Important COVID-19 Update from your local paper

How Locals Can Help Locals! Dear Readers, These are challenging times for our local community, as they are for all local communities around the world. Many of us are anxious, and unsure about many things, but one thing we know for certain is that we need to work together as a community to overcome the challenges this global pandemic has created. ISOLATE AND AVOID INFECTION The Coronavirus is first and foremost a health crisis, and keeping our community safe and healthy is the number one priority. Please follow the government protocols and do all you can to avoid infection. STAY INFORMED For 110 years, Star News Group, an independent family company, owner of this masthead has been the trusted source of local news, and we take our responsibility to inform the local community very seriously. For the latest government advice regarding COVID-19, see www.health.gov.au, and please beware that ‘news’ on social media is not regulated and many false and dangerous theories are being shared online. PLEASE BUY LOCAL This health crisis has caused an economic crisis, and we need to do all we can as a community to save local jobs, and livelihoods in the long term. The best thing we can do (in addition to staying well) is buying from local businesses whenever possible. Buying locally has an amazingly positive multiplier effect on the local community because your money keeps being reinvested by other local businesses and employees. This is critical to keeping locals in jobs. A NOTE TO OUR ADVERTISERS We understand these are very tough times for business – as we are also feeling the impact. We are ready to assist you to change your advertising copy to keep the local community updated about any changes to your business operations, safety protocols, new service delivery models, messages of thanks/ support or other important news. We are also in the process of developing programs for our loyal advertisers to assist through these tough times, and we look forward to working together to see this through. Our readership is up, as people seek trusted news in a crisis. THANKS TO OUR READERS We can’t thank you enough for your loyal support over that past 110 years, and we look forward to keeping you informed in the decades to come. Our journalists are doing an outstanding job, in very tough conditions, and by picking up the paper or subscribing online you are helping to ensure they keep us updated and informed. Thank you. Finally, they say character is revealed in a crisis, and our local community is once again rallying and showing great strength and resilience.

Care package for veterans The Caroline Springs RSL is partnering with Woolworths to ensure its most vulnerable members are looked after. The sub-branch has identiied more than 30 veterans and their dependents who are elderly, vulnerable and may be in need of support. Caroline Springs RSL secretary David Saunders said with a large number of members in need, the RSL reached out to the local Woolworths store for support. “A high percentage of our elderly veterans are residents at local retirement villages and are not able to shop for essential food items,” he said. “Our welfare team has contacted the Caroline Springs Woolworths manager who has put together 30 grocery bags with items such as bread, long-life milk, tea bags, toilet paper, sanitiser, minced meat, canned vegetables and fresh fruit.” Mr Saunders said the COVID-19 pandemic had hit the RSL hard. “The RSL relies heavily on our ANZAC and Remembrance Appeal badge-selling, where funds from these appeals go towards assisting those veterans and dependents in inancial hardship and requiring support with home maintenance and other services. “If you would like to purchase an ANZAC badge, they will be available at Woolworths Caroline Springs.” The Caroline Springs RSL is closed but will continue to support veterans and families over the phone. Council’s COVID-19 relief Brimbank council is considering rate relief measures for residents impacted by the COIVD-19 pandemic. It comes as pressure mounts on the local economy with more businesses forced to close their doors and the public urged to stay home. he council is yet to inalise what the rate assistance package would look like or when it would be brought in, but in a statement released on hursday said it would contact ratepayers

when a decision was reached. It said the focus would be on immediate relief and assistance as a irst step in a multi-pronged recovery approach. Plans for a broader stimulus strategy for the medium to longer term, when businesses and the community are back up and running, are also being discussed. While there’s no indication on when a decision on rate relief may be made, the council has announced a number of smaller measures to help sporting clubs and animal owners.

