Hoons in officers’ sights By Helen Grimaux Epping highway patrol is targeting back streets and industrial areas known for meet-ups of drag racers and hoons. Sergeant John Sybenga says there are increasing numbers of complaints from business owners about illegal street races and the mess they make of local roads. “It’s not good for business or for visitors,” Sergeant Sybenga said. But, he said, these predominantly young drivers play “cat and mouse”, disappearing when police mobilise to catch them in the act. This was highlighted two months ago when a 20-year-old woman, out to watch a street meet at 11pm, was hit by a VL Holden Commodore whose driver fled the area when police arrived. But Sergeant Sybenga said officers had had better success catching speeding motorists and those affected by drink or drugs. “We booked 20 drink drivers across two weekends, mainly early on Saturday and Sunday mornings,” he said. In an incident last week, an 18-year-old Mill Park man had his car impounded after he was caught by Epping highway patrol travelling at 139km/h in a 60km/h section of McDonalds Road. The probationary driver had a passenger in the car at the time of the offence. His car was impounded for 30 days and he is due to be charged on summons for dangerous speed and exceeding the speed limit. In another recent incident, a truck driver affected by alcohol was clocked doing 105km/h passing the Thomastown railway station, Sergeant Sybenga said. He urged motorists to remember the message of Victoria’s “Road to Zero – it starts with you campaign” and warned that police would “saturate” state roads this month and next.

Merger a boon for students Kangan Institute and Bendigo TAFE have asked the state government for approval to merge. Under the proposal, all of the current 10 campuses operated by the two institutes would be retained and would maintain their branding. As well as their own local courses, students at the Bendigo TAFE campuses would have access to 55 courses presently offered by Kangan Institute, subject to student demand. Bendigo TAFE board chairwoman Margaret O’Rourke said the combined institute would include a focus on three centres of training excellence: in automotive, fashion and design, and health. It would also expand the youth engagement strategy offered by Kangan. Kangan Institute board chairman Michael Brown said Bendigo and central Victoria were experiencing strong economic and population growth, which demanded growth in training services. Last year, Kangan Institute had more than 28,000 students on its books, operating from campuses at Broadmeadows, Richmond, Docklands, Essendon and Moonee Ponds. Bendigo TAFE had more than 9000 students in 2013, operating from three campuses in Bendigo, as well as campuses at Castlemaine and Echuca. The merger proposal includes plans to develop a centre of excellence in health and human services at Bendigo. Helen Grimaux

Doors shut on youth With youth unemployment hitting 30 per cent in parts of Coolaroo and Craigieburn, Youth Projects chief executive Melanie Raymond has slammed last week’s federal budget. Ms Raymond described the changes to unemployment benefits as “harsh”, estimating 60 per cent of the youth training and outreach agency’s caseload of more than 550 young people in Melbourne’s north would be left without any safety net. She said the region with the highest rate of youth unemployment in the country had received “no help, only pain” in this budget. “The government has no answer as to how young people leaving school, who cannot find work, will survive in this period,” she said. “This is the worst start in life, pushing more young people in this area into poverty.” Last week’s budget increased the age of eligibility for Newstart Allowance from 22 to 24 years of age as of January next year. Job seekers aged less than 30 will have to wait six months without support before they can apply for assistance. Ms Raymond said a six-month delay for Newstart allowance for the newly unemployed could tip more young people into homelessness and would make job seeking even harder. “The realities at present are that in the Calder region young people leave school earlier, have fewer qualifications and enter a stagnant job market where there are many more job seekers than job vacancies,” Ms Raymond said. She said 56 per cent of Youth Projects clients had only achieved a year 10 education level, while 12 per cent had only primary school or below year 10. She estimated at least a quarter of the agency’s clients were homeless or at risk of homelessness.

“There is a close link between family violence and unemployment in this area,” she said. “Hume has the third-highest rate of family violence reports in Victoria.” Ms Raymond said Youth Projects worked with local employers to demonstrate the benefits of employing young people who were job-ready, and the program had proved very successful. “Closer relationships with business is our best strategy, where we can prepare job seekers with the skills in demand,” she said.
“Otherwise many young people are facing a bleak future and this community will need to rally around to create something better than the government has offered us.” Federal MP for Scullin Andrew Giles urged people to protest the wide-ranging cuts and broken promises, saying they would lead to “intergenerational inequality”. “Doors are being shut here,” Mr Giles said. “These cuts show that the Abbott government has no plan for Australian jobs, and that young people are not a priority.”

