County committee members are an important component of the operations of FSA and provide a link between the agricultural community and USDA. Farmers and ranchers elected to county committees help deliv-

er FSA programs at the local level, applying their knowledge and judgment to make decisions on commodity price support programs, conservation programs, incentive indemnity and disaster programs for some commodities, emergency programs and eligibility. FSA committees operate within official regulations designed to carry out federal laws. To be an eligible voter, farmers and ranchers must participate or cooperate in an FSA program.

A person who is not of legal voting age but supervises and conducts the farming operations of an entire farm, may also be eligible to vote. Newly elected committee members will take office Jan. 1, 2021. U.S. Winter Outlook: Cooler North, Warmer South flows. Wetter-than-average Expect a dry, warm winter in the south, and cooler, wetter, conditions in the North, according to the National Oceanic and Atmospheric Administration. NOAA has released its U.S. Winter Outlook, indicating weather impacts from an ongoing La Nina. Forecasters at NOAA’s Climate Prediction Center are also closely monitoring persistent drought during the winter months ahead. Currently, large areas of drought extend over the western half of the U.S., with parts of the Northeast also experiencing drought and near-record low stream

conditions are most likely across the northern tier of the U.S., extending from the Pacific Northwest, across the Northern Plains, Great Lakes and into the Ohio Valley, as well as Hawaii and northern Alaska. The ongoing La Nina is expected to expand and intensify drought across the southern and central Plains, eastern Gulf Coast, and in California during the months ahead. However, drought conditions are expected to improve in the northern Rockies, Northwest, New England, Alaska and Hawaii over the coming months.

Motorists urged to use caution to avoid collisions with deer Deer are more active this time of the fall. Crops are being harvested and deer breeding season is in full swing. The Nebraska Game and Parks Commission has suggestions to help drivers avoid deer-vehicle accidents and lessen the risk of injury or vehicle damage. • During the breeding season, bucks become more active searching for does with which to breed. Bucks are bolder, less wary and more susceptible to collisions with vehicles. Deer movement peaks each day near dawn and dusk. • Anticipate the possibility of a deer on the road and plan how to avoid a collision. Be prepared to stop suddenly, but braking too sharply or swerving may cause you to lose control and roll your vehicle. • Wear your seat belt. • When driving near shelterbelts, woodlots or creeks, especially during evening or early morning, slow down

and watch for deer. Keep your headlights on bright if there is no approaching traffic. • When you spot a deer, assume there will be others in the same area. • Deer often seem to be disoriented or confused by headlights. Some react by freezing in the light, some dart into the path of the vehicle and others bolt away. Honk your horn and flash your headlights to frighten deer away. If there is other traffic on the road, activate your emergency flashers and tap your brakes to alert other drivers to the potential danger. • Many places where deer-vehicle collisions occur are posted with deer crossing signs. • If a deer is struck, the driver may take possession of it but must contact a Game and Parks conservation officer within 24 hours to obtain a salvage tag. Musk Thistle Control in the Fall Rachael Boyle Phillips-Rooks District Extension Agent Agriculture and Natural Resources Musk thistle is one of 12 state-wide noxious weeds in Kansas infesting over 700,000 acres. Musk thistle has been reported in nearly every county in Kansas and is found primarily in pastures, rangeland, hay meadows, alfalfa, fallow, roadsides, and waste areas. Musk thistle is primarily a biennial or winter annual species. Biennials take two growing seasons to complete their life cycle. Thistles that germinate in the spring will spend the entire summer as a rosette, live through the winter, and bolt the next year in May and June. Winter annual plants will germinate with moisture and warm temperatures in the fall, live through the winter, and bolt the following year. Most people recognize musk thistle during the early summer when the plants are actively blooming. However, musk thistle control is easiest as a rosette.

