Steve Tandy has never understood the murky world of crime, drugs and violence, nor why people fall into their thrall … let alone why so many who engage with the vices never make it out alive. “It’s just a world I don’t understand, and everything about it frightens me,” Tandy says. “I want to educate people as much as I can about things they may be on the brink of getting into.” A passion for storytelling, and ‘saving’ people and animals, has earned the talented 24-year-old filmmaker from Bacchus Marsh an Australia Day ‘young citizen of the year’ award. Tandy recently landed a contract, with a $750,000–$1.5 million budget, to write and direct his first feature film about how life’s many crossroads can take people down dark and dangerous paths. The Black Dogs We Carry will tackle depression, anxiety, drugs, disaffected youth and dog fighting, and will be filmed next year in Bacchus Marsh, Melton and Footscray. “Doing research about dog violence, it made me so angry. Not enough people know enough about dog fighting,” Tandy said. “I’d rather go through … some really bad times of researching to make a film that’s going to educate people.” Sumeyya Ilanbey

Classes fill beyond limits Almost 650 new classrooms will be needed over the next decade to cater to Melton’s rapidly growing population, new research has warned. Student numbers in the municipality will explode by 58 per cent – or 15,650 school entries – by 2026, with almost 8000 of these being primary school-aged, according to a Grattan Institute analysis. Population growth is concentrated in nine municipal areas, Grattan Institute’s Peter Goss said, with Wyndham, Whittlesea and Melton needing the most new classrooms over the next 10 years.

While some schools can cater for growth on existing sites, Dr Goss said Melton would need between 10 and 16 new primary schools and four to six new secondary schools to absorb the population boom. “Even if existing schools grow, there are limits,” he said. “Yet the projected growth in Melbourne’s population is expected to be high for many decades. In this case, under-building new schools and expecting existing schools to take many more students just kicks the can down the road.” Although governments had been aware of the population boom in outer growth areas, Dr Goss said it was hard to keep up with demand.

“Victoria now needs to have a plan of a continuous build of schools as the population is forecast to keep growing for the foreseeable future,” he said. “Greater transparency on supply and demand at a very local level would help depoliticise the issue.” According to Melton council, Taylors Hill, Eynesbury, Burnside, Toolern and Brookfield desperately need new schools to boost school retention rates. Economic development and advocacy acting manager Tennille Bradley said most of the schools in the municipality’s eastern corridor were “already under extreme pressure and

exceeding their intended maximum capacity”. Schools in Melton, including Melton Specialist School and Exford Primary School, have also reached capacity. “Melton residents tend to leave school earlier and a lower proportion complete year 12,” Ms Bradley said. “Ensuring the provision of quality schools to keep up with demand and growth pressures is key to reversing these trends.” Ms Bradley said the council would continue to lobby the state government for new schools, and communicate the town’s growth situation. The state government was contacted for comment.

Commission, there will be a “high” risk that council experiences “some form of financial distress in the medium to long term”, a report prepared by council officers and presented to last week’s meeting stated. “For the past four years, officers have been working towards a decreased reliance on rate income as the effects of compounding general rate rises become more difficult for household budgets,” the report added. “This needs to be balanced with \the need for \ enhanced service levels and council to provide facilities for a growing population across the shire, and to plug the gap as state and federal

governments continue to tighten the purse strings.” Cr Paul Tatchell said there needed to be a “transitional period” for capping rates and, ultimately, reducing council’s revenue. “We [need to] know exactly where we sit,” Cr Tatchell said. “There needs to be a transitional period so we don’t make a mammoth change in the shire. “The state government, the Essential Services Commission … what do they know about running a shire?” he asked. Cr Pat Toohey was the only councillor to oppose a motion that included applying for

a rate cap variation and presenting a draft community consultation plan and budget timetable to a council meeting next month. Cr Toohey said while he believed rate capping had been “imposed upon us without too much thought process from our present government”, he was concerned about the timing of a community consultation plan. “It’s not about the council; this is about the community. The community are going to have to cop it and have serious cuts to services,” Cr Toohey added. “For a state government to say, you shall close off your books and this is all you’re going to have, is nonsense.”

