Melton could get at least 70 police officers in the next four years under a new staffing model that has identified the municipality’s police resources as being “stretched to the limit”. The state government’s $2 billion boost to Victoria Police will provide relief to local police who have been pleading with the chief commissioner to allocate more resources to Melton and Caroline Springs. The first officers could be deployed to the Melton police service area in the new year, with 406 police funded in the last budget graduating from the police academy in less than six months. Speaking exclusively to Star Weekly Weekly, Police Association secretary Ron Iddles said Melton would be a big winner in the state government’s commitment to fund 2729 police in the next four years. “As part of the 406 police, of which 300 will be frontline … I would see some police going to Melton immediately,” Mr Iddles said. “And then you would see more over the next four years, as identified by the new staffing model.” The staffing allocation model, developed by Victoria Police and the Police Association, calculated the number of extra police that are needed by factoring in population growth, the number of jobs police attend, the 29 different crime categories and the time it takes to investigate offences. Mr Iddles said the model “quite clearly” showed Melton was understaffed. The association has previously called for an additional 76 police in the Melton police service area to keep pace with population growth. “The immediate impact of extra police would be relief for our staff, a better service delivery model, calls for service would be answered quickly,” he said. “We will start to rebuild community confidence.” The police boost couldn’t have happened without Melton and Caroline Springs residents spearheading a campaign for more officers, Mr Iddles said. “No doubt the push for extra police started at Melton with the local press and that started to have an impact on the government,” he said. “That eventually lead to the Caroline Springs rally, and to some extent I think that was a turning point. And I’ve got to give credit to Police Minister Lisa Neville … who went to Melton, Caroline Springs and Casey, and not long after acknowledged there was pressure on the frontline.”

While there’s an army of volunteers to help her, Ms Gilmore, who moved to the O’Connell Road property a year ago – ostensibly on a 10-year lease – now needs to move by April. Ms Gilmore is hoping the Melton and Moorabool communities will rally behind the refuge and help her find a property of at least two acres, in the Bacchus Marsh area. NBN tower a ‘third rate’ response, say objectors Greendale and Dales Creek residents are on target for the national broadband rollout (NBN), which will bring better mobile phone coverage, but some say the proposed fixed-wireless tower is “third rate”. Moorabool councillors last week approved a 40-metre mobile phone tower at Kangaroo Road and Struck Oil Track at Greendale, and the removal of native vegetation from the site. Once built, the tower will allow more than 400 households to be connected to the NBN. But two Greendale residents, who live several hundred metres from the tower site, say the
fixed wireless system being proposed would not cope with demand. At last week’s council meeting, Matthew Ayres also said the mobile phone tower would have adverse visual impacts on what he called a “pristine” site. “Many residents moved into the bush because they believe it’s pristine,” he said. “The tower is 40 metres and the native vegetations there is 20 metres. I will be able to see it from my house. “We’re not opposing the [overall] proposal, but in its current form we’re against it.” Another resident, David Boylan, said no
attempts had been made to disguise the tower, which, he said, did not fit in with its surrounds. “I’m just appalled,” he said. “If you [approve] this, you’re going to write off a community. “Bacchus Marsh gets a first-rate NBN – fibre to the node – Ballan gets second rate, and Greendale gets third rate.” But Matt Evans, representing the tower applicants, said all efforts had been made to disguise the tower, including building a monopole tower, and having it well set back from the road and homes. He argued the tower was a “long-term”
solution to poor mobile phone coverage and would become more relevant to residents as more people moved in. “The density is suited for fixed wireless, using the best available technology,” Mr Evans said. Voting to approve the tower, Cr Pat Toohey said the new technology could “save and improve lives” in a high-risk bushfire area. His view was backed by fellow councillors, except for Cr Jarrod Bingham, who was absent, and Cr Paul Tatchell, who abstained from voting. Sumeyya Ilanbey

Boy lost without his pal By Sumeyya Ilanbey They say a dog is a man’s best friend – but for five-year-old Koen, Valak was much more. The five-month-old American staffy was Koen’s companion, guide, confidant and best pal. Valak would watch over Koen as he slept and keep him company while he played outside. But on Thursday, November 24, Valak went missing. Koen’s mum Kirsty Gray says her son, who has autism and attention deficit hyperactivity disorder, is devastated and struggling to cope without Valak.
“They’re best friends,” Ms Gray says. “Valak was more of a companion to Koen and was able to calm him down. “Koen has sensory issues so when he’s having a sensory overload, Valak’s usually right there with him. He was sort of like a service dog for Koen.” The family was on holiday at the time Valak went missing. A friend would come past Ms Gray’s Kurunjang home twice a day to feed and check up on Valak and his mum. But Valak escaped. He was last seen at Kurunjang primary, where Koen goes to school.
“We used to walk Valak to school,” Ms Gray said. “So he was probably afraid when we weren’t home and went to the one place he knows to go to look for Koen.” The family has been desperately searching for their missing pup, who is an orange/tan colour with markings on his chest. They’ve put up flyers around town, posted on Facebook sites and have placed Gumtree advertisements. Ms Gray is urging anyone with information to contact her on 0403 514 046. “We just want him home, no questions asked,” she said.