A hold on utility charges, licence and lease fees for sporting clubs has been put in place, while animal registration fees have also been put on hold until the COVID-19 crisis is resolved. Additionally, all community grant recipients have been ofered an extension for the grants they’ve received, so they can hold their programs once it’s safe to do so. he council encouraged local businesses to take advantage of the state and federal governments’ business stimulus packages.

According to the Department of Health and Human Services [DHHS], Brimbank had recorded 15 cases of coronavirus. he number of Victorian cases reported on the weekend had increased to 769. he City of Stonnington had the most number of recorded cases with 67. he City of Wyndham has recorded 20 cases. Last week, Wyndham council unveiled a $5 million stimulus package to help support businesses and retain jobs during the pandemic. 12446013-SG14-20

EPA to boost Brimbank presence By Tate Papworth he Environment Protection Authority (EPA) is set to signiicantly bolster its presence in the west. A Sunshine oice and a dedicated team for the region are part of the plans. Previously the west fell under the jurisdiction of the metropolitan region, but that will soon be split, creating a region speciically for the metropolitan west. EPA western metropolitan regional manager Steve Lansdell said that given the west’s industrial legacy, the changes were needed.

‘‘

The west has shouldered … the pollution burden

’’

- Steve Lansdell “As a centre for heavy industry, the west has shouldered a lot of the pollution burden. EPA has recognised the need to be based with our community in the west and is even more focused than ever to improve non-compliant practices,” Mr Lansdell said. “EPA has a bigger presence in the west with

a new dedicated regional team and a new oice opening in Sunshine later this year. It’s important that industry understands the community expects them not to pollute, and EPA is actively enforcing that expectation.” It follows Brimbank council’s calls for the state government to take a western region-wide approach to addressing legacy contamination issues impacting the people of the west. Last month Star Weekly revealed that a number of properties in St Albans were sitting on top of buried waste and being exposed to gas leaking from the former Sunshine landills.

An underground ire at the Kealba Landill has been burning since October 2019, casting a “toxic” smell over the suburb, according to residents, while a number of other sites have been identiied as requiring remediation. Brimbank mayor Georgina Papafotiou said collaboration was the best way forward. “he health and safety of our community is our key priority,” Cr Papafotiou said. “Having all the relevant information around potentially contaminated land is a vital and important irst step in responding to the legacy issues in Brimbank and Melbourne’s west.”

Brimbank residents and their pooches are being encouraged to hit the pavement in their own backyards and neighbourhoods as part of the RSPCA’s Million Paws Walk. he annual public walk, scheduled for May 17, has been cancelled in response to the COVID-19 pandemic. However, the RSPCA is asking people to put on their walking shoes and take their four-legged friends on a walk in their local area during May, while still following the rules of social distancing. he RSPCA said the new event format, now known as Million Paws Walk: Walk his May, will encourage people to spend time with their dogs while still providing a pathway for participants to contribute to animal welfare and support RSPCA’s work to help end animal cruelty. RSPCA Victoria chief executive Liz Walker said participants can still donate and raise money for the organisation. “Million Paws Walk is my favourite event of the year and while the revised format means we can’t physically bring people together, we can still connect to fundraise for animals in need where possible,” she said. “Dogs have the incredible ability to provide unspoken support. I think our pets will provide much comfort over the coming months. “he Million Paws Walk this May is an opportunity for owners to give back to them, and all animal-kind, in return.” hose who have already purchased tickets to the event can request a refund or have the ticket cost transferred to a tax-deductible donation. Work to build a state-of-the-art health and wellbeing hub in place of the St Albans Leisure Centre is a step closer. Brimbank council says work on the hub is imminent with the leisure centre slated to close in April. he council is yet to reveal the costing estimates for the hub, but it is tipped to be more than the $60 million the council has allocated for the project. Despite a vocal appeal by the council, both the state and federal government’s are yet to pledge anything in the way of funding, leaving Brimbank ratepayers to foot the bill. he council recently submitted an application seeking $2 million from the state government, but not all councillors thought that was near enough. At the council’s February meeting Cr John Hedditch lamented the lack of funding and said the council should reconsider pushing ahead at this time. “We go into this project, go to tender, with ratepayers of this community coughing up the lot and that in my view is inappropriate. We should not be doing this,” Cr Hedditch said. “You have have to have inancial parameters around [projects] from the start that say if you don’t achieve your goals around partnership funding and things like that, you wait until you get that.” An oicer report tabled during the February council meeting said that given construction costs are continuing to increase at a signiicant rate across the board, it is anticipated additional funding will be required to deliver the current adopted scope of the project and it will be referred to the annual budget process. Private tributes urged for Anzac Day

