Starr County Memorial Hospital Receives $6,650

Congrats to the Valencia Family Winners of the RGC Library and McDonald’s Drawing

Medina Electric Cooperative presented the Starr County Memorial Hospital with a $6,650 donation. The Starr County Memorial Hospital is opening a brand-new MRI imaging center, which will include new CAT scan units. The donation will be used to help purchase new MRI and CAT scan equipment for the facility. Concern For Community and Cooperation Among Cooperatives are longstanding Cooperative Principles. Cooperatives like Medina EC work to improve the quality of life in the communities we serve and supporting the Starr County Memorial Hospital is just one way of doing that. The donation was made possible through the members of Medina EC, and through CoBank’s Sharing Success charitable contribution program. After 36 years as the CEO of Starr County Teachers Federal Credit Union I have decided that it is time for me to go! I have reached the point where I am ready to retire and start a new chapter in my life. But �irst I must acknowledge and thank those people that made it possible for me to succeed in my career. The people that hired me…the Board of Directors of the SCTFCU that were in of�ice at the time. Mr. Arturo Montemayor, President, (RIP), Mr. Walter N. Watson, Vice President, Mr. Silvestre E. Reyna, Jr. Secretary, Mr. Julio Saenz, Jr. Treasurer (RIP), Mr. Raul Munoz, Mr. Victor Ramirez, and Mr. Sabas Ozuna. Also, Ms. Rosalinda Garza, Supervisory Committee Member. Thank-you for having faith and trust in me. I began my journey in February 1984 in a 10’ X 10’ of�ice/lobby located inside Fort Ringgold Campus. It was here with limited space that (my clerk Enedina and I) managed to take care of the members with back to school loans and daily transactions. We worked there for the next 22 months. By the end of 1985, the credit union held their �irst ever grand opening to a newly constructed of�ice building. The new facility an 800 sqft building offered a lobby, two of�ices, a teller area, and a vault. We also added two tellers to our staff, Ms. Sanjuanita Salinas, and Ms. Susie Garza. Hard work and dedication continued and became my passion for the job that I enjoyed doing along with my staff. We introduced and implemented new products and services to our members and by 1994 we added another 1200 sqft to our current building with drive thru access and additional staff. In 2002 a new of�ice was built in Roma to serve our members in that area with additional staff. In 2007 the new credit union was built in Rio Grande with more space for additional growth and more drive thru access for member convenience. With the help and dedication of my staff, and the leadership of dedicated and supportive former directors, all challenges faced by the credit union were met in order to achieve the

expectations and goals of establishing a �irst rate, �inancial institution for its members. I honestly believe that together our mission has been accomplished. Special thanks to Mr. Walter Watson, Mrs. Belinda Garza, Mr. Ernesto Vela+, Mr. Mauricio Garza+, Mr. Dutch Piper+, Ms. Diana Gomez, to name a few. The most rewarding sense of accomplishment was being able to help our member at their time of need. It was always a priority it was rewarding, and it was PRICELESS. Also rewarding was the friends that I made along the way. My members from San Isidro ISD, a unique but very friendly town that I enjoyed visiting. Every year I was invited by the Food Service Director, and former Loan Of�icer and loyal member of the credit union, Mr. Leonel Olivarez, to join them for a delicious Thanksgiving dinner; prepared by non-other than Adela Cruz, Head Cook and her crew. It was delicious. Thank you for your service and loyalty to the credit union. Thank you to all the Roma ISD members, former Superintendents, and personnel. My most sincere thanks to Mr. Eleuterio Garza, former director of the credit union, and member since its humble beginning. Former superintendent and member Mr. Jesus Guerra, and Mr. Carlos Guzman, current superintendent. Special thanks to the payroll personnel that worked closely and diligently with the credit union: Mrs. Celia Barrera, Mrs. Angelica Gonzalez, and Mrs. Albesa Gonzalez. Thank you to the Rio Grande City ISD members, former Superintendents and personnel for their continued support and dedication. Special thanks to former superintendents/and members, (i.e. Dr. A.E. School sports: How student athletes can stay healthy amid COVID-19 One of the main activities that students, parents and teachers look forward to when the school year begins is attending seasonal sports games. As the fall semester takes off with schools doing their best to limit the spread of COVID-19, a sports medicine expert at the Baylor College of Medicine said the safest way to play sports is to practice social distancing and proper hygiene whenever possible. “The best way to prevent risk is to remind students of frequent handwashing or have hand sanitizers readily available, especially before, during and after practice,” said Dr. Irvin Sulapas, a primary care sports medicine physician and assistant professor of family and community medicine at Baylor. “It depends on the sport, but if you are touching surfaces or working with something like a football or basketball, just remember to use hand sanitizer after you’re done using it and clean the ball as well.” It may seem difficult to prevent the spread of germs while playing sports, especially those with physical contact, but Sulapas said there are a few precautions athletes can follow whenever they