Equine emergencies, including separate incidents involving a Bacchus Marsh man and a Melton West teen, have injured 13 Victorians this month. The Bacchus Marsh man, in his 30s, injured his ankle after falling from a horse on December 3. He was taken to Footscray Hospital in a stable condition. The next day, a Melton West girl fell from a horse and injured her leg. She was taken to Sunshine Hospital, also in a stable condition. An Ambulance Victoria spokesman said there were nine equine related accidents on Sunday, December 4, including five involving children. “With warmer weather and school holidays on the way, paramedics urge people to take care around horses and ensure they have a helmet and safety equipment,” the spokesman said. “It’s also a good idea to carry a mobile phone with you, so if something goes wrong, you can get help.” The most serious injury over the weekend of December 3-4 was that of a pre-school aged South Gippsland girl, who was critically hurt when a horse kicked over a gate, which hit the little girl’s head. She was flown to the Royal Children’s Hospital in a critical condition. Later in the weekend, a woman in her 30s fell from a horse near Sale. She landed on her head and neck and suffered spinal injuries. An ambulance spokesman said the woman was flown to The Alfred Hospital in a serious condition. Of the 13 accidents, 12 resulted in hospital attendances.

Call to change rate-limit appeals By Sumeyya Ilanbey The state government must streamline the rate cap variation process to reduce costs on the ratepayer, a parliamentary committee has recommended. The committee reported that Moorabool council had spent $60,000 to apply for a rate rise above the cap. The committee last week released its third report into the rate-capping policy and noted that many councils had expressed concerns about the “expensive” process of seeking a rate cap variation while also being asked by the
state government to reduce their expenditure. As part of a consultation process, Moorabool council spent $25,000 on staff costs, $20,000 on a telephone survey and $13,000 on direct mail, advertisements and information sheets on rate capping. It was successful in applying for a 3.5 per cent rate rise – one per cent higher than the state government-imposed 2.5 per cent cap. Committee chairman David Davis said the Essential Services Commission’s rate variation process needed to be streamlined. “We found the variation process has been cumbersome, costly and intrusive,” Mr Davis

said. “It is clear that reform on this process needs to occur.” Mr Davis said rural councils were also concerned about losing access to vital infrastructure funding, including the country roads and bridges program. Moorabool chief executive Rob Croxford said that while the council was successful in
applying for a rate cap variation for 2016-17, it was still deliberating whether it would apply for additional variations in future. “The rate cap variation delivered council an additional $259,000 in rate revenue in 2016-17 and improved Moorabool’s financial stability so that council was prepared to increase borrowings and fund an additional $400,000 on new and upgraded projects,” Mr Croxford said. “The projects funded by this additional $400,000 were the Masons Lane western pavilion design works ($75,000) and the [shared paths] at Station Street, Maddingley ($325,000).”
Bulldog joins new team Former Western Bulldogs player Daniel Pearce has swapped football fields for fire trucks – and he couldn’t be happier. The 23-year-old says he always knew his footy career wasn’t going to last forever, but when he was de-listed at the end of the 2015 AFL season, he knew he had to get serious about his future plans. He talked with friends and family, pondered what he found most satisfying, both inside and outside football, and signed up for firefighting. Mr Pearce said one of the main things he liked about playing footy was the feeling of having a “second family”. “That’s what lead me to the CFA. Working in this type of environment, the guys and girls at the station become like your second family as well.” Mr Pearce started his first shift with the
Melton brigade last Wednesday and says he is looking forward to working in a team environment. “That’s what I most liked about football – working towards reaching a goal,” he said. Stand strong, learn how When walking to her car alone, particularly after dark, Jude Leibel puts a key between each finger and clenches her hand into a fist. It’s a technique the life coach learnt during 15 years on the beat as a police officer – and it’s a warning to would-be attackers that she was a force to be reckoned with. “The way I communicate with my body, people know not to mess with me,” the Sunshine North resident said. “It’s all about the perception that you throw out to other people. “I walk with the physiology that says I’m not a soft target.” This week Ms Leibel is hosting a breakfast to give woman some tools to feel more confident and safe in their communities. The 39-year-old said the state government’s pledge to hire at least 2400 new police officers in response to rising demands on Victoria Police is a step in the right direction. The announcement will boost police numbers by almost 20 per cent. “But you can’t count on police being around the corner all the time,” she said. While in the police force, Ms Leibel worked in crime prevention, the sexual offences and child abuse department and in general duties. She resigned two years ago to become a life coach and give back to the community in a different, more nuanced way. “With all the issues going around the west, such as stories of the Apex gang, women come up to me and say how scared they are to be home alone or out at night,” she said.

