From Burma to the beach She couldn’t swim before coming to Australia, but Thei-Lay Paw has become Victoria’s first female lifesaver from Burma’s persecuted Karen minority. Born in the Mae La refugee camp on the Thai border, 14-year-old Thei-Lay joins six other teenagers from Burma who are patrolling Williamstown beach. “It feels great to be the first girl and also be surrounded by the others,” she said. “It’s peaceful when you get to come down to the beach, have a swim and get to meet new friends.” Soon after arriving in Australia as a refugee, Thei-Lay started swimming at age eight through Life Saving Victoria’s multicultural learn-to-swim program at Hoppers Crossing. She then joined the Nippers program before completing her surf rescue training last month alongside her brother, Nelson, 13, and fellow Karen community members Allbright Sun, 18, and Yoe Doh Htoo Heh, 15. They are the second wave of Karen lifesavers at Williamstown Swimming and Life Saving Club, joining Yee Sai Say, 16, and brothers Dawit, 17, and Aliah Htoo, 14. Gang threat to refugees Violent criminals have been terrorising refugees at Maribyrnong Immigration Detention Centre, forcing them to hide. Footscray Police have been called to a number of recent assaults and incidents at the centre as gangs of criminals awaiting deportation have set upon and threatened to kill refugees. Footscray police’s Inspector Tony Long said police had been called to the centre at least four times in the past month in relation to incidents, including escapes or assaults. “There are issues at the moment, to be honest,”

he said. “The grim reality is that Maribyrnong Immigration Detention Centre has people there who are outward-bound. Some of those are as simple as overstaying a visa, while others are there in relation to their criminal activity.” A group of nine refugees last week moved into a protected ward accessible only to officers after being kicked out of their rooms by a gang of “501s”. The so-called 501 detainees are usually former prisoners, not refugees, awaiting deportation under section 501 of the Migration Act after being sentenced to a year or more in jail.

Friends rally to fund funerals for grandma, boy Almost $50,000 has been raised to help a Maidstone family devastated by the deaths of four-year-old Alistair Kwong and his grandmother, Mai Mach. Friends and family of the slain pair have created a fundraising webpage paying tribute to the “two beautiful souls” lost last Tuesday when Alistair, the only child of Amy Mak and Andrew Kwong, was killed while being babysat at his grandparents’ Albanvale house. Chinese national Cai Xia Liao, 45, is alleged

to have attacked Alistair with garden shears and then lay in wait for his grandmother, Mai. Ms Liao is charged with two counts of murder and also intentionally causing injury, unlawful imprisonment and assault. She has been remanded in custody until July 22. The campaign to help cover Alistair’s funeral expenses began on Thursday with a target set at $20,000.

