Maryland unmanned innovation Maryland’s UAS community is rapidly building capacity to become the nation’s center of unmanned systems technology. A concentrated mixture of ready and available assets includes workforce, infrastructure, test sites, research, development, testing and evaluation, manufacturers, industry partners and a supportive business climate that continues to invest in the UAS community. Commercial and federal assets includes a legion of UAS experts with a history of designing and manufacturing larger UAS for military markets, extending that knowledge to create a booming commercial cluster of UAS innovation.

Textron Systems UAS and CUSV Textron Systems, based in Hunt Valley, Maryland, has been designing, manufacturing, operating and supporting some of the world’s most reliable and trusted multi-mission unmanned aircraft since the 1980s. The company is widely known for its all-digital, multi-mission Shadow® RQ-7Bv2, with 1 million flight hours, and the larger Nightwarden™ TUAS, with a 130-plus pounds payload capacity and 18 hours of endurance. Textron Systems Unmanned Systems lineup also includes a Common Unmanned Surface Vehicle for use in maritime patrol and critical infrastructure security.

UAS-Max is a UAS demand forecast generation tool that provides NASA stakeholders with sample datasets that can be used to model and study the impact of UAS flights in controlled airspace. UAS-Max provides users with critical data, such as mission characteristics, mission-specific demand estimates, aircraft types, flight routes, departure/ arrival airports and other flight plan data. Alaris provides expertise in manned and unmanned aviation, engineering, aircraft systems integration, operation testing, and business strategies. Partnering with the U.S. Navy and TEDCO, the 6,000-square-foot incubator is located near the St. Mary’s County Regional Airport, within 10 miles of NAS PAX River. With an eye toward aviation technology commercialization, the incubator will accommodate startup companies using technologies developed at regional Navy labs. State investment through University of Maryland UMD UAS Test Site Partners With NOAA UMD is partnering with NOAA to determine if drones can be used to validate satellite data more efficiently. Drones offer the potential to collect more data over a wider region in less time and at lower cost. A series of tests at the UMD UAS Test Site confirmed that the Phoenix ACE XL and Talon 120E, both manufactured by UAV Solutions in Jessup, Maryland, could orbit a precise point and collect sensor data at exact altitudes, two criteria vital to any validation effort. The team also successfully tested whether the systems could hover stably and maneuver in a straight line while maintaining altitude.

F3 Fearless Flight Facility UMD James A. Clark School of Engineering has the only university outdoor flight laboratory for testing Unmanned Aircraft Systems in the D.C.-Maryland-Virginia region. F3 serves as a catalyst for innovation in the areas of flight control, sensing, autonomy, collaboration, and counterUAS. The netted 100-foot-wide, 300-foot-long, and 50-foot-

high facility provides real-world weather conditions, but is considered indoors by the Federal Aviation Administration and thus not subject to weather or airspace restrictions. F3 also serves as a critical nexus between the Clark School of Engineering’s College Park labs and the UAS Test Site in Maryland’s St. Mary’s County.

UMD UAS Test Site Partners With NAWCAD Naval robotics engineers remotely operated a bomb disposal robot using radio signals relayed from a UMD unmanned aircraft vehicle soaring more than a mile overhead—the highest altitude test conducted by the UAS Test Site since launching in 2015. Military personnel rely on the Man Transportable Robotic System—better known as Packbot—to identify and clear explosive devices encountered in the field. With traditional radio technology, operators must stay within hundreds of feet of the vehicle, where they are vulnerable to harm from surrounding explosives. The UAS Test Site, along with partners from NAWCAD and NSWC Indian Head Explosive Ordnance Disposal Technology Division, are working on a configuration that could extend the safety buffer to tens of miles. Another phase of testing using UMD’s larger, more complex TigerShark vehicle is slated for late spring 2018.

Department of Transportation will enter into agreements with state, local and tribal governments to establish innovation zones for testing complex UAS operations and to attempt different models for integrating drones into local airspace. Maryland, in partnership with the University of Maryland and business partners around the state, is an applicant to participate in this program. Using existing federal authorities, the program will accelerate testing of currently restricted UAS operations – such as beyond-visualline-of-sight flights and flights over people. This program will: • O pen the skies for the delivery of life-saving medicines and commercial packages, inspections of critical infrastructure, support for emergency management operations, and surveys of crops for precision agriculture applications.

Accelerating Drone Integration

• A llow testing of new UAS traffic management systems and detection and tracking capabilities, which are needed to fully integrate UAS operations into the national airspace system.