Councils feel budget freeze The federal government’s decision to freeze financial assistance grants will put a $134 million “black hole” in the budgets of councils, the Municipal Association of Victoria has claimed. MAV president Bill McArthur said the funding blow would hurt every ratepayer, as the ‘‘core funding’’ helped councils pay for essential community services and maintain infrastructure. Last week’s federal budget revealed grants would not be increased in line with consumer price index and population increases. The Australian Local Government Association said the loss of indexation over the next three years meant federal grants would stay at $2.28 billion per annum until 2017-18. Foregone will be $200 million in increases in 2015-16 and $321 million in 2017-18, a total of $925 million lost over the next four years. Cr McArthur said such a significant cut in funding left councils with two choices – cut services or increase rates. “When council budgets are set, rates make up the difference between the funding provided by other levels of government and how much it will cost to provide local services and infrastructure,” he said. “Communities should be outraged by the federal budget’s funding freeze to councils, not just take notice when rates increase or services are cut as a consequence and councils are left to face the blame.” Helen Grimaux

Residents fight tip plan
Hume fights race act bid
A resident has claimed odours from the Bulla tip are regularly making his children violently ill, as people rally against Hume council’s decision to extend the tip’s lifespan. Residents last week lodged an appeal with the Victorian Civil and Administrative Tribunal, opposing the council’s decision to extend Bulla Tip and Quarry’s permit by two and a half years. The group of disaffected residents has launched a website, Stop Bulla Toxic Tip, in a bid to have their voice heard. “We are asking VCAT to consider our appeal on the basis that it’s not appropriate to have that land continue to be developed as a landfill given the current planning and environmental policy,” campaign co-ordinator Carmel Egan said. “We think it has an unreasonable impact on the community and our first step is to alert the whole Bulla community to get behind this campaign.” Ms Egan said residents were increasingly worried about their health and quality of life. Gabrail Aphram said he feared for the well-being of his family. He said the tip had made his young children sick on many occasions. Mr Aphram said the stench of the tip filled the air around his home, especially during periods of strong wind, causing his children to become violently ill. “My daughter starts to cough frequently and she coughs so much to the point she throws up and has trouble breathing,” Mr Aphram said. “We took her to the doctors and they sent her to the Royal Children’s for scans. “Then she gets better and we get another strong wind again and the smell of the tip comes through … you can almost guarantee

the next day, my daughter starts the coughing.” Hume’s city sustainability director Kelvin Walsh said the council had taken prompt action on complaints and, where appropriate, involved the Environment Protection Authority. “EPA officers periodically inspect the landfill site to ensure the use is complying with the EPA licence requirements. If not, they will then issue notices to remedy and breaches of the licence,” Mr Walsh said. “Council officers also conduct regular inspections of the site to
monitor compliance with the planning permit.’’ Mr Walsh said that after approving the extension of the tip’s permit last month, the council sent a letter to the EPA, asking for increased monitoring of the site. This request was granted. The council will also invite EPA representatives to take part in a public information meeting in Bulla. Details of the forum are still being finalised. EPA was unable to comment before deadline.
Hume council has vowed to protect its multicultural community against racism. At last week’s council meeting, councillors carried a motion raised by deputy mayor Adem Atmaca to send a letter to federal Attorney-General George Brandis opposing changes to the Racial Discrimination Act. Cr Atmaca said it was important for Hume council to protect its largely multicultural community by opposing changes to the act. “It’s up to us to make sure there are laws in place to protect our community,” he said. The Abbott government released draft legislation of changes to key parts of the act earlier this year, including a repeal to section 18c, which currently makes it illegal to publicly “offend, insult, humiliate or intimidate another person or a group of people” due to their race, colour or national or ethnic origin. Cr Atmaca said the amendments to section 18c would allow people to be bigots and race haters. Hume mayor Casey Nunn said she was very supportive of the motion. “We would be strongly opposed to any changes to federal law that could allow our residents to be abused on the basis of race, religion or nationality,” she said. “The federal government needs to be very careful in amending this act, as it could have detrimental affects on our community.” Yasemin Talat

Global connection grows
Uni misses the bus
Helen Grimaux Hume council’s global learning centre initiative will be the cnetre of attention during national Library and Information Week this week. The initiative kicked off in 1999 when the council asked Broadmeadows MP and former journalist Frank McGuire to be the founding chairman of its Safe City Taskforce. It has since become a model for community connectedness nationally and internationally. Global learning centres offer a village-level model for building smarter, healthier, better connected communities, driven by positive actions to boost social inclusion. The model co-ordinates the three tiers of government, business, the philanthropic and community sectors and academic institutions. McGuire’s philosophy was: “If in the past it has taken a village to raise a child, in the 21st century each child must be globally connected.” He established an independent entity to roll out his learning model nationally and internationally through the non-profit Global Learning Village Foundation while maintaining Hume as the model’s flagship. “Global education promotes positive values and assists students to take responsibility for their actions and to see themselves as global citizens who can contribute to a more peaceful, just and sustainable world,” McGuire said. “The Global Learning Village is a think-and-do tank. “It challenges the silo mentality, turf wars, institutional ego and bureaucratic inertia that strangle co-ordination and innovation. “It will report on the best ideas from around the world seeking the wisdom of crowds, governments, business, the community, philanthropic sector, the academy, mavericks, iconoclasts and free thinkers.”

