It’s just part of her act, she said. “I’m pretty much a clown, but there’s no suit on me,” LeBrun joked. “The more tricks you have up your sleeve, the more fun the children have. “I sometimes feel like an entertainer.” Earlier this year, LeBrun was

named Teacher of the Year for Soda Creek, which qualified her for the district award. Last week, a committee composed of district administrators, parents, staff and board members chose LeBrun from among a group of teachers representing each of the districts four schools. She’s now eligible for Colorado Teacher of the Year, which is selected by the state

Grandpa’s ’52 Buick Super screamed down Twentymile

O

n the day after General Motors entered bankruptcy, it’s worth recalling that there was a time, 50 years ago and more, when Routt County residents frequently boarded a train to travel 1,400 miles to Flint, Mich., just to retrieve their new Buicks. This is the story of a little Buick that almost didn’t make it home to Steamboat, and of Grandpa Peter Stanko, who loved new cars but had a peculiar driving style. In retirement, whenever he drove his ’52 Buick Super with its straight-8 engine out the gravel road to visit the ranch, the neighbors knew he was coming. “Grandpa only knew one

way to drive,” grandson Jim Stanko said. “He put his foot to the floor and rode the brakes. He had that thing all wound up. The neighbors out in the fields always said they could hear that Buick screaming down the road.” For a good chunk of the 20th century, Homer Bash sold Buicks at Bash Motors on the corner of Lincoln Avenue and Ninth Street in the building now occupied by Steamboat Art Co.

With only two or three automobiles on display in the showroom, it was understood that many customers would place a custom order for the automobile they wanted. Then, they would wait for several months to receive word that it was coming off the assembly line. In those days, people from across the country saved money by picking up their new cars themselves in Michigan. Look closely around Routt County, and you can still find tangible evidence of that era. The 1952 Buick Special slowly succumbing to time and the elements behind a machine shed on the Centennial Stanko Ranch is one example. Buick was the original General Motors automobile — GM was founded in 1908 as a holding company for Buick. Peter Stanko came from Walsenburg in 1907 to build a home on the ranch outside Steamboat that he purchased from one of the Crawford boys. Stanko and Buick were destined to be constant companions for 34 years. “The first vehicle he bought was a Buick he purchased in 1928,” grandson Jim Stanko said. He recalls playing in its abandoned body in the ranch yard with his siblings. “The next was a ’36 or ’38 he bought just before the war,” Jim said. “Then they bought a ’47 or ’48 right after the war. It was black, and it was the first with a Dynaflo (automatic) transmission.” Finally, retired to a house in town, Grandpa Peter Stanko bought the 1952 Buick that almost didn’t make it home. It was the last new car purchased by the pioneer rancher before he died in 1963. The entire Stanko family, grandkids included, began the journey east to pick up the Buick by taking the train to Denver, where they caught the Rock Island Line. Most of

the family disembarked in Omaha to visit other relatives on an Iowa dairy farm. Only Grandpa Peter and Jim’s father, Peter Jr., continued on to Flint via Chicago. By the time the Stankos escaped from Flint, their new car wasn’t so new. Grandpa crashed into another car not more than two miles from the dealership. The car’s fender was damaged, and they were stranded for five days before it could be repaired. Then they were on their way to retrieve the rest of the family in Iowa. When Jim Stanko obtained his first driver’s license, he quickly found out that his grandfather was a softer touch than his father when it came to borrowing the keys. He remembers taking friends to see a movie on Friday nights. “We’d come out of the picture show, and on the way out to the ranch, we could tune in one of the first 50,000 watt stations out of Del Rio, Texas,” Jim said.

Those were the good old days for the ’52 Super. Now, it sits alone behind the machine shed, its tires slowly merging with the soil. Its chrome still gleams in a few spots, but the rodents have chewed up the driver’s seat, and its halfrepaired transmission sits in the back seat. Evidence of the trip to Flint still can be found in the glove box of the car. A dusty Michigan road map sponsored by Marathon service stations is still there along with a small map of Flint. It was produced by Buick to help car buyers coming in from out of state. The Routt County Board of Commissioners agreed Monday to a process for identifying the positions it will cut in response to budget shortfalls. According to the schedule presented by County Manager Tom Sullivan, an initial round of layoffs will be presented to the commissioners in July. Layoffs have been considered for months as part of plans to confront a $4.9 million deficit in the county’s 2009 budget. None have been made, however, while the county has taken other steps such as instituting a hiring freeze, pay reductions and furloughs. The uncertainty surrounding

