Council mosque handball By Ewen McRae Melton councillors have baulked at making a decision on a planning application for a mosque in Harkness, calling on the planning minister to make the decision for them. The application from the Melbourne Islamic Centre for a place of worship at 171 Harkness Road has come before council in various forms since July 2012, with delays caused by appeals toVCAT, further community consultation, and soil stability testing. The most recent delay was due to extensive soil testing to determine if the land was suitable
to be developed. A report determined that the council “should place little to no weight on ‘land subsidence’ in determining whether or not to grant a permit”. While council officers recommended that the permit for the mosque be approved at last week’s general meeting, a motion from Cr Ken Hardy to request the minister to make the decision on the application was successful. “The planning act does allow the responsible authority, being council, to ask the minister to look at this issue in respect that there are geo-physical issues that we do not have the knowledge of, and there are other issues that
only the minister can look at and make a determination,” Cr Hardy said. “These are things that are outside of the planning act, and that’s why I would ask this to be referred on to the minister.” Council chief executive Kelvin Tori said he could not recall the council ever calling in the minister to decide a planning application. Cr Bob Turner objected to sending the matter to the minister. “I’m very disappointed that we can’t make a decision in this chamber,” he said. “That’s what we’re elected to do, we’re elected for the four years to make the best decisions we
can. We won’t always be 100 per cent correct, but we’ve got to do the best with the skills we’ve got. “It’s sad to see some councillors, whenever there’s something they’re not happy with, that they’re scared to make a decision. “We’ve got a piece of land there that some see as useless, and we have someone who’s willing to take it over and build a facility on that land, whatever that facility is, if it is engineered correctly it will be better for the land.” The alternative motion was passed, with only Cr Turner and Cr Yvonne Sebire voting against it.

Council outlines future plans By Ewen McRae
Beauty stops traffick A Caroline Springs woman on a mission to stamp out child sex trafficking has made a bold bid to help her cause. Tiffany Shen has put herself forward for the title of Miss Australia International with the hope of boosting her public profile, which she says will help create public awareness and provide practical support to charities that work to protect children from the horrors of sex trafficking. “Quite clearly, this atrocious crime is trying to stay undetected so that it may continue to profit from illegal, lucrative activities like sex tourism,” she said. “Stamping out this shocking activity is really just one piece of the puzzle.” “The other issue is that the children who somehow survive this cruel reality then either die from neglect, starvation, HIV, abuse, drug overdoses, disease or torture, or they need to somehow create a life for themselves whilst living with the mental and physical scars they have acquired.” Prior to beginning her campaign for the title of Miss Australia, Ms Shen helped out in administration for her parent’s retail business, had been running her own thriving beauty business and was putting her piano skills to the test across a number of Melbourne venues. Roads, education, public transport, health and human services, and sport and recreation are key pillars of a Melton council plan to be among the most liveable municipalities in the country. The council says the current population of 164,984 will balloon to 485,061 by 2051, with 52 families moving into the area every week, along with 52 births each week. It has outlined plans for major upgrades and investment to meet population demand over the next 30 years. Mayor Lara Carli said the advocacy priorities were about creating the best outcomes for the community. “We want the City of Melton to be a place people aspire to live, raise a family and run a business, and I’m thrilled to share our vision for the future,” she said. “Shaping a city for the future is all about giving our residents a great place to live that’s well connected, with a diverse offering of education opportunities and local jobs, and positive health and wellbeing outcomes.” Among the key advocacy priorities are upgrading the western highway, a local university and TAFE, a 24-hour public hospital, increased public transport options, and more sports and recreation facilities. State and federal members of Parliament were in attendance as the council outlined its plans for the region. Cr Carli said it was vital that both sides of politics at state and federal level supported their vision. “Strong collaboration is required to achieve our vision and I look forward to continuing to work together with the state and federal governments.”

