an independent evaluation to determine the safety and effectiveness of a booster dose of the mRNA vaccines. ACIP will decide whether to issue a booster dose recommendation based on a thorough review of the evidence. Who will be the first people to get a booster dose? If FDA authorizes and ACIP recommends a booster dose, the goal is for the first people eligible for a booster dose to be those who were the first to receive a COVID-19 vaccination (those who are most at risk). This includes healthcare providers, residents of long-term care facilities, and other older adults. Why is the United States waiting to start offering COVID-19 vaccine boosters? The COVID-19 vaccines authorized in the United States continue to be highly effective in reducing risk of severe disease, hospitalization, and death, even against the widely circulating Delta variant. However, COVID-19 constantly evolves. Experts are looking at all available data to understand how well the vaccines are working, including how new variants, like Delta, affect vaccine effectiveness. If FDA authorizes and ACIP recommends it, the goal is for people to start receiving a COVID-19 booster shot this fall. Will people who received Johnson & Johnson’s Janssen (J&J/Janssen) COVID-19 Vaccine need a booster shot? It is likely that people who received a J&J COVID-19 vaccine will need a booster dose. Because the J&J/Janssen vaccine wasn’t given in the United States until

70 days after the first mRNA vaccine doses (Pfizer-BioNTech and Moderna), the data needed to make this decision aren’t available yet. These data are expected in the coming weeks. With those data in hand, CDC will keep the public informed with a timely plan for J&J/Janssen booster shots. Can people who received Johnson & Johnson’s Janssen (J&J/Janssen) COVID-19 Vaccine get a booster dose of an mRNA vaccine? No, there aren’t enough data currently to support getting an mRNA vaccine dose (either PfizerBioNTech or Moderna) if someone has gotten a J&J/Janssen vaccine. People who got the J&J/Janssen vaccine will likely need a booster dose, and more data are expected in the coming weeks. With those data in hand, CDC will keep the public informed with a timely plan for J&J/Janssen booster shots. If we need a booster dose, does that mean that the vaccines aren’t working? No. COVID-19 vaccines are working very well to prevent severe illness, hospitalization, and death, even against the widely circulating Delta variant. However, with the Delta variant, public health experts are starting to see reduced protection against mild and moderate disease. For that reason, the U.S. Department of Health and Human Services

(HHS) is planning for a booster shot so vaccinated people maintain protection over the coming months. What’s the difference between a booster dose and an additional dose? Sometimes people who are moderately to severely immunocompromised do not build enough (or any) protection when they first get a vaccination. When this happens, getting another dose of the vaccine can sometimes help them build more protection against the disease. This appears to be the case for some immunocompromised people and COVID-19 vaccines. CDC recommends moderately to severely immunocompromised people consider receiving an additional (third) dose of an mRNA COVID-19 vaccine (PfizerBioNTech or Moderna) at least 28 days after the completion of the initial 2-dose mRNA COVID-19 vaccine series. In contrast, a “booster dose” refers to another dose of a vaccine that is given to someone who built enough protection after vaccination, but then that protection decreased over time (this is called waning immunity). HHS has developed a plan to begin offering COVID-19 booster shots to people this fall. Implementation of the plan is subject to FDA’s authorization and ACIP’s recommendation.

The Starr County Groundwater Conservation District promotes the “property rights” of land owners in Starr County, including the rights of the land owners concerning groundwater. The law in Texas basically states that when it comes to water, surface water belongs to the state, and groundwater belongs to the land owner. However, when it comes to government, there is always a “however ”. In Texas the court system has deferred to the legislature the responsibility of protecting both the groundwater and the property rights of the land owner. As a result of the infinite wisdom of our state legislators, the concept of “Groundwater Conservation Districts” was born. Governor Abbott, HHSC Announce Extension Of Emergency SNAP Benefits For September 2021 On September 3, 2021, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) is providing approximately $286 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of September as the state continues its response to the COVID-19 pandemic. “Millions of Texans have looked to Emergency SNAP benefits to keep food at home throughout the pandemic, and I am happy to work alongside HHSC to continue providing this critical resource to those who need it,” said Governor Abbott. “Thank you to HHSC and USDA for continuing to work together to secure these benefits for Texas

families.” “As we continue to navigate through the pandemic, we are pleased to provide this additional support to ensure Texans will be able to keep food on their table for themselves and their families,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. HHSC received federal approval from the U.S. Department of Agriculture (USDA) to extend the maximum, allowable amount of SNAP benefits to recipients based on family size, and all SNAP households will receive a minimum of $95 in emergency allotments. The emergency September allotments are in addition to the

more than $3.2 billion in benefits previously provided to Texans since April 2020. Recipients will also continue to receive a 15 percent increase in their total benefits, which will continue monthly until September 2021. This 15 percent increase and the additional emergency allotment amount should appear in recipients’ accounts by September 30. Administered by HHSC, SNAP is a federal program that provides food assistance to approximately 1.4 million eligible low-income families and individuals in Texas. Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits. com or use the Your Texas Benefits mobile app to manage their benefits.

Starr County Historical Commission Update The Starr County Historical Commission met for their August meeting and voted on to officially submit two new Texas historical marker for Starr County. The San Roque Church located inside the city of La Grulla and the First United Methodist Church located in Rio Grande City will be submitted to the Texas State Historical Commission in order receive an official Texas seal Historical Marker. Both Churches are over 100 years old and are prized possessions for our local communities and are longed overdue for that state historical recognition. As one of the most visible programs of the Texas Historical Commission (THC), historical markers commemorate diverse topics in Texas history,

The RGCGISD has started renovations on parts of the history section of Fort Ringgold. Visible from highway 83, roofing work is currently being performed on the old post hospital. This will be a lengthy process as many buildings require work. However, a time schedule is in place to focus renovations where school employees presently occupied. With the passing of the school bond this past Spring more performance bids are scheduled to go out for even more renovation projects. Local contractors are encouraged to submit proposals in order to keep work local and stimulate our local economy. We are complying with historical standards as prescribed by the Texas Historical Commission. Our goal is to complete the exterior parts facilities around the parade field first so that we are ready for the “Fort Ringgold” Christmas festival of lights. More on this event later.