Melton dancers live their dreams A group of Melton dancers has stepped up to win a national dance competition. Galactic Dance and Events students – under10s, 13s and 15s – triumphed in the Follow Your Dreams competition’s jazz, hip-hop and contemporary genres in Ballarat earlier this month and won first place overall. Galactic principal Andrew Micallef said the students “flourished” with every round of the competition.

“I watched their confidence grow more and more through each round, which was an awesome feeling,” Mr Micallef said. “And for the last [round], I saw how hyped they were. It actually got overwhelming following their journey throughout the day. It was amazing.” The students had been rehearsing for the competition since last October after qualifying for the Melbourne rounds.

All the students’ hard work and practice paid off. “Watching them find that drive and passion was phenomenal,” Mr Micallef said. “They have grown significantly since October. “I’m so proud of them … and they’re really, really proud of themselves.” Sumeyya Ilanbey

More than 200 Brimbank workers may be out of a job in the wake of Woolworths’ decision last week to pull the plug on its troubled Masters stores. Losses topping $600 million over the past four years, with no sign of a profit on the horizon, has spurred the company to either sell or close its home improvement chain. A Woolworths spokesman said there were more than 100 employees at each of the Caroline Springs and Braybrook stores. Woolworths chairman Gordon Cairns said the company was forced to make the hard decision as it would take “many years” for Masters to become profitable. “We intend to pursue an orderly prospective sale or wind-up of the business,” he said. The initial process would take at least two months to complete, while a “potential sale process or other exit process will take additional time”. Woolworths said in a statement that if stores closed it would try to find jobs for affected staff within the wider company. “If Woolworths is unable to sell all of the business and has to close any of the operations, it will seek to provide alternative employment opportunities within the Woolworths Group to all current home improvement employees” The Shop, Distributive and Allied Employees Association told Fairfax the looming sale or closure left 10,000 workers, nationally, and their families facing an “uncertain future”.

Ajay Psaila’s memory lives on and his legacy touches thousands of families. Since his death from a car accident in 2012, annual fundraisers in Ajay’s honour have raised more than $30,000 for the Royal Children’s Hospital’s intensive care unit. Event organiser and family friend Colleen Downie said Melton’s generosity and willingness to help out had been overwhelming. “The day is now becoming somewhat bigger than Ajay himself,” she said. “We’ve got other families in Melton who’ve lost their children and the day is starting to represent other kids in Melton as well.” Ms Downie said the Psaila family was glad their nine-year-old boy’s name was being kept

alive – and they hoped the money raised at Ajay’s Family Day would help to save lives. “Mary [Ajay’s mother] never ever, ever wants to see another person go through what she’s gone through,” Ms Downie said. “She believes that money will save another child.” The event will feature live entertainment, a car show and food will be available. Local businesses will sponsor this year’s event, with PRD Real Estate and Escape Travel donating a $3000 travel voucher for the event’s raffle. Rates relief to aid fire recovery By Sumeyya Ilanbey Moorabool council is offering rates assistance to landowners whose properties were damaged by the recent Scotsburn fires in a bid to help the town get back on its feet. Residents who lost their homes, or whose businesses, pastures or properties were impacted by the fires, can apply for a change to payment arrangements or deferment without incurring penalty interest. A grassfire that zigzagged through Scotsburn and surrounding towns on Saturday, December