Tree scheme honoured Planting one million trees across the west by 2050 is a mammoth task. For its efforts to do so, Greening the West has been recognised as a national innovator and leader of urban development. Melton green thumbs have already planted hundreds of trees across the municipality as part of the Greening the West initiative developed by City West Water and supported by western suburbs councils. City West Water customers, community and environment manager Cameron Fitzgerald said the program started in response to the
millennium drought, which left sports fields dry and in which many trees died. “Creating green space is not just a matter of beautifying an area,” Mr Fitzgerald said. “It’s about delivering health and lifestyle benefits to residents.” Greening the West won the federal government’s leadership award at the Urban Development Institute of Australia awards and the program innovation award at the Victorian Water Awards earlier this month. The revamped Melton amphitheatre has opened … and just in time for some warmer weather. The second stage of the Melton town centre redevelopment, which includes pedestrian crossings on Palmerston Street, more street tree plantings and parking spots, wider footpaths, and a redesign of the outdoor sitting areas, officially opened last Friday. Melton MP Don Nardella and Victorian senator Jane Hume joined Melton council representatives for the ‘ribbon-cutting’. Melton mayor Sophie Ramsey said she hopes the new-look centre will be a more inviting place for locals and visitors alike. “No sooner were the barricades removed than the community came out to use the upgraded amphitheatre, enjoy this beautiful new, decked outdoor area and stroll around the gorgeous new garden beds,” Cr Ramsey said. “There is no doubt that the upgraded streetscape is drawing visitors into this area and creating an environment, ripe for some wonderful public events in the future.” The $13 million project was funded by the federal, state and local governments, its aim being to create better connections between the Melton library on McKenzie Street and the High Street shopping strip. Construction work on stage three of the project is scheduled to start next month and finish by late October. This will include the redesign of McKenzie Street between the Alexandra and Palmerston streets roundabout.

In 2011, a normal night shift consisted of one sergeant, two watchhouse keepers and four members on response. Melton’s population has increased by more than 20 per cent since then (not including the ever-growing suburbs of Eynesbury, Rockbank, Burnside, Caroline Springs and Diggers Rest) yet we are still running with the same number of members on a nightshift. I’ve never seen morale so low. Members are overworked and constantly work overtime ‌ We complete correspondence in either our own time or on rest days or recreational leave. Members are stressed and fatigued, with more experienced members moving to greener pastures where the resourcing is better and they are given the support they need to do their job. In the past week alone, I have gained [a number of] briefs. It’s laughable to think that briefs are expected to be submitted within 14 days. I have never worked in an industry where we have to fight for resources in order to do our job – vehicles, computers and members! It’s only a matter of time until a member is seriously injured or killed because we’re dealing with violent, drug-affected people putting other people’s lives at risk without back-up; or, at best, back-up is 20 to 25 minutes away. Councillors Lara Carli, Nola Dunn, Myles Bentley and Kathy Majdlik all voted in favour of the motion. Councillors Renata Cugliari and
Sophie Ramsey were absent. A letter is expected to be sent out soon. Speaking to Star Weekly, Cr Turner said he wanted this issue raised with Mr Ashton “as quickly as possible� and for the council to advocate for extra resources. “My concern is our community is growing
so we need police numbers to keep up with the growth,� Cr Turner said. “The challenge is that we’re not really getting the numbers to keep up with the growth. “It’s not that [Melton] is unsafe . . . but we need to know what numbers are meant to be in Melton and what numbers we’ve got. Is there
Senior Victoria Police officials were warned almost a decade ago that more police would be needed to deal with Melton’s booming population. But police numbers have barely changed since a 2008 report by a Melton police project group which called for a drastic increase in police resources by 2017. The project group was headed by Detective Senior Sergeant Paul Cassidy, then based in Melton, who urged then chief commissioner Christine Nixon to allocate extra staff and resources through a “staged implementation� by 2017. “The current resources are not sufficient to provide an effective and efficient 24-hour police service to Melton’s community,� the report stated. “[An] increase in police resources is necessary to reduce likely increases in crime, family violence and road trauma and to provide an effective, efficient and fair police service to the Shire of Melton.� In 2008, Melton’s uniform branch had two senior sergeants, eight sergeants and 46 senior constables/constables. The project group asked for an extra four sergeants and 10 senior constables/constables. There is now one senior sergeant along with 10 sergeants and 43 senior constables/ constables, despite a 30 per cent population rise.
Mr Cassidy, who has since retired, said he found the current low police numbers “extremely disappointing�. “We were under-staffed at the time and I think it’s disgraceful it hasn’t increased in line with population growth,� he said. The 2008 report stated that youth resources officers had made a “marked impact on youth crime in Melton�, with a 2.44 per cent fall in young offenders in the year to June, 2007, despite a 25 per cent increase in young people living in the area. There were two senior constables managing the youth resources team, and the project group called for one sergeant and an extra senior constable to join it. Currently, there are no youth resources officers in Melton. When Star Weekly asked Victoria Police why these officers had been pulled from Melton, spokeswoman Danielle Fleeton said: “Youth resource officers are divisionally based and are currently located at the Caroline Springs police station. They service the entire Melton community.� Ms Fleeton denied Victoria Police had ignored the report’s recommendations. “We continually review our service delivery against community needs, population growth, crime trends and data.� She said that since 2008, a number of police units had been established, including a family violence unit in Caroline Springs, a vehicle crime and burglary team, and a crime desk in Melton.
He told Commander Barrett his family was living in fear. “What are we calling triple-0 for?� Mr Penailillo asked. “We end up sleeping with the dog inside because we’re living in fear. What do we have to do? Get a gun? Shoot them?� Holding placards reading “More Police�, “24 Hour Police� and “Safe Streets�, residents demanded extra police immediately. Police Association secretary Ron Iddles said the community was not feeling safe and, unless addressed, law and order would be the “number one� issue at the next state election. “You have a right to be safe in your community and you have a right to feel safe, and I know from what I’ve heard that you don’t feel safe,� Mr Iddles said.

