Soccer fanatics, like young Jake, will be waking up in the early hours to watch their beloved teams battle it out in the world’s most prestigious sporting event. And if your son or daughter just can’t get enough of the world game then they can put on a pair of boots and head to Keilor Downs College this Saturday, June 14, to take part in a free clinic run by the Football Star Academy. Clubs cry foul over fees By Ben Cameron Tennis Victoria has warned that some clubs in Brimbank face extinction following a council proposal to increase fees, in some cases by more than 1000 per cent. Tennis Victoria and representatives of a range of sports clubs met council administrators last week to strongly object to the council’s draft sports facility hire, licences and leases agreement policy. Clubs will be charged fees of up to $2000 if

their venues have a pavilion; they will also pay playing-surface fees. At last week’s meeting, the clubs urged the council to offer discounts for clubs that lease venues from the council. Tennis Victoria executive manager Ken Jacobs said many lease-holding tennis clubs would face an uncertain future if the “inequitable proposal” was given the green light. “Tennis clubs in Brimbank … are totally reliant on volunteers to manage their clubs,” Jacobs said.

“They do not, however, have the capacity to generate the same levels of income as some other clubs with gate takings.” Sydenham Tennis Club treasurer Stacie Simon said her fees would skyrocket from $160 to $1498. “It’s a 1000 per cent increase for most clubs,” she said. “It’s not fair or reasonable.” Sunshine Baseball Club vice-president Rob Browne said the club was in danger of folding as it faced a $3800 annual bill on top of a $750

Auditorium to adjoin civic centre EXCLUSIVE By Ben Cameron Sunshine could have a new 350-seat auditorium within two years if a Brimbank council plan gets off the ground . The Star Weekly can reveal exclusively that the council is considering converting two cinemas at Sunshine Market Place to an auditorium, which would host lectures, presentations, forums, conferences and performances.

It could also be directly accessed via the new Brimbank Community and Civic Centre in Sunshine, which is expected to open in June, 2016. Council chairman John Watson said an auditorium of the proposed size was needed. “Brimbank lacks a venue of this size. This is an exceptional opportunity to provide our community with a venue that can seat up to 350 people for cultural events and performances, while also invigorating economic activity in the Sunshine town centre.

“We are in discussions with Federation Centre, which owns the Market Place, and Village Cinema about the potential project.” Council allocated $500,000 in its draft budget to begin design works for the auditorium. “If our discussions are successful and the design work goes well we may be able to deliver this project around the same time as the new Brimbank Community and Civic Centre opens,” Mr Watson said. “There is a lot of leg work to be done between now and then, but we certainly have

It’s unlikely that Sunshine would become home to more state government agencies if Labor returns to power in November. At a recent meeting with LeadWest representatives and western suburbs councillors in Footscray, Premier Denis Napthine said new government offices could be placed in Sunshine as it emerges as a national employment cluster. “That’s a distinct possibility,” Dr Napthine said. “Sunshine would be ideally placed, given the development of the Sunshine station and the airport rail link.” However, in an exclusive interview with Star Weekly, Opposition Leader Daniel Andrews said the relocation of government offices to Brimbank was unlikely. “It does cost quite a lot of money to move an agency from one part of the city to another,’’ he said. ‘‘I know there is strong support for this, but it’s about priorities and it’s about choices and you can’t do everything.’’ Mr Andrews said a Labor government would concentrate on attracting new private sector employers to Melbourne’s west. “It’s a great place to set up a business … that doesn’t always have to involve a state government agency at considerable expense to taxpayers,” he said. Dr Napthine also promised the government would work closely with Brimbank council in the development of the western section of the East West Link. Labor is opposed to the project, which will join the Tullamarine Freeway to the Western Ring Road, having previously supported a second river crossing to ease congestion on the West Gate Bridge.