19, burned 3000 hectares and destroyed 11 homes and 55 buildings. The council’s Post Impact Assessment Report confirmed one house was damaged but habitable, one house damaged but not habitable, 45 water tanks affected, about 4000 animals killed, and hundreds of kilometres of fencing destroyed. Moorabool mayor Allan Comrie said the council was committed to helping locals recover and stay informed. “We recognise that these families will be doing it tough right now, and Moorabool shire

is doing all we can to assist them to get back on their feet,” Cr Comrie said. “This community lost 11 homes and more than 55 outbuildings, many of which would have contained equipment for business purposes and some home businesses. “Rate assistance is one of the many ways we’re working with this community in the aftermath of the fire.” The state government announced $180,000 for Moorabool and Ballarat councils to support community recovery after the Scotsburn fires. A fund of a further $100,000 has been set up to

support recovery initiatives in Scotsburn and Barnawartha, in the state’s north-east. Buninyong MP Geoff Howard said the extra support from the state government would help his community “as it continues on the path of recovery after the fires”. “As the local member, I want to thank the Victorian community for all their support since the fires, whether it’s repairing fences or supporting affected families,” he said. Guardian angels gonged When Margaret Behan started the Riding for the Disabled program more than two decades ago, she didn’t realise how big it would grow or how many lives she’d touch. “I love teaching the kids to be able to do something that allows some to be independent and others an opportunity to do something they wouldn’t otherwise be able to do recreationally,” Ms Behan says. Riding for the Disabled offers equestrian activities for young people with disabilities or behavioural issues, or who are marginalised. The Melton woman today received council’s citizen of the year award for her commitment to helping the city’s vulnerable. “I’m excited and humbled,” Ms Behan said. “If you’re going to volunteer to get an award you’re wasting your time, but it’s really nice when this happens.” Thomas Woof, 21, was named young person of the year for his work with local youth

services, while Annette Buttworth has been recognised as this year’s access and inclusion leader for setting up BusyFeet Melton, a weekly dance session for children with disabilities. “I never expected to have the opportunity to win something like this,” Mr Woof said. “It’s so exciting to be recognised in this way.” Leonie Patterson was named woman of the year for opening her heart and home to more than 280 foster children since the early 1980s. iCare Special Needs Group won the community project of the year award for bringing together parents and carers of children with special needs. Moorabool council’s community event of the year award went to the Coimadai Memorial Park opening; young citizen of the year to Steve Tandy; citizen of the year to Marlene Burville; and mayor’s award to Nathan Ractliffe. By Sumeyya Ilanbey Western Health will receive angiography units, valued at almost $3 million, in the state government’s latest round of funding. It is one of 18 health services to share in the $35 million medical equipment replacement program, which is used to provide new medical equipment and replace ageing stock with the latest technology, state Health Minister Jill Hennessy said last week. Western Health operations executive director Russell Harrison said the angiography units, which are used to X-ray blood vessels, would go to Western Health’s Footscray hospital, which does not have any. Mr Harrison said the hospital would now be able to offer “interventional” care to patients. “Western Health is extremely pleased to have received funding,” Mr Harrison said. “It will provide patients with access to modern equipment to enable a timely diagnosis and treatment, and it will further help staff in delivering high-quality healthcare to the people of Melbourne’s west.” For the first time, Victorian hospitals can now access a $10 million funding pool to replace and upgrade old ICT equipment. Ms Hennessy used the opportunity of her funding announcement to urge the federal government to reverse its decision

to cut millions of dollars from Medicare and public hospitals. “We’re investing in our hospitals to give them the tools and equipment they need to save lives and provide the very best patient care,” Ms Hennessy said.

“Instead of taking every opportunity he gets to chip away at our health system, Malcolm Turnbull needs to stop the cuts and cost-shifting and fund his fair share.” Last month, federal Health Minister Sussan Ley announced 23 tests and procedures, including ear, nose and throat surgeries, and diagnostic imaging, had been recommended by a clinician-led taskforce for removal from Medicare. In a statement, Ms Ley said these 23 items had cost $6.8 million, representing 52,500 patient visits, in the past financial year. “My number one priority for this Medicare Benefits Schedule review has always been, and remains, building a healthier Medicare for Australian patients, health professionals and taxpayers … and I am determined to deliver it,” Ms Ley said.

Business talk aims at growth

From Victoria Police headquarters to the pastures of Bacchus Marsh, Nathan Ractliffe is no stranger to emergency services. Now he adds an Australia Day mayor’s award to his list of accolades. He speaks to Sumeyya Ilanbey. Why did you join Bacchus Marsh CFA? I joined the CFA because my father was a volunteer and my mother was a volunteer. Firstly, I wanted to do a bit for the community, and, secondly, it meant I could be with my parents while they’re serving – sort of like a family affair.