head to practice or the game: Practice good hygiene •Bring your own water bottle. •Avoid borrowing others athletic equipment. Sulapas recommends that coaches and parents double check that there is enough athletic equipment available so athletes can avoid sharing. •Disinfect equipment like sports balls, helmets or gloves after they are used. •Use hand sanitizer and wash your hands frequently, especially before and after practice and games. •Remain home if you are sick. Sulapas advises that students or parents keep a daily symptom checklist as reference before heading to practice. Keep your distance •Try keeping practice outdoors, even if the sport is traditionally indoors. •Limit the amount of people in or around the practice area. Sulapas recommends staggering the number of athletes who are on the field to avoid making it difficult to social distance. •Wear a mask and remain 6 feet apart whenever possible. •Avoid having too many people in the gym or weight room,

or consider doing additional workouts or conditioning at home. •Avoid high fives, hugs, fist bumps, etc. •For parents, remain in the car when dropping kids off and picking them up for practice. “It’s important that everyone who is attending practices or games remembers to wear a mask – we have seen cases of kids contracting COVID-19 and also cases of young adults and kids who may be asymptomatic carriers,” Sulapas said. Sulapas adds that it is important to frequently check the recommendations from local health authorities on whether students should return to sports practice or any other athletic event. “Sports will come back to normal eventually, but for now we have to implement them in a safe fashion,” Sulapas said. “School sports are not like professional leagues where they can do testing every day or live and compete in a bubble, so it’s important to stay cautious by practicing social distancing, washing your hands and wearing a mask.”

NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION NOTICE is hereby given that it is the intention of the City Commission (the “City Commission”) of the City of Rio Grande City, Texas (the “City”) to adopt an Ordinance providing for the issuance of interest-bearing obligations of the City presently contemplated to be designated and known as the “CITY OF RIO GRANDE CITY, TEXAS COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 2020” (the “Certificates of Obligation”) for the purpose of providing for the payment of contractual obligations to be incurred in connection with the design, planning, purchasing, acquisition, construction, equipping, expansion, repair, renovation, and/or rehabilitation of certain City-owned public property, including (1) improvements to the City’s wastewater system, including expanding the treatment plant, and (2) payment of contractual obligations for professional services in connection therewith (to wit: consulting, engineering, financial advisory, and legal). The City Commission tentatively proposes to authorize the issuance of the Certificates of Obligation at its regular meeting place at City Hall, 5332 East Highway 83, Rio Grande City, Texas, at a meeting of the City Commission to be commenced at 6:00 p.m. on October 28, 2020, in an amount expected not to exceed $5,500,000. The City Commission proposes to provide for payment of the Certificates of Obligation by the pledge of an annual ad valorem tax levied upon all taxable property within the City, within the limits prescribed by law, and by a subordinate lien pledge of the net revenues of the City’s waterworks and sewer system.

Darren Garcia graduates from Marquette University Darren Garcia of Rio Grande City, TX, graduated from Marquette University in Milwaukee, Wis. Garcia earned a Bachelor of Science in Electrical Engineering. Garcia was one of 2,236 students

to graduate from Marquette in May. Marquette University is a Catholic, Jesuit university that draws its more than 11,500 students from all 50 states and more than 84 different countries.