Hair today, gone tomorrow. Lauren Abela, 14, is sporting a new shoulder-length ‘do’ after chopping off 30 centimetres of her long locks for charity. The Deer Park resident, whose hair had previously reached her lower back, will give her strands to Pantene’s Beautiful Lengths campaign, which will use the hair to create real-hair wigs for women with cancer. “I decided to cut my hair because I realised that if I could help people going through the terrible [cancer] fight in any way, I would,” Lauren said. “I really feel sorry for people who were unfortunate enough to get cancer.” Lauren first considered shaving all of her hair off then decided to cut off a considerable length instead. “It was scary [when I got it cut off] because I’ve been used to it being long for so long, but I’ve got used to it now. “I feel good that I helped, because at my age there’s not many ways that you can help people with cancer, so cutting my hair was one way I could. “I didn’t tell my friends until I had already done it. I just showed up at school with my new hair, and they were very shocked that I’d done it. “I didn’t do this for recognition, I did it to help people.” Her mum Michelle added: “I hesitated, I didn’t want her to do it at first … but after she had, I felt really good about it, too, because she’s helped people. “Hopefully, this raises awareness. Immobilisers spoil thief’s day By Charlene Macaulay

New trail a treat Cyclists were the big winners last week when the Brimbank council officially opened a 1.5-kilometre extension of the Kororoit Creek Recreational Trail. The new trail extends from Station Road in Deer Park to Creekview Drive and separates bike and car traffic along Station Road. Brimbank administrators’ chairman John Watson said the $867,000 project, which was jointly funded by the council and state government, closed one of the last gaps on the Kororoit Creek trail.

The trail now spans about 16 kilometres from Isabella Williams Memorial Reserve in Deer Park to the Federation Trail in Laverton North. Members of the bicycle users’ group BrimBUG tried out the new extension for themselves last week. The council has added 15 kilometres of off-road cycling routes, and 20 kilometres of on-road cycling paths since 2008. Charlene Macaulay

That’s the message from the National Motor Vehicle Theft Reduction Council, with figures revealing a total 3300 cars having been stolen across Brimbank between 2010 and 2013. Meanwhile, 179 motorcycles and 160 campervans, trucks, buses and bobcats were also stolen. The bulk of car thefts have taken place in St Albans (838 cases), followed by Sunshine (575), Deer Park (428), Taylors Lakes (274) and Sydenham (226). Keilor North is the safest place to park your car, with only one car theft in four years. And those who think their driveway is the safest place to park the car could be in for a rude shock, with cars increasingly being stolen from driveways or when parked outside overnight. National Motor Vehicle Theft Reduction Council executive officer Ray Carroll said people driving older-model cars, including Honda Accords, Nissan Pulsars, Toyota Camrys and Holden Commodores, should consider installing an after-market immobiliser or using a club lock. “The top three models stolen in 2013 in Brimbank were cars that did not have an immobiliser fitted when new,” Mr Carroll said. “Non-immobilised cars have twice the theft rate of immobilised cars.” Mr Carroll also warned drivers to never leave car keys in the ignition when they were

not in the car, with many thieves stealing cars while drivers pop back inside to get something, or pay for their petrol. Inspector Kerin Moloney said police had also seen a spike in the thefts of Nissan Skylines across Brimbank in recent months. “We’ve had a number of incidents where there’s been stolen Nissan Skylines identified [in] committing crimes,” Inspector Moloney said. “Criminals have always been attracted to Skylines, but it’s fair to say there is an emphasis on them at present.” He said shopping centre car parks and train station car parks were hotspots for vehicle theft.

When did Labor ‘‘build’’ the west in the first place to now claim that it will ‘‘rebuild’’ it (Daniel Andrews pledge: We’ll rebuild the west, Star Weekly June 3)? I have voted Labor in the past, but from my time living in Deer Park, the ALP seems to have been hell-bent on creating an infrastructure nightmare by turning the middle-west into a wasteland of warehouses. How are all of those trucks going to get in and out? The Libs have been a bit subtle about it, but seem to have a plan to make the transport network less radial and to spread industry and the ports/airports around, rather than concentrating them in one place. The federal Liberal party is a lot scarier than the state one right now. It would also be nice to see the next state government tackle property stamp duty and move toward property taxes. As a Bulldogs member, I read with interest Peter Gordon’s president’s column about hanging tough (Bulldogs in Focus, Star Weekly June 3). Fair enough. However, I believe we still need to really look hard at the lack of progress over the last few years and not simply accept that we are in an extended rebuild. As the old saying goes, don’t keep on doing the same thing and expect different results. Brendan McCartney is clearly an excellent development coach. However, I’m not convinced about his approach as senior coach. Of particular concern is the lack of personal responsibility for our team’s performances, particularly evident in post-match press conferences.