layoffs has created some anxiety and frustration among county employees, Commissioner Nancy Stahoviak acknowledged. “At some time we just have to bite the bullet and make decisions,” she said. Sullivan agreed. “I think it’s a tight timeline,” he said. “They want to know what’s happening sooner than later.” A few county employees attended the commissioners’ discussion with Sullivan on Monday. Routt County Clerk and Recorder Kay Weinland was out of town at a conference, but she said employees in her department are certainly concerned. “Of course we’re all anxious. It’s our livelihoods,” Weinland said. “It’s been stressful.” Sullivan said he would work

with department heads during the next month to identify specific positions for elimination. The proposed cuts would then be presented to the commissioners. Fee-supported departments with falling revenues and departments where workload has declined would be the most vulnerable to cuts. “The whole discussion is right-sizing our county government,” Commissioner Doug Monger said. County officials said they hope this round of layoffs will be enough to balance their 2010 budget. If not, there would have to be an additional round and a reduction in levels of service. “We’re still going to have

Base area issues continue to be a major focus of the Steamboat Springs City Council, which tonight will discuss a requested zoning change on Burgess Creek Road and the city’s contracts for projects at the base of Steamboat Ski Area. The developers of the proposed Steamboat Highlands project will appeal the city Planning Commission’s denial of a zoning map amendment for their project. A successful zoning map amendment is a necessary precursor for development plans that call for a 328,610-square-foot project 108 feet tall.

Councilwoman Cari Hermacinski said Monday that she hadn’t made up her mind about how she will vote on the appeal, but she noted that city planners recommended approval of the zoning change and the Planning Commission denied it by just one vote. “While I’m a huge fan of empowering our Planning Commission … if there was a situation where City Council could disagree with Planning Commission, this could be it,” Hermacinski said. City Council President Loui Antonucci said he is concerned about Burgess Creek Road and the possible implications of up-zoning the Steamboat Highlands parcel, but he also said Monday that he was unde-

One is zoned G-1, a high-density resort designation, and the other is zoned RE-1, a low-density residential designation that allows only one unit per lot. When the tap fees at Stagecoach increased from $8,000 to $30,000 per new home, the Morrison Creek Metropolitan Water and Sanitation District heard plenty of feedback from residents, landowners and real estate agents. After a month of meetings with residents concerned about the hike, the panel voted to repeal the increases and set fees at $10,000 instead. Although nobody was willing to pay the $30,000 fee while it was enacted, from Jan. 1 to April 9, the water district has collected four tap fees since the fees were lowered, District Manager Steve Colby said. The board members “were certainly concerned that it would make it difficult, in an already tough environment out there, for people to purchase lots and build houses,” he said. The water board was in a bankruptcy agreement for 22 years, ending in August 2000.

During that time, the tap fees were held artificially low, at about $1,500, Colby said, and the cost has increased several times since the end of the bankruptcy proceedings. Donald Alperti, president of the board, said the decision to increase the tap fees to $30,000, made at a December meeting, was made in a better economic time. Now that the economy has slowed, he said it was more reasonable to bring the fees back closer to their 2008 level. “That was the primary reason for the increase, because most of the houses being built were $600,000 or $650,000, and if you look at $30,000, it was only 5 percent of the cost. And then … the world fell apart,” Alperti said. Even so, Alperti said tap fee increases again would be discussed at the October board meeting, where board members may decide to increase rates for 2010 in order to raise money for repair and replacement of the 35- to 40-year-old water treatment facilities. Holst also provided information about lesser-known financial concepts, and she discussed the importance of compound interest. Holst led Steamboat Springs’ first Women’s Financial Network event. She gave the talk, “How Money Works,” at Real Living Professional Group. Some women are well versed in finances, but many aren’t, said Holst, who founded the women’s group.

CMC prepares for less revenue

Declining revenue has forced Colorado Mountain College to cut next year’s budget and consider increasing tuition. CMC’s budget had to be trimmed from $62.6 million this year to $61.2 million for the 2009-10 school year. “It’s something we don’t have a lot of choice about,” President Stan Jensen said Monday. He said the budget shortfall is largely the result of a 30 to 40 percent decline in property taxes from the oil and gas industry, 73 percent of the community college’s revenue. Jensen said he expects funding from the state Legislature, about 13 percent of CMC’s revenue, to also take a hit. And tuition, the final revenue source, is expected to stay flat, but the college could look there to make up some lost dollars. He said an increase could be as high as 9 to 10 percent for all students but that if it happens, it wouldn’t take effect until the spring semester begins in January. In-district students pay $45 per credit hour, while out-ofdistrict, in-state students pay

