ROBERTO CONTRERAS SR. WAS BORN IN MEXICO and moved to the United States in 1984 as a student at the University of Houston. Armed with his trademark entrepreneurial spirit, he has since earned respect as the recipient of numerous awards for his international business success, including Ernst & Young’s Entrepreneur of the Year Award in 2002 and the 2017 “Arrival Award” by the University of Houston Law Center recognizing outstanding immigrant achievement.
Through the EB-5 program, Roberto Contreras Sr. finally became a United States citizen in 2008. Less than three years later, he established a regional center that would help other families just like his in taking the same steps toward prosperity.

After we have had a chance to discuss the EB-5 program, process, and our background, your first step is to complete an investor suitability questionnaire. Then you will need to retain an immigration attorney to begin documenting the Source and Path of Fund for your capital. If you do not have an immigration attorney, we can refer you to one who is fully qualified.
After your attorney clears the funds, you will make the investment and submit the I-526E petition for a conditional green card. USCIS target approval time is 6 months for rural projects and 12 months for other projects. Upon approval of the I-526E, investors living abroad will undergo consular processing for the EB-5 visa of the applicant, spouse, and unmarried children under 21. You will receive conditional green cards upon US entry. If you are living in the U.S., then your Adjustment of Status will begin to be processed. Both of these routes could take approximately 6-12 months but depend upon the availability of local consulates at that time.

Once you received the conditional green card, you will have all the benefits of a permanent green card holder; however, it will be valid for only 2 years. After 21 months of conditional residency have passed, your immigration attorney will submit the I-829 petition to remove the conditions from the green card.

At this time, the proof of job creation is submitted and examined . Following the approval, your green card will become permanent, and you are eligible for citizenship after 5 years of Lawful Permanent Residency.
Do I need previous business experience or education?
No. Investors do not need prior business experience or a minimum education level. The only requirements are that the investment funds are lawfully obtained and that the investor provides necessary personal background documentation to USCIS.
Do I have to live where the EB-5 project is based?
No. EB-5 investors can live anywhere in the U.S., regardless of where their investment project is located.
Do I have to live in the U.S. during the process?
No. If you’re already in the U.S. on a valid visa, you can apply for Adjustment of Status (AOS) and stay while your application is processed. If you’re outside the U.S., you’ll go through Consular Processing, attending a visa interview before entering with your EB-5 visa.
What is the difference between a conditional and permanent Green Card?
EB-5 investors first receive a conditional Green Card valid for two years. After 21 months, they must apply to remove conditions by proving the required investment was made and jobs were created. Once approved, they receive a permanent Green Card with the same rights and privileges.
What is the difference between permanent residency and citizenship?
Green Card holders (permanent residents) have most of the same rights as U.S. citizens, except they cannot vote or access certain public benefits. After five years, permanent residents can apply for U.S. citizenship.
