Detective Senior Sergeant Dave Yeoman said the driver was believed to be from the Toolern Vale or Melton areas. “We’re looking for someone who may have been affected by alcohol or drugs or fatigue,” he said. “And we believe this person is likely to have been a local from the area,” he told Seven News. In a week marred by dangerous driver behaviour, another cyclist remains in hospital after being struck by a hit-run driver at Carlton in Melbourne’s inner north last Thursday. University student Connor Murtagh, 22, suffered severe back injuries after being hit by a dark grey VW Jetta sedan in Lygon Street about 6.50pm. The left side mirror of the car broke off on impact. The car was last seen driving west along Lytton Street, near Melbourne General Cemetery. Police are urging anyone with information about either incident to call triple-0.

The family of a young cyclist seriously injured after she was knocked off her bike in a callous hit-and-run say they want the person responsible brought to justice. Stacey Matthews, 24, was cycling on the Gisborne-Melton Road at Toolern Vale, at 12.40pm on Saturday when she was hit by a car that failed to stop. Ms Matthews suffered back, arm and internal injuries and was taken to hospital in a serious but stable condition. In a statement released on Sunday, Ms Matthews’ family thanked the police and public for an outpouring of support. They added: “Our only hope is that the person responsible for this tragedy is caught and brought to justice. We implore anyone with information to contact police.” Police are looking for a white VT or VX Holden Commodore, which would likely have a damaged windscreen as well as damage to its front guard and side mirror on the passenger side. Investigators are also searching for the driver, believed to be a Caucasian man in his 20s with a shaved head and tattoos on his neck and arm. It is believed the car veered onto the wrong side of the road, narrowly missing two other vehicles before hitting Ms Matthews and throwing her from her bike. Witnesses have told police the driver did not slow down after the crash, leaving Ms Matthews for dead on the road, with her bike a mangled mess.

Victims call out stalking crimes By Sumeyya Ilanbey Increased reporting of domestic violence has sparked a jump in the number of stalking offences. The latest Crime Statistics Agency data reports on 300 people being charged with stalking, harassment and threatening behaviour in the past financial year – a 233 per cent increase from the 2011-12 financial year. Melton Crime Investigation Unit’s Detective Senior Sergeant Barry Jenks said people, especially victims of domestic violence, felt
more comfortable reporting stalking by current or former partners. “Just because there has been an increase in the number of offences doesn’t mean there was that much more stalking overall,” Detective Senior Sergeant Jenks said. “Some of that increase is around more contemporary interpretations of the stalking offence.” About 20 years ago, police were reluctant to charge people with stalking. They were told the stalking must happen repeatedly and over a period of time. But in the past few years, police have been
confident of charging people with stalking, prompting victims to come forward. “Hopefully, we’ve made the environment more open to victims of family violence, so they can come forward with anything, including stalking,” Detective Senior Sergeant Jenks said. He said most of the cases involved perpetrators and victims who knew each other. Breaches of court orders climbed by nearly 500 per cent in the four years to June 30, 2015. This represents almost 900 incidents in which people were charged with breaching orders.
Detective Senior Sergeant Jenks said more reporting of domestic violence, and the increased number of intervention orders as a result, resulted in more people breaching orders, and being charged. A dedicated domestic violence unit at Melton police was a factor in policing breaches. The latest crime data reveals almost 3800 people were charged with theft and about 1200 charged with burglary. For the good news, homicide cases dropped from seven in 2013-14 to less than three in 2014-15, while cases of arson fell from 137 to 108.