In the future, Jensen said new buildings constructed on any of CMC’s 11 campus sites would include energy-saving features to help cut costs. Despite a year over year enrollment increase of nearly 800 students — bringing the total to more than 24,000 — Jensen said CMC is developing new marketing strategies to boost enrollment, especially from out of state. He said this year, the community college’s students came from 46 states and more than 20 countries. “There’s great things ahead for Colorado Mountain College,” Jensen said. “We’ll continue to look for ways to make our operation for effective and more efficient, while continuing to increase what we provide to students. Out-ofstate students pay $235 per credit hour. “It’s not that huge of a pocket expense for students,” he said. “We’ll still be, by far, the best value in Colorado.” Jensen said the tuition increase could be spread across the board or it could vary depending on resident status. But he said a decision wouldn’t be made until the fall, after the state’s revenue forecast and updated property valuations are released. Jensen said measures have been taken to trim expenditures, including reducing travel and instituting a hiring freeze. He said savings from previous investments, including installing solar panels on buildings in Glenwood Springs, Breckenridge and Aspen, should reduce energy costs by 20 percent. The budget concerns haven’t forced the community college to delay budgeted capital expenditures, Jensen said. CMC is moving forward with plans for a new building at the Alpine campus in Steamboat Springs at a cost of $200,000. Jensen said construction of that building isn’t likely for another three years.

here’s lots of action in the skies over Colorado this coming month, and much of it focuses on the clustering of bright planets forming in our pre-dawn sky. The brightest of all planets, dazzling Venus, reaches its greatest elongation 46 degrees west of the sun Friday. That simply means that Venus is now at its best for early-morning viewing. “This bill is the most important legislation for financial institutions in the last 50 years. It provides a long-term solution for troubled thrift institutions. ... All in all, I think we hit the jackpot.” So declared Ronald Reagan in 1982, as he signed the Garn-St. Germain Depository Institutions Act. He was, as it happened, wrong about solving the problems of the thrifts. Krugman On the contrary, the bill turned the modest-sized troubles of savings-and-loan institutions into an utter catastrophe. But he was right about the legislation’s significance. And as for that jackpot — well, it finally came more than 25 years later, in the form of the worst economic crisis since the Great Depression.

For the more one looks into the origins of the current disaster, the clearer it becomes that the key wrong turn — the turn that made crisis inevitable — took place in the early 1980s, during the Reagan years. Attacks on Reaganomics usually focus on rising inequality and fiscal irresponsibility. Indeed, Reagan ushered in an era in which a small minority grew vastly rich, while working families saw only meager gains. He also broke with long-standing rules of fiscal prudence. On the latter point: Traditionally, the U.S. government ran significant budget deficits only in times of war or economic emergency. Federal debt as a percentage of GDP fell steadily from the end of World War II until 1980. But indebtedness began increasing under Reagan; it fell again in the Clinton years but resumed its rise under the Bush administration, leaving us ill prepared for the emergency now upon us.

The increase in public debt was, however, dwarfed by the rise in private debt, made possible by financial deregulation. The change in America’s financial rules was Reagan’s biggest legacy. And it’s the gift that keeps on taking. The immediate effect of Garn-St. Germain, as I said, was to turn the thrifts from a problem into a catastrophe. The S&L crisis has been written out of the Reagan hagiography, but the fact is that deregulation in effect gave the industry — whose deposits were federally insured — a license to gamble with taxpayers’ money, at best, or simply to loot it, at worst. By the time the government closed the books on the affair, taxpayers had lost $130 billion, back when that was a lot of money. But there also was a longer-term effect. President Barack Obama faces numerous challenges as he heads to Cairo this week for a much-anticipated speech to the Muslim world. At best there are mixed feelings in the region. Mohammed Habib, deputy leader of the radical Muslim Brotherhood, said the president’s trip “will be useless unless it is preceded by real change in the policies of the U.S. Thomas administration toward the Arab and Islamic world,” while Egypt’s opposition party, AlWafd, says the visit constitutes reconciliation with Cairo. Although the president will arrive in Egypt with the usual trappings of American power — big jet, motorcade,

entourage and security — it is possible he could emerge looking weak to those he most wants to impress. European leaders, especially French President Nicolas Sarkozy, have tried winning Muslim friends, and their efforts have gotten them nowhere. When the French government put its foot down regarding head scarves in public schools, many Muslims withdrew, placing their children in Islamic schools. Muslims remain mostly segregated — physically and culturally — from French society despite government efforts to integrate them. For insights on President Obama’s journey and Muslim thinking, I turned to Dr. Ergun Caner, president of Liberty Baptist Theological Seminary in Lynchburg, Va. Dr. Caner, the son of a Turkish Muslim leader, became a Christian shortly before entering college, an experience that has produced numerous death threats. What advice would he give Obama?