What are some of your favourite memories of living and volunteering in Bacchus Marsh? It’s about being able to help my immediate community, whether it’s a fire, car accident or flooding. It’s about being a part of the community, or giving something back to the community. If my house was on fire, and I’m not on that fire truck, who will be? What drives you to do what you do? I get a lot of satisfaction out of just basically helping people. A lot of people don’t understand why we would do something for nothing, but until they’re exposed to it, they won’t understand. It’s about helping your community, helping your neighbour, basically, so we can live safely. Do you ever switch off after you leave the ‘office’? I don’t find it difficult to switch from one role to another … but I try and balance family, work and the fire brigade. Sometimes they

do compete, but I feel what I’m doing is worthwhile. I hope my boys learn something from me. How do you feel about receiving the Australia Day mayor’s award? I don’t go out of my way to seek awards and recognition, but to be thought of in that light … I’m quite humbled by it. I certainly don’t do what I do for the medals and

awards, but what those awards do is confirm what I’m doing is right. What’s your favourite place in Bacchus Marsh? I haven’t done it lately but I love walking along the Avenue [of Honour]. When I’m coming home from work, I hit the Avenue, wind the windows down, smell the fresh air and know I’m home. It’s a bit of a comfort street.

CONSIDER THE SAUCE Kenny Weir finds yet another dumpling paradise in Footscray After five years and more than 1000 posts, it might be presumed that Consider The Sauce has explored every noodle nook and curry cranny in Footscray Central. Hasn’t happened. Not even close. For example: Dumplings & More is by now a Hopkins Street veteran, yet it’s only very recently that we have ventured through its doorway to eat and enjoy. And enjoy we did. Woks are used here but this is food – from the north-eastern province of Liaoning – that is quite a long way removed from your regular Cantonese tucker. There’s ample scope in the menu to accept all sorts of challenges, although quite a few of the dishes involve Chinese pickles of the sort I already know through experience are not really my “thing”. This place is about hardcore Asian dining – the service is fine and smiling but there is not much English spoken here, so pointing at the required dishes is the go. Ambience is bare-bones, cheap eats cafe style. And the prices at Dumplings & More are very low. Cucumber salad ($7) is a beaut and refreshing starter. It’s a little sweet, vinegary, a little spicy, garlicky and delicious. Spicy chicken with peanuts ($13.80) is another winner, although I’m keener about it than my offsider.

An order of the pan-fried lamb dumplings ($9.80 for 15 pieces) is very good, with the casings being alternatively crisp and a little doughy and the innards juicy and well seasoned. The crowning glory of our visit is the potato, eggplant and chilli ($13.80). Seriously, Bennie has been talking about this dish regularly since we devoured it. It is very, very oily – but that goes with such a dish and its method of preparation. The potato segments are browned yet still quite firm. They’re just like roast spuds – and unlike anything potato we’ve ever before had in any kind of Asian restaurant. Brilliant! The eggplant is wondrously silky and luscious and packed with aubergine flavour. This is all the more impressive as all of it is skin-free – yet it is the skin with which we normally associate high degrees of flavour in eggplant cooking. SPORT Washout at the wicket just not cricket It had all the makings of a classic encounter, but Melbourne’s weather had other ideas. The top-of-the-table clash between two of Williamstown District Cricket Association’s most powerful sides was washed out at the weekend, robbing players of a potential grand final preview. Instead, after one-and-a-half days’ play, Grand United and Melton Centrals walked away from the contest with three points each. With the match resting on a knife’s edge when stumps were drawn, fans are no closer to knowing who will have the advantage come finals. Batting first on day one, Grand United reached a solid 204 before the final wicket fell in the 74th over. Middle-order batsman Matthew Hayes was the standout for Grand United, top-scoring

with 43, while wicketkeeper Dillon Hinge added 38. For Centrals, Ben Notman continued his outstanding season, bagging five wickets, with Matthew Murphy claiming three. Despite the wet conditions, play got under way on Saturday with Centrals taking a slow and steady approach. They fought their way to 4-110 before a dose of rain ended proceedings and umpires called off play. Bradley Coulson and Cameron Thorp were stranded at the crease as the not-out, and set, batsmen. The draw means Grand United maintains its hold on top spot on the WDCA A-grade ladder. Both sides have 36 points, with the Gorillas ahead on percentage.

