Norton County Community Foundation Awards $21,455 in November and December Grant Cycles Norton County Community Foundation (NCCF) awarded $21,455 to Norton County nonprofit organizations and charitable projects in the November and December grant cycles. These funds were part of the Dane G. Hansen Community Grant Fund, which offers financial support to qualifying and deserving projects and programs in Northwest Kansas. Grants supported the following organizations and projects: Norton City/County Economic Development for the 2019 Norton County Youth Entrepreneurship Challenge. Norton Community High School for the Model UN Competition. The grant will allow fifteen high school students to participate in the competition at Wichita State University in January. Western Kansas Child Advocacy Center for fuel, maintenance, and supplies for the Mobile Child Advocacy Center and Mobil Therapy Unit that travels to Norton County to provide direct healing services to children and families who have experienced abuse. Prairie Dog Press for organizational capacity-building initiatives. Magical Hometown Christmas for Phase III of the volunteer-led initiative to decorate downtown Norton with Christmas lights.
Norton Rural Fire Department for updated equipment, including SCBA units, voice amplifiers, and helmets. This brings the total of awards funded through the Dane G. Hansen Community Grant Fund at NCCF in 2019 to $90,946.98. “Awarding grant funding to local nonprofits and charitable projects is one of the highlights of our work,” said Tara Vance, NCCF Executive Director. “We love seeing the positive impact on our community that comes as a result of funding these projects.” The guidelines and application for the Hansen Grant can be found on NCCF’s website at nortonccf.org. K-State Crops Team Sweeps Top Individual Awards to Win 2019 National Championship The dynasty continues with 17 national championships in 21 years The Kansas State University crops team recently captured the title of national champions by winning the Kansas City American Royal Collegiate Crops Contest on Nov. 19 and the Chicago Collegiate Crops Contest on Nov. 23. K-State teams have now won the collegiate crops contest championship in 17 of the past 21 years. The University of Wisconsin-Platteville was second at both events. Iowa State University was third in Kansas City and Purdue University took third in Chicago. Official members of the K-State team were junior Blake Kirchhoff, Hardy, Nebraska, and seniors Noah Winans, Tekonsha, Michigan, and Nate Dick, Inman, Kansas. Alternate contestants were junior Madison Tunnell, Olathe, Kansas and sophomores Alex Kaufmann, Concordia, Kansas; Evan Bott, Palmer, Kansas; and Trevor Mullen, Salina, Kansas. All are agronomy majors at K-State.
In both contests, the K-State team took first place in all three phases of the contest: plant and seed identification, seed analysis and grain grading. In addition, team members swept the one-two-three individual overall placings at both events. Such a sweep of all three contest components and the top three individual placings at both contests is very rare, and has only been accomplished three times before in the 86-year history of the events, all by K-State. At Chicago, Blake Kirchhoff was first place individual overall, and he won all three contest components. Nate Dick was second overall, placing second in identification and grain grading, and third in seed analysis. Noah Winans came in third, placing second in seed analysis and fifth in identification and grain grading. At Kansas City, Blake Kirchhoff was also the top individual, placing first in grain grading with a perfect score, second in identification, and fifth in seed analysis. Noah Winans was second high individual. He also made a perfect score in grain grading to tie for first, and he placed third in both seed analysis and identification. Nate Dick was third overall, placing first in identification,
second in grain grading, and sixth in seed analysis. The team was coached by Kevin Donnelly, K-State professor of agronomy. Luke Ryan, junior in agronomy from Solomon, Kansas, was the assistant coach. In the contests, participants are required to identify 200 different plant or seed samples of crops and weeds; grade eight different samples of grain according to Federal Grain Inspection Service standards; and analyze 10 seed samples to determine what contaminants they contain. The American Royal coordinated the Kansas City contest. Corteva Agriscience was the primary awards sponsor. Additional sponsors were GFG Ag Services, American Society of Agronomy, Association of Official Seed Analysts, and South Dakota Crop Improvement Association. The primary sponsor of the Chicago contest was the CME Group. Additional donors in Chicago included the Crop Science Society of America, Growmark Cooperative, and the Society of Commercial Seed Technologists. Locally, sponsors for the K-State Crops Team include the Kansas Crop Improvement Association, K-State Department of Agronomy, K-State College of Agriculture, and the K-State Student Government Association. For its performance, K-State received a team scholarship award from contest sponsors at Kansas City, and CME Group provided individual scholarships to the top five students at Chicago.