He replies, “When you’re trying to address the Muslim world, they want you to acquiesce to them. They don’t want to make any kind of overtures to our culture because that would be a sign of weakness on their part.” What can the president say that would produce a response in the best interests of the United States? “He should call on Muslim nations to recognize Israel,” he says. They’ll find oil in Israel first. The secretary-general of the Arab League, Amr Moussa, said last week that full diplomatic recognition of Israel “is not on the table” and talk about it (presumably including talk by Jordan’s King Abdullah who recently mentioned a “57-state solution” to the IsraeliPalestinian conflict) is “inaccurate.” There is an uneven approach to Middle East politics. Plenty of blame to go around these days Krugman continued from 8 that, in particular, limited the ability of families to buy homes without putting a significant amount of money down. These restrictions were put in place in the 1930s by political leaders who had just experienced a terrible financial crisis, and were trying to prevent another. But by 1980, the memory of the Depression had faded. Government, declared Reagan, is the problem, not the solution; the magic of the marketplace must be set free. And so the precautionary rules were scrapped. Together with looser lending standards for other kinds of consumer credit, this led to a radical change in American behavior. We weren’t always a nation of big debts and low savings: in the 1970s Americans saved almost 10 percent of their

income, slightly more than in the 1960s. It was only after the Reagan deregulation that thrift gradually disappeared from the American way of life, culminating in the near-zero savings rate that prevailed on the eve of the great crisis. Household debt was only 60 percent of income when Reagan took office, about the same as it was during the Kennedy administration. By 2007 it was up to 119 percent. All this, we were assured, was a good thing: sure, Americans were piling up debt, and they weren’t putting aside any of their income, but their finances looked fine once you took into account the rising values of their houses and their stock portfolios. Oops. Now, the proximate causes of today’s economic crisis lie in events that took place long after Reagan left office — in the global savings glut created

by surpluses in China and elsewhere, and in the giant housing bubble that savings glut helped inflate. But it was the explosion of debt during the previous quarter-century that made the U.S. economy so vulnerable. Overstretched borrowers were bound to start defaulting in large numbers once the housing bubble burst and unemployment began to rise. These defaults in turn wreaked havoc with a financial system that — also mainly thanks to Reagan-era deregulation — took on too much risk with too little capital. There’s plenty of blame to go around these days. But the prime villains behind the mess we’re in were Reagan and his circle of advisers — men who forgot the lessons of America’s last great financial crisis, and condemned the rest of us to repeat it.

President has Herculean task ahead of him Thomas continued from 8 the United States tilts unfairly toward Israel, but it is Israel that is on the receiving end of pressure to do more and relinquish more land, though it gets nothing in return each time it has done so. President Obama recently called on Israel to stop building new “settlements.” In Cairo, what will he ask radical Muslims to stop doing? How about ending suicide bombings and other violent acts against civilians? Would he ask groups like Hezbollah and Hamas to revoke charters calling for Israel’s destruction as the will of God? “There have only been three times in history when Muslims have been united,” says Dr. Caner. “One was 100 years after the death of Mohammed;

the second was during the Crusades, and they’re united now. It’s the reason Iran has become more dangerous.” The president has said he can identify with Muslims because he grew up in Indonesia, the world’s largest Muslim nation. Does that cut him any slack with Muslims? Dr. Caner says it depends. “The question is: was he raised a Christian in the Muslim world, or was he a Muslim? In Islam, if your father is a Muslim, you are, too. If Muslims see him as a convert, that hurts him. I think he should not mention being raised as a Muslim. From the U.S. perspective, it doesn’t help us at all. The ultimate question is: do Muslims recognize him as having been raised Muslim and, if so, that could actually work in his favor. But

if he is seen as a professing Christian, it doesn’t help us.” The president is entitled to make the case he promoted during the campaign that talking is better than isolation and fighting and if talking can prevent fighting, it is worth trying. But, as Dr. Caner told me, the president will have to demand concessions from Muslim nations, or the trip is unlikely to bear any fruit. The real question is: will President Obama be viewed as an innocent abroad, or as an infidel? For some groups within Islam, leaving the faith is considered a capital crime punishable by death. The president will have a Herculean task to overcome a perception many Muslims will hold no matter how smoothly he talks and no matter what he says.