La Trobe University vice-chancellor John Dewar is disappointed the recent state budget failed to deliver a new high-frequency express shuttle-bus service for students, staff and others. The university had asked for funding for an express shuttle bus between Reservoir railway station and its La Trobe campus at Bundoora. Professor Dewar said despite the university’s offer to co-fund a trial, the government had failed to provide funding in its budget this month. “Bundoora campus students, staff and on-campus partners face poor and confusing public transport options and longer travel times than those travelling to other metropolitan Melbourne universities,” Professor Dewar said. “Our proposal is consistent with services already in place for travel to other Melbourne universities and will encourage more travellers to use public transport and take traffic off local roads.” The high-frequency express shuttle bus service would operate between the bus terminal at Reservoir train station and La Trobe University’s Bundoora campus every 4.5 to 6 minutes with no stops between 7am and 7pm Monday to Friday. “We will continue to seek a commitment from both political parties to make the high-frequency express shuttle bus service a key election commitment ahead of November’s state election,” Professor Dewar said. Foster parent Melissa Nye-Osborn is calling on more people in Melbourne’s north to care for some of the state’s most vulnerable children. Ms Nye-Osborn (pictured) has been a foster parent for more than six years. In that time, she has fostered more than 15 children ranging in age from two to 14 years old and has helped with short-term placements, emergency care, respite care and long-term placements. The Craigieburn resident, 31, was inspired to become a foster carer after being the kinship carer for her sister’s two daughters for 18 months when she fell ill. Ms Nye-Osborn said it was during that time that she realised there was a shortage of carers for children in Victoria. “In that year and a half I cared for my nieces I didn’t have any weekends of respite, despite requesting a few days,” she said. “It was then I realised that not only were there many more people in the same situation as me but also that carers in Victoria received the lowest reimbursement for their work [of any] state in Australia.” Ms Nye-Osborn said while her sister made a full recovery, many parents of foster children were unable to resume guardianship because of illness, disability and in some cases situations where children were not safe in their care. Many of the children have endured serious trauma or sexual, physical or emotional abuse. “A lot of the children I care for have also had parents who are drug users and addicts,” Ms Nye-Osborn said. “By the time they come into my care they have been extremely neglected and are vulnerable and afraid.” Ms Nye-Osborn said it was her role to rebuild trust with the child and allow them

to feel safe in a stable environment. “The behaviour of children can be very challenging at times because they have endured trauma at such a young age,” she said. “But the rewards fair outweigh the negatives because you can provide the kids with care that they may not be able to have otherwise. It is also providing them with a safe environment and … you see the gradual changes in them as they relax. “These small milestones many people take for granted, but seeing a child laugh and enjoy life

Community, confidence flourish in garden A community garden aimed at bringing together the most vulnerable members of the community has been launched in Doreen’s Katandra estate. The garden, Katandra Rise, was created by the Five Squared Property Group in Doreen in a vacant block next door to its office. It includes 12 individual plots, one communal plot, a garden shed and 12 car parking spaces which are managed by Five Squared. The garden is already yielding tomatoes, chillies and lettuce. Green-thumbed children from nearby Doreen Primary School visited last Thursday to launch the garden and assist with watering and planting. Teacher Helen Mollard said the pupils from grades 2 to 6 were part of a pupil welfare group which helped build self confidence and self-esteem. “We selected four children from the group to help out in the community garden. Those children will learn about gardening and pick some of the produce and bring it back to the school,” said Ms Mollard. “For the students, it is about making them feel special as they have been specially selected to represent the school. Everything they take from the garden and bring back to the school can be used for learning and they will get first-hand knowledge from the horticulturists and gardeners who are working at the garden.” Ms Mollard said children from the school would maintain the community garden as part of a school-wide sustainable living project. Gardening tools and plant seeds were donated to the garden by Masters Home Improvements in South Morang.
Five Squared co-founder Ashley Lewis said the purpose of the garden was to spark social interaction between the community’s most vulnerable. “We had a vacant block of land next door which wasn’t being used for anything and research shows [that] community gardens are beneficial in growing free fresh fruit and vegetables for people in need,” he said. “It creates a place which brings together ethnically diverse people and people who may be isolated from the community, including the

elderly. It also contributes to the general health and well-being of the community, promoting physical activity and social inclusion of residents.” Mr Lewis said a larger garden with 50 plots is proposed for the site and could be built within two years, depending on the level of interest He said the garden was for the entire Whittlesea community. “With the current trend in people having small gardens in their houses or residents who may be short on gardening space this community garden provides an ideal space for everybody to share the produce they grow.” The garden is at 9 Marley Boulevard, Doreen.