Springside K-9 College raised $6900 in extra funding for much-needed sporting equipment through an Adidas School Fun-Run at the college. “It has been one of the most successful fund-raising events at Springside this year,” sport co-ordinator Kayla Slattery said. As an added incentive, students were awarded prizes ranging from stationery to sports equipment and gadgets for raising certain amounts. The entire school got behind the event, which also gave students the chance to qualify for Springside’s cross-country team.

Police have charged two men following a series of armed robberies, including one at a Kealba service station on December 6. Sam Wathen, 22, of Essendon, was charged with nine counts of armed robbery. He was remanded to appear at the Melbourne Magistrates’ Court on August 13. Michael Calleja, 24, of Airport West, was charged with four counts of armed robbery. He will appear at the Melbourne Magistrates’ Court on June 6.

Bulldogs coach a future leader Gasha Admassu is busy kicking goals – life goals. The year 9 St Albans Secondary College student is taking part in the Western Bulldogs’ Whitten Project, which gives 40 boys and girls under 16 from Brimbank, Maribyrnong, Hobsons Bay, Melton and Moonee Valley the chance to develop leadership skills through sport, especially football. The 14-year-old has started an eight-month program under the direction of a full-time mentor based at Whitten Oval. He will have access to a range of experiences, including access to the club’s inner sanctum, both at the club and on match days, participation in a half-time AFL 9s game at Etihad Stadium, leadership sessions with Bulldogs coaches and staff and skills clinics with players. Gasha has already been to a Bulldogs match and has also seen the Melbourne Vixens netball team in action. “It helps you to be a good leader through sports,” he said. “I want to be involved in the community – not just finish my studies and that’s it. “I want to inspire young kids to do something better.” Gasha is a keen sports fan and has started playing indoor soccer.

Police believe four suspicious fires within a week at vacant buildings in the Braybrook and Footscray area could be linked. Maribrynong detectives are investigating a fire at an unoccupied, double-storey unit in Errol Street, Braybrook about 11pm on June 4, which came after two fires the previous night. One fire gutted a vacant house in Balmoral Street, Braybrook just after 2am on June 3. The house is expected to be demolished. There was also a blaze at a house in Ballarat Road, Footscray about 11pm on June 2, which took 23 firefighters 35 minutes to control. The house, which had a for sale sign at the front, was believed to have been vacant at the time of the blaze, which caused about $150,000 worth of damage. The latest fires came after two men were seen running from a fire at an unoccupied unit in Empire Street, Footscray about 9.30pm on May 31. “Detectives are investigating whether the suspicious fire is linked to other reports of similar fires in the area in the past week. Investigators have a number of inquiries to make and their investigation is ongoing,” a police spokesman said. Metropolitan Fire Brigade senior station officer Damian Bourke told Fairfax radio that neighbours saw two men running from the area about the time the May 31 fire began. “Because it was late at night there’s no description of the men, but just the number of men was two,” Mr Bourke said. He said several aerosol cans were found in the unit.

Close calls prompt school speed warning Brimbank drivers are being urged to slow down around school zones after a spate of near-misses. Crime prevention officer Matthew Mudie said drivers speeding through 40km/h zones had contributed to an increase in the number of near-accidents during school pick-up and drop-off times across the city. Leading Senior Constable Mudie said drivers needed to remember that children could be unpredictable – crossing the road while not on school crossings or running in front of traffic. Leading Senior Constable Mudie said these near-misses could have been tragedies. One girl had recently been struck by a car outside a Sunshine school. “She was taken to hospital, but fortunately suffered no significant injuries,” he said. “The driver was actually doing everything right. It’s just the unpredictability of kids in these zones,” Leading Senior Constable Mudie said. “That’s why we ask people to take that extra bit of care.” Leading Senior Constable Mudie said police often patrolled school zones. “The highway patrol has been out there issuing tickets for double parking and speeding through school zones; we’ve been getting a lot of that,’’ he said.

“School zones are 40km/h for a reason; it’s to protect those who are most precious to us. Lift your right foot a little and take care.” VicRoads introduced 40km/h speed limits during school pick-up and drop-off times in 2003 in a bid to avoid crashes and reduce their severity.

According to the Monash University Accident Research Centre, an 11 per cent reduction in speed reduces the chance of road deaths by 40 per cent. Victoria Police statistics show there were five deaths in total on Brimbank roads in 2013. And 603 people were injured in road collisions in the municipality. Meanwhile, data compiled by national insurer AAMI from 2012-13 has shown that Victoria’s drivers have the nation’s highest incidence of nose-to-tail accidents. Almost three out of 10 crashes in the state involved one car running into the back of another.