Projections for the district show a new treatment plant would cost $8 million to $10 million. Crystal Staepel, one of the five community members who met with the water board to urge a reduction in the fees

leading to the April meeting, said she was pleased with the final outcome, even though it is $2,000 higher than it was in 2008. “The amount that it was increased, from $8,000 to $30,000, was pretty drastic, especially considering the economy,” she said. “Things need to remain relatively affordable out here for it to be attractive.” Staepel, owner of Anchor Realty, said maintaining a reasonable cost of building a home in Stagecoach is an important aspect of the community.

“Young families like myself that are trying to come out and build a home affordably — that was the biggest reason I believed it needed to be reduced,” she said. Alperti said the tap fees potentially affect 70 people in the area. Colby said the necessary revenue for the capital improvements and repairs likely will come from grants, loans and other future increases in tap and use fees.

Binoculars are required to even see this far-away world, but if you own a pair, look for Neptune about 1 degree to Jupiter’s upper right. While you’re at it, see if you can spot any of Jupiter’s four giant moons alongside the giant planet. When the full moon breaks the southeastern horizon Saturday evening, the sky will be missing one of its brightest stars. The first magnitude star Antares, also known as the Heart of the Scorpion, will be hidden behind the moon at the time of moonrise for Coloradans. It suddenly will pop back into view on the upper right edge of the bright

moon within a couple of minutes of 9 p.m. MDT, depending on your exact location. Start looking at about 8:55 p.m. and keep watching until you see an orange flare magically appear near the “1 o’clock” position on the moon’s limb. Binoculars will enhance the view, but no optical aid is necessary to watch the moon un-eclipse Antares in the darkening sky. Antares is a red supergiant star, 520 light years from Earth, and the 16th brightest star in our night sky. Finally, the sun will reach its highest point north of the Earth’s equator at 11:45 p.m. MDT on June 20. Council will discuss design, construction contracts at tonight’s meeting Council continued from 3 wrote in a letter that the up-zoning to G-1 would “provide the ability for redevelopment with densities that further the intent … to create vitality and viability at the resort.” Although city planners and three planning commissioners agreed, four other planning commissioners felt the requested zoning change was not compatible with surrounding development and had disadvantages that outweighed its advantages. “The zone change, if granted, will serve as a precursor for a very dense and massive project,” resident Bill Moser wrote in a letter in which he discussed current traffic and safety concerns on Burgess Creek Road. “The safety of our residents and guests should be addressed before a zone change is granted. This is not a subtle change, it is a change from the lowest density to that of the highest density.” If their zoning map amendment is approved, the developers of Steamboat Highlands will propose a number of public benefits in exchange for height and setback variances. They include the dedication of a 4-acre lot in Overlook Park for affordable housing, economic sustainability in the form of nightly rentals, a building that will earn a silver Leadership in Energy and Environmental Design certification from the U.S. Green Building Council, a day-lighting and restoration of Burgess

Creek through the site, and a voluntary real estate transfer tax on the project that would be devoted to the city’s base area urban renewal authority.

URA projects The city has its own work in mind at the base of Steamboat Ski Area, and council members also will discuss design and construction contracts for projects being conducted by the city’s urban renewal authority. Design firm Wenk Associates and general contractors Duckels Construction have been with the URA since its first projects. Redevelopment Coordinator Joe Kracum is supportive of the two companies, and he said it was assumed that the same team would complete URA projects such as a promenade and improvements to Burgess Creek. “I’ll do what I’m directed to do,” Kracum said last month. “What I do know is the cost, the quality and the schedule has been excellent.” Some council members, however, are calling for the work to be rebid. At a meeting last month, Councilman Walter Magill expressed frustration that the Urban Renewal Area Advisory Committee wasn’t more seriously heeding council members’ call to re-advertise projects. “They’re good with the status quo and Joe,” Magill said. “I’m done supporting them until they change their tune.”

City Council President Loui Antonucci said he is not supportive of switching design contractors. He said there might be some benefit to bidding again for a general contractor, but he also noted that Duckels Construction hires many subcontractors and may already be negotiating the best prices possible on behalf of the city. Hermacinski has expressed support for re-advertising the work but said she would want to wait until next year if going to bid this year would delay URA projects planned for this summer. “I wouldn’t want to see a four- to eight-week delay if Joe can show that the pricing for the labor and materials is competitive,” Hermacinski said.