Police and fire authorities are calling on the community to remain vigilant over the Christmas and New Year period, as the warmer weather approaches. They say most preventable bushfires are caused by people who live and work in the local community, with causes including burning off during prohibited periods, using equipment or machinery on days of elevated fire risk, failing to properly extinguish fires or improperly disposing of barbecue coals. Police urged the community to remain on alert and report any concerning behaviour by calling Crime Stoppers on 1800 333 000.

Brightening Christmas With so much of the country in drought and tinder dry conditions everywhere, a local businessman has come up with a novel way to ensure carols events still light up with magic this festive season. Battery World Melton’s Steve Iddles has bought 1000 battery-powered candles he’s giving away to ensure the tradition of carols by candlelight continues to bring the community together, without having to light a match. He’s given 250 candles to the Melton Specialist School and is now handing out the others to customers to spread some Christmas cheer.
“Many of our customers have said this has been a particularly hard year,” Mr Iddles said. “The reaction from customers is wonderful: that a free candle can have someone leaving the store with a smile from ear to ear. “We are of course in the business of batteries, so when we saw these candles were available, we jumped at the opportunity to buy them, even though at the time we were not quite sure what we would do with them. “They are great for children so there are no burns from hot wax, won’t blow out if it’s windy and no one need light a match.” Ewen McRae 12437371-CG52-19

Big bus depot plan for Melton By Ewen McRae Expanded bus services in the region could be on the agenda, after Melton council approved the sale of land in Cobblebank. The council last week endorsed the $1.1 million sale of a lot on Abey Road, Cobblebank, to Sita Coaches for the purposes of a new bus depot. Sita Coaches is currently based in West Footscray, but is looking to relocate to Cobblebank to service the current and expanding Public Transport Victoria (PTV)
bus route services in the broader western suburbs catchment, which includes Melton. Council corporate services manager Peter Bean said the proposed depot had a number of exciting benefits for Melton. “The effect of blue collar roles that they will be able to provide, and a raft of different opportunities in establishing their operations here is very exciting,” Mr Bean said. “And the second element is in regards to recognising some of council’s challenges in providing integrated connected public transport needs within our growing

municipality. “They (Sita) are currently having significant discussions with PTV about trying to provide more of an alternate public transport bus service, and part of them looking to establish in Melton would be they would put forward
our municipality as a trial period or test case in Victoria to run this kind of concept, should PTV pick up that opportunity. “The discussions on that have been extremely fruitful to date.” Councillor Sophie Ramsey said it was exciting to see the sale of council land benefiting the community. “Not only are we looking at getting jobs in the area, but we’re looking at a diversity of services,” Cr Ramsey said. “This ticks all the boxes, and it heartens me that we are selling our land for what it is worth.”
New jobs program According to the Australian Bureau of Statistics, 6614 people or 5.3 per cent of the population in Melton report needing help in their day-to-day lives due to disability. Participants on the program will receive support to complete a certificate III in individual support (ageing and disability). The certificate will be delivered by RMIT University with a curriculum co-designed by industry experts and people with lived experience in requiring care due to ageing or disability. Ms Hogarth-Clarke said COTA Victoria had started working with Melton and Brimbank councils with arrangements for briefings and workshops in early 2020 for participants. A new program that aims to help elderly residents find employment is set to launch in Melton and Brimbank. The Reach, Train and Employment program will be run by The Council on the Ageing (COTA) Victoria, and is supported by the department of human services. It aims to increase employment outcomes for older Australians through accredited training and job placement in the aged care and disability services sector, supporting older people and people with disabilities. Tina Hogarth-Clarke, chief executive of COTA Victoria, said removing employment barriers for older residents was important. “The program is designed to provide training that addresses barriers to employment, including suitable work skills, lack of financial management skills, and lack of resilience,” Ms Hogarth-Clarke said.