Watch out for pedestrians Pedestrian deaths on Brimbank roads have doubled in the past year with the Brimbank Highway Patrol calling on residents and drivers to take more care. Victorian police statistics reveal 60 pedestrians have been involved in reported collisions in Brimbank, including 23 resulting in serious injury, over the past 18 months. TAC statistics also reveal four pedestrian deaths during the past year to June, all involving men over the age of 50, following two in 2012 and 2011. The majority of incidents have been on main

roads including Ballarat Road, Main Road West, McIntyre Road and Taylors Road. Star Weekly revealed last month two men in their 50s died on May 21 and 22 respectively following incidents on Ballarat Road. Andy Oakley of Brimbank Highway Patrol said residents needed to take more care, especially at night. “Pedestrians should cross roads at traffic lights or crossings and if they are out walking … they should wear light coloured or reflective clothing,” he said. Redress for underpaid cleaners Jorgensen Property Services as part of a national cleaning services proactive compliance and education campaign. The company provides maintenance and cleaning services at Taylors Lakes, Newmarket and Niddrie. It employed 14 casual and two part-time employees who were not receiving the minimum rate of pay, penalty rates for weekend and public holidays, or overtime. Jorgensen Property Services has agreed to repay all outstanding entitlements under an instalment plan. The business has also joined the Victorian

Sixteen cleaners across the north-west will be reimbursed more than $50,000 in total after an investigation by the Fair Work Ombudsman found they had been underpaid. The employees, who were hired by Jorgensen Property Services Pty Ltd, were short-changed by between $135 and $8668 in the 12 months to September last year. They were paid a flat hourly rate, which did not meet the minimum provisions of the Cleaning Services Award 2010. The Fair Work Ombudsman’s office discovered the underpayments when it audited

Employers’ Chamber of Commerce and Industry and agreed to take all reasonable steps to ensure it meets its workplace obligations in future. Fair Work inspectors began auditing up to 1000 cleaning contractors across Australia from July last year, checking compliance with minimum hourly rates and penalty rates. The campaign followed a Fair Work Australia audit of 376 cleaning businesses in 2010 which found that 40 per cent were not complying with workplace laws. Meanwhile, Highpoint Shopping Centre was

one of four complexes across the state to be visited by Fair Work inspectors last week after a number of chains were found to be contravening federal workplace laws. Inspectors visited up to eight popular-brand stores as part of a nationwide campaign. A number of retail outlets were asked to reimburse employees a total of $12,400 after it was found the staff had covered the cost of clothing and accessories from their own pockets without being reimbursed. The Victorian Ombudsman will investigate the “flawed” tender process for the proposed sale of the former Sunvale Primary School site. With tenders for the site’s eastern section closing on May 28, Star Weekly understands the Ombudsman will investigate Save Sunvale claims that the Department of Education and Early Childhood Development did not make environmental reports publicly available. Star Weekly was told it could not access the documents due to “commercial in confidence”. The Ombudsman will also investigate a lack of community and expert confidence in environmental tests completed on the site, including a lack of proper testing for groundwater, asbestos and other contaminants. The eastern section is zoned residential and could be purchased by private developers. Meanwhile, Save Sunvale (SS) supporters have named the entire site Sunvale Community Park following a number of community events at the site. “We were promised a park on the site so we decided to accept that promise and took ownership as a community,” SS campaigner Sean Spencer said. “The naming was a community process. Hundreds of local residents agreed on the name Sunvale Community Park to be used until formal ownership of the two hectares is resolved and council goes though its naming processes.” In a June 3 speech in the Federation Chamber, a secondary debating chamber attached to the House of Representatives, MP for Gellibrand Tim Watts backed Save Sunvale and the Trades Hall’s calls for the Premier to intervene and halt the tender process. Friends of Sunvale Community Park will hold a community barbecue and working bee this Saturday at the site from midday.