Diggers Rest Lions Club members are reeling after thieves stole a trailer due to be raffled for charity. On Friday, September 18, club secretary Bob Cassar parked the new trailer, packed full of items, at club headquarters. The following Friday, the trailer and goods, valued at $1500, were gone. Mr Cassar said it was the first time in eight years the club had been broken into. He said the club was now concerned thieves would strike again. He said the thieves “went to a lot of trouble” to steal the trailer. The chain and lock on the shed had been reconnected to look as though nothing had been broken. Every year, the club sells raffle tickets to raise money for a community organisation. This year, the money raised was to be donated to CareWorks, Sunbury which provides emergency relief to people in crisis. “I wish the offenders had a conscience about what they were doing,” Mr Cassar said. He said the club had not only lost the trailer and the items in it, but about $4000 in fundraising money. CareWorks manager Michael Austin said they were “very disappointed” by the theft. “It’s a terrible thing to have happened to the [Lions] club. They have a very community-conscious focus and put a lot of time, effort and money into raising funds.” The trailer is dark grey, with whiterimmed wheels and a silver cage. By Sumeyya Ilanbey Moorabool council is urging the state government to get a move on and finish Bacchus Marsh traffic improvements, announced 18 months ago. In 2013, the former state government announced $38 million to go towards roadworks in the oft-neglected town. But less than one per cent of the state government’s package of works has been completed, according to council chief executive Rob Croxford. The state government is responsible for constructing east-facing ramps and a dedicated bridge at Halletts Way, estimated to cost $12.5 million, while the council is responsible for upgrading Woolpack Road South, Hopetoun Park Road and the off-ramps at Bacchus Marsh Road exit. Mayor Paul Tatchell said while the council appreciated the funding it had received so far, the state government needed to commit to the east-facing ramps. “This funding is greatly appreciated, but there is a strong reliance on the funding of the east-facing ramps to make the western route a reality,” Cr Tatchell said. “I am urging the current state government to commence works on this critical piece of infrastructure, to improve the safety, amenity and travel times for our 19,000 Bacchus Marsh residents.” The project is due to be completed in four stages, with the state government’s responsibility being vital to stage four, which is now in its construction phase. “The community often contacts councillors and officers asking what we’re going to do to relieve traffic congestion, in general, and, in particular, when VicRoads are going to do something about safety concerns on the

Western Highway overpass along Halletts Way,” Mr Croxford said. “Almost all north-south bound traffic over, or to, the Western Highway is forced onto an already-congested Grant Street and Gisborne Road.” A spokeswoman for the Roads Minister said the government was looking at options for funding stages two and three of the project. Stage one included upgrading Hopetoun Park

Road and constructing an exit ramp from the Western Highway to Bacchus Marsh Road. The Opposition spokesman for Roads, Ryan Smith, said Bacchus Marsh residents were paying the price for lack of action. “With Melbourne’s population continuing to grow, our future depends on urban centres like Bacchus Marsh taking on a bigger role in our economy,” Mr Smith said.
A Supreme Court judge has dismissed an application to review the sentence of a 26-year-old man, describing his crime spree as “outrageous”. But Justice Phillip Priest quashed one charge against Shannon Riley, reducing his sentence by two months to six years and 10 months. Riley was charged last December with 20 offences, including assault, burglary, armed robbery, false imprisonment and possessing an unregistered firearm. He was sentenced to seven years’ jail. Riley’s spree spanned from Burnside Heights – where he broke into a house and stole items valued at about $5000 – to Mill Park and Ivanhoe. Riley applied to have his sentence reduced because it was “manifestly excessive” and to drop an unregistered firearm charge because he used an imitation pistol to force entry. The judge said Riley’s offending was “appalling” and “merited a substantial term of imprisonment’’. “The use of the imitation pistol puts the aggravated burglary at the serious end of the spectrum,” he said. Justice Priest said the sentence imposed was “far from being manifestly excessive” and was within the permissible range. “We regard much of the appellant’s conduct … as outrageous. It could not be sensibly argued that anything other than a substantial sentence of imprisonment was appropriate.” Sumeyya Ilanbey

Tragic legacy of speed, drugs By Charlene Macaulay Nearly 1000 people were injured and 17 killed on the west’s roads over the past year. RoadSafe Westgate’s annual report shows the 17 people died in incidents across Wyndham, Hobsons Bay, Maribyrnong and Melton during 2014-15. A further 280 people suffered serious injuries and 707 had minor injuries. RoadSafe Westgate, a road safety advocacy group with programs across Hobsons Bay, Maribyrnong, Melton and Wyndham, said
while inroads were being made to reduce the road toll, more needed to be done. Chairman Jim Giddings said Roadsafe Westgate had been proactive in getting the road safety message out via workshops and billboards targeting L-platers, P-platers and senior drivers alike. “The challenges on road safety issues are still there, but by bringing our local communities on board we will continue to drive changes, including legislative changes,” Mr Giddings said.

