Numbers build to fight pokies

Whittlesea council’s established areas planning manager Maria Cooke said that in the past five years the council had spent more than $150,000 on legal representation and expert witness advice to oppose poker machine applications before the VCGLR. That figure doesn’t include fighting poker machine applications at the Victorian Civil and Administrative Tribunal or Supreme Court, which the council has also done. Ben Rogers, of the Whittlesea Interagency Taskforce on Gambling, said there was a strong correlation between availability of poker machines and the need for emergency relief, such as food parcels and medical vouchers. The council is hosting a public forum on poker machines in vulnerable communities at its offices on November 19, from 4-5.30pm. There will be guest speakers, panel discussion and a question and answer time.

Whittlesea council’s new mayor, Ricky Kirkham, has vowed to tackle family violence and lobby for construction of a Hume Freeway and O’Herns Road interchange while he’s in office. The north ward councillor was elected unopposed as mayor for 2014-15 at a special meeting of council last Wednesday. At 25, he is Whittlesea council’s youngest mayor. The Doreen resident and councillor of two years will take a year’s leave from his role as an advisor with the Department of Defence to focus his efforts on the demanding role ahead. Whittlesea council has linked up with about 30 other local councils to fight for poker machine reform. In the lead-up to the November 29 state election, the councils, the Municipal Association of Victoria and the Salvation Army are jointly calling for tighter restrictions around the assessment of new poker machines. Their Enough Pokies campaign argues that the Victorian Commission for Gaming and Liquor Regulation’s (VCGLR) current test of “no net detriment” to the community if new poker machines are installed is flawed. The campaigners want the threshold for what constitutes a “community benefit” raised. Of the 154 VCGLR decisions made since July 2008 under the current system, 93 per cent have been decided in favour of the gaming venue operator, often despite strong council and community objection. VCGLR data shows more than $96 million in Whittlesea and almost $102 million in Hume was spent on poker machines in the 2013-14 financial year. Former Whittlesea mayor Mary Lalios said the campaign was seeking to have the emphasis of the legislation changed. “Council is looking for reforms that put the burden of proving community benefit on the applicant, not the burden of disproving it on councils or other opponents,” she said.

House a healing haven Staff, volunteers and locals recently celebrated the 10th anniversary of Greenbrook Community House, a second home for many Epping residents. It’s here people can get their hands dirty while learning to build a worm farm, or they can meet other locals during car boot sales, take yoga classes or craft sessions. Over the years the house has provided an inclusive, accessible and welcoming environment for locals and is known for its support for people with a disability and their carers. It’s also, fittingly, home to the Neurological Disability Social group and injury prevention and rehabilitation consultants.

More than 100 residents opposed to a third runway at Melbourne Airport have voted in a committee dedicated to stopping the airport’s expansion. The eight-member committee was formalised at a Hume Residents Airport Action Group meeting in Gladstone Park on October 31. Residents from Gladstone Park, West Meadows and Tullamarine packed Gladstone Park Senior Citizens Centre to voice their opposition to a proposed east-west- oriented runway at Melbourne Airport, as identified in the airport’s growth master plan. The Melbourne Airport Master Plan, as it’s officially known, was approved by the federal government last December. Hume Residents Airport Action Group spokesman Frank Rivoli said the airport was curfew-free and there was no buffer zone between it and residential suburbs on its eastern and south-eastern sides. “According to the Melbourne Airport website, there will be aircraft between 200 and 400 feet above our homes,� Mr Rivoli said. During the meeting, a resolution was passed to advocate for the expansion of Avalon Airport, which the group feels is underutilised. The Melbourne Airport website says the Major Development Plan process for the third runway is likely to begin next year. Lexi Cottee

Revved up for refugees About a year ago, 17-year-old Rachael Davies, of Epping, decided to act on her pent-up frustration about the plight of asylum seekers and refugees. So the year 11 St Monica’s College student joined Multicultural Youth Advocacy Network’s Victorian arm, a policy and advocacy lobby group operating under the auspices of the Centre for Multicultural Youth. “It wasn’t just the things in the news that were upsetting me but years of bottled-up anger about their treatment in Australia,” she said. She’s since been invited to youth conferences and recently to a youth leadership program organised by the United States embassy. Ms Davies will head to Lake Tahoe in California later this month for a training camp to kick-off the 21-day program with a group of

18 secondary students from Australia and New Zealand, with US counterparts. From there, it’s on to Portland, Oregon, Seattle and Washington DC to promote mutual understanding among the three participating nations, to foster relationships among young people from different ethnic and religious backgrounds, and create networks of future leaders. The program centres on community service, civic education and youth leadership development. St Monica’s College principal Brian Hanley said Ms Davies had already shown she was an exceptional student, willing to take on extra challenges. She hopes to study development or international relations in developing countries.

Emergency services conducted a mock disaster training exercise at the soonto-be-completed Melbourne Wholesale Fruit and Vegetable Market in Epping yesterday. The exercise, which also involved Whittlesea council, Northern Hospital and Epping Plaza staff, was designed to replicate responses that might be required to deal with a terrorist threat or fire. Victoria Police, the Metropolitan Fire Brigade, Ambulance Victoria, VicRoads, Highway Patrol Management and retailers also took part. Whittlesea police’s Acting Inspector Rudy Marsilli said the exercise was aimed at ensuring emergency services had their bearings in the enormous market complex. “There will be a minimum of 6000 people working there between midnight and 6am, and it’s a big task getting to know where everything is,” he said. A Melbourne Market Authority spokeswoman said the major trading floor and the National Flower Centre buildings were all but complete. Contracts have been finalised for the last part of construction at the Epping warehousing site. The spokeswoman said some parts of the warehousing facilities were on track for completion before the end of the year. The market is due to formally open midway through next year.

Solid start for Sunbury Sunbury council will have a solid financial foundation for its debut following a state government amendment that guarantees millions of dollars from the sale of 50 hectares of land on Racecourse Road will go to the new municipality. Planning Minister Matthew Guy also promised last week $200,000 for town centre upgrades and improvements to O’Shannassy Street and Sunbury Village Green. The now-caretaker government approved an amendment to rezone 275 Racecourse Road, Sunbury, from farming zone to general residential, allowing ‘‘much-needed land to be unlocked for residential housing’’. Mr Guy said 100 per cent of money raised from the sale of the land would go to Sunbury council, and not Hume. The government recently confirmed Sunbury council will come into existence on July 1

next year. The new city will include Sunbury township, Bulla and parts of Diggers Rest. “The rezoning and sale of this land will put the new Sunbury council on a firm financial footing,” Mr Guy said. Sunbury Residents Association president Bernie O’Farrell welcomed Mr Guy’s decision, given that an initial report by KPMG recommended only 25 per cent of proceeds from the sale go to a Sunbury council. ‘‘We’re pleased that all the money will go to Sunbury council,’’ Mr O’Farrell said. ‘‘It will contribute significantly to putting the council on sound terms financially.’’ Liberal candidate for Sunbury Jo Hagan welcomed funding for town centre upgrades saying it would provide attractive, safe and integrated community facilities and spaces.”
