Hello, my name is Brent Hoover and I am running for Phillips County Sheriff.

I am the youngest of three children born to Rodney and Dixie Hoover. Growing up in the small town of St. George, Kansas located in the Flint Hills, I learned the importance of honesty, integrity, and responsibility. While in high school, I worked for the City of St. George and moved to Beloit to attend North Central Kansas Technical College. During my time at NCK Tech, I worked for the Mitchell County, KS road and bridge crew.Northwest Kansas has always held a special place in my heart, and I have fond memories of visiting my great grandparents in Norton as a child. I was blessed to have the opportunity to move here over three years ago and purchased a home in Phillipsburg in 2018 with my girlfriend Brielle. I am an officer at the Norton Correctional Facility and Brielle is a CNA for the Norton Andbe Home. I proudly serve my role with the state of Kansas and take every facet of the position seriously with great care and fortitude, including patrol, training, investigations, as well as drug and contraband enforcement. Currently, I am pursuing an Emergency Medical Technician certification. In addition, Brielle and I are becoming certified foster care providers. My passion for law enforcement has led to my decision to run for sheriff. Serving and protecting the community has always been a desire of mine and being a corrections officer has made that even more evident to me. I will proudly serve Phillips County and strive to earn the people’s trust. Below is my campaign platform. 1. Serve and Protect the People of Phillips County with honesty, integrity, equability. This means enforcing all laws of the State of Kansas, ensuring the integrity of the Constitution of the United States, respecting and enforcing ordinances as they apply in our communities. This does not mean the easing of practices and policies involving the local policing of drug or alcohol involved crimes. 2. Fiscal responsibility. a. Reserve Equipment Fund The reserve equipment fund has nearly been depleted by Sheriff Radabaugh and his spending tactics. It is necessary to rebuild the balance of this fund as practical. Conservative spending practices will be employed and practiced. My administration will respect the financial standing of the county and budget accordingly. b. Annual Budget The purchasing of vehicles within the Sheriff Radabaugh administration was not budgeted within the operating budget of the Sheriff’s Department. Again, conservative practices will be applied. c. Expand Grant Programming/Proposal Development through Identification of Potential Funding Sources I. Proposal Development and Actual Application d. Accountability I. The Sheriff’s Department is accountable to the County Commissioners regarding budget issues and the people we serve. 3. Introduce and Expand Community Policing Concepts. a. Positive, low cost investment. b. Build relationships, build leads, reduce crime. c. Interactive Policing Concept. d. Officers reside in both Logan and Agra.

e. Reduction in response times to areas with a majority of the county’s calls outside of Phillipsburg proper. f. Rebuild trust. 4. Increase Training for Deputies a. NARCAN I. NARCAN is a critical life saving tool in the age of opioid addiction. Currently, Deputies are not required to carry this valuable tool with them. Nor, are they appropriately trained. b. AED’s I. Automated External Defibrillator’s are not carried with Deputies in patrol vehicles on a routine basis. Equipment that has the ability to save lives is invaluable. We must train our officers to do just that. The citizens of our county deserve better. c. Meth Lab Certification I. As drug use increases within our county, we must forever be prepared for incidents that may arise. d. Point Narcotics Deputies will be Trained Extensively. Currently, one Full Time and One Part Time Deputy which is certified as such respectively *Stephen and Hewitt. 5. Enhance Working Relationships with Mutual Assist Agencies, EMT, Fire Departments. 6. Address accusations of a number of reports of excessive force, intimidation, and fear of retribution a. Accountability 7. Decrease liability to Phillips County through utilization of current jail for only temporary housing. Build contractual agreements with peripheral counties for housing of inmates. 8. Current jail is a liability to the county for issues of safety and security for both the staff and inmates.

The truth is that a stick, string, hook, weight and optional bobber is all it takes to have a fun evening of fishing at the lake. Let’s discuss what you really need. style of fishing rod seldom wears out and may just need new string and grease. Don’t be shy: That grandpa or neighbor also probably will help and go fishing with you if you ask. For a relaxing fishing trip, leave the lures at home or at the store for now. Using a simple and versatile hook-andweight fishing rig will catch trout, catfish, bullheads and panfish, such as bluegill, bass and crappie. For the hook, smaller is more effective than too big. A bait-holder hook, which has barbs along the shank in addition to the point, in sizes 6 to 10 will cover small bluegill up to 10-pound catfish. Add a few 1- to 2-inch bobbers, small split-shot weights and quarter-once sliding egg sinkers and you have all the tackle you need. Total tackle cost should be less than $15. To catch a catfish or bullhead, place the egg sinker on the line, then

a split shot with about 18 inches from the end, and tie a size 6 hook on the end of the line. Bait with worms, uncooked hot dog chunks or lunch meat. Cast this rig out and let it settle to the bottom. To snag your fish, let it pull the string freely away and set the hook with a gentle yank on the pole when you are confident they committed to eating the bait. For panfish and trout, skip the egg sinker and just place the split shot about 18 inches from the end with a No. 8 or 10 hook tied to the end of the string. This is a simple rig that can be fished on the bottom or floated by adding a bobber above the split shot. Bait can be worms, crickets or just about anything you find in your pantry, including corn, scraps of meat and balled up bread. Handy tools to have include a long-nose pliers to add the split shot and nail clippers to trim the string.

USDA Provides Cattle Market Investigation Update The Department of Agriculture Wednesday released a report on its ongoing boxed beef and fed cattle price spread investigation. Agriculture Secretary Sonny Perdue says the closure of the Tyson beef packing plant following a fire at the facility in Holcomb, Kansas, and the COVID-19 pandemic, “clearly disrupted the markets and processing systems responsible for the production and sale of U.S. beef.” The report also discusses several policy considerations in light of the desire by many market participants for improved price discovery, reinvigorated competition, and a