Cr Lara Carli It was my great pleasure to launch Melton City Council’s new Advocacy Priorities, at City Vista Sports Precinct, Plumpton, last Monday. The 10 priorities, which form the basis of Council’s vision to transform our City into one of the most liveable areas in the country, are aligned to five key pillars: roads, education, public transport, health and human services, and sport and recreation. With our population set to triple over the next 30 years, these priorities identify our critical and future service and infrastructure needs, and outline how the State and Federal Governments can partner with Council to deliver them for our community.
Over the holiday period, from Tuesday 24 December until Wednesday 1 January, Melton City Council’s opening hours and bin collection service will be affected. Bin collection Collections that would normally fall on Wednesday 25, Thursday 26, and Friday 27 December will be collected one day later. All other collections will be made as per usual.
We want our community to be a place people aspire to live, raise a family and run a business. These priorities not only identify urgently needed infrastructure and services, but also

Toby Balazs, chief executive of realestateview. com.au, said nearly every home buyer used a price estimator in their search, and combining with CoreLogic gave searchers the trust they needed. “We believe that we will have the most accurate property data that can be accessed by home buyers,” Mr Balazs said. “The breadth and depth of property data that CoreLogic brings to us right across the country is amazing, and they’ve got a very strong name in the property industry. We believe by us partnering with them we can provide our
property-seeking audience with more data, accurate data, and give them confidence when they’re performing a property search.” Launching last week, the price estimator will provide home buyers and sellers with an Automated Valuation Model on any property they search through the portal. Mr Balazs said it would be particularly useful as the market goes through a period of fluctuation, with prices in general rising after a previous downturn in the market. “I think it’s an important tool in any market,” he said.
“Australians, as we know, are property obsessed, so there’s no shortage of interest in property. “Whether it be an up-swing or a down-swing in the market, it’s always important to know where the value sits, but in what has been a tough market in 2019 it’s always important to understand what those property price indicators are at an individual level, and then get it verified by one of our agent partners. “For buyers, sellers and vendors, to know what to expect if you take a property to market is very important.”