This week, Melton takes on Williamstown Congs, and Grand United hosts Caroline Springs. Elsewhere at the weekend, matches between Melton South and Caroline Springs, and Gellibrand and Williamstown Colts, were also washed out. Warriors whip adversity By Liam Twomey Going into last season, there was a real buzz at the Melton Rugby Union Club. Across the previous two years, the Warriors had claimed state and minor premierships and it appeared a prolonged period of success was on the way. The timing couldn’t have been better with Melton celebrating its 40th anniversary and record playing numbers turning out. But promotion for Melton, which had always been a social club, from division 3 to division 1 quickly derailed its momentum. Weekend wins disappeared and 60-point losses became the norm. The constant smashings took a dramatic toll with the Warriors unable to field a team and forced to forfeit the 2015 season after less than two months. Melton president Liam Devlin said it was an extremely tough time for everyone at the club. 38 MELTON & MOORABOOL STAR WEEKLY \ JANUARY 26, 2016

“It was devastating,” he said. “I know it was quite upsetting for lots of the members, especially the older ones who have been around the club for a long time. “When something like that happens you can really question as to whether the club is going to be viable. “Seeing it fall apart left a lot of people very miserable.” Having built a reputation based on hard work, the Warriors’ faithful weren’t about to let their club disappear. Led by Devlin, the club appointed a brand new committee with the goal of returning Melton to its winning ways. Their efforts have worked, with the Warriors back up and running with an eye to season 2016 and set to move to a new home at McPherson Park. Devlin and his committee have implemented a plan to ensure the Warriors never struggle for numbers again. “We’ve put a lot of time into the club over the past six or seven months to try to get it back up

and running,” Devlin said. “Right now, we’re in the best financial position we’ve been in for some time. “Everything is on track. “We really want to build the club up through the juniors and we’re planning on having under-eights through to seniors. “If you go back five years, Melton Rugby Club had over 120 junior players. We want to encourage the young fellas to come and play in those sides.” The club has had a great response to its relaunch, with 20 senior players signed up for the coming season in which the Warriors will return to division 3. At the junior level, the club has 30 players committed to the under-16 and under-18 sides. Melton will begin pre-season training at the Melton Phoenix Soccer Club on February 9. The Warriors are hoping the move to McPherson Park will be completed by the middle of February.

