Norton Christian Church Launches Volunteer Delivery Program The Norton Christian Church has created a volunteer delivery program in response to COVID-19 and the statewide Stay-Home order. The program matches volunteers with people who need groceries or other items delivered to their home. The target population are people who are in a highrisk group as defined by the CDC (older adults and people with underlying medical conditions), but the program is open to anyone who needs assistance. The Norton County Community Foundation, Norton Area Chamber of Commerce, and Nor-

ton City/County Economic Development are helping to support the program by coordinating with local businesses. If you or someone you know needs assistance with pick-up and delivery of groceries or other essential items, please call the Norton Christian Church at 785-877-2871 or fill out this online form: https://forms.gle/JWTG7BeWTAoLD76T7. The volunteer committee will match each request to a volunteer, who will then reach out directly to discuss details and make arrangements. Kansas AG, US Attorney partner to combat COVID-19 fraud Kansas Attorney General Derek Schmidt and U.S. Attorney Stephen McAllister aannounced a state-federal partnership to investigate and prosecute scammers attempting to prey on Kansans during the COVID-19 outbreak.

The two offices agree coordinating information and manpower will allow the agencies to more quickly verify allegations and prosecute those who are profiteering off the crisis. “This partnership will allow our two agencies to bring the maximum state and federal resources to bear to stop scams, frauds and price gouging during this state of emergency,” Schmidt said. “I appreciate Steve’s strong leadership in

Hunters, other recreationists advised to be smart during COVID-19 crisis

The Nebraska Game and Parks Commission is advising hunters, anglers and other outdoor enthusiasts to honor guidelines set by the Centers for Disease Control and Prevention, and other health organizations, to avoid spread of coronavirus as they head to the field this spring. “Outdoor recreation has long been an important part of our way of life for relaxing and getting in touch with nature, and many people are turning to outdoor recreation as they seek comfort during this monumental public

crisis," said Jim Douglas, director of Game and Parks. “As we head outdoors during this time, though, we need to be smart about it and follow physical distancing and other existing guidelines and directives concerning the prevention of coronavirus transfer.”

Travel Guidelines Under the provisions of an executive order by Gov. Pete Ricketts this week, nonresidents who do not already have a permit for Nebraska’s spring turkey season will not be able to get one. For the hunters who do

have a permit, the agency

recommends they stay at least 6 feet away from people they meet, including fellow hunters and property owners. The same advice to physically distance goes for other forms of outdoor recreation, including fishing, hiking and boating. To avoid face-to-face encounters, hunters should gain permission from landowners in advance by phone or internet and avoid knocking on doors while seeking a place to pursue gobblers. To avoid contact, concerned landowners may put a sign on their door with messaging

for any hunters who might visit. Other guidelines for the public include minimizing travel distance from your home and spreading out. Avoid congested parking lots, trailheads, and other access sites. Recreationists should research their trip in advance. Campgrounds and other usual amenities may be temporarily closed to the public. People also should carry all needed supplies for their activities to lessen the chance of encounters with other people while stopping at businesses. Proper

hygiene at gas pumps, restrooms, boat ramps and

other high-traffic locations is imperative. Any person who is sick, has a fever of 100.4 degrees or higher, has knowingly been exposed to sick individuals, or has travelled outside of the country or to any areas with the community spread of COVID-19, should remain at home. DOT and EPA Issue Final Safer Affordable Fuel-Efficient Vehicles Rule The

Department of Transportation and Environmental Protection Agency released final emissions rules on March 31st. The agencies will change the Safer Affordable Fuel-Efficient Vehicles Rule setting corporate fuel economy and CO2 emissions standards, known as CAFÉ standards, for model years 2021-2026 passenger cars and light trucks. The final rule will increase stringency of CAFE and CO2 emissions standards by 1.5 percent each year through model year 2026, as compared with the standards issued in 2012, which would have required about

five percent annual increases. EPA Administrator Andrew Wheeler says the final rule “puts in place a sensible national program that strikes the right regulatory balance that protects our environment and sets reasonable targets for the auto industry.” Meeting the previous CAFÉ standards were seen as a way to increase biofuel demand. Under the SAFE Rule, the projected overall industry average required fuel economy is 40.4 miles per gallon, compared to 46.7 projected requirements for model year 2025 under the 2012 standards.