A Labor MP has urged Melton and Caroline Springs residents rallying for more frontline police to “maintain your rage, maintain your pressure, maintain your activism�. At a rally attended by more than 400 people in Caroline Springs at the weekend, upper house Western Metropolitan MP Cesar Melhem said previous governments had not “caught up with [police] numbers to match the population growth�. “There’s no question, it’s a no brainer that we need more police on the beat,� Mr Melhem said. “I can assure you the government accepts that proposition because that’s the only solution. “The western suburbs has grown very quickly, but unfortunately we haven’t caught up with the numbers to match the population growth. “I can see that, you can see that, and now the government sees that.� North-West Division police Commander Russell Barrett told the rally that population growth in the area had “outstripped� the service demand Victoria Police could provide, but he could not say when the Melton police service area would be receiving extra police. Commander Barrett told residents Chief Commissioner Graham Ashton, who was not present, had acknowledged the community was living in fear. “I have every understanding why people would be fearful,� Commander Barrett said. “I feel for the community. “There’s been considerable growth in Caroline Springs, we can’t hide away from that. The growth is significant; it’s outstripped the service demand we can provide.� He said the message from Chief Commissioner Ashton was “very clear�: the extra 300 frontline police funded in this year’s state budget would be deployed to high-growth and high-crime areas. Police have said that those officers are not expected to graduate from the Police Academy until next year. One resident, Paulo Penailillo, told the rally he had once called triple-0 five times without a response.