By Tuesday, it had raised more than $46,000. “No words could express the sadness and pain family and friends of Mai and Alistair are going through,” a friend wrote on the page. Life in the old Dog yet By Benjamin Millar A community campaign to buy the iconic Dancing Dog Café building in Footscray is off to a flying start with more than $45,000 already pledged. The Pozible crowdfunding campaign to buy the building for community use raised more than $30,000 on its launch day last Thursday and tipped over the $45,000 mark on Tuesday. But the campaign faces stiff competition, according to Biggin & Scott agent Matthew Alderman. Mr Alderman said there has been “a pretty amazing” response to the sale of 42A Albert Street. “We have been smashed with inquiries, mostly from developers but also a lot of people looking to live in the upstairs level.” Mr Alderman said he hoped the community campaign would succeed and the building would be kept in its current form, but the race to raise enough funds by the April 18 auction would be a difficult one. “I think this is a fantastic initiative. I would love to see this happen, but it looks like they will need to raise in excess of $1.5 million.” Yarraville writer Maxine Beneba Clarke, who set one of the stories from her award-winning short story collection Foreign Soil in the building, said she chose the location for both its historical and contemporary prominence in the area. She said the building once supported Footscray’s workers as the home of the United Friendly Societies Dispensary, and now it hosted the Big West Festival and regular events, such as Westword poetry readings. “The majestic Dancing Dog building sits in the heart of Footscray’s artistic community,” she said. Campaign organiser Katerina Gaita said, whatever happened, the campaign could be considered a success, unearthing wonderful stories and bringing the community together. “The more momentum we get behind this the more chance there is of succeeding or of some white knight coming in and saving the building,” she said. An application to add a fourth storey to a Yarraville development has been rejected by Victoria’s planning tribunal. Maribyrnong councillors last year unanimously rejected the plan for Yarraville village’s first four-storey residential development, at 66 Wilson Street, instead approving a modified three-storey proposal. Developer Marwood Construction appealed the decision in the Victorian Civil and Administrative Tribunal, pushing for its plan to build 14 dwellings in a series of two-, three- and four-storey buildings. VCAT member Katherine Paterson last week found a four-storey building “would be inconsistent with fine grain building form within this area” and that “such a departure in built form is not supported by planning policy for this site”. Maribyrnong council last month issued a stop-work order to Marwood Development over work it had begun in breach of permit conditions. Meanwhile, Mahercorp, the developer of sites at 109 Anderson Street and 44-46 Fehon Street in Yarraville, has lodged an application for review to VCAT in the wake of Maribyrnong council’s refusal to grant its project a permit. Mahercorp has proposed a three-storey apartment building containing 44 apartments for a 2440square-metre corner site overlooking Beaton Reserve. More than 70 objections were raised over the proposal’s size, amenity impact and lack of respect for neighbourhood character.

More than 1600 parking fines are being issued every week across Hobsons Bay and Maribyrnong, with the number of people caught illegally parking in disabled bays rising sharply. Council figures show more drivers are being fined this financial year than in the previous 12 months. The number of fines for people illegally parking in disabled bays already exceeds last year’s total. In Maribyrnong, there have been 44,721 parking fines issued since last July, including 986 for parking in an area for people with disabilities. This is up from 624 such fines in the previous 12 months, out of a total of 60,229 fines. Hobsons Bay council has issued 14,335 parking fines this financial year to date, 193 of those for able-bodied drivers parking in a disabled bay. The previous year, 17,956 fines were issued, 180 for stopping in a disabled bay. Hobsons Bay mayor Colleen Gates said the number of people wrongfully taking up disabled spots was still relatively low. “Illegal parking in disabled carparks does happen in Hobsons Bay, although it only represents about one per cent of the parking infringements from the last year,” she said. “If a Hobsons Bay local laws officer finds a vehicle parked without displaying an appropriate permit, then an infringement will be issued.” Drivers risk fines of up to $148 for illegal parking.

An Altona North resident has launched a campaign against a “massive increase” in two-storey subdivisions in his street, saying it spells the death of the Aussie backyard. Nick Ostrovskis said owners of six addresses in a 65-metre radius of his home in The Broadway either had or were seeking approval to build “bulky townhouses” that were out of character with the neighbourhood. He is campaigning door-to-door and says he has collected more than 90 submissions against townhouses in the street that are yet to receive Hobsons Bay council approval. “The street dynamic of my suburb is metamorphosing almost overnight from single-storey family houses with big backyards, fruit trees and vegie patches to several double storey townhouses, all choc-a-bloc, built up to the fenceline, on the same address,” Mr Ostrovskis said. “So many, many extra people and many, many extra cars will be squashed together like sardines in a 65-metre radius area, if it all goes ahead. Where will the children play?” Mr Ostrovskis said while going door-to-door, numerous residents had complained about the loss of privacy and sunlight and an increase in noise. “Some people have even invited me into their backyards and shown me two-storey monstrosities, which have encroached right up to their fenceline like big grandstands overlooking their backyard. “One man in Jeffrey Avenue even has stormwater and sewage backflows through his kitchen, which flood his home and garage during severe downpours. “He said that this has happened three times and only started to occur after two-storey