By Tate Papworth Aged care facilities across Brimbank are striving to keep their residents connected to loved ones amid the COVID-19 pandemic. he elderly are the most vulnerable in terms of mortality when it comes to the virus and as such retirement villages have gone into lockdown. Arcare Sydenham head of marketing Matt Archdall said a number of strict protocols have been implemented.

“All team members and all clients have daily temperature checks. We also have oversight of all the sick leave that team members are taking and the reason why.” Arcare has implemented a precautionary lockdown and is not accepting visitors at any residences unless under exceptional circumstances. Mr Archdall said the centre was striving to keep residents connected to loved ones. “Residents that did not previously have phones in their suite have been given one and every

client now has their own phone,” he said. “We have our own Arcare app that allows family and friends to send sms, pictures and videos to residents. “In addition, emails from family and friends are being printed and read to residents as soon as they arrive. “It’s hard for residents not to see their loved ones and we are working hard to ensure they don’t get down during this time by doing more and more activities to keep them busy and happy.”

he Sunshine RSL is asking the Brimbank community to commemorate Anzac Day with their own private tributes. he COVID-19 outbreak forced the RSL to scrap its planned commemorations, but president Garry Collins said there were still ways to move forward. “his has had a massive impact on us. We’ve had to cancel the march through Sunshine and St Albans and the badge appeal is of … we just couldn’t justify putting our volunteers at risk,” he said. “As for the Anzac service, I may still carry it out in some form with no members of the public … just getting the ode out. “We’d ask everyone maybe to light a candle out the front of their house or something to pay their respect … we haven’t quite worked that out yet, but we can’t risk public safety.” In a double blow, the Sunshine RSL is currently celebrating its 100th year and has had to scrap a number of celebratory events scheduled for later in the year. But Mr Collins said that while the branch was shut, it would still look to support veterans. “We’re looking at ways get a decent meal out to older vets well up in their age … we just had a meeting with the kitchen staf yesterday and are looking to get roast dinners cooked up and delivered to them,” he said. Virus raises family violence risk By Alesha Capone Women’s Health West says it is expecting to see a “spike” in reports of family violence as the coronavirus pandemic continues. he not-for-proit organisation provides services such as court support, crisis housing and case management to women and children who experience violence in Wyndham, Hobsons Bay, Maribyrnong, Melton, Brimbank, Moonee Valley and Melbourne. WHW’s chief executive Dr Robyn Gregory said: “Our expectation is that we will see a rise in demand over the coming months.

“Due to local and international research, we expect there to be a spike in family violence.” Dr Gregory said reports of family violence oten increased during times of disaster and emergency. She said an example of this was research, conducted by the Gender & Disaster (GAD) Pod – a partnership of two Victorian Women’s Health organisations and the Monash University Disaster Resilience Initiative – which found there was an increase of family violence reports made during and ater the Black Saturday bushires. Dr Gregory said it was “absolutely normal” to feel out of control at a time when people

were going into isolation, losing jobs and experiencing inancial hardship, but that individuals could choose how they responded to such a situation. “Violence is never acceptable in the home and a pandemic is not an excuse for violence,” she said. Dr Gregory said it was important for those who needed assistance with family violence to realise they could still seek help, even under coronavirus regulations. “Women’s Health West is continuing to deliver services to women and children who experience family violence, including gender-diverse and non-binary communities,” she said.