Budding soccer star and Caroline Springs resident Jake Najdovski is all geared up for this year’s FIFA World Cup in Brazil. Paperwork out, smart policing in By Charlene Macaulay Chief Commissioner Ken Lay wants to overhaul the current Victoria Police system in favour of a more flexible model that will maximise crime fighting. Mr Lay last week released a Victoria Police Blue Paper which outlines a 10-year strategic plan that assigns police numbers and creates taskforces based on population growth, societal changes and crime statistics. The Blue Paper reveals that the demand

for urgent police response via triple-0 calls is outpacing population growth; serious and organised crime is growing rapidly; and the true extent of crimes like family violence, sexual abuse and fraud is not yet reflected in crime statistics. The report also found that about half of a police officer’s time on each shift was spent in the station doing paperwork. The Blue Paper looks at outsourcing administrative work and back-of-office jobs, such as IT and payroll, to leave officers free to

get on with the job of policing. Mr Lay said the Blue Paper advocated a more technologicallysavvy policeforce able to maximise its time spent out in the community. “We must shift the balance of police activities further towards prevention,” he said. “We need to get smarter so we can respond to complex social issues such as family violence and drugs, and tackle crime before it happens. But to do this, we need a more flexible model that allows us the freedom to deploy our police members where they are needed, when they are needed.”

Police Minister Kim Wells backed the Blue Paper last week. He said frontline taskforces that had already been set up by the chief commissioner were more effectively targeting key crime areas, such as family violence, organised crime, outlaw motorcycle gangs, road safety and the drug trade. Crime statistics released last month show a 2.5 per cent increase in overall crime across Brimbank, with a 9 per cent increase in drug offences and decreases in car thefts, residential burglaries, street assaults and property damage.

Foot patrols to stay Foot patrols working to stamp out crime across Brimbank are here to stay. The Safer Communities Taskforce took to the streets in August last year with the aim of preventing crime and raising public perceptions of safety with a visible police presence. The taskforce, which is deployed as needed across the municipality, has proved so popular it is now permanent, and Brimbank’s Inspector Chris Gilbert says it has reduced street assaults. Sergeant Murray Trudel said the taskforce focused on foot patrols and proactive policing. “We’re not all that big, but we’ve been able to focus on the heavy crime areas in Brimbank, which include Sunshine CBD, St Albans CBD and Watergardens, and we’ve recently adopted Brimbank shopping centre as well,” he said. “We’re intelligence-led so we focus on the areas that are hurting the most. “We’ve reduced crime in those areas and we’ve noticed greater feedback from the community, including shopkeepers who say

it’s now better to do business, and they’re feeling safer. We’ve focused a lot on antisocial behaviour and, through interaction with regular offenders, we can greatly reduce that behaviour, which can be drunkenness leading to assaults.” Sergeant Trudel said every area had its own problems. Vehicle crime was prevalent in Watergardens, while antisocial behaviour was a problem in Sunshine. The taskforce, which operates seven days a week, is now focusing on Sunshine CBD. “We rely on information from the public; it’s the best way to be proactive about our patrols,” Sergeant Trudel said. “The only way to beat crime is through intelligence; we go out there and engage with everyone.” Senior Sergeant Craig Peel added: “A lot of people who have historically disliked police have come to know and respect us because they see us, day in, day out, and know we have a role to play.” Charlene Macaulay

Cash cuts impose stark choices By Charlene Macaulay Brimbank council is expected to lose millions of dollars in federal government funding over the next three years. Last month’s federal budget included a hold on indexation for financial assistance grants given to local councils to fund vital services. The freeze is expected to last for the next three financial years. Financial assistance grants include a general purpose component, distributed between the states and territories according to population, and an ‘identified local road component’ for which funds are distributed between states

and territories according to fixed historical shares. Each council can spend its share as it chooses. Brimbank received more than $13 million in financial assistance grants in 2013-14. A spokeswoman said the council was still reviewing the implications of the changes and was not in a position to comment. But Wyndham mayor Bob Fairclough said his council stood to miss out on $2.7 million next financial year and about $10 million over the next three years. He said the cuts would force the council to review its spending. Opposition Leader Bill Shorten said the

decision would leave Brimbank council with less money to maintain roads and deliver essential community services. “Assistance for councils will no longer be indexed in line with the consumer price index or population increases,” Mr Shorten said. “Councils will be forced to look at other ways of making ends meet, including

increasing council rates, reducing services for local residents, considering staffing cuts and increasing charges and fees.” Municipal Association of Victoria president Bill McArthur said federal financial assistance grants were a core revenue stream for local government. “Councils have only one form of own-source revenue: rates,’’ he said. ‘‘Such a significant cut in federal funding leaves councils with two choices: cut services or increase rates.” Federal Infrastructure and Regional Development Minister Warren Truss’s office did not respond to requests for comment.

