Coalition Warns Congress About Shortage of Ag Inspectors

A coalition of more than 150 agricultural organizations is urging Congressional appropriators to close an estimated $630 million funding shortfall for Agricultural Inspectors at ports-of-entry. The coalition stated its case in a letter written to key members of the House and Senate Appropriations Committees. Customs and Border Protection Specialists, Technicians, and Canine Teams inspect ag imports to prevent the entry of foreign plant and animal pests and diseases, such as Foot and Mouth Disease. Allison Rivera, Director of Government Affairs with the

National Cattlemen’s Beef Association, says, “We must continue to fund our CBP Ag Inspectors and give them the resources they need so that they can continue to be vigilant at our ports of entry.” National Pork Producers Council President Howard “A.V.” Roth says, “We depend on those inspectors to ensure that American agriculture remains safe. They’re the first line of defense to ensure that African Swine Fever and other foreign animal diseases remain outside the United States borders.” The NPPC says lapsed vigilance of these inspections would have devastating consequences for all of U.S. agriculture.

Democrat Plan for “Climate-Friendly” Farming Gets Mixed Reaction The House Democrats’ climate change committee released an ambitious framework for slashing greenhouse gas emissions to net-zero by 2050. The National Sustainable Agriculture Coalition says those plans include agriculture playing a key role in the goal. The emission cutting would be achieved in part by ramping up conservation programs for ag producers that cover just a fraction of the country’s farmland. The plan will be pushing a lot more money into “climate-smart” agricultural practices, such as making climate adaptation and mitigation a

specific goal of federal farm policy. Other steps include creating a “Climate-Based Producer” certification for farmers, as well as developing feed additives that can lower methane emissions from livestock farms. The Sustainable Ag Coalition applauds the committee for “acknowledging agriculture’s critical role in mitigating the climate crisis in their report.” Not all groups were as optimistic. The National Cattlemen’s Beef Association says the plan is “unfortunately the product of partisan discussions that failed to encompass important constituent communities across the country.”

There are many other diacamba products labeled for many other uses that are not affected by this label order. Fishing Challenge Rachael Boyle Phillips-Rooks District Extension Agent Agriculture and Natural Resources Growing up, fishing was an activity I always enjoyed and still do to this day. Spending leisurely time with family on the boat drifting for walleye or visiting those places up in the trees for crappie. Much time was spent bank fishing as well and trying to catch frogs, looking for snails or skipping rocks when the fish bite just wasn’t productive. I have some great fishing memories and oh the fish tales to tell. I’m happy to enjoy fishing with my son now so he has stories he can tell. Fishing is a great summer activity and something the entire family can enjoy. The Rooks County 4-H Junior Leaders would like to invite you to be a part of the Fishing Challenge for youth ages 7-18 in the Phillips-Rooks Extension District. Awards will be given to the top entry in each specie/category. The following specie/category and minimum length requirements make up the challenge: Catfish (Channel or Flathead) – 15”, Sunfish (Bluegill, Green Sunfish,

Hybrid Sunfish) – 6”, Crappie (Black or White) – 10”, Blackbass (Largemouth or Smallmouth) – 15”, Carp or Drum – 15”, and Other Game Fish (Walleye, White Bass, Wiper) – 15”. Fish must be caught in Kansas by a legal method as outlined in the current Kansas Department of Wildlife, Parks, and Tourism Fishing Regulations Summary. Entries will be accepted until August 1. Entries consist of an entry form as well as photos. One photo of the youth that caught the fish with the fish and another photo showing the length of the fish. With Corn, Soybean Plantings Up, PERC Reminds Producers to Plan Harvest Energy Needs Soon With corn and soybean plantings up substantially compared to last year, the Propane Education & Research Council is reminding producers across the Midwest to plan well in advance of harvest season to ensure they have access to enough propane this fall.

According to the USDA Planting Intentions report, corn planted in 2020 is estimated at 97 million acres, up 8 percent from 2019. Thirty-eight of the 48 states report-

ing corn as a planted crop are expecting plantings to be at or above 2019 levels. Soybean plantings are reporting an even larger increase. According to the report, 83.5 million acres of soybeans will be planted in 2020, which is a 10 percent increase compared to last year. Twenty-two of the 29 states planting soybeans expect levels to be at or above those in 2019.