Speed, hoon drivers and drink-driving were still seen as the greatest contributors to road accidents. Despite speed advisory trailers being parked at targeted locations, highway patrol units recorded a rise in drivers caught speeding in
every area except Hobsons Bay. On average, police nab 321 speeding drivers in Melton each month, followed by 140 in Wyndham, 97 in Maribyrnong and 90 in Hobsons Bay. Hooning remains a big problem in Wyndham with 76 cars impounded in the first six months of this year, compared to 48 in Melton, 39 in Hobsons Bay and 22 in Maribyrnong. Wyndham also recorded the highest ratio of positive breath tests, with one in every 474 drivers tested returning a positive result.
Anti-violence to a ‘T’ Powerful messages of hope, respect and resilience will be sprawled across Melton this month. As part of Week Without Violence events, Djerriwarrh Health Services (DJHS) is hosting T-shirt painting workshops at which people are encouraged to write messages to domestic violence victims and raise awareness of the violence scourge. The T-shirts will be displayed across the municipality. “Violence against women is a community issue and, in order to address the causes and consequences of violence, we have to develop strategies for people to work together to make a change,” DJHS chief executive Andrew Freeman said. Health hub gets the green light
DIGGERS ByREST Sumeyya IlanbeyREST GGERS Construction on the long-awaited $21 million health hub at Melton will start next year. The former state government pledged $14 million to build Victoria’s first Community Ambulatory Care Centre at Barries Road in the lead-up to last November’s election. At the time, the government said construction of the one-stop health centre would start this year and be finished by 2017. But making the announcement last week, Melton MP Don Nardella said construction would start next year. Once finished, the centre will provide adult
and youth mental health services, a range of adult health, children and family services, drug and alcohol support, and Aboriginal health services. Djerriwarrh Health Services will be the lead tenant at the centre, moving from the existing Melton Health building, which will eventually be demolished. Midwest Area Mental Health, cohealth, Breakthru People Solutions, Odyssey House, Victorian Aboriginal Health Services, Mackillop Family Services and Pinarc are some of the other health agencies to be located at the new Ambulatory Care Centre. The current government committed to the
$14 million promised by the former government – $9 million will be funded through the health budget and $5 million through the Growth Areas Infrastructure Contribution fund. Health providers will contribute the rest. “Health hubs are a great way to provide health services to local communities,” Health Minister Jill Hennessy said. “[They] bring together a range of health and community services under one roof, ensuring services are better co-ordinated, more efficient and more convenient for locals.” Melton Residents Association president John Goodman is pleased governments realise the importance of investing in growth areas.
“I think the health centre is a great idea. And the sooner they do it, the better,” Mr Goodman said. “Health service providers coming together is a good idea; it’s the way things should be.” Mr Goodman said catering to youth and Aboriginal mental health was important. “Mental health, youth suicide and the drug problem is running rife, like it is everywhere else. We’re a city now, we’re growing – it’s important we have these services,” he said. The Melton Community Ambulatory Care Centre also signals the start of a new health precinct for Melton, earmarked for Barries Road. Health service providers were contacted for comment.

Instead of constantly “taking” from the community, Lalitha Koya decided to “give back”. About two years ago, shortly after the birth of his son, Mr Koya joined the Country Fire Authority’s Bacchus Marsh brigade as a volunteer. And last month, Mr Koya was presented with the brigade’s Rookie of the Year award. “My dad tried to help others whenever he could,” Mr Koya says. “I thought it would be a good opportunity for me to join the CFA, so I can give something back and encourage my son to do the same.” Mr Koya has called Bacchus Marsh home for the past six years, but since \volunteering with the brigade, his family of three has grown significantly. » “We’re just like a close family at the brigade