Kids off to a flying start More than 130 new kindergarten places will have opened up for families in Caroline Springs and Burnside by the start of the 2016 school year. The state government will spend $1.6 million on a $4.8 million children’s hub in Burnside for Springs and Burnside families, creating 132 kindergarten places in the process. Melton council will spend $2.88 million on stage one of the Burnside Children’s and Community Centre. This will provide kindergarten, occasional care, maternal and child health, early childhood intervention, family services, breast-feeding support and playgroups for children aged three and four, all under the one roof. Mayor Bob Turner says the centre will help cater for the 33 families who move into Melton – and the 42 babies born there – every week.

“This funding will enable the council to expand its capacity to deliver quality early-learning opportunities for our youngest residents, deliver programs that reflect their interests and encourage discovery and play,” Cr Turner said. The centre will be built on the corner of Montmarte Boulevard and Lexington Drive. Construction is expected to be completed by the end of next year.

The owner, Jessica Gray, has been in and out of VCAT and the Supreme Court for two years after Brimbank council picked up Mylo walking alone and unregistered in May 2012. The council believes Mylo is a restrictedbreed dog and should be put down. But Ms Gray last week made an application to Agriculture and Food Security Minister Peter Walsh for the dog to be exempted by the Governor-in-Council – in consultation with relevant officials – from the restricted breed provisions under the Domestic Animals Act 1994. A council spokesman said it was disappointing the matter “continues to be drawn out”. “Had the dog been properly registered, this situation would never have occurred,” he said.

“At all times council has acted in accordance with the relevant legislation as it applies to restricted-breed dogs. [The council] remains committed to providing a safe community for all residents and pets.” An experienced dog obedience instructor has described Mylo as gentle and stable. Star Weekly has seen a behaviour profile assessment carried out at the Lost Dogs Home in North Melbourne on May 30 which found: “Mylo is predictable, stable, responsive, gentle and actively seeks an emotional connection with those around him.” “Mylo has a default response of seeking comfort and intimate interaction via licking,” the report stated. “Mylo has strong natural self-control behaviour. I was not able to induce any behaviour that would be considered unacceptable, aggressive or socially undesirable in any way.”

This year, the council is offering up grants totalling $330,000 across four categories: festivals and events; sports, recreation and youth; help with establishing new groups;

and community strengthening grants. Successful applicants can get up to $10,000 in additional funding. The Sunshine Heights Football Club was one of 70 organisations to

receive a grant from last year’s funding. The club used its $5000 grant to kick-start its Footy Fun for Everyone initiative, which offered subsidised fees for players. The club has also employed a multicultural aid officer who drove the youngest players to and from training and games, and worked with migrant parents to familiarise them with the club and bridge the cultural gap. “It made a huge difference,” the former Sunshine Heights

Monmia Primary School pupil Ethan Curwood got the chance to run the school last week when he became principal for a day. The grade 6 pupil sat in on a leadership meeting, read to a prep class, met with the assistant principal, wrote a message for the school newsletter, performed yard duty and had to resolve a hypothetical problem during his day in the top job. The 11-year-old was one of four school captains to put his hand up for the role, and was lucky to have his name drawn out of a hat. “I wanted to see how it feels to step into the principal’s shoes,” he said. “Everyone’s calling me Mr Curwood. ” Ethan, whose hobbies include football and cricket, hopes to become a physical education teacher. Armed robbery accused hands himself in Police have charged a 36-year-old Craigieburn man following an alleged armed robbery at a Deer Park post office on Saturday, May 31. Troy MacKay handed himself in at the Melton police station about 11pm on Tuesday. He faced Melbourne Magistrates Court last Wednesday charged with armed robbery offences. Police allege a man entered the post office at a shopping centre on Neale Road just before 10.30am. He jumped over the counter and stole cash from three cash registers. Police said the man fled the scene and was last seen running south towards Neale Road and Gould Street. MacKay will face a bail hearing on June 18 and is due to reappear in court again on August 27. • Meanwhile, a high-speed probationary motorcyclist from Delahey who was described in court as having a “death wish” has lost his licence and received a suspended jail term. Melbourne Magistrates Court heard last Wednesday that Jali Enrique Perez Ramon endangered lives when he “opened up” his new black Yamaha R1 to speeds of 190km/h on the Eastern Freeway and 100km/h in a busy Collingwood street. A driver overtaken by Ramon described as “unnerving” the sight of a bike travelling at such an “extremely aggressive speed” and remarked that he would “probably see that this rider had

been killed on the news tonight”. A prosecution summary stated that Ramon’s two-minute ride ended when his motorbike crashed into the rear of a car and he was thrown from his bike. Ramon was hospitalised, spent two months off work and, with permanent damage to one testicle, “is going to have lifelong memories of this”, the court was told.