Also today: ■ Council members will consider the first readings of two ordinances amending development codes to limit the size of residential units in Steamboat’s industrial zones to 1,400 square feet and increasing allowable square footage for accessory uses or employee units to 50 percent of a project’s total floor area. ■ Council members will receive a final report on the Vision 2030 community survey project. The survey’s about 1,600 respondents said clean environment, the Yampa River and open space were the three most important aspects of life in Routt County. Affordable housing, little traffic congestion and

agriculture were the three most threatened aspects. Seventy-one percent of the respondents were 40 years old or older. Eleven percent were 29 years old or younger. ■ Council will issue a proclamation recognizing local businesses Big Agnes and Boa Technology, which were included by the Edward Lowe Foundation on a list of 50 “Colorado Companies to Watch.” The proclamation also will recognize Moots Cycles, ACZ Laboratories and Steamboat Restaurant Group, which were finalists in the competition, and Little Moon Essentials and Landmark Consultants, which qualified for the competition.

LeBrun flattered to receive Teacher of the Year honor 227 employed Teacher continued from 1 Board of Education. LeBrun said she was honored to be chosen from a group of district teachers she called the “finest in the nation.” “I’ve celebrated, and I’ve cried,” she said. “This job means the world to me. It’s one of the most important jobs. I’m just so honored.” Soda Creek Principal Judy Harris, called LeBrun “an amazing teacher and an amazing person.” Harris said when LeBrun was nominated as the school’s teacher of the year, she was recommended not just by other teachers, but a number of different people with a variety of positions at the school. “I think that’s pretty special,” Harris said. “It speaks to her quality across the board and how much she’s cared about by people in the building, people who see her skills and the quality of her teaching.” There wasn’t a moment for LeBrun when a light bulb suddenly clicked on and she

knew teaching was what she wanted to do. But she knows why. Growing up, LeBrun said school was difficult because teachers couldn’t understand her. So the tricks, anything from games to songs or anything else, help her find ways to understand and reach different students. The students seem to notice. Emma Sanchez, 8, said LeBrun does a lot of nice things for the class. “Some are really fun, like making salsa,” she said. Eight-year-old Gibby Kenny said LeBrun has taught him to be laid back, deal with things and move on. “It helps me by feeling really comfortable in her class,” he said. “It just helps me understand more about her personality. It’s nice to know how somebody feels sometimes. It kind of helps you feel happier.” Mariam Worster, also 8, said LeBrun’s teaching has made her a stronger writer — and better at just about everything they do in class.

“She’s very talented,” she said. “She makes me very proud of myself. I’m very proud she’s my teacher.” Connie Zabel, a special education and severe needs aide at Soda Creek, spends an hour or two in LeBrun’s class each day. Zabel also has a unique perspective on LeBrun, who taught her daughter, Bailey, four years ago as a second-grader. “She just relates so well to all the kids and what their needs are,” she said. “She’s exceptionally good at it. She’s just exceptional at what she does.” For LeBrun, what it really comes down to is reaching her students, by whatever means necessary. If they don’t understand the first time, she said she’ll go back and do it differently. LeBrun said she was flattered to receive the Teacher of the Year honor, but her reward is what happens at school every day. “When I’m standing in the classroom and the children are having a blast and they’re really learning what I just taught

Similarly, Weinland said that although fee revenues have declined in her department, that does not necessarily mean workload has decreased proportionately.

General Motors has become the second of NASCAR’s four manufacturers to enter Chapter 11 bankruptcy protection, but industry leaders remain confident support will continue as the automakers shore up their finances. “I’ve never wanted to race anything else, and I have every confidence that we will continue to celebrate victories together for many more seasons to come,” team owner Rick Hendrick said Monday, a day after Jimmie Johnson gave him his 180th win in NASCAR’s top series with a victory at Dover International Speedway. “My Plan A is Chevrolet, and my Plan B is Chevrolet, and my Plan C is Chevrolet.” GM joined Chrysler, which fields Dodges in NASCAR, in Chapter 11 protection. Chrysler filed April 30, and a judge Sunday gave the company approval to sell most of its assets to Italy’s Fiat in a move that could help it exit from court protection as early as this week. Chevrolet, Dodge, Ford and Toyota are the four participating automakers in NASCAR, and each manufacturer spends millions each season to fund its race teams. Ford and Toyota currently have the most financial stability, but neither automaker has escaped the global economic crisis unscathed and both have weathered cutbacks to the racing budgets. But Chevrolet is NASCAR’s most successful manufacturer, with 32 championships in the premier Cup series. But the GM budget has been stretched thin for more than a year now, and last summer, the automaker announced it wasn’t renewing contracts at four of the 12 tracks it sponsored. Roy Oswalt admits that he hasn’t had a great season so far. Maybe Monday’s outing will turn it around. The Houston ace had a season-high eight strikeouts, Carlos Lee hit a tworun homer, and the Astros snapped a four-game losing skid at home with a 4-1 win against the Colorado Rockies. Oswalt (2-2) improved to 71 in 10 career starts against