VCAT rejects Pier Street bid

A developer has lost his bid to build a seven-storey apartment block in Pier Street, Altona, after the state’s planning tribunal upheld Hobsons Bay council’s refusal to grant a permit. Footscray-based Fremont Homes had lodged an appeal at the Victorian Civil and Administrative Tribunal (VCAT) to build what would have been Altona’s tallest residential building on the site of the old Boccelli restaurant at 118 Pier Street. Fremont hoped to build 31 dwellings over five storeys, an 87-square-metre ground floor retail premises with 19 parking spaces, and a mezzanine level with 26 apartment stores and 14 parking spaces. VCAT presiding member Geoffrey Code and member Chris Harty said the council’s approval of two five-storey developments close by did not justify Fremont’s proposal, which was on a lot measuring just 20.1 metres wide. They said most problems associated with the proposal could be overcome if one residential level was removed. Hobsons Bay mayor Colleen Gates said the VCAT decision was a big win for the community. “We believe the bulk and height of the seven-storey building does not align with the council or community’s vision for Altona’s future,” she said. “This proposal does not deliver the quality architecture that our community has come to expect for Pier Street.” Goya Dmytryshcak

The felling of two heritage cypress trees at Williamstown cemetery has angered a local historian. But the Greater Metropolitan Cemeteries Trust, which manages the cemetery, said the two Monterey cypress trees had been dropping limbs and posed a risk to the public. The cemetery, established in 1857, is on the Victorian Heritage Register and its trees are deemed to be of state significance. The historian, who asked not to be named, said he believed the two cypress trees were about 150 years old. “Everyone who lives around here is devastated,” he said. “One of those trees … has a crane that roosts there every night and I’ve taken photographs of it and can’t even identify the crane – it’s endangered. “And it’s not one, it’s two they’ve cut down – and they’ve just left the firewood there. They’ve not just chopped them down, they’ve chopped them up into little blocks.” Trust chief executive Jacqui Briggs said public safety issues posed by the trees’ decay and vulnerability to the elements had been identified more than a year ago. “It was eventually determined that the trees needed to be removed in the interests of public safety and also from an aesthetic point of view,” she said. “The trees continued to drop limbs and as a result became a serious hazard to public and employee safety.” Ms Briggs said the timber from the cypress trees was not able to be recycled. “When timber from removed trees is of a quality that would be of interest to a carpenter or artisan, the trust endeavors to make the material available.” Two Aleppo pines were also removed as they were “completely dead”, she said.

A Footscray man has been charged over the alleged stabbing of a bouncer outside a nightclub in the CBD on Thursday. India-born members of Hobsons Bay’s two fastest-growing religions, Sikhism and Hinduism, have reported experiencing racism and discrimination. With people born in India representing the biggest group of new arrivals to the municipality, census data recorded a growth of 986 Hindus and 711 Sikhs from 2006-11. Samridha Iyer, of Altona Meadows, is one of the 1639 people born in India who settled in Hobsons Bay during this time. “One day I was parking, when a woman launched a racial attack on me and even jumped out of her car to knock on my car window and abuse me,” she said. “When I asked her why she was so angry, she said: ‘You Indians need to get back where you came from’. “I saw that she had a baby in her car and I thought about how she was teaching hatred to her baby. There was a tremendous hatred towards me, she was preaching anger. It was her spontaneous reaction … hatred. “Anti-racism should be taught in schools, with parents taught to teach their children, because children pick it up from the parents.” Ms Iyer is taking part in an art project against racism, Behind this Smile, in which 12 residents tell their stories about how racism impacted them. Laverton father and son, Pargat and Lovepreet Singh, have told of their experiences as Sikhs. Lovepreet recounts the moving story of the day he asked his father if he could stop wearing a turban. “Our whole community is suffering because the majority of people don’t know anything about Sikhism,” he said. “They see the turban and they don’t know