Fall is an excellent time to spray musk thistle as all are in the rosette stage of growth. Another advantage for treatment in the fall is reduced risk of off-target drift. Waiting until most deciduous trees have lost their leaves and most crops are harvested will greatly reduce the likelihood of damage from herbicide drift. A wider window of opportunity for treating musk thistle also exists in the fall. The spraying window in the fall probably extends until the ground is frozen and the musk thistle plants have shut down activity until warmer temperatures in the spring. Freezing temperatures will start to damage musk thistle plants, with some yellowing and curling of leaves. However, the plants are susceptible to herbicides as long as green tissue exists. Dry conditions in the fall can reduce control of musk thistle with certain herbicides, but studies in Kansas indicated that a fall application of 2,4-D LVE

at 2 lbs. per acre was more effective (80% control) than a similar rate of 2,4D amine (49% control). Dicamba + 2,4-D amine at 0.25 + 0.75 lbs. per acre and picloram at 0.125 lbs. per acre were also effective (>90% control) on musk thistle treated in the fall. Milestone, Tordon 22K, and Chaparral also provide effective treatment with near 100% control. These products are labelled for use on range and pasture. If you need to treat musk thistle this fall, herbicides exist that will not only control the rosettes at the time of application, but will carryover and control new emerging rosettes next spring. If possible, select a warm, sunny day when spraying musk thistle this fall. For more information, please contact the local K-State Research and Extension Office. members have not been slowed by the ongoing COVID-19 pandemic, instead launching science and engineering projects that they hope will help improve their local communities. Since April, they’ve been part of the Science of Agriculture challenge offered by Kansas 4-H, a nearly year-long project that tasks them with solving an agriculture issue in their community, state or nation. “Agriculture is everywhere, and we want to make sure we’re growing the next generation of science practitioners,” said Anissa Jepsen, a 4-H youth development specialist at the state office in Manhattan. Jepsen noted that the

youth have spent the past six months researching a project and developing ideas for solving a challenge related to agriculture. While she’s not yet willing to give away all of the details of the youth’s work, she said a couple of the projects relate to animal welfare and chiropractic work; and solutions to food waste. The project is available to teams of 3-5 youth in grades 6-12. “They learn to use science and engineering practices along with coaches and mentors to develop a solution to a problem,” Jepsen said. “The youth are directing the project, which we often see in the results. When the youth are so involved, the project really takes on a life of its own because

they are so focused on what they’re doing. But they couldn’t do that without the support and involvement of the coaches and mentors.” Each teams’ final presentation is due Nov. 14 when the Kansas 4-H Youth Development program hosts the state competition in Manhattan. Normally, the youth would have given an initial presentation at the Kansas State Fair, but with pandemic restrictions in place this year, they pivoted to giving presentations to a group of evaluators from Kansas 4-H and the Kansas 4-H Foundation. “It’s important for youth to get feedback,” Jepsen said. “The evaluators are able to help them fill in the gaps. The youth are usually excited about their

Each year, Nebraskaland Magazine celebrates the state’s beauty and recognizes the outstanding work of photographers across Nebraska during this annual photo contest. Check boats, lifts, and docks for invasive aquatic hitchhikers as weather cools As the weather turns cooler, Nebraskans are urged to check boats, boat lifts and docks for invasive species when removing them from water bodies for the winter. Damaging aquatic hitchhikers like zebra mussels can live up to two weeks out of water, and several lakes across the Midwest are first noticed to be infested by people removing boats, lifts and docks for the winter. Young zebra mussels – or veligers – are invisible to the naked eye and can be spread through drops of water left undrained. All boat lifts and docks should remain out of the water and dried for 21 days before placing them into another water body. A zebra mussel is a highly invasive aquatic species that looks like a D-shaped clam, with alternating light and dark bands. Most zebra mussels are less than an inch long. They form dense colonies and filter large quantities of plankton from water, decreasing the food supply for native species. In addition, these mussels pollute swimming areas with sharp shells and clog water intake pipes. The Missouri River has

an existing zebra mussel population along its entire length downstream of Gavins Point Dam. Lewis and Clark Lake, Lake Yankton and the Offutt Base Lake are the only other confirmed Nebraska waters that have established zebra mussel populations. “Once established, zebra mussels are almost impossible to remove or control, so prevention is the best tool we have to protect Nebraska’s water bodies,” said Kristopher Stahr, Nebraska Game and Parks Commission aquatic invasive species program manager. “We need the public’s help to ensure that the lakes and rivers we all enjoy remain free of invasive species.” Game and Parks regulations require anglers, hunters and boaters conduct clean, drain and dry procedures before leaving a water body and are not allowed to arrive at a water body with any water from another water body.