Rockbank is looking to build on the momentum of its much-improved Riddell District Netball League season. Under first-year coach Tara Crisp, the Rams climbed from the bottom of the ladder, shaking off the competition ‘easy-beats’ tag. Rockbank won two matches to finish ninth (out of 12) on the A-grade ladder. There was also improvement in the club’s B and C grade teams. With pre-season just around the corner, Crisp is hoping for more of the same in 2016. “We were extremely happy with last year,” she said. “To go from getting flogged the year before to being competitive, that was our aim from the start. It was never about making finals or winning a flag last year. “We just wanted to take small steps, and the first part of that was improving dramatically from the year before. “I believe that’s what we did, which was really pleasing,” Crisp said. It will be a slightly different Rams outfit that takes to the court next season, with a number of senior players not returning. Rather than being disappointed, Crisp is encouraging new young players to take up the opportunity and run with it. “We would love the younger girls to come down [to the ground] so we can get them to grow within the club and go through the ranks,” Crisp said. “With the older players, it’s great to have their experience and level heads as mentors. “We’re looking for both younger and older players. “The main thing is, if they’re prepared to have a crack and put in 100 per cent then we’re happy to take anyone on.” Rockbank will hold its first preseason training session next Tuesday, February 2, from 7pm. Coach lauds lionhearted bowlers By Liam Twomey An improved bowling and fielding effort is making Melton a tough customer in the countdown to Victorian Sub-District Cricket Association finals. While the Lions won’t be joining the finals action in March, their exploits with the ball since Christmas have had a major impact. Melton knocked off finals aspirant Altona in the first match back from the break, defending a score of just 99. Carrying on the good form, the Lions were ultra-competitive against Brighton last week as they look to finish a tough year on a high. Melton coach Michael Alexander praised his team’s young players for continuing to show fight. “We’ve been rapt with the bowling and fielding effort. They have been outstanding the past couple of games,” he said. “The wickets have been shared around, too. The younger guys have really stepped up; it hasn’t been just one going through opposition sides.” A leader with the ball has been Jake Charge. The medium-fast bowler has been a force since being called up from the second XI in mid-December. Twelve wickets have come from his past four matches, including a bag of five earlier this month. “He’s really stringing some consistent performances together and getting the results, which is great to see,” Alexander said. “The thing he needs to do over the off-season is get a bit bigger and stronger because he can certainly swing the ball.” Also impressive for the Lions has been Paul Halfhide, who was in the third XI at the start

of December. He’s taken four wickets in his two first-grade matches since being promoted. But the standout has been stalwart opening bowler Brad Jones, with a handy 26 scalps. Alexander wants the bowlers’ efforts to be matched by bigger scores with the bat.

Melton’s total of 1397 runs for the season is the second-lowest in the VSDCA south-west division. “I think it’s an experience thing, a concentration thing,” the coach said. “We’ve had some poor decision-making. The good

sides do that really well and we have lacked in that area all year. We just need one or two guys to go on with it in each game.” Melton will finish its 2015-16 campaign with matches against Werribee, Hoppers Crossing and Oakleigh.

Necessity spurs team move By Lance Jenkinson VU-Western Spurs are forecasting rapid growth after packing up and moving to a new home base. The Spurs (women’s Australian rules) will settle in at Henry Turner Reserve in Footscray this season and beyond after turning their back on Kings Park Reserve in St Albans after years of calling it home. The move was seen by the Spurs as a necessity as they embark on their first season in the inaugural AFL Victoria women’s football state league. Head of Spurs media Kelly Borradale said the club was excited about the “big” move. “It brings us into an area where we’ve got a better catchment for players and we’ve got some great partnerships now with Maribyrnong City Council and Victoria University,” she said. “We needed to be a bit more central. With our partnership with VU, we can promote the

club a lot easier because they’re just across the road.” The decision to leave St Albans was not taken lightly. The Spurs football team and St Albans Sports Club had combined to foster women’s football in the west from a grassroots level. The Spurs were part of the premier division of the Victorian Women’s Football League but always had an eye on youth development, running Auskick clinics for girls and promoting homegrown players into their seniors. “We had a good working relationship with St Albans and they did look after us for a number of years. Melton made a statement in the Bowls Victoria Pennant competition on Saturday. On the back of four losses, Melton bounced back in emphatic fashion, smashing Altona by 27 shots. The 94-67 win keeps Melton’s finals dream alive. Having been as high as second on the ladder during the season, Melton has dropped to seventh after a tough month. But Saturday’s result lifted the club back up to sixth, 15 points behind fourth-placed Essendon. Melton will have every chance to chase down its cross-town rival in coming weeks as it runs into a favourable part of the schedule. Melton plays Moonee Ponds (10th), Werribee (seventh) and Preston (eighth) over the next three weeks. Elsewhere at the weekend, Deer Park made up for an earlier loss to Moonee Ponds by smashing their rival this time around. The Parkers won by a staggering 50 shots to maintain their dominance on the table. Having won eight matches in a row, Deer Park is 31 points clear of its nearest rival.

A lower-order partnership saved Darley from a disastrous score in the Ballarat Cricket Association on Saturday.