Home office must-haves Remote work has been around for many years, though it certainly picked up steam in

2020. In an effort to prevent the spread of the novel coronavirus COVID-19, in March 2020 government officials implemented stay-athome measures that mandated

many working professionals to begin working from home. That transition occurred seemingly overnight, forcing men and women to find somewhere in their homes to work.

As the dust settled and working professionals grew accustomed to working from home, many recognized the need to have an office in their homes. Various factors can make home offices

more conducive to getting work done, and the following are some home office must-haves that can help people be more productive while working from home. Lighting Lighting is important in a home office. It’s easy to overlook natural light, especially for workers who previously worked in offices that did not have windows. But natural light can help save on energy costs and boost mood. In fact, natural light is a valued commodity for people used to working in office settings. A 2018 survey of more than 1,600 workers conducted by the human resources advisory firm Future Workplace found that access to natural light and views of the outdoors were the most sought after attribute of a workplace environment. In addition, 47 percent of workers surveyed admitted they felt tired or very tired from the absence of natural light or a window at their office. When designing their home offices, homeowners should keep this in mind and choose areas of their homes that get ample natural light during a typical workday. Additional lighting also will be necessary. Recessed lighting can give an office a sleek look, and lights that can dim can allow workers to adjust their lighting based on how much they need at any given point in the workday. Quiet Professionals forced to work at home when social distancing measures were implemented may not have had much quiet, especially for those with young children whose schools were closed. But when designing a

home office, homeowners have the chance to make their offices more conducive to concentration. Soundproofing walls may not be necessary, but look for areas of the home that don’t get much foot traffic. Kitchens are very popular rooms in many homes, so try to locate your home office away from the kitchen. A spare bedroom upstairs may make for the most ideal home office setting if the home does not have a traditional den. Spare bedrooms come with doors, which can instantly create a sense of quiet when closed. A converted garage also can make for a useful home office, but make sure the room already has cooling and heating and, ideally, windows. Electrical outlets Recently built homes tend to be equipped with enough outlets to accommodate our increasingly connected lifestyles. But older homes may need some electrical updates before they can capably accommodate home offices. When updating your electrical, replace existing outlets and fixtures with energy-efficient LED fixtures, which save money and benefit the environment. Before updating the electrical, decide on how you want the office to be laid out so you can have outlets installed where your computer, devices and other items, like a printer and television, will be. TMA COVID-19 Task Force Backs CDC Guidance: No Test Needed to Return to Work, School People who have recovered from the coronavirus should not need a test to get back to work. The Texas Medical Association (TMA) COVID-19 Task Force announced support of the Centers for Disease Control and Prevention (CDC) recommendation that individuals should not be required to provide a negative COVID-19 test result or a note from a physician to return to the office or classroom after being sick, unless in specific circumstances. “We know that time and reduction of symptoms are the most accurate indications that a person is no longer infectious,” said Valerie B. Smith, a Tyler pediatrician and TMA COVID-19 Task Force member. “People diagnosed with COVID-19 can shed [inactive and noncontagious] viral particles for several weeks after they are no longer infectious and may continue to have a positive test,” because it could reveal those viral particles. “Requiring a test to return to work or school would potentially require a person to stay in isolation while no longer infectious.” Except in specific circumstances, CDC no longer recommends using COVID-19 testing results to end selfquarantine. That’s because some tests can yield false negatives if taken too soon. Alternately, false positives can occur on tests when individuals with confirmed COVID-19 continue to test positive even after the infectious period has passed, due to the inactive viral particles showing up on a test. Also, during periods of high disease transmission, testing facilities may be experiencing higher than usual volumes, resulting in strained capacity, limited availability, and higher wait times both to get