Ramon pleaded guilty to charges of driving at a dangerous speed and driving dangerously. He was jailed for 10 months, the term suspended for two years. His licence was cancelled for 18 months and he was convicted and fined $2000.

These students are in a new country, learning a new language – and they can already call themselves exhibiting artists. Young students with AMES St Albans have taken part in Brimming Out Of The Frame, an arts project designed to help them connect with their new community. The 25 students are all migrants, refugees and asylum seekers newly arrived in Australia. The group spent time with artists Debbie Quadri and Rhiannon Thomas, who taught them different techniques before they were let loose to construct their own mural and other artworks illustrating their new lives in Australia. Times have changed, but the Tin Shed in St Albans has remained an important part of the community. The Tin Shed, also known as the St Albans Youth Community Centre, is marking its 60th anniversary and residents are being invited to help celebrate. The centre opened in 1964 as a police boys’ club, offering a range of recreational activities such as gymnastics and dinner dances. Before long, girls joined in on the fun.

“There wasn’t much to do in the area, so they formed the club to keep the everyone busy,” co-ordinator Elfie Haggblom said. Lorna Cameron headed up the Tin Shed for its first 50 years, after which she retired. Today, the centre is open seven days a week, and most nights, offering many activities for all age groups, from judo to crafts. The centre also provides material aid for people in need. “If people are wanting some kind of advocacy, or if they just need basic things like food or clothes, we can provide that,” Ms Haggblom

said. “We provide an avenue to help people help themselves. We also provide some really affordable, and some free, activities, and we’re very family oriented.” The Tin Shed, which is used by about 1000 people every week, is funded by the Department of Human Services and Brimbank council. A celebration will be held at the centre, at 309A Main Road East, St Albans, from 1-4pm on June 21, including games, a photo exhibition and light refreshments. For more details, phone 9366 4302.

Dust levels still far above ‘limit’ Victoria’s most-polluted suburb is on track to having a record number of days with dust levels as high as during the Black Saturday bushfires. Brooklyn had 13 days across January and February when air quality was below the accepted norm. The national standard is no more than five days a year when dust is above the accepted threshold. A May meeting of the Brooklyn Community Reference Group heard there had been 26 days of unacceptable dust levels since last July. The Environment Protection Authority has been conducting “social research” which found residents disagreed on whether action taken to address dust levels had had any effect. Residents felt that issuing pollution abatement notices (PANs) to ‘dirty’ businesses did not help, according to the research. Williamstown Labor MP Wade Noonan said that six new PANs had been issued in the last quarter. Three more businesses were likely to face consequences, including financial penalties. “The latest EPA air quality results reveal that no real progress has been made in reducing dust in the Brooklyn area over the past 12 months,” Mr Noonan said. “The situation seems to be getting worse. I think [the EPA is] on track this year to record one of its highest dust years since they’ve been recording – since 2009.” Social research feedback, collected through a random sample within Brooklyn, found: • Respondents disagreed the EPA’s action

plan to address dust had helped improve the local environment. • People agreed that directing funds from prosecuted companies to local environmental projects had helped improve the local environment. • 60 per cent of Brooklyn residents living less than 500 metres from a known pollution source did not feel the odour in their area had improved in the past year. • And half the respondents felt EPA activities

had helped improve the local environment. EPA metro manager Richard Marks said there were 34 active pollution abatement notices in the area, many of which required large-scale remedial works. Twenty-three notices had been served since July 1, 2013. “Many of our notices require big investment in long-term measures that will be most effective but will take time,” Mr Marks said. “Dry and windy weather is often associated with poor air quality in Brooklyn. “On such days, the EPA calls on industry to take additional measures to stop dust being raised from their sites, and local councils and road authorities are also notified so that they can arrange for road cleaning.”