Captain’s call ‘very foolish’ By Sumeyya Ilanbey A Kealba man, known as “the captain� among the west’s tight-knit Croatian community, has avoided jail after disposing of a Footscray man’s body at Diggers Rest. Ante Bacak, 46, admitted to helping dump Kenan Balikel’s body. His charred remains were found in a burnt-out car on Bulla-Diggers Rest Road in the early hours of October 31 last year. Bacak was sentenced to a 12-month community corrections order. Mr Balikel was allegedly killed with a crowbar on the afternoon of October 30 last year. The Supreme Court heard Bacak visited the alleged killer, John Butorac, at his Tullamarine factory later that afternoon and noticed Butorac looked “stressed and agitated�. Butorac went to Bacak’s home about 9.30 that night and asked him to “get rid of a body�. Bacak initially refused to help but eventually agreed. Asked by police why he helped Butorac dispose of the body, Bacak replied: “Because I was a ff---ing idiot.� In sentencing Bacak, Justice Lex Lasry said his guilty plea and willingness to give evidence were signs of remorse and regret for what had happened – “and your way of trying to atone for what occurred�. “Notwithstanding that Butorac had been a close friend and confidant, your willingness to be involved in this attempt to conceal his crime is to be condemned,� Justice Lasry said. “It is, of course, a very serious offence and
your decision to relent and assist in the way you did was, at a minimum, a very foolish step on your part. “Whilst your assistance to Butorac lasted for some time, the initial decision you made to assist can be properly described as spontaneous. You had no involvement of any kind in the events leading up to his request of you.�

A psychiatrist’s assessment found Bacak to be suffering anxiety and depression, which was “largely as a result of your involvement with Butorac and the consequences you now face as a result�. During the hearing, defence barrister Michael O’Connell, SC, said Bacak was known as “the captain� because he was always willing to drop everything to help a friend. Members of the Croatian community attested to Bacak’s “good character�, including his reliability, trustworthiness and hard work, emphasising his behaviour in committing such a heinous crime was “completely at odds with the person they knew�. Justice Lasry said Bacak’s “misplaced sense of loyalty to Butorac� was the reason he offended. He noted Bacak’s future prospects of reoffending were very low.

Ballan Recreation Reserve Committee’s chairman, Billy Smith, said he was excited the project was finished before cricket season. “I’m glad the project’s finished on time so the cricket club has full access to the reserve in time for the start of the season,� he said. “It will mean the cricket club will no longer have to travel to other grounds for home games.� The $100,000 project included reshaping the oval for better water run-off, installing a subsurface drainage system and a makeover of the cricket pitch. The annual Hot Rod Car Show is a chance for people to show-off their cars and others to find unique car parts and car-related memorabilia at the “swap meet” market. The Marsh Rodders hosted the first “swap meet” in 2005 - since then it’s expanded to include a “show and shine” and a range of family-friendly activities, president Brett Boardman said. “Ten years ago, we decided to host a swap meet and since then, it’s just grown,” Mr Boardman said.

SPORT Recruits raise Darley’s hopes By Liam Twomey Darley hopes a productive off-season will lead to the perfect reward when the Ballarat Cricket Association season kicks off this week. After a disappointing 2014-15, when the Lions won just three matches and finished eighth, Darley attacked the break like an opening bowler steaming in with a new ball in hand. In May, the Lions signed Victorian Sub-District star all-rounder Heath Pritchard, who joined after two outstanding seasons with Werribee. In his first year there, Pritchard took 47 wickets and played a huge role in the Tigers reaching the VSDCA grand final. He continued that form in his second season, hitting 293 runs and taking 30 wickets. Pritchard will coach the club and captain the first XI. He isn’t the only exciting recruit to join, with the Lions adding two English imports, both from Chester Boughton Hall Cricket Club. Harry Killoran will bat in the top order and bowl off-spin, while all-rounder Rick Moore will also bat at or near the top. Pritchard said Darley had struggled with the bat last season so a big focus was being placed on strengthening the top order. “There’s no doubt the club has bowled well

After only one senior side qualified for finals last year, he wants to see all of Darley’s senior teams in the top four this time. “Good clubs have successful teams all through the grades,” he said. “If we want to be a successful club, it can’t be about just the first XI. It’s got to be the seconds, thirds and fourths doing that as well. “The only way the Darley Cricket Club is going to improve is by getting multiple teams in finals every year.”