Drum of war holds its beat

Music makes the man By Charlene Macaulay Todd McNeal makes music. The Caroline Chisholm Catholic College music teacher and composer will have his award-winning composition, Gifts, performed at Australia’s biggest choir festival, Choral Fest, in Melbourne later this week. The Sunshine resident, who has composed for some of the top youth choirs in Australia, was commissioned by Brighton’s Firbank College 18 months’ ago to compose a piece that

the school choir would perform in Europe. His composition was based on a poem written by Aboriginal poet Oodgeroo Noonuccal, telling the story of a young man trying to woo a woman. “It’s sort of funny and romantic,” McNeal said. “It’s a brilliant poem with a brilliant story.” It was also a winner. Firbank College choir Bel Canto took out first place in the treble choir section after performing Gifts at the Summa Cum Laude International Youth Music Festival last year.

“I was very pleased that the school liked the piece and it went down well with the audience,” McNeal said. “It’s exciting for me that it’s being done here in Melbourne. “I wrote some operas that had a little bit of success in the UK when I was first writing music … about six or seven years ago, I found this poem in a book of nursery rhymes I’d been reading to my daughters and I thought I’d try something different and write choral music. I found a way of combining my love of pop and jazz and music with my skill in classical music.”

A bass drum that boomed across the Western Front during World War I will feature in this month’s Anzac Day centenary march after being discovered in Footscray. The vintage drum, inscribed with the names of soldiers serving with the 1st AIF almost 100 years ago, was discovered during a recent clean-out of the Footscray Yarraville City Band’s storeroom. The bands’ Anzac centenary manager, Colin Harrison, said restoring the drum, producing a travelling WWI memorabilia display and holding an Anzac Centenary commemorative concert in November were this year’s special projects. The band received a $12,378 grant to help produce the concert, which will bring to life the stories of the original Anzacs and commemorate their sacrifice. Gellibrand MP Tim Watts said the Anzac centenary local grants program would also help three other local projects. The Footscray Historical Society has been awarded $17,100 to develop an interactive website on the Footscray Town Hall roll of honour board of servicemen and women in World War I. Footscray Community Arts Centre will receive $9000 for an arts and cultural development project entitled ‘Black & White in World War One’. And Footscray Art Industry Resources will be given $7500 to assist in a Women Wept exhibition, exploring the theme of women’s loss and grief in wartime. Benjamin Millar

FB: If you could only have one more meal, what would it be? EN: Anything chocolate for dessert. All kinds of prawns for main – grilled, fried, fresh. FB: What is your favourite TV food show and who is your favourite TV food person? EN: MasterChef MasterChef. Definitely George Calombaris. He’s a good friend and his food and restaurants are outstanding. FB: What is your favourite food? EN: It’s a toss-up between prawns and mum’s homemade pizza. If we are talking dessert, then anything chocolate!

One of the easiest and healthiest ways is to make three-ingredient banana cookies. Just mash two ripe, medium-sized bananas, then combine with one cup of uncooked quick oats and mix through about a quarter of a cup of choc chips (caramel choc chips are good) or whatever you like – sultanas, nuts, chopped apricots … it’s up to you. Roll into balls and cook on a lined baking tray at 180 degrees celsius for 15 minutes. Because there’s no flour, the cookies will have a dense and chewy texture, which is what makes them so delicious. Try them out and let me know what you think.

SPORT Jets see a silver lining in early season losses When you are a side that’s rebuilding, little victories within a game can make losing a touch more palatable. The Western Jets have not been in the same stratosphere as their three TAC Cup opponents to date, lacking in both playing experience and on the scoreboard. They have lost their opening three games by an average of 73 points, but there are positives. Competitive periods have put a smile on the dial, temporarily, of coach Torin Baker and the other coaches. Eye-catching performances from bottom-age players might have implanted in their own minds the belief that they truly belong among the elite teenage footballers in the state. at Burbank Oval on Saturday was viewed as another learning curve, albeit a steep one. They were faced with the daunting prospect of taking on one of the strongest regions – a grand finalist in three out of the past and it didn’t end prettily. For patches, the Jets would not be bullied though they let themselves down late in the game, allowing the margin to blow out. “You’re playing against good opposition and you’re getting game time into players who haven’t played a lot of TAC footy, who’ve got to understand the jump up in terms of level,” Baker said. “We had a number of players who have played only three games and it’s a really good grounding for them.”