Dr Gregory said WHW was using phone calls, video-conferencing and online assistance to communicate with clients, when possible. She said while many WHW staf were able to work from home, some employees – especially those involved with refuges and crisis accommodation – still needed to attend work in person. “Ater hours, there still might be a time when women and kids have to leave home with absolutely nothing,” she said. For support, contact Women’s Health West on 9689 9588 during business hours or safe steps on 1800 015 188 outside of business hours.

Going on a bear hunt Children across Brimbank are going on a bear hunt. While social distancing requirements have severely hampered the amount of activities children can do these holidays, neighborhoods are thinking creatively to keep children occupied. Across Brimbank, Teddy Bears are being placed in front windows and children, under strict supervision and adhering to distancing rules, are asked to ind them. Taylors Hill resident Melanie Brennan said it was a great way to help her children release some energy. “I have two little boys at home aged six and two,” she said. “Ater two days of self isolation/ social distancing at home, they both started to feel a little ‘cooped up’. We saw this story of the teddy bear hunt and the boys were so excited to join in.” Ms Brennan said while the boys had fun

inding the bears, they also enjoyed setting up their own for others to ind. “hey opened up their teddy toy boxes and each chose three teddies to put in the front windows of our house. “hey loved the idea of making other kids happy if they were out for a walk.” he concept has caught on more in some areas than others. “Unfortunately we went for a walk this morning and not one person in our neighbourhood had put teddies in their windows,” Ms Brennan said However she said numerous houses around Frasers Rise and Kealba have begun putting a furry friend in the window. Ms Brennan said she hoped to see many more over the coming days. “It’s just a bit of fun for the kiddies during a really tough and strange time for us all.” Tate Papworth

Metro project creates local jobs By Tate Papworth While much of the nation has been forced to shut down to stop the growth of the COVID-19 pandemic, it’s full steam ahead for works on the Sunshine Signal Control centre. Construction on the high-tech centre began last month ater the $6.5 million contract was awarded to Kapitol group. he centre is part of the $1.1 billion Metro Tunnel Rail Systems Alliance works and is one of two facilities where staf will monitor train movements in real time on the Sunbury and

Cranbourne/Pakenham lines and through the Metro Tunnel. he centre will create three new full-time jobs and provide work for 20 Victorian subcontractors – employing 120 people – during construction.

Minister for Transport Infrastructure Jacinta Allan said it’s a major win for the region. “We’re not only getting on with the road and rail projects our city and state needs, we’re creating thousands of jobs – with more to come here at Sunshine.” Steel, concrete, hydraulics and aluminium cladding for the project will all be locally sourced, with a target of 85 per cent Australian steel to be used for the project. he project will also set employment targets to provide opportunities for priority jobseekers and Aboriginal workers.

Member for St Albans Natalie Suleyman said the Sunshine facility would be one of two high-tech ‘nerve centres’ of Melbourne’s train network. he Metro Tunnel will use high capacity signalling – an Australian irst on an existing rail system – which allows trains to travel closer together by automatically adjusting their speed to maintain a safe distance using wireless communication between trains and the control centres. Construction of the Sunshine Signal Control Centre is due to be completed later this year.

Drawing inspiration Pupils at Keilor Primary School were treated to a special surprise earlier this month. Award-winning author and illustrator Kylie Howarth stopped by to take the budding young authors through her creative process. “We had a great time. We ran through the various stages of creating a book and how to create a story from scratch,” she said. “I showed the kids some rough sketches to start, then how I re-work them so they could see the process.” he pupils were also shown how to create artwork using household items. “We also went through how to create diferent painted textures,” Howarth said. “I use all sorts of things; bubble wrap, broccoli dipped in paint … you name it. “I actually showed the students the broccoli one and asked what they thought I used to create texture, which got some interesting answers.”