tested and to receive results. Instead, CDC had adopted a symptom-based strategy to determine when patients diagnosed with COVID-19 can end their self-quarantine. People with mild to moderate COVID-19 remain infectious no longer than 10 days after their symptoms began, according to CDC researchers. People with more severe illness or who are severely immunocompromised remain infectious no longer than 20 days after their symptoms began. “The symptom-based strategy allows COVID-19-positive patients to return to work or school after 10 days of isolation as long as they have been without fever for 24 hours and have improvement of their other symptoms,” said Dr. Smith. “The TMA approach to return to school and work is consistent with the CDC guidance that will allow us to protect our community and allow those infected with COVID-19 to return to their daily lives as soon as possible.” The few patients who might still need testing to return to work or school include those who are severely immunocompromised and whose infectious disease physician recommends a test, or people seeking to end their isolation or other precautions earlier than would occur under the symptom-based strategy. They would need two consecutive negative test results taken at least 24 hours apart. TMA is the largest state medical society in the nation, representing more than 53,000 physician and medical student members. It is located in Austin and has 110 component county medical societies around the state. TMA’s key objective since 1853 is to improve the health of all Texans.

Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. Level of Environmental Review Citation: 24 CFR Part 58.5(a)(3)(i) and 24 CFR Part 58.5(a)(4)(i). Tier 2 Site Specific Review: The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Contamination and Toxic Substances, Endangered Species, Explosive and Flammable Hazards, Flood Insurance, Floodplain Management, Historic Preservation, and Noise Abatement and Control. Mitigation Measures/Conditions/Permits (if any): 1. Contamination and Toxic Substances - sites with contamination will have evidence supporting a determination the hazard will not affect health and safety of the occupants or that the site has been cleaned up. 2. Flood Insurance and Floodplain Management – sites in a 100 year floodplain will carry flood insurance and may follow an 8-step decision making process to describe their floodplain mitigation. 3. Endangered Species – construction that results in ground disturbance outside the original footprint of existing structure will be reviewed against USFW list of endangered species and consultation with USFW will occur if the project’s activities “may affect” an endangered species. 4. Historic Preservation - sites considered historic or as having “adverse effects” will require consultation for a resolution to be decided upon by oversite agencies and/or tribes. 5. Noise Abatement and Control – reconstruction and rehabilitation that includes replacing windows and doors will conduct a HUD noise calculation and attenuate when necessary to ensure interior noise levels of 45 decibels or less. 7. Explosive and Flammable Hazards - an Acceptable Separation Distance calculation will be conducted on sites close to a hazard. Estimated Project Cost: HOME Award will not exceed a maximum of $60,000 per

rehabilitated home and $100,000 per reconstructed home or as program allows. The HOME Reservation System distributes funds on a first-come; first-served basis. This will be a multi-year release for the years 2020, 2021, 2022 2023 and 2024 for HOME funding within this locality as funding becomes available The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58.5(a)(3)(i) and 24 CFR Part 58.5(a)(4)(i). An Environmental Review Record (ERR) that documents the environmental determinations for this project will be made available to the public for review either electronically or by U.S. mail. TDHCA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Starr to use HUD program funds.

Learn how to sleep like a child again Adults can learn strategies to get more restorative and lengthy sleep. Many adults lament that even if they were solid sleepers in their younger years, by the age of 50, their quality of sleep has unraveled. Some cling to the wisdom that people simply do not need as much sleep as they get older. Even though that is partly true, sufficient sleep is still a vital component of a healthy life. The National Sleep Foundation recently updated its sleep recommendations per age group to include categories “may be appropriate” and “not recommended.” This includes a range of hours that may be adequate for certain adults. Adults between the ages of 26 and 65 are advised to get seven to nine hours of sleep per evening. However, six hours or 10 hours also may be acceptable. People over the age of 65 need roughly seven to eight hours of sleep each night, though between five and six hours also may be fine. Generally speaking,

anything under five hours is not recommended based on data reviewed by sleep experts. Many older adults do not get enough sleep due to insomnia, states Jack Gardner, MD, a neurologist certified in sleep medicine. They’re concerned about health issues, may have sleep apnea, can experience pain or frequent urination, or may be taking medication that impedes sleep. Dr. Leila KheirandishGozal, director of clinical sleep research at the University of Chicago, says that, over time, insufficient sleep can impact metabolism, mood, memory, and heart function. Various strategies can help people get more sleep and enjoy better sleep quality. ·Create a luxury bed environment. Splurge on the largest mattress you can afford and one that is comfortable for both parties (if married/coupled). A roomy bed routinely invites sleep. If you have a restless partner, try two separate beds