The FAA’s Integrated Pilot Program will accelerate drone integration into the national airspace system with a new regulatory framework that encourages innovation while ensuring airspace safety. Under this pilot program, the

James Webb Space Telescope The James Webb Space Telescope (JWST) is NASA’s next great multipurpose observatory and will be the world’s most powerful space telescope ever built, serving thousands of astronomers worldwide. The 21-foot diameter infraredoptimized telescope is designed to study an extremely wide range of astrophysical phenomena: the first stars and galaxies that formed; the atmospheres of nearby planets outside our solar system, known as exoplanets; and objects within our own solar system. Webb is an international project led by NASA with the European Space Agency and Canadian Space Agency. JWST will complement and extend the discoveries of the Hubble Space Telescope. Set to launch in 2019 with enough power to detect a bumblebee on the moon, the completed $8.8 billion JWST will also be able to see the universe as it was 13 billion years ago.

New Horizons Mission Planetary exploration is a historic endeavor and a major focus of NASA. Its New Horizons satellite was designed to help us understand worlds at the edge of our solar system by making the first reconnaissance of Pluto and Charon -- a “double planet” and the last of the traditional planets to be visited by spacecraft. Then, as part of an extended mission, New Horizons visited the Kuiper Belt beyond Neptune. The mission to the Pluto system and the Kuiper Belt explored the mysterious, icy worlds at the edge of our solar system to tell us about the origin and evolution of our planetary neighbors. After a 3-billion-mile, decade-long journey through our solar system, New Horizons made its closest approach to Pluto on July 14, 2015, about 7,750 miles above the surface—roughly the same distance from New York to Mumbai, India—making it the first-ever space mission to explore a world so far from Earth.

Maryland Officials at the U.S. Naval Air Systems Command (NAVAIR) announced a $255.3 million contract agreement with Northrop Grumman Aerospace Systems (San Diego) for three additional MQ-4C Triton unmanned aerial vehicles. The MQ-4C Triton UAV—built for the U.S. Navy based on the Global Hawk UAS—enables users to perform real-time intelligence, surveillance and reconnaissance over immense ocean and coastal regions. The Triton carries a suite of mission sensors that provide 360-degree coverage. The unmanned aircraft can fly over 24 hours at a time, can reach altitudes higher than 10 miles, and has an operational range of 8,200 nautical miles.

Johns Hopkins University Applied Physics Lab The nation’s largest university affiliated research center, JHU APL is an independent, nonprofit organization that conducts essential research, development and systems engineering to support national security needs. Research covers a wide range with four main sponsored areas of work: air and missile defense, asymmetric operations, force projection, and space science. JHU APL’s diversified portfolio has more than 600 engineering, research and development programs. Maryland Defense Diversification Assistance Program Maryland Commerce implemented Phase 2 of its federally funded Office of Economic Adjustment grant to support defense diversification. Hire Our Veterans Tax Credit The Hire Our Veterans employer tax incentive program provides up to $1,800 in state income tax credits to small businesses each time they hire a qualified veteran. Small businesses are able to earn tax credits for each veteran they hire, up to five veterans per year.

Job Creation Tax Credit Businesses that create a minimum number of new full-time positions may be entitled to state income tax credits of up to $3,000 per job or up to $5,000 per job in a “revitalization area.” Businesses engaged in an eligible activity must create at least 60 new full-time jobs in a 24-month period; this is reduced to 25 new jobs in a JCTC Priority Funding Area, and reduced to 10 new full-time jobs in certain targeted counties.

Employer Security Clearance Costs Incentive Tax Credit A business may qualify for a 50% tax credit up to $200,000 for costs related to constructing or renovating a Sensitive Compartmented Information Facility (SCIF) and up to $500,000 for multiple SCIFs. In addition, a qualified small

business that performs security based contracting in Maryland may be eligible for a tax credit up to $200,000 for the first year of rental payments for spaces leased in Maryland.

Research and Development Tax Credit Businesses that have qualified R&D expenditures in Maryland may qualify for two state income tax credits: the Basic R&D Tax Credit and the Growth R&D Tax Credit. The Basic R&D Tax Credit benefit is 3 percent of eligible R&D expenses that do not exceed the Maryland Base Amount. If the total credits applied for exceed $5.5 million, the business’s Basic Tax Credit is prorated. The Basic R&D Tax Credit is 10 percent of eligible R&D expenses in excess of the Maryland Base Amount. If the total credits applied for exceed $6.5 million, the business’s Growth R&D Tax Credit is prorated.