Let me start by saying that Caroline Springs, Sunshine, Keilor Downs and Melton are safe communities. There is a strong police presence here. That is why it’s unfortunate people in our community are feeling scared. The constant media coverage of aggravated burglaries and carjackings has led people to believe these incidents are occurring daily. That simply isn’t true. Not only is that not true but when these incidents do occur police are making quick arrests. We have also heard from the community that they want to increase the hours of Caroline Springs Police station.
I understand people want their local station open. People feel comforted knowing we’re there, even if they don’t need us. But it’s not an open station that is going to assist you – it is police on the street. We know that people rarely walk into their local station anymore, beyond wanting a signature for a statutory declaration, or reporting on bail. Our focus isn’t on administration. It’s on providing the best service to our community. And that is what we are doing. We know it’s far more effective to have police in the community providing a visible presence, responding to calls on issues such as family violence, property crime, and drug use. If we continue to provide counter-service at all stations around the clock, we compromise our ability to meet these needs. Be assured the communities of North West Metro Division 3 have access to a mobile and responsive police service 24 hours a day. That isn’t just uniform police; it also includes specialist units. By Sumeyya Ilanbey The police association has called for a boost in officers – not more taskforces – as Melton’s crime rate soared more than 17 per cent in a year. Melton’s police services area recorded the second-highest increase in crime across the west in the 12 months to April 1, the latest Crime Statistics Agency figures, released last Thursday, reveal. The biggest jump was for breaches of court orders (by 45 per cent), followed by dangerous and negligent acts endangering people (28 per cent); weapons offences, including knives, and explosive devices (24 per cent); theft (20 per cent); assault (16 per cent); and burglaries (15 per cent). Meanwhile, domestic violence incidents in Melton increased by nine per cent to 2063. Of the 24 categories of crime, all but abduction, blackmail and property-related offences have soared since 2012. Police Association secretary Ron Iddles said while the crime rises were disappointing, they were not unexpected. “When the population grows rapidly and police numbers in stations fall, then of course crime will rise,â€? Mr Iddles said. “We can say reporting is up, or try to argue that somehow this report means we are doing things better, but, at the end of the day, the community should judge policing by the amount of crime that is prevented, not committed. “To do anything else is ignoring that for every crime recorded there is a victim.â€? Flashbacks haunt victim Richa flinches at every move, noise and glance. She’s suspicious of “every little thing� and anyone who looks at her. As night falls, Richa, 26, has flashbacks of the four people who broke into her Caroline Springs home in the early hours of Saturday, July 16. “Anyone who looks at me or drives past me, I feel suspicious that they’re going to attack again,� Richa told Star Weekly. “It’s really scary to stay home by yourself. “They’ve violated my space, ruined my family’s mental state, made us scared of every little thing, of people, of noises and things. I’m really angry.� Richa was home with her parents, who were
the first to wake, and her 16-year-old brother, when four intruders broke into their home. “When I first woke up, I didn’t know what was happening ‌ [My brother’s] really afraid because he thinks the worst could have happened.â€? On and on it went ‌ police raised issues about overtime, mental health, the ice epidemic and mammoth workloads ‌ and they all wanted the chief commissioner to listen, to hear and concede the thin blue line was over-stretched. In May, Victoria Police responded to Star Weekly’s questions, saying it “continuallyâ€? monitored crime statistics and trends to identify areas most in need of additional resources. There was no guarantee Melton would get an extra 76 police officers – identified by the Police Association – to keep pace with population growth. But as the months went on and Melton residents started recognising the pressure their police were under, Victoria Police and the state government started listening. How could they not? Aggravated burglaries
and carjackings were on the rise, the community was urging authorities take law and order seriously, and, perhaps the most pivotal – a public rally called for extra police. Hundreds rallied at Caroline Springs in August, including politicians and victims of crime. Residents stopped asking ‌ they now demanded extra police – immediately. Unsurprisingly, Liberal upper house MP Bernie Finn and Police Association secretary Ron Iddles were loud and clear also: “We need the police to protect us. That must be the government’s first priority.â€? But others went into damage control ‌ Labor MP Cesar Melhem urged residents to “maintain your rage, maintain your pressure, maintain your activismâ€? at the same time the state government was still touting the “we funded 400 police in this year’s budgetâ€? line. Mr Melhem conceded governments had not kept up with population growth. And Victoria Police commander Russell Barrett said the west’s growth had “outstrippedâ€? the service police could provide. Communities across the state also started to listen – Wyndham, Geelong, Endeavour Hills, Casey – all demanding extra police. The state government and Victoria Police couldn’t shy away from the law and order issue gripping Victoria. They started listening and, a month after the rallies, conceded things weren’t right. An Eyewatch Facebook page was opened, funding for mobile apps and new technologies were announced, extra police custody officers

Cops in crisis Melton police say it’s only a matter of time before an officer or member of the public is seriously injured or killed as the station grapples with an increasing and dangerous workload. Back-up can be at least 25 minutes away for officers dealing with violent and drug-affected criminals, while supervisors say they regularly have to put serious jobs on hold because they “simply have no units to attend�. Describing the situation as a crisis, Melton police have gone public with their plight for the first time, pleading with Chief Commissioner Graham Ashton to give them more officers and resources. “We’re never going to get the 100-odd police [Melton] apparently needs to keep up with the population, but we need more units on the road,� one officer said in an email to the Police Association obtained by Star Weekly. Meanwhile, another admitted he could not give the public the attention they deserved “because I don’t have the time�. In more than a dozen emails seen by Star Weekly, Melton officers raise issues about Weekly low police numbers, onerous workloads and over-worked officers, saying they’re “forced to take short-cuts, [jeopardising] everyone’s safety�. “All the sergeants in our office know that one day it’s going to blow up in our faces with the jobs we put on hold,� one wrote. “Someone will get killed and [the public] will be looking at us for answers. We try the best we can to get to the jobs and deal with them.� Police Association secretary Ron Iddles said there were 76 first-response officers in Melton, well below the state average. An additional 55 were needed to be on par with the average police-to-population ratio and a further 81 in order to keep up with the population growth. Mr Iddles said officers had reached out to the association in the past month because they were “at breaking point�. “You know you need to be concerned when you get calls from the police officer’s partner, pleading for us to help them,� he said. “Members and their families turn to us only as a last resort when others have stopped listening.� Mr Iddles said an “enormous growth corridor� and rising crime coupled with low police numbers created the “perfect storm� in

were funded ‌ but the outcry didn’t stop. The Police Association said the state needed 3300 police over six years. The next day, the state government announced it would fast-track by a year the deployment of 400 officers. Still not satisfied, the community said 400 extra police for an organisation already desperately in need wasn’t enough ‌ Melton, Wyndham and Brimbank, alone, needed 220 extra frontline forces.
And then came this month’s big news – a record $2 billion boost to police numbers, 2729 police over the next four years, more than 2000 for frontline duties. This is the largest recruitment drive in the state’s history – and it’s partly thanks to the noise Melton residents made. If it were not for local activism, Melton might’ve been overlooked, again, just when new police graduates were being deployed.

