Upgrades! Book them in By Angela Valente A total of $1.2 million will be spent on basic upgrades to libraries in Woodend, Gisborne, Kyneton, and Romsey. Woodend library will get almost $100,000 for long-overdue upgrades that will pay for the installation of air-conditioning, new blinds and windows. At the library on Wednesday, Local Government Minister Tim Bull announced the Coalition’s contribution of $68,000 which will add to the Macedon Ranges council’s funding injection of $24,000. Goldfields Library Corporation chief executive Chris Kelly said the funding would
provide much needed infrastructure and refurbishment. “As part of the refurbishment, split-systems and reverse cycle fans will be installed and there will be new blinds and windows for efficient air ventilation, providing visitors with a comfortable environment year round. “The carpet will be replaced and more moveable shelving purchased to provide a more engaging and flexible space for programs and activities. The courtyard linking the library to the community centre next door will also be revitalised, providing a comfortable outdoor reading area for outdoor activities with free Wi-Fi access.”
Mr Bull said the Woodend library was one of the projects sharing in this year’s $4.8 million Living Libraries grants. Of that, $1.2 million will be spent in the Macedon Ranges. “Libraries are at the very heart of our communities and it’s important state and local governments work with library services to provide efficient and high-quality services.” Council’s director of community well-being, Karen Stevens, said the Woodend library project was an example of the strong partnership between the council and Goldfields Library Corporation. “Our libraries are important social and educational hubs,” she said.
The Sunbury Residents Association has called for the immediate release of the Sunbury out of Hume panel report so the town can divorce itself from Hume ‘‘as soon as possible’’. Association president Bernie O’Farrell urged the state government and Local Government Minister Tim Bull “to act immediately and decisively”. The report was due to be handed to Mr Bull last Monday. “The minister must get on with business, set a timeline for secession and put in place measures to make it happen,” Mr O’Farrell said. He said with Sunbury being the central town of a new state electorate, the Sunbury Residents Association would rank candidates at November’s state election “with a heavy weighting in favour of a [favourable] response to Sunbury out of Hume”. Mr Bull said he would consider the panel’s recommendations and provide a government response “in the near future”. “Under the terms of reference, written submissions or other supporting documentation provided to the panel must be available for public inspection, unless the panel specifically determines that the material is to remain confidential,” Mr Bull said. Rare plants on rebound Baynton and Sidonia Landcare may have prevented two plants, the banksia and grevillea, from becoming locally extinct. Landcare’s Clare Claydon said the trees were once widespread in the district, but both had become rare. Last week Landcare distributed 1000 baby banksia trees and 500 grevilleas to land owners along with tree guards, weed mats and wood mulch. The 500 grevillea plants grew from a cutting found about 10 years ago by a seed collector who abseiled down a cliff above Pohlman Creek in Baynton to obtain it. Ms Claydon said the remnant plants were vulnerable. “There is no knowing how long that cliff over the Pohlman Creek will stay up there. If it had fallen in 10 years ago we would possibly have lost the local form of grevillea
rosmarinifolia forever. But now, with 500 plants spread across the district, it is in a much stronger position.” Seedlings have been distributed to residents in Pastoria, Cobaw, Mia Mia, Glenhope, Barfold, Langley, Redesdale and Sutton Grange, as well as Baynton and Sidonia. Some will be planted on public land and in primary schools in Redesdale, Mia Mia and Langley. Macedon Ranges councillor Jennifer Anderson said the council was involved in the project by donating wood mulch. “They are an amazing, dedicated bunch of people, who have found these species, bred them up at the nursery and found people who were interested in growing them.” Angela Valente
Have your say Have your say on the draft Localised Planning Statement The draft Localised Planning Statement is available for community comment from 8 July to 8 August. The draft statement recognises our region as an area of special significance and will be included in state-level planning policy to guide planning decisions for the Macedon Ranges into the future.