“More corn and soybeans planted means an increase in demand for propane, whether it’s used to power irrigation equipment or to

help dry grain at harvest time,” said Mike Newland, director of agriculture business development for PERC. “Last year’s energy demand issues that played out at harvest time across the Midwest are still fresh in everyone’s mind, which is why we’re reminding farmers of a few steps they can take now to prevent potential issues later.” The Propane Council is encouraging farmers — especially in the Midwest states — to establish a strong line of communication with their propane suppliers now. “A quick conversation now can go a long way to preventing energy supply headaches later,” Newland said. As an added layer of preparedness ahead of the har-

vest season, the Propane Council recently launched a Grain Drying Calculator tool to help producers determine the number of propane gallons needed each season using just three simple data points. The tool allows users to estimate the amount of propane each operation will require, making it easier to fill tanks early and prepare for supply needs prior to an increase in demand. Users of the calculator simply input their average expected yield to determine the number of propane gallons needed to dry their crops by a specific moisture percentage. USDA Releases Planted Acreage/Grain Stocks Report U.S. farmers planted more corn and soybeans this year than in 2019, but they’re also planting less wheat and cotton than last year. Those are the numbers from the latest USDA Crop Production Report issued on Tuesday. The National Ag Statistics Service says farmers planted 92 million acres of corn, below the 94.8 million the trade expected, but still three percent higher than 2019. Growers expect to harvest 84 million acres of corn for grain, up 11 percent over

last year. Soybean planted acres are estimated at 83.8 million acres, up ten percent from last year. Cotton acres are estimated at 12.2 million, down 11 percent from 2019. The all-wheat planted acre estimate is 44.3 million acres, down two percent from last year. That number is the lowest allwheat planted area on record since recordkeeping began in 1919. In the Stocks Report, corn stocks totaled 5.2 billion bushels, up less than one percent from last year. On-farm stocks were up

three percent, while off-farm stocks were down two percent. Soybeans in storage came in at 1.39 billion bushels, down 22 percent from June 1st of 2019. On-farm soybean stocks dropped 13 percent from last year, while the offfarm stocks were down 28 percent. The all-wheat storage numbers totaled 1.04 billion bushels, down three percent from last year.

USMCA Fully Implemented in North America The new U.S. trade deal with Mexico and Canada is officially in force. The U.S.-Mexico-Canada Trade Agreement replaces the 26-year-old North American Free Trade Agreement and brings to a close President Donald Trump’s threat to break apart the three-nation, $1.4 trillion free trade zone. Politico says officials in all three countries are celebrating that the deal is taking effect as each nation looks for some certainty during the

COVID-19 outbreak. However, there are some tensions brewing between the U.S. and Canada regarding aluminum. President Trump recently threatened to reimpose tariffs on imports of aluminum from Canada. The U.S. could impose a ten percent duty if Canada doesn’t agree to quotas to help slow the surge of its aluminum exports, which would likely bring a retaliation from Ottawa. Business leaders have been quick to

ask the U.S. President not to reimpose the tariffs as they celebrate USMCA. South of the border, some of the biggest issues are between the U.S. and Mexico. U.S. Trade Representative Robert Lighthizer says he expects fights with Mexico regarding labor, biotechnology, intellectual property, and energy. The Trump administration, Democrats, and labor unions will all be paying close attention to see if Mexico lives up to its labor requirements.

4-H is not about awards, projects, competitions or money -- 4-H is about helping youth grow and develop as young adults. Youth development goals for the Kansas 4-H program are often referred to as Life Skills. Building a Positive Self-Concept: Youth feel accepted by others and achieve success in meeting increasingly difficult challenges. 4-H’ers develop healthy behaviors as they successfully provide leadership for others, share their feelings and ideas with others, accomplish goals they set for themselves, and decide for themselves the progress they have made. Developing an Inquiring Mind: Through mental stimulation, curiosity and enthusiasm for finding out about the world and its people. 4-H’ers develop an inquiring mind through learning experiences such as exploring projects, meeting new friends, developing talks and demonstrations, helping design a club booth, going on field trips, hikes and tours. Relating to Others: Through expressing ideas and feelings, respecting differences among others, dealing with conflict and applying democratic practices in problem solving. 4-H’ers learn communication skills with club meeting talks

and demonstrations; they develop and practice problem solving as they work with others on group projects, exercise leadership and participate in intensive, smallgroup camp activities. Developing Concern for the Community: Through awareness of the natural and social communities and their interrelationships, learning to respect difference, and assuming responsibilities to help. 4-H’ers develop concern as they assist younger members, plan and conduct day camps for community children, participate in retirement home visits, and share in community service projects. Learning to Make Decisions: Through use of knowledge, skills and values in identifying and analyzing problems then selecting from alternative solutions. 4-H members develop and practice decision-making skills as they set goals and determine strategies to work toward goals within their group, participate in well-planned project programs, consider alternatives in project selection, evaluate one’s own progress toward goals, and become involved in meaningful club business meetings. As we are approaching county fair season in western Kansas, we are reminded that the 4-H youth development program does not focus on the competition element of the county fairs, but the educational aspect that comes from participating in contests and competitions.