Cutworms and Wheat Stripe Rust USDA Releases Perspective Plantings Report Keith P. VanSkike Agronomy, Natural Resources, District Agent Twin Creeks Extension District

Farmers will be waiting for a good solid warming trend to get soil temps raised up. Most soil temperatures are still in the mid 40’s. There has been some good precipitation to help along with the soil activity and moisture for spring emergence. Farmers should now be getting all their pre-emergent chemicals on and evaluating their wheat stands. Look for tillering being done and how much, and if there is a weed problem in wheat fields. Experience with wheat stripe rust has taught us that weather conditions in Texas play a critical role in the development of regional outbreaks of the disease. Recent research at K-State is bringing new insights into the weather patterns and which are most conducive or suppressive for the development of stripe rust in the Great Plains region. In general, wetter conditions increase the risk of the rust and drier conditions suppress it. The first time period

occurs in the preceding fall when the wheat crop is being planted and beginning to grow. The second time period occurs in the early spring as the crop in Texas moves into the grain filling stage. Stripe rust epidemics in Kansas are often preceded by above-normal moisture conditions in overwintering locations for the rust diseases. However, when these regions are dry, stripe rust severity in Kansas generally remains low. A look at the moisture patterns for 2020 indicates that rainfall in this area was below normal. This pattern suggests that the risk of a severe outbreak of stripe rust in Kansas is low at this time. Army cutworms feeding, more in alfalfa fields than wheat, is starting to become more noticeable in fields that have not had the best growing conditions throughout some of Northwest Kansas. However, the larvae have not grown much larger, probably due to the cool temperatures over the last couple of weeks. As temperatures warm, expect army cutworm feedings to increase. Fortunately, most fields have enough foliage now and can withstand considerable feeding without significant damage.

Look for borders or edges of fields that don’t seem to green up. Cutworms hide below soil surface and come out in evenings to feed. They actually do cut the top foilage growth. Look near a border where the affected area and non-affected areas meet and dig around the base of the plants under the soil surface. In preparing for corn planting, always keep the long-term weather conditions in mind. In a drought year, almost any population is too high for the available moisture in some areas. Although it’s not a good idea to make significant changes to seeding rates based only on what has happened recently, it is worthwhile taking into consideration how much moisture there is currently in the soil profile and the long-term forecasts for the upcoming growing season. When deciding on whether to keep seeding rates at your usual level or increase this year, if the soil profile is wetter than normal, is a little risky. If you think weather conditions will be more favorable for corn this year than the past years, stay about in the middle to upper part of the range of seeding rates. If you do not think growing conditions will improve enough to make up for dry subsoils, you might want to consider going toward the lower end of the range of recommended seeding rates, with the warning that if growing conditions improve, you will have limited your top-end yield potential. Certainly, each farm manager and production practice is unique. There are many ways to look at seeding rates’ effect on the end yield. In very general Kansas State University research has recommended plant population around 16 to 20,000 plants for dryland, and limited irrigation about 24-28,000, and full irrigation 2834,000 full season. This assumes an 85% germination.

Producers surveyed across the United States intend to plant an estimated 97.0 million acres of corn in 2020, up eight percent from last year. The Agriculture Department's National Agricultural Statistics Survey released its Prospective Planting report on March 31st. The report says planted acreage intentions for corn are up or unchanged in 38 of the 48 estimating states.

Soybean growers intend to plant 83.5 million acres in 2020, up ten percent from last year, the third-highest planted acreage on record. Compared with last year, planted acreage is expected to be up or unchanged in 22 of the 29 states estimated. NASS also released the quarterly Grain Stocks report as of March 1. The report says corn stocks totaled 7.95 billion bushels, down

eight percent from the same time last year. On-farm corn stocks were down 13 percent from a year ago, but off-farm stocks were up less than one percent. And, Soybeans stored totaled 2.25 billion bushels, down 17 percent. On-farm soybean stocks were down 20 percent, while off-farm stocks were down 15 percent.

No World Pork Expo for Second Straight Year For the second-straight year, the National Pork Producers Council has canceled the World Pork Expo. Canceled last year to avoid the spread of African swine fever, this year's event is one of many interrupted by the global COVID-19 pandemic. NPPC announced the cancellation early this week due to COVID-19 human health concerns. NPPC President Howard "A.V." Roth says,

while disappointing, canceling the event allows "producers and others across the industry to focus on the essential role we play in the nation's food supply system at this critical time." Roth says NPPC will “do our part to support the nation's transition back to normalcy and look forward to making next year's World Pork Expo better than ever.” World