It’s fairly static … what we are seeing is more reporting of young offenders. We’re trying to put in the proactive response with government and non-government agencies to try and support that young offender and their family.

I don’t think there’s any difference … we’re seeing risky behaviours in relation to driving, and we’ve actually had a couple of fatalities out here from very young people.
I’ve got a proactive unit attached here at Caroline Springs … people who work with youth, people who work with multicultural [communities] … I’ve got people who go and look at the safety of victims’ houses and advise on that, and we’re starting to multi-skill across all of that … We’ve actually got a model that we’ve put together for when [young people] get bailed or released from youth justice centres … the sooner we can get a young person back
What’s driving this trend of repeat offending? We certainly know that, anecdotally, there is an age where the majority of young people suddenly stop offending … whether that’s
into the education system or back into the employment system, the better the results.
I don’t agree that taskforces are taking people off the frontline. I see taskforces as being part of the frontline … we have teams that look at burglaries, teams that look at theft of motor cars, and Embona [taskforce] that looks at armed robbers. I can target to specific areas, which then allows police driving the divisional vans more time to respond to calls from the public and conduct the initial parts of the investigation … Cosmas prevented a lot of crimes by arresting, charging, remanding a lot of youth offenders.
How will you use these extra officers?
What about a 24/7 police station at Caroline Springs?
It’s about effective tasking … we’ve put some guidelines around the young people we’ve been seeing of late and [we] make contact with the family, not just the offenders – we’re starting to see big results by working with families.
I’ve got no intentions of opening up the police station here 24 hours a day … if I was to have the front doors open, that would mean a minimum of one to 1.5 cars per day off the street, and that would reduce our ability to respond to calls.
What will drive down youth crime?

I think we need to realise that it’s not just a policing issue. We need to look across all services – the education department, the department of [health and] human services –

SPORT Century, five-wicket bag fill Darley’s Christmas stocking Darley enters its Christmas break a happy team after a comprehensive win against Brown Hill in the Ballarat Cricket Association. The Lions entered day two of the match confident of getting the job done, having made 8-291 on the back of a century by Lachlan Herring on day one. The Lions were barely troubled by Brown Hill as wickets fell regularly through the day. Brown Hill was dismissed for 166, still 125 runs short of the Lions’ total. Sri Lankan allrounder Hasitha Wickramasinghe starred with the ball, his canny off-breaks claiming 5-43. The Lions used six bowlers, with four of the others taking one wicket each. Lions skipper Heath Pritchard said it was a great team performance with the ball. “They all bowled really well on a flat wicket,” he said. “It was always going to be hard to get the
runs and we put the screws in from the start. Hasitha got most of the wickets, but everyone bowled exceptionally well.” The Lions enter the Christmas break a week early, with a bye next round. With six points for the bye, they will stay equal top on points no matter the results this weekend, which is something they would have taken at the start of the season. Currently, the top five sides – the Lions, Wendouree, Golden Point, Mt Clear and East Ballarat – are equal on 21 points, the Lions on top due to percentage having won three matches. “If we’d lost this match we would have been 2-2 and slipped from the top four,” Pritchard said. “Besides a couple of hours against Mount Clear, we’ve played some really good cricket – really, it’s been just one bad patch for the season.
“We’re full of confidence.” Pritchard said the club would continue to train this week. It also has a T20 match on Thursday night against Wendouree. “I’ve never experienced a bye in cricket before,” the captain said. “We’ll keep training as it’s such a long time until we play again. Some of the boys still want to have a hit. We didn’t bat [Saturday] and won’t get that chance until next year now. “We’ll watch the twos play this Saturday. “A few of the ‘ones’ guys will play Thursday night, but a few of us older players will have the match off.” Other winners on Saturday were Golden Point, Wendouree and Napoleons-Sebastopol. Melton Phoenix has appointed Ozzy Inal as senior coach for next season. The club announced the state league 4 west appointment last week after a long interview and recruitment process. The Phoenix didn’t have to look far to find Inal, who was already involved at the club. He coached Phoenix’s reserves last season; they lost just one game while he was in charge. Inal had to take over as senior coach for the last seven rounds due to unforeseen circumstances, and coached the side to six wins. The Phoenix finished fifth on the back of those results with a 12-2-7 record.