Melton mayor Lara Carli thanked all the award winners for their work in the community. “The winners of these awards are all connected by one thing; their willingness
to give their time to support the health and wellbeing of our community,” Cr Carli said. “All our nominees this year were of an extremely high calibre, all of them contributing their time on top of their normal daily jobs, and it is wonderful to see their dedication and passion celebrated in such a way.” Other winners on the night included Kelly Busuttil (gender equity leader of the year) for her contribution to gender equity-based initiatives, including a leadership and self-esteem program for young girls,. Yvette Medina, who supports the school community at Staughton College to develop intercultural understanding, was named the intercultural engagement leader of the year. Poor start puts pressure on
By Tara Murray Melton got a reprieve in the Victorian Sub-District Cricket Association T20 competition despite losing in heartbreaking circumstances. Playing St Bernard’s OC, both teams finished equal on runs after their 20 overs, and a ‘bowl-off ’ was required to decide who would move through to the quarter-finals. The Snowdogs came out on top but the Lions were the lucky loser of the round and also moved in to the quarter finals. Earlier, Melton won the toss and sent the Snowdogs in at St Bernard’s. They had them bowled out for 112 in the final over. Brad Jones, Adrian Monittio and Heath Fleetwood took two wickets each for the Lions. The Lions’ run chase started off poorly, but at 3-71 Melton looked in control. The loss of a few wickets brought the Snowdogs back into the game. The Lions were 8-101, still needing 13 runs for victory. It came down to the final ball, with the Lions needing four runs for the win. They got three runs on an overthrow to tie the game, leaving the match to be decided with a ‘bowl-off ’, where five players bowl at the unguarded stumps, claiming one point for hitting them. It was one-all after the first round of five players had a shot at the stumps. Luke Davis then hit the stumps for the Snowdogs, while the Lions missed, giving the Snowdogs the win. Endeavour Hills, Mt Waverley, Elsternwick, Hoppers Crossing, Caulfield and Coburg are the other quarter finalists. Melton has work to do if it is to secure a second straight win in the Victorian Sub-District Cricket Association east-west season. After a brilliant batting performance in round one, the Lions were less than impressive on Saturday. It’s left the Lions on the back foot after day one of their match against Mt Waverley, which was interrupted by rain. Just 52 overs were bowled, as rain late in the day halted the match. Lions coaching director Anthony Gale said it was a messy day. “We started on time and they made it to just before tea before the first rain delay. “There were then interruptions at different stages. The wicket was fine.” The Lions were sent in and it was hard work as they were bowled out for 136. “We were 2-90 at the tea break and going well. Nathan Taylor got 62 and Shehan Hirudika got 49, but that was it,” Gale said. Mt Waverley faced three overs and will resume at 1-7, needing another 130 runs for victory. Gale said they needed to get some early wickets on day two. While the first XI are in trouble, Melton’s fourth XI is in control after a single-handed display from Mohan Singh. SPORT Melton Centrals put their faith in youth brigade Melton Centrals is focusing on youth for next year’s Riddell District Netball League season. Having missed finals the past two years, Centrals will continue to look within for players to step up and take on the challenge. Randy Pereira is once again in the coaching hot seat, but he’s got company for next year’s season. Pereira, who has indicated in the past he would like to step down from the head coaching role if the right person comes along, will continue on for at least another season after being appointed co-coach of the A, B and C-grade sides. Doug Mitchell, who came to the club last season with his daughter Eden, will be co-coach. Pereira said it was good to get Mitchell on board. “Doug has been involved at Point Cook and won a few premierships at Parkville,” Pereira said.
“I had been hoping Lizzy [Masterson] was going to step up, but it didn’t work out. “Doug and I chatted and he said he would have a think about it. Then he said he was in. “He has a bit of humour about him.” Pereira’s two daughters Rebecca Morabito and Taylor-Jane Pereira will again coach the under-19s. Pereira said he would focus on developing youth. Their top two sides would be young, with several teenagers in both sides. “In A-grade we have one 15-year-old and two 16-year-olds,” he said. “B-grade is pretty similar. We’ve dropped some of the older girls back to C-grade, which is pretty experienced. “We’ve got a couple of under-17s coming up as well. The kids are right there at Centrals, you don’t want to stop them coming up. “They just want to play netball and give back to the club. “We’re looking forward to seeing how they
go against some of the VNL players. They are young and talented, but it’s a bit different against that level.” Pereira said they were still finalising their teams. In a bonus for Centrals, Rita White-Kay looks likely to return to the A-grade side. Star goaler Rebecca Morabito, who came out of retirement for this season, has decided to play on, but step down to B-grade. Pereira said he hoped that the A-grade side could again challenge for finals. Tara Murray

Teens ready to take on world
By Tara Murray Melton Thoroughbreds have taken the next step in the development of their women’s Big V program. Having re-established a women’s team two years ago, the Thoroughbreds will have a youth league girl’s team for the first time next year. Thoroughbreds coach Lauren Olcorn said it was a big step forward for the program. She said it was vital for the club to have the pathway for those coming through the system in Melton. “The goal was to have a youth league side [within five years] and, coming into the third season, we’re already having a team. “It’s a great achievement and we appreciate the support from the committee to get it up and running.” Christian Impey, who was assistant coach to Olcorn this year, will coach the youth league side. Impey has been involved at a number of clubs, including coaching the Hume City Broncos youth league champ side in 2017. His wife, Jodi Impey, will be assistant coach. Jodi played more than 300 games across all divisions in the Big V competition. “We have the same vision, but we will now work together in different roles,” Olcorn said of Christian. “They both bring a lot of experience and together are a good fit for the youth league team.” Olcorn said they would now start to look at goals to set for the team. She said the two teams would work together as an overall program, with plenty of opportunities for the youth league girls to step up into the senior squad. They’ve named an overall squad of 23 players, plus two development players. “We’re looking at this as a women’s program, not two separate teams,” she said. “We’ll be looking at the youth league team transitioning into the women’s team and there will be opportunities on a weekly basis. “There will be lots of opportunities across the season.” The core group of players from the women’s team is returning next year. Only Stacey and Allana Procak aren’t returning. Chloe Jackson is the only addition. Olcorn said that Jackson brings a lot of experience. “She played in a couple of [youth] championships at Sunbury,” she said. “She has fitted in well and she’s played with some of the girls. She’s a fantastic player and