pushed against each other. ·Consider white noise. The sounds of the house or outdoors may be keeping you up. Many people find that the gentle hum of a fan or a white-noise machine with a calming sound effect makes it easier for them to dose off than complete quiet. It can also block out extraneous noises. ·Keep electronics out of the bedroom. It can be challenging to disconnect from electronics, but it is essential to falling asleep. Even a back-lit text coming through in the wee hours can be enough illumination to disrupt sleep. ·See your doctor. Starr County Groundwater Conservation D i s t r i c t Adalberto Garza, DVM Groundwater conservation districts are set in place for a variety of reasons, primarily to protect one of our most valuable resources, water. It is easy to understand that without water, life cannot be sustained. Without clean water, we cannot live healthy lives. As the population of our state continues to grow, and as the need for clean potable water increases, the demand and the value of water increases. Ninety -eight percent of the water that is usable on Earth by humans is groundwater. In the US, ninety- nine percent of the rural population relies on groundwater for its drinking water supply. Fifty percent of the total population relies on groundwater for daily drinking water. Thirty-seven percent of agricultural use water is groundwater. Contamination of our groundwater can have a very detrimental impact on our health. The issue at hand is both a quantity and quality issue. Rates of consumption affect quantity, and contamination of our aquifers affects quality. Anything that is improperly discarded on the surface can move down into our groundwater supply. Drinking or even coming into contact with contaminated groundwater can be very detrimental to human and animal health. Our groundwater is replenished primarily by rain water. The rate of replenishment must be more or equal the rate of consumption to maintain a healthy groundwater aquifer. In some parts of Texas, some aquifers are already in a stressed state with the population increasing and the demand for water increasing. Sustainability of our natural resources is a must if we plan to survive as a species.

Motor Fuel Metering & Quality Program Now Officially Part of TDLR Veterans Middle School Raffle Winners

Effective today, the Texas Department of Licensing and Regulation (TDLR) now operates all aspects of Motor Fuel Metering and Quality in Texas. Senate Bill 2119 (86R) transferred oversight of Motor Fuel Metering and Quality from the Texas Department of Agriculture (TDA) to TDLR. During a transitional period after the new law was enacted, TDLR contracted with TDA to ensure there was no interruption in the licensing process, and the Texas Office of the Attorney General was responsible for enforcing the fuel quality law. Now, TDLR’s Licensing Division will process all licenses, and TDLR’s Enforcement Division will handle investigation and prosecution of all motor fuel metering and quality issues. The

agency released a public service announcement that educates consumers on possible signs that a gas station pump has been compromised by credit card skimmers. Thieves sometimes attach credit card skimmers on gas pumps to steal payment card information from customers when they purchase fuel. “This new public service announcement reminds everyone that we all play a part in protecting consumers from gas pump skimmers, and it’s a great way to introduce TDLR as the new regulator of Motor Fuel Metering and Quality,” said Brian E. Francis, TDLR executive director. “I want to personally welcome to TDLR each of the merchants, service companies, distributors, wholesalers, jobbers, suppliers and technicians.”

Gas pumps across Texas should start displaying the TDLR consumer information sticker as soon as possible. The TDLR stickers, which merchants can order online, must be placed on gas pumps by Dec. 1, 2020. The stickers have a Texas shape and include information about the amount of state and federal taxes charged for every gallon of fuel sold, as well as a telephone number and a QR code that consumers can use to file a complaint with TDLR regarding the quality or quantity of fuel that was sold. TDLR protects the health and safety of Texans by ensuring they are served by qualified, licensed professionals. Inspections of individuals, businesses, and equipment are done on a regular basis to safeguard the public.

In 1948, the students moved to Fort Ringgold where the once functional barracks had been transformed into classrooms. The old high was then converted into an elementary school and was known as West Grammar Grade School. There were only two other grammar schools near by at the time which were: North Grammar School and Ringgold Primary School at Fort Ringgold. In the mid 1970’s West Grammar School was renamed into “Roque Guerra Elementary School” named after the high school’s first and longest serving high school band director. (/COL Ross Barrera)