Bombers bounce back By Tara Murray Riddell recorded a much-needed win against Bacchus Marsh in the Gisborne and District Cricket Association’s McIntyre Cup. Sitting on the bottom of the ladder after seven rounds, the Bombers needed a win to keep in touch with the top four. On Saturday, the Bombers resumed at 2-36 chasing the Bulls’ 112. The Bombers added 22 to its day one score before Haydn Ross fell for 30. It was a case of two batsmen getting set for the Bombers, before they would lose a wicket. Acting skipper Daniel Fisk and Matthew Darby were at the crease when the Bombers secured first innings points. Darby fell not long afterwards with Fisk pushing the score towards 200. Once Fisk fell for 56, the tail collapsed with the Bombers all out for 196. Fisk top-scored, with Elliott Artingstoll chipping in with 41.
Cameron McKinley and Rhys Watson took three wickets each. The Bulls were 0-93 at the end of play, with Mili Sepala 59 not out. Meanwhile, Diggers Rest Bulla pulled off a miraculous victory against Woodend. Woodend looked headed for victory at 6-190 needing just eight runs with plenty of overs in hand, when a mini collapse changed the game. Lindon Dowsett got the wicket of Thomas Boyer before James Morley fell four runs later to Darren Quarrell. Kevin Barker then got the big wicket of Josh Eastley for 53, leaving Woodend needing four runs with one wicket in hand. Quarrell finished the match with his seventh wicket, giving the Burras a three run win. Quarrell finished with the figures of 7-55. The win gives the third-placed Burras a gap on Woodend and the other chasing sides. Darcy Nolan was on fire early for Gisborne as it defeated Romsey. Nolan took six of the first seven wickets for
the Dragons as they bowled Romsey out for 122, well short of the 257 needed for victory. The Dragons decided to have a second bat, with playing coach Simon Harman top-scoring with 82. Sunbury maintained top spot on the ladder with a big win against Rupertswood. Entering day two of the match in control having made 320 on day one, Sunbury’s bowlers backed up the job the batsmen had done. Rupertswood could only manage 145, with Michael Treweek top-scoring with 44. His brother Stephen was the best of the bowlers for Sunbury taking 4-30. Rupertswood avoided an outright loss, making 4-186 in its second innings. Jordan Curran top-scored with 63. Mitchell Johnston took three wickets for Sunbury. The loss and Riddell’s win leaves Rupertswood on the bottom of the ladder. This week the side’s will play in a one-day match before the break for Christmas.
AFL Goldfields may be running a new open-aged competition from next season. Similar to what neighbouring leagues, including the Essendon District Football League already have, the competition would feature what would be the clubs’ third senior sides. AFL Goldfields has already fielded approaches from clubs that have enough numbers to fill a third side. Clubs have until Friday, February 17, to lodge formal interest with AFL Goldfields when a decision will be made whether to proceed with the new competition. At least two clubs, Diggers Rest and Sunbury Kangaroos, have indicated they would field a third side. Both clubs are yet to decide which competition they will play in.

Hillside and Taylors Lakes will play each other in a marquee Good Friday clash in Essendon District Football League division 1. The clash means a delayed start to the season for both sides, with the Good Friday match classified as a round one fixture. With its round one match not being played until a fortnight later, Taylors Lakes will start its season against relegated Airport West, while Hillside will play Hadfield on April 8. Hillside and Taylors Lakes will play for a second time in round 10. Bacchus Marsh’s form continues to falter Bacchus Marsh’s form slump has continued in Central Highlands Bowls Division’s division 1. Having looked good early in the season, Bacchus Marsh sits 15 points outside the top four heading into the Christmas break. On Saturday, the team was jumped by Romsey and never recovered. The only shining light for Bacchus Marsh was Craig Norris’ rink, which won by 12 shots. Overall, Bacchus Marsh lost 107 (16)-84 (2). Leonard Keane’s rink lost 28-21, Justin
Webster’s rink lost 31-18 and Adam Dodd’s rink lost 30-15. In division 2, Bacchus Marsh lost to Diggers Rest 88 (14)-84 (4) and has slipped to third on the ladder, 17 points ahead of fifth-placed Macedon. The division 3 Bacchus Marsh side remains on the bottom of the ladder after losing to Kyneton 74 (14)-48 (2). Meanwhile, Gisborne’s Sam Boslem won the club’s six-week Friday night tournament. The tournament featured players from across
the state. The club is looking at holding a tournament in the new year for novice or new bowlers. In Ballarat District Bowls Division, the Avenue’s two-game winning streak came to an end against Creswick in division 1. It was a close contest, with the Avenue winning three of the four rinks. Bill Hawken’s rink won by seven shots, Steve Sullivan’s rink had an 11-shot win and Charlie Grant’s rink overcame a slow start to win by seven shots.
Ivan shoots for the kids By Tara Murray For Melton star Ivan Harris, basketball represents a lot more than just a game; it’s given him opportunities he wouldn’t have got otherwise. It was through basketball that Harris got his four-year college education. He’s also had the opportunity to travel his home country, the US, and the world. And the players he’s shared a court with include the great LeBron James. Inspired by this background, he founded the Hoop Stars Academy to give children the same chances he had. The first academy program, run 12 months ago, involved 20 children at Caroline Springs. Now Harris and his partner Francesca Karalexis are running a free 16-week extensive youth empowerment program in Melton. It focuses not just on basketball but, importantly, off-court issues as well. This time, registrations to try out for the free academy reached 120 and the pair had to close registrations early.