National Bio and Agro Defense Facility Authorization Clears Senate Ag Committee
The Senate Agriculture Committee announced committee passage of legislation to support agro-biodefense. Committee Chairman Pat Roberts, a Kansas Republican, says the legislation means “we are one step closer to securing a more robust defense of our nation’s agriculture and food supply.” The National Bio and Agro-Defense Facility Act of 2019 would authorize the Agriculture Secretary to use the facility as a national security laboratory
protecting agriculture and food. The bill directs NBAF to carry out the relevant objectives of a Homeland Security Presidential Directive and the National Biodefense Strategy, both aimed at securing the nation's food and agriculture. The $1.25 billion facility in Manhattan, Kansas, is expected to be operational by 2022-2023. Ranking member of the Committee, Democrat Debbie Stabenow of Michigan, says the legislation is "important in the critical effort to help
safeguard our food supply from animal diseases and intentional threats." The bill also outlines the national security mission of the facility and the duties of the agencies responsible for implementing the mission.

Agricultural producers now can enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs for the 2019 and 2020 crop years. ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its reference price. The 2018 Farm Bill reauthorized and updated both programs. Farm owners now have a one-time opportunity to update PLC payment yields beginning with crop year 2020 and should contact their county FSA office to learn how to do this. Farm Credit Administration: Expect Low Crop Prices in 2020
A quarterly report to the Farm Credit Administration last week suggests commodity prices will mostly
remain low next year. The report cites large global supplies of crops in storage, saying that will limit attractive price
opportunities for U.S. farmers. For the next three years, soybean prices are projected at roughly
$8.50 a bushel, with corn at $3.70 a bushel. The report says livestock and dairy returns are likely to be positive in early 2020, but trade risks remain elevated. Meanwhile, the report says that while it’s been a difficult year in 2019 for farmers and ranchers, facing trade disruptions, weather extremes and low prices. The hidden cost of cow depreciation When asking cow-calf producers what it costs to raise cattle, often they will list feed and equipment as two of the largest expenses they have. Others might include labor on the list. But experts at Kansas State University say that one cost not often thought of or accounted for is the decreasing value of the cow over time. “Labor, interest, machinery and feed are all cash expenses,” according to agricultural economist Dustin Pendell. “Cow depreciation is a non-cash expense, which is why a lot of times people don’t think about it.”
Assessing the depreciation value In accounting for cow depreciation, Pendell said cattle producers need to calculate the purchase price minus the salvage value divided by the productive life of the animal. “The price you pay for the cow or replacement heifer will have a huge impact on the depreciation value,” he said. As an example, veterinarian and Beef Cattle Institute director Brad White said: “As you think about your herd, there might be years when a pregnant replacement heifer could be added for $1,300, and other years when that same heifer might cost

a better price in the spring.” Understanding a dollar cost averaging approach Along with accounting for cow depreciation, White recommended producers consider a dollar cost averaging approach. With this strategy, cow-calf operators budget a fixed dollar amount annually for buying or raising replacements. White made an analogy to the stock market to explain this concept. “Think about how we invest in the stock market. We don’t know when the highs and lows will be so we just allocate a set dollar value to invest,” he said. “And that is the differ-

heifers every year versus keeping $15,000 worth of heifers. With the second approach, that $15,000 will buy us 20 heifers in some years and in other years just 10.” White said this approach allows producers to plan more and take some of the guesswork out of their budgeting. “This is a cost that producers can manage that will impact the overall profitability of the herd.”