Colorado and earned a decision for just the second time in 10 starts this season. He allowed six hits and two walks in seven innings to match his longest outing of the season. Oswalt had allowed at least three runs in his previous five starts, an unusually mediocre stretch for a pitcher who’s averaged 17 wins during the last five seasons. But Oswalt said he never worried that he’d suddenly lost it. “No matter how long you play this game, you’re going to run into a skid where you’re not

doing too well,” said Oswalt. “I think some of the guys in the Hall of Fame actually ran into a few skids here and there. “You’re only human,” he said. “A lot of people go through a lot of things. The good ones come out of it.” Todd Helton hit a solo homer for the Rockies, who’ve lost five of their last seven. They’re, 2-2, since Jim Tracy replaced Clint Hurdle as manager Friday. Helton said Oswalt threw mostly fastballs, rarely using his other main weapon, a nasty curve. Oswalt threw 102 pitches,

70 for strikes. “He has great stuff,” Helton said. “He basically just dominated us with his fastball. He came right at us.” Aaron Cook (3-3) lost his second straight start, allowing nine hits in six innings. Lance Berkman gave the Astros a 1-0 lead with a twoout, RBI single in the first inning. Roger Federer knows full well, of course, that Rafael Nadal no longer is around this year to befuddle him, to beat him, to stand between him and a French Open title. Federer insists he is not thinking about that, not thinking ahead. Still, Federer sure did play as if preoccupied for

the better part of two hours Monday, dropping the first two sets of his fourth-round match against 63rd-ranked Tommy Haas, of Germany. One point from letting Haas serve for the victory, Federer conjured up one particularly spectacular forehand that managed to change the entire flow of things. That shot spurred a

run of nine consecutive games for Federer, sending him to a 6-7 (4), 57, 6-4, 6-0, 6-2 victory against Haas and a berth in the quarterfinals at Federer Roland Garros. “I knew I was going to look back on that shot. That saved me,” Federer said. “I was in quite some danger.” But he escaped. With two

more victories, Federer will reach a fourth consecutive final at the French Open, the only Grand Slam championship he hasn’t won. Federer lost to Nadal in each of the past three finals and in the 2005 semifinals, but the Spaniard’s 31-match winning streak at the clay-court major tournament ended Sunday against Robin Soderling. ing from large TV advertising buys to race naming rights deals. “Our hope and expectation is that we will fare at the top of the list as to things you would not want to cut. I believe that to be true,” France said. “They’re still going to be a company that needs to sell cars and trucks. We’re still the best place in the country to do that from a sponsorship standpoint and the related benefits that you receive.” There were 16 Chevrolets in the 43-car field at Dover on Sunday, and Chevy drivers claimed seven of the top 12 spots. Johnson, the three-time defending series champion, won a thrilling late duel with fellow Chevrolet driver Tony Stewart to claim his second win of the season. Jameer Nelson can shoot again. His injured right shoulder can take contact, and he’s been cleared by doctors to practice. Though that doesn’t add up to Orlando’s All-Star point guard being healthy enough to play in the NBA finals, it does create a dilemma for the Magic’s front office. Nelson said Monday that he has been playing full-court games, participating in contact drills and will practice with the Magic for the first time since tearing the labrum in his right shoulder Feb. 2 against the Dallas Mavericks. “I’m a competitor,” Nelson said. “No matter what the situation is, I always think I can go out there and get contact.” He had what was then called season-ending surgery Feb. 19. Nelson’s rehabilitation was supposed to take at least another two months. Game 1 of the finals is Thursday night in Los Angeles. Magic general manager Otis Smith and coach Stan Van Gundy expressed doubt Monday whether Nelson could seriously return for the finals.