Vikings re-armed, ready By Lance Jenkinson All the signs are pointing up for Altona in the Western Region Football League division 1. If the trajectory continues for the Vikings, they will play finals footy in 2015 after missing out by a game and percentage last season. “There are some factors that have led us in the right direction,” Vikings coach Josh Russo told Star Weekly ahead of next Saturday’s seasonopening clash against Werribee Districts at Soldiers Reserve. “We’ve done the work; we’ve had a good pre-season; the boys are a year older and a year stronger and, hopefully, I’m going to be a better coach second year in. “The way we were playing at the back end of last year, it’s important we continue to build from that.” A year ago, Altona was a club at the crossroads, financially uncertain and in danger of being sucked into the relegation mix. The appointment of rookie coach Russo was a gamble that paid off. Russo delivered, putting together a competitive team on a tight budget and keeping the Vikings relevant in the finals. The Vikings sat comfortably at the table among the second tier of clubs – those ranked fifth to eighth on the ladder and fighting for the last position in the finals. Their impressive list of acquisitions this off-season could see them move beyond that and actually figure in finals. Just who’s the biggest name to rejoin the club is debatable. On one hand, there’s former AFL player Jayden Post ready to relaunch his career at the Vikings after a year travelling. On the other, Travis Lunardi comes back after taking reality television show Big Brother by storm. Russo doesn’t care who has the bigger profile, all he cares about is performances on-field and that both can seriously play. Post will give the Vikings’ line-up a touch of the unpredictable in that he can slot into any key position. “He’s got pure ability,” Russo said. “His experience and knowledge are priceless.” Before Lunardi became a reality TV sensation, he was a top footballer, playing in an Altona premiership team and stepping up to the VFL. He played with Aberfeldie in the strong EDFL competition last season so is a blue-chip recruit. “All I can ask from my players, whether it’s ‘Trav’ or anyone else, is commitment to training, practice match effort and that type of stuff,” Russo said. “He’s been really good since he’s come in … the whole group has been really good.” No less important for the Vikings are the acquisitions of wingman Tyler Healy and goal-sneak Cameron D’Altera. The competition for spots will be more cut-throat this season. “As a coach, you’d rather be able to pick 22 out of 30, rather than 22 out of 22,” Russo said.

Falcons nest in Doggies’ colours City West Falcons are established as the mighty west’s team in the Victorian Netball League (VNL). They will continue to serve the western suburbs for the foreseeable future. Maybe even forever. “We think the western suburbs are a major force in netball and we want to keep it that way,” Falcons coach Marg Lind told Star Weekly. “We’re certainly consolidating in the west and we feel like we’ve got a nice little position. I don’t think we’ll be changing. Ever.” The name and the colours of the Falcons resonate with the western suburbs. They have vowed to never deviate from the red, white and blue while they are based in the west. “The fact that we wear the colours worn by the Western Bulldogs is an advantage,” Lind said. “It’s consistent with the western suburbs … that culture and identity.” There has been a tendency for VNL teams to chop and change identities. That’s largely to do with affiliations with particular universities and moves to different training venues and municipalities. The Falcons have not been immune, having formerly played as Hume City Falcons. But there’s a strong sense their present identity is here to stay. That position has strengthened since VU-Western Lightning’s split with Victoria University. The Falcons’ long-time western rivals started a partnership with Melbourne University this season, bringing about a name change to Melbourne University Lightning. The Falcons are proud to call the west home. They train at the Altona Netball Stadium and have strong links with Maribyrnong College where they recently played a top-of-the-table clash with Boroondara Express. “We had a lot of junior netballers who came to watch from Westside Saints and Altona,” Lind said. The Falcons remain a game clear on top of the VNL championship division ladder despite their first loss of the season – to Monash University Storm by four goals last Wednesday.