Adoption of Budget 2014/15 Council adopted the Budget Report at the meeting on 18 June 2014, with a number of minor amendments described in section 2.3 on page 10 of the report. The draft Budget Report was on display from 2-30 May 2014. Council received 19 submissions, which were considered by Council at its meetings on 4 and 18 June 2014.
The draft has been developed after extensive community consultation to find out how the natural and environmental assets of the region are used and valued. Over 1,100 people participated in a survey and a targeted workshop was conducted with a variety of community members.
The Budget Report has been submitted to the Minister for Local Government and can be viewed online at mrsc.vic.gov.au or at a Council service centre in Gisborne, Kyneton, Romsey or Woodend.
An information session on the draft statement will be held on Monday 14 July at 6.30pm at the Gisborne Council office.

The team are now fundraising to assist the young team to compete in Blackpool in August of this year.They are running several fundraising events between now and when they leave in August for the World Dance Masters, the major one being a Hoedown Benefit on Sat 2nd Aug which will showcase the performances prepared for competition in the UK. A March 2014 quarterly report by Australian Property Monitors (APM) throws interesting light upon rental markets across Australia, but of particular interest are Melbourne and Sydney. The report refers to “median rentals” which means the middle range or average rental. As a median figure, there is no differentiation between size, suburb, aspect, views or services, it is simply an average. In Sydney the median rental for an apartment was found to be $490.00 per week, for houses $500.00 per week. During the quarter apartment rentals increased by 1%, while house rentals remained flat. APM senior economist, Dr. Andrew Wilson believes low interest rates were significant. He said “Choppy capital city rental market performances over the March quarter reflects to some degree the uplift in home-buying activity which was driven by sharp improvements in housing affordability over the past year.” His prediction is that sooner rather than later apartments would be as expensive to rent as houses, driven by the growing preference for apartment living and inner-city locations. In Melbourne the median rental for apartments rose by 4.3% while house rentals rose by 1.3%, markedly ahead of Sydney. The median rental for an apartment was $365.00 per week and for a house is $380.00. Interestingly the report showed that prices around Australia had remained static or fallen, except for Sydney and Melbourne. Interestingly the report showed that rental Melbourne was the 2nd most affordable mainland city except for Adelaide. Seat safety is deadly serious Rod Easdown finds knowledge is power with child restraints A few months ago, we wrote about the proper fitting of child seats and it brought a heap of feedback. Readers raised two major issues: that sometimes the “experts” get fitting wrong and that hiring a car with a child seat is a minefield. Reader Lara told us that at Brisbane Airport “we hired a car and the child seat was poorly fitted. They simply threaded the seat belt through without using the anchor point. The ‘fitted’ seat could be pulled out with one hand.” She went to another rental company where they fitted their restraints properly. An isolated incident? I tried it out, booking a car from a well-known company and specifying a restraint. When the paperwork was done, the attendant handed me the seat and told me the fitting instructions were on it. Next customer please. The lesson: go into the issue before finalising the booking and ask the company what type of restraints they use so you can check fitting instructions online. Have your homework done on child seats and anchor points on arrival, just in case. The other issue is just as alarming. Reader John advises that the worst thing you can do is blindly believe that a so-called professional has done a proper job. He suggests you check, and to do that properly you need to have an idea of the correct fit of the seat involved. John had a seat fitted by an “expert” who got it all wrong. He had specified the seat be fitted at centre rear. Instead, it was put on the kerbside to facilitate the split-folding of the seat.
Statistically, the centre rear is the safest place in the car, but many parents find it difficult to get their child in and out of there, and continually inconvenient. So they opt for the kerbside rear seat, which is a tad less safe in sideways impacts, but easier to live with. John said that although the seat was tight, the fitter had threaded the seat belt incorrectly. When he complained he was told to bring the car in for inspection.

Of 34 seats independently tested by the American magazine Consumer Reports, only 13 got the highest rating. Three either detached from their bases on impact or their bases split. With two others, sensors in test dummies registered higher injury measures than the rest of the seats.