transitioned well into the team.” After two seasons back in the competition, the Thoroughbreds have no excuse not to be among the contenders next year. This year they missed out on a finals spot on a head-to-head countback.
Olcorn said they had a clear focus for next year’s Big V season. “Finals is at the forefront of our minds,” she said. “It’s championship or nothing for us. “We’re pushing for that top spot.”
A group of western suburbs teenagers are about to embark on the trip of a lifetime as they head to Spain to play in the Elite Football Tours’ International Players Cup. The African Australian Elite Team will travel to Madrid in early January to compete against teams from across the world. The team, which is based in Caroline Springs, is playing in the inaugural tournament. Players spent three months trying out for the team, with six players from South Australia joining the 12 Melbourne western suburbs players. The Charan Foundation, which provides financial assistance for youth in sport, is helping the boys make the trip. Team manager and The Charan Foundation community engagement officer Oscar Ncube said it was exciting for the group, who train at Caroline Springs George Cross’ facility. “The team is highly talented and competitive,” he said. “We have been drawn against the powerhouse Athletico Madrid in the tournament and Rayo Vallecano is in our group. “Keilor Downs College, who are also one of the Australian teams, is also in our group.” A-League club Brisbane Roar is among the Australian clubs sending a team. The African Australian Elite Team includes players from Werribee City, Green Gully, Caroline Springs George Cross, Moreland City, Pascoe Vale and Preston Lions. Some teenagers are already playing at under-20 level, while one of the goalkeepers is part of Caroline Springs George Cross’ senior National Premier League squad. Ncube said while there was prizemoney on the line at the tournament, the trip was about much more for the group. “For us, it’s all about showcasing African Australian migrants talent on an international stage,” he said. “We hope some of our boys will use this trip as a learning experience to enrich themselves and maybe one day play in the A-League.” Tara Murray

Mitsubishi Australia has announced details of major revisions to its small SUV, the ASX. Though it’s been on sale here since 2010 it frequently outsells all others in its class. To be frank, the main reason for that is the low prices achieved because it’s capital costs have been paid off. The Japan giant has long been a major player in the SUV and 4WD arenas - think Mitsubishi Outlander, Eclipse Cross, Pajero Sport and Pajero - not to forget the Triton pickup truck which is also selling its wheels off these days. The ASX Exceed and the new GSR model have a 2.4-litre engine with power of 123kW and torque at 222Nm. The others retain the existing 2.0-litre powerplant (110kW / 197Nm) This upgraded Mitsubishi ASX now has the very successful “Mitsubishi Dynamic Shield” front end. In the ASX, black and chrome finishes have been added to the new-shape front bumper and grille. The semi-sporty GSR model has a rear spoiler, inside are black cloth headlining, microsuede and leather-look seats with red stitching. The Exceed has leather seats. An eight-inch display system replaces the previous seven-inch unit. Infotainment includes Apple CarPlay and Android Auto and DAB radio. The ASX Exceed also gains a Rockford Premium Audio system and TomTom® navigation. Active Stability Control is now standard across the Mitsubishi ASX range to improve handling and enhance safety. Electrochromatic rear view mirror and Forward Collision Mitigation, previously part of the ASX with ADAS package, are now standard across the range. The FCM system detects obstructions ahead and issues a visual

blind spot warning, lane change assist and rear cross traffic alert An Emergency Stop Signal System automatically flashes the hazard lights to warn the driver behind when sudden braking is detected at a speed above 55km/h. The Mitsubishi ASX, ES, LS and Exceed are
available now, but the MR and GSR won’t be Down Under till December. At this stage we haven’t been able to get behind the wheel of upgraded Mitsubishi ASX models, but will do so soon and report back. In particular we are keen on sampling the 2.4-litre engine.