Burras feel triple pain By Liam Twomey The pain of losing three grand finals in a row hasn’t eased for Diggers Rest Football Club. It’s two weeks since the Burras lost the Riddell District Football League decider to Romsey, but it will take longer than that for the scars to heal. For three years, Diggers Rest has been a constant feature at the top end of the ladder. In that time the Burras have won 38 home-and-away matches and lost just nine. Despite it imposing finals record, Diggers Rest has been unable to grab a premiership cup. But in the club’s three grand final defeats, its players have never been disgraced. Three years ago, only a single-figure margin stood between Diggers Rest and Riddell. And the past two grand finals, both against Romsey, have been decided by a combined 28 points. Diggers Rest coach Shaun Sims says the most recent loss was incredibly hard to take. “We’re still bitterly disappointed with the result. That will take some time to get over. “It was hard for the guys to cop, but you just have to. The fact is we were better than 11 other teams in the competition. “We wanted to win it and I suppose you put that element down as a failure.” Adding to the disappointment was the nearmiss for the Burras reserves, who also came close to premiership success. After leading at three-quarter time, Diggers Rest went down by 18 points to Sunbury Kangaroos in their grand final. The recently re-formed under-18s also qualified for the finals, before being knocked out by Woodend Hesket. Sims is confident the long-term affect for the club will be positive, with a number of players from those lower-grade teams expected to push for senior selection next years. He highlighted Brad Wilson and Josh Wallace as up-and-comers he believes will graduate to the Burras’ seniors. Wilson played most of last year in the reserves, where he kicked 22 goals, while Wallace split his time between the seniors and seconds. If opposition clubs are hoping finals disappointment will have a lasting impact on Diggers Rest’s hunger to return to the top next season, they will be mistaken. “The club will survive,” Sims said. “We’ve been relatively successful for a long time and nothing will change from that side of it. “We’ll keep looking to get better, develop the guys we’ve got, get some new coaches in to help support that and just try to improve.” Sims has declared his intention to remain as head coach, his third season in the top job. But he says it’s likely he has played his last senior game.

Swingman’s gong confirms consistency Jason Williams was rewarded for an outstanding year by winning Diggers Rest’s best and fairest award last week. The swingman had an incredibly consistent season, booting 31 goals for the Riddell District Football League outfit and being named among his club’s best players in 12 of his 16 matches. Diggers Rest coach Shaun Sims praised Williams for his hard work. “He had a fantastic year,” Sims said. “He did a lot of things right and has got what he deserved. He put in a lot of effort and was an assistant coach as well. “Jason really pushed himself to improve. As a person, he also developed a lot over the year, which is great for him. “That is a real success story from our season.” While his home-and-away form was impressive, Williams produced some of his best work when his side truly needed it. He booted a tally of 12 goals and was among his side’s best players in all three finals. The award caps off a brilliant year for Williams, who was also named on the half-back line in the RDFL team of the year. Cameron McCabe came second in the best and fairest count. Barker takes on coach role The invitation to coach Diggers Rest Bulla Village Cricket Club was too good to refuse for Kevin Barker. Having begun his cricket career in the Gisborne and District association with Rupertswood, Barker left the competition to play at a higher standard. He spent two seasons at Premier Cricket club Footscray Edgewater before playing the past three at Victorian Sub-District Cricket Association club, Brunswick. Barker, who lives in Sunbury, said his ties with many of the committee members of Diggers Rest Bulla Village, including president Sean Fitzpatrick, played a major part in his accepting the role. “I have played with and against a lot of the guys at Diggers Rest Bulla,” Barker said. “I played half a season of footy with Diggers Rest and the job came up in conversation… when the offer just came up I couldn’t say no.” 44 MELTON & MOORABOOL STAR WEEKLY \ OCTOBER 6, 2015
This is the Burras’ first year back in the McIntyre Cup after winning the B-grade competition last season. “I see it as a really good opportunity and I can see us being competitive in McIntyre Cup. “The club has a bright future and I wouldn’t have taken on the role if I didn’t think we could be competitive,’’ Barker said. He said the line-up would be similar to last season Barker said former coach Rhys Berry was still playing an important role at the club. In Berry’s three years as coach, the Burras played three grand finals and won two flags. “What I’ve seen already is his leadership off field. I’m excited to work with him and the other leaders of the club,” Barker said. The Burras start their McIntyre Cup season on Saturday against Riddell in a one-dayer. Tara Murray