But the main highlight was a special furry guest. “We surprised them with the Dulux paint dog who came out of a hidden section of the library. hey absolutely loved it. “We all then had a go at drawing our own version of the dog.” Howarth has recently partnered with Dulux to create a limited edition activity book. “It’s a fun book … it’s a colouring book, there’s a ind the hidden paint brush component and of course the story. “I’ve actually just signed 1000 copies, which come with a four litre can of Dulux wash and wear paint.” Tate Papworth Kylie Howarth with pupils at Keilor Primary School and the Dulux dog. he Western suburbs’ own radio station is set to go to air later this year with three test broadcasts in the planning to be staged. A public meeting to launch the new community-controlled western suburbs radio station will be held in Footscray on Monday night, April 14, and people of all ages and interests are urged to attend to put their point of view.

At Deer Park North Primary School, disabled students are counselled in the corridors. Sick children are treated in a room with no bed and no privacy. MY BRIMBANK Louis Grech loves motorcycles so much he decided to open a business so he could ix them for a living. He spoke with Tate Papworth about his passion and how he’s getting through the challenges of COVID-19. What’s your connection to the Brimbank? I was born and raised in the western suburbs. I’ve spent my entire life out here, so there was no other area I could imagine wanting to set up my business. What do you like best about the area? I like how central we are to everything. We’re minutes from the airport and the Melbourne CBD. We’re also close enough to national parks and state forests that it’s easy to head away for the weekend for a ride. Tell us about Platinum Motorcycles and your involvement with the business. I am the owner and founder of Platinum Motorcycles. I started in 2009 in Keilor East and we’ve been going ever since. I’ve got two people working for me at the moment – Robbie is my head mechanic and Sheldon is our junior mechanic. Tell us about your passion for motorcycles. Myself, and my employees for that matter, have ridden motorcycles from a young age. I’ve been involved in racing and I’ve always had a passion to ix things, which brought us to where we are now. How is the business coping in these tough times? We are staying positive, keeping our distance and getting our work done. Whilst there is demand, we are here to service the needs of our customers.

MOTOR

Subaru favourites go hybrid By Ewan Kennedy, Marque Motoring AT A GLANCE

Subaru has launched fuel-saving, emission-reducing petrol-electric hybrids to its two biggest selling models – the XV and Forester. One XV Hybrid AWD variant is ofered and two Foresters: Hybrid L AWD and Hybrid S AWD. Subaru XV Hybrid ofers more than 14 per cent improvement in fuel eiciency over equivalent petrol variants in the urban cycle and more than seven per cent improvement in the combined cycle. Forester ofers improvement of more than 19 per cent in the urban cycle and more than nine per cent in the combined cycle. hese numbers are compared to 2.5-litre petrol variants. Both hybrid models feature what Subaru terms e-Boxer power. A 2.0 litre horizontally opposed Boxer engine linked via Motor Assist to a high voltage lithium ion battery. he four cylinder 2.0 litre engine produces 110 kilowatts of power at 6000 rpm and 196 Nm of torque at 4000 rpm. he electric motor produces 12.3 kW of power and 66 Nm of torque, and is self-charging, via kinetic energy captured by regenerative braking and coasting. he e-Boxer logic adjusts the power split between petrol and electric to match driving conditions. It automatically changes between three modes: Motor Assist EV driving; Motor Assist electric (EV) + petrol engine driving and Petrol engine driving. From standstill or at low speed, the vehicle is powered by the electric motor only, for quiet, zero-emission driving. Depending upon driving environment, vehicle and battery condition, it can operate in fully electric mode up to 40 km/h. When driving in fully electric mode (both forward and reverse), the Pedestrian Alert

“We’re already achieving signiicant leet successes with our hybrid variants, in an area where our engineering, safety and whole-of-life costs make a compelling story.” Advance orders for the pair of e-Boxer Subarus have far exceeded expectations so none were available for even the shortest of test by journalists at the press event. As soon as things settle down we will put an XV and a Forester through our normal test drive program.