Sixty children will take part in the Melton program and plans for a second program to run straight after it are already in the works. Harris says his main aim is to give children something to do so they don’t end up on the streets. “I want to give them a pathway, not necessarily just for basketball but also their education. “Basketball is the platform to get kids involved and you go from there. “Maybe it’s their education. Maybe they want to be a referee or coach … it provides a pathway. “It’s for kids who don’t have the opportunity to play and are less fortunate. I think it’s a good opportunity to get them off the streets and give them a sense of awareness.” Harris’s experiences growing up form a huge part of the program. He’s not just a teacher or coach; he’s also a mentor. “I speak about the barriers I had to get through to get where I am,” he says. “Basketball was something to keep me busy and out of trouble. “With basketball I got into school and got a scholarship. Without basketball being my platform I wouldn’t be the person I am today. “Without mentors, people struggle to get to the next level. I can relate to a lot of things that I’ve gone through and barriers I crossed.” Harris, who also volunteers at a Melton youth centre, says that as well as providing his own advice, the academy has other people involved in running a drug and alcohol workshop. There will be a coach-to-coach workshop and motivational speakers. Harris says violence is another issue they will address. “There’s a lot of violence and I think it comes from not keeping busy. other kids and play the computer, play pool, and there’s a basketball ring out the back. Somewhere they can hang.” The Melton community has got behind the clinic, with several Melton players getting involved to help with training and skills sessions. “Melton took me in as a player,” Harris says. “I feel like they’re my family. I’ve built a relationship here with the kids going to different camps and clinics. I would do anything for any of these kids, the committee
and the community. It’s always good to have the support from the community and my teammates.” Harris plans to continue expanding the program, giving more children the chance to take part. “The first program was in Caroline Springs and I want to take it back to there,” he said. “I also want to take it out to Werribee and run the program through the whole west. I want to provide an avenue and some positive vibes.”
The fourth rink proved to be the Avenue’s downfall, with Alan Thistlethwaite’s rink losing by a massive 28 shots, meaning Avenue lost overall by three shots, 95 (12)-92 (6). In Bowls Victoria Pennant, Melton was never in it against Altona Sports in division 1 section 1. Melton lost 97 (16)-67 (2) and sits fifth on the ladder, three points behind fourth-placed Deer Park. Lion bowlers ensure winning glow continues Melton is enjoying a winning feeling after a third straight win in Victorian Sub-District Cricket Association east-west division. Struggling with the bat on day one against Mt Waverley, the Lions were hoping their bowlers would continue their season’s good form. Defending 163, the Lions bowled Mt Waverley out for 147 on Saturday. Lions playing coach Nathan Geisler had said after day one that he would back his bowlers in to get the job done. He wasn’t disappointed. “We bowled really well to restrict them,” he said. “If we had been in this position last season, we wouldn’t have got the win. “Winning culture is a good thing – we’re hoping to take it into the final game before Christmas. We’re on a bit of a role and we want to keep it going.” Ashley Sweet continued his good form for the Lions, taking four wickets, while off-spinner Dylan Clarke made the most of his opportunities to also take four. “Dylan came on and took wickets of guys who were set and got the momentum in our direction,” Geisler said. “He got a bit more of an opportunity in this game. He hadn’t had the opportunities he would have liked in the earlier games, with our fast bowlers playing so well.” Sitting fourth on the ladder, the Lions will play Werribee in a one-day clash on Saturday. The Lions are likely to welcome back star batsman Ben MacRae and key bowler Brad Jones, who both missed the match against Mt Waverley. “With Werribee’s ground not available the game will be played at our ground,” Geisler said. “It’s always a good game against them. “It’s a very even competition and we’re just worrying about the team that we’re playing each week.” A win against Werribee would give the Lions one outright and four first-innings wins in the first six rounds. After struggling last season, the Lions are more than happy with that sort of record. “You try to bank as many runs as possible before Christmas,” Geisler said. “If we can have five and a half wins before Christmas, that will be fantastic. It’s very tight from one to eight, so it’s important to get wins.” The Melton women’s side had an easy win against Plenty Valley in Premier seconds T20. It’s far, far better to take the time and pay the cost before the trip than to find yourself stranded in the middle of nowhere because, say, a fan belt has broken or the motor is sending out smoke signals.
