The Loom Having spent a good many years as a state aviation official – a direc-
tor, a deputy and sometimes a staffer, I have come away with a healthy respect for the men and women who lead our state aviation offices, cast the visions and implement the programs. Now that I’ve tumbled over the fence and find myself lying in the green grass of the Hotel NASAO, I see the same scene, but from a different angle. It’s kind of like the comparison of looking at the Mississippi River through the eyes of both the tug Captain in the pilot house and the Captain from the cockpit of an airplane at 40,000 feet… a very different perspective. Of course, making the move has resulted in a cadre of folks fussing over me, checking the bump on my head (from the tumble) and asking are you sure you meant to move to Washington D.C. and join NASAO? I swear, I even heard someone mention that he felt a great disturbance in the Force, as if millions of voices suddenly cried out! Yes, yes, I assure everyone, wincing at the pain from the bump on my head. I meant to do it - without reservation! To be honest with you, working for NASAO had never crossed my mind in the 17 years I’ve been connected with the association but when the opportunity came up, I didn’t give it a second thought. It did, however, take a third party to plant the idea in my head in the first place, of which I am most grateful. I say that because it feels right - like the circle is somehow complete. Now that I’m here, I maintain my respect for the members, but I’ve also gained a healthier appreciation for what it takes on the national level to weave the multi-sized and multi-colored thread from 50 plus sources into one beautiful and functional cloth. For 82 years the process has taken place - not an easy task, but I look forward to having my hand on the loom as we trundle forward.

NASAO Tours EROS Center On Sunday morning NASAO Convention attendees had the opportunity to tour the Earth Resource Observation and Science (EROS) Center located 15 miles North of Sioux Falls. The facility is a remotely sensed data management, systems development and research field center for the U.S. Geological Survey. EROS opened in the early 1970’s with a handful of employees and the largest mainframe computer in the State of South Dakota. It currently houses one of the largest computer complexes in the Department of the Interior. Kyle Wanner, North Dakota looks at an EROS display.

When the idea of EROS was conceived, it was decided that it needed to be centrally located for receiving data as Landsat satellites passed over the United States. Off-Site Tour Includes Stop at Strawbale Winery The second off-site tour for NASAO attendees was a visit to the Strawbale Winery for Sunday Sangria, which included lunch and live music. The winery near Sioux Falls, is tucked away between a 100-year-old barn, shelter belt and grape vines, reminiscent of a simpler time. Live entertainment added a nice touch to the afternoon.

This year’s National Association of State Aviation Officials (NASAO) Annual Convention and Tradeshow held in Sioux Falls, South Dakota fared well in spite of a government shutdown which saw some federal employees cancel their appearance or leave town early in order to be back home before the end of fiscal year 2013 on September 30th. The 82nd annual event held Saturday through Tuesday, September 28th to October 1st, went on however, mostly as planned, with few schedule changes and presented a strong line up to the nearly two-hundred registered attendees. Monday’s list of speakers, a who’s who in the aviation industry, included Pete Bunce, Jim Bennett and Greg Principato. Ben De Leon, FAA’s Incoming Deputy Associate Administrator for Airports, was on hand as was Barry Cooper, FAA’s Regional Administrator for the Great Lakes Region, Michael O’Donnell, Director Office of Airport Safety and Standards and Abigail Smith, Products Director, Mission Support Services of the Air Traffic Organization, AeroNav Products. David Suomi, Deputy Regional Administrator for Northwest Mountain Region was also on hand for the duration. “Our forums featured top notch speakers from varied aspects of the world of aviation and several outstanding FAA representatives who came to Sioux Falls despite the threat of an imminent government shutdown,” said Henry 2013 NASAO Special Edition

Texas Wingtips Takes Award for Top Newsletter For the second year running, the State Aviation Journal, in cooperation with NASAO, presented the State Aviation Newsletter Award during the Association’s Tuesday eventing awards banquet. This year’s award went to the Texas Department of Transportation, Aviation Division for their newsletter ‘Wingtips.’ The award is given to recognize the work that goes into creating and distributing newsletters that promote aviation in the states and the men and women that represent state aviation. The award is independently judged by a panel of experienced public relations and industry professionals. participating employers include the 128th Wisconsin National Guard, Aircraft International Group (ASIG), Milwaukee Cessna Citation Center and Signature Flight Support. Signature Flight Support has been a participant in the ACE program for 18 years. Signature is the world’s largest fixed-based operation and distribution network for business aviation services. Signature services include: • Fueling • Hangar and office rentals • Ground handling • Maintenance Signature’s sister company, Aircraft Service International Group (ASIG) offers many of the same services as Signature. “Over the years, the students chosen to participate in this program [ACE] have done an excellent job and have made excellent employees,” explains General Manager Doug Drescher, Signature Flight Corp., “The interns who work at ASIG do the fueling and servicing of the aircraft and are rather excited. In one instance, there was an intern who had to go inside the cockpit and give the pilot the fuel slip. Interns at Signature have more customer service responsibilities and deal directly with the pilots.” “It [ACE] provides many learning experiences for the students from general employment training and job skills to more specific aviation-related skills, such as learning about the air traffic control tower,” states Wiessinger. “Employers shouldn’t underestimate these interns’ enthusiasm, energy and willingness to learn and what they bring to their company,” shares Drescher. In addition to preparing young people to enter the “real world” and learn about the workforce, according to Wiessinger there are always a few students who are hired by participating ACE companies after an internship. A recent example is one intern was hired

In conclusion, Diaz offers advice for those interested in the program, “Care about your grades – focus on getting a high grade point average. This was how I was able to get the position I had in my first internship year. Also, it shows you care about your education and you’re dependable and someone who can be trusted.”

NASAO Recognizes Oustanding Aviation Officials, Programs This year’s Awards Dinner highlighted the service of a number of men and women employed at state aviation offices around the country. Awards included the Kenneth R. Rowe Ambassador of Aviation Award, presented this year to Randall Burdette, Director of the Virginia Department of Aviation. This award is presented in the name of Kenneth A. Rowe to honor State Aviation directors who embody his spirit, optimism and fierce pride in the capa-

Aviation Career Education program (see page 30), which provides on-the-job training each summer for 35 disadvantaged students from the Milwaukee Public School System. This year’s recipient of the ‘Most Innovative State Program Award,’ went to the Colorado DOT Division of Aviation for their Web-based Information Management System (WIMS). The WIMS program enables the Colorado Division of Aviation to keep succinct and complete records of their program, from Capital Improvement Planning, fuel tax collection and distribution, grant applications, administration and project close-out. Carol L. Aldrich, PE, Michigan Office of Aeronautics was selected for the ‘Distinguished Service Award.’ Aldrich, a supervisor of the Project Management Unit for the past twelve years, has been employed by the Michigan Department of Transportation for nearly twenty-three years.