Smith, who had repeatedly said Nelson will not play this season, said Monday a quicker recovery and the chance of winning a championship has forced him to at least take a look at Nelson. “It’s still no in my mind,” Smith said, adding that the team will explore the idea even if Nelson doesn’t return for Game 1. “There’s a very smidgen of a chance he can play.” Orlando was 2-0 against the Lakers this season. Nelson was Orlando’s leading scorer in those games, averaging 27.5 points. He has been lobbying the Magic for a chance at playing since the playoffs began, with each round the team advances the idea — and the talk — of him returning growing. But Nelson would likely just be a shell of his All-Star form. He hasn’t played in four months, and even he admits it will be difficult to convince the training staff and coaches that he isn’t risking future damage. “A miracle has to happen,” Nelson said. The Magic had the best record in the NBA in January behind Nelson, who was having a career season. He averaged 16.7 points, 5.4 assists and 3.5 rebounds in 42

games this season. But their title hopes took a major hit after he was injured. A trade-deadline deal that brought Rafer Alston from Houston largely saved the Magic’s season, allowing the rotation to remain the same and Anthony Johnson to continue to provide solid play as Alston’s backup. The formula was enough to win only the franchise’s second Eastern Conference championship, knocking off the defending champion Boston Celtics and eliminating MVP LeBron James and the Cleveland Cavaliers. Van Gundy said disrupting that chemistry would be a concern. “You always worry about that,” Van Gundy said. “But that’s just the decision that I’ll have to make after a couple of days and he’s practicing. ... But to me, four months is a long time to be out to have two practices and play in the NBA finals.” Nelson has been lauded by players and coaches during the playoffs for his leadership. He has been sitting between the coaching staff and players on the Magic bench, offering pointers during timeouts and acting like “a fifth or sixth assistant coach,” Smith said.

Red Wings goaltender Chris Osgood and general manager Ken Holland have known each other for more than two decades. If Osgood isn’t a Hall of Famer in another 20 years, Holland will be surprised. “He’s certainly making a case,” Holland said Monday. No doubt. Osgood helped the Detroit beat the Pittsburgh Penguins, 31, on Sunday night, taking a 2-0 lead in the Stanley Cup finals. He improved to 10-2 when an NHL title is on the line, lowered his goals-against average to 1.47 and raised his save percentage to .937 in his 13th appearance. “I think he’s playing the best

hockey of his career,” Holland said. In the Stanley Cup finals, he’s playing exceptionally well. No other goalie in the past 20 years has a better record in his first 12 games, according to STATS, LLC. Martin Brodeur, who backstopped the New Jersey Devils to Cup wins in 1995 and 2000. won nine of his first dozen. He’s 15-9 in the finals, behind Patrick Roy at 14-8. But they both still trail Osgood. Osgood had an NHL-best 1.55 GAA during the playoffs last year when he helped Detroit hoist the Cup one decade after being its No. 1 goalie in the 1998 championship season. He’s been pretty good in the regular season, too, even though

he gave up more than three goals a game for the first time in his 15 seasons. Osgood, from Peace River, Alberta, has won 389 games in the regular season, tying him with former teammate Dominik Hasek for 10th on the all-time list and trailing just Martin Brodeur and Curtis Joseph among active goalies. By the time Osgood’s current contract expires in two years, he’ll have a chance to pass Jacques Plante, Tony Esposito, Glenn Hall and Grant Fuhr on the wins list. “When I’m done playing, I’ll look back at what I’ve done,” Osgood said. “Players always get appreciated more when they’re retired than actually still playing.”

She noted that some retirement accounts are tax-deferred, and others are tax-free withdrawal accounts. Standard IRAs and 401(k) plans are tax-deferred, which means you don’t pay taxes when you put money into them but do pay taxes when you take money out. Roth IRAs are tax-free withdrawal accounts, which means you pay taxes when you put the money in and then take it out tax-free. Pam Landy organized Monday’s event, which will be repeated tonight at Hayden Public Library. Holst also will be available for free consultations the next couple of days, Landy said. Holst encourages people to save $5 a day and encourages people to start young.

Holst suggested that women create a plan with their financial information and revisit it annually. She also offered advice based on what wealthy people do. “They keep money from generation to generation, they minimize the taxes that they’re paying,” Holst said. “They don’t have debt, and they want to beat inflation.” Inflation averages 3 percent or more, she said, so money in an account that brings in 1 percent interest won’t keep up with inflation. Earning compound interest, or interest on your interest, is key, Holst said. For example, if a person puts $1,000 into an account with a 4 percent annual interest rate, a person will earn $40 on that $1,000. With compound interest, the next year, he or she would earn 4 percent on $1,040 rather than just another $40 from that first $1,000. Judy Strnad was among those who attended Monday’s event. She asked Holst what the women

could do immediately. “Get an idea of where you are, what do you have,” Holst said. She suggested using the rule of 72 to figure out how money will grow. Divide 72 by your interest rate. That gives the number of years it will take to double your money, Holst said. A fund with an interest rate of 7.2 will double in a decade. The bottom line, she said, is that women need to understand their finances and what’s available, and they need to plan in order to protect themselves and their families.
