Spooky star continues to be famous
H
ollywood has created some scary monsters for us, but it has nothing on ancient Greece. Some of the monsters passed down to us through Greek mythology are as terrifying as anything ever conjured up by the human imagination. To me, the most chilling monster of them all is the Gorgon sister known as Medusa. At one time, Medusa was a beautiful young woman with long, flowing hair. Many suitors pursued her, trying to win her hand in marriage. One day, while Medusa prayed in the temple of Athena, Poseidon, the Greek god of the sea, entered the temple and ravished her. Athena was furious that her temple would be so violated. As punishment, she transformed the lovely Medusa into a hideous monster, changing her beautiful hair into a writhing tangle of hissing snakes and proclaiming that any man who

Medusa met her death at the hands of the Greek hero Perseus, who was dispatched by the king to slay her and bring back the Gorgon’s head. Armed with a magic sword, winged sandals and a mirrorlike shield, Perseus crept up on the slumbering Medusa in her lair. Watching her harmless reflection in his shiny shield, he severed her ugly head. He then used Medusa’s head as a weapon in several battles, turning his foes into stone. The hero Perseus is immortalized in our autumn sky as a
magnificent constellation. He is poised there in his winged sandals, victoriously holding his sword in one hand and the severed head of Medusa in the other. The star that marks the eye of Medusa is a most remarkable star named Algol, which means the “Demon Star.” Every three days, Algol fades to one-third of its normal brightness for two hours and then returns to its original luster. It’s as if Medusa is winking her evil eye at us. Horrifying to early skywatchers, Algol’s periodic winking is no longer a mystery. Algol actually is a pair of stars, almost in contact as they whirl around one another. When the fainter star eclipses the brighter star, Algol dims for a few hours. Algol was the first eclipsing binary star discovered and continues to be the most famous. Look for the Demon Star
below the familiar W-shaped pattern of Cassiopeia, high in the northeastern sky on autumn evenings. Algol will be in mid-eclipse at 2:31 a.m. Nov. 8; 11:20 p.m. Nov. 10; 8:09 p.m. Nov. 13; and then again every 2 days, 20 hours and 49 minutes thereafter. Start watching Algol several hours before mid-eclipse and then watch it slowly fade. Spooky! While you are in the area, check out a couple of autumn’s other celestial wonders, the Great Andromeda Galaxy (M31) and the Seven Sisters star cluster (M45). Westlake teaches astronomy and physics at Colorado Mountain College’s Alpine Campus. He is an avid astronomer whose photographs and articles have been published all around the world. It’s dumping snow at Steamboat Ski Area, with piles 4, 5 and even 6 feet deep. But it’s not just the occasional early winter storm that is doing the trick. Snowmaking on the slopes began in earnest Sunday night and Monday morning, with crews now on standby 24 hours a day to make as much snow as possible in the 28 days leading up to the ski area’s opening. Doug Allen, vice president of mountain operations for Steamboat Ski and Resort Corp., said the resort’s snowmaking operators went through orientation last week and hit

the slopes Sunday night when the temperature reached the 24-degree threshold for artificial snowmaking. Allen’s crews operated the snow guns throughout the night and until about 11 a.m. Monday. Their efforts were concentrated on the Sitz, Vogue, Short Cut
and Stampede ski trails. Allen said there are about 36 workers on the snowmaking team, working in crews of about eight at a time. Improvements to stop leaking pipes and install more hydrants this year will speed along the snowmaking process, he said, as they are more energy efficient and require less air volume. Ski Corp. officials said the ski area expanded and upgraded its snowmaking system this summer, including the addition of new hydrants and 11 low-energy, high-efficiency tower guns. The new guns use 30 percent less energy than conventional snow guns while producing the same amount of snow, according to See Snow, page 13

Steamboat Springs School District administrators and direc tors will receive a 1 percent raise this year after district officials determined there was sufficient funds to make the pay increases possible. Superintendent Shalee Cunn ingham told the School Board during its meeting Monday night that the district initially wasn’t sure whether it could afford the raises, and that officials held off on a decision while the 200910 budget was being drafted. Including the increased cost of benefits, the salary increases will cost the district about $12,000. According to information pro vided by the district, its general fund has $18,000 more in rev enues than expenditures. Throughout the summer, the district’s Collaborative Bargain ing Team approved an agree ment with the district that would
provide staff members with sal ary step increases — at a cost of $325,000 of the district’s $22 mil lion budget — but not increases to their base salaries. The School Board will formal ly approve the administrator and director salary increases at the Nov. 16 meeting. Also at Monday’s meeting: ■ Cunningham emphatically recommended Steamboat Springs Middle School’s Jerry Buelter as a nominee for the state’s Assistant Principal of the Year honor. She cited Buelter’s leadership, with Principal Tim Bishop, for the middle school being one of the most accomplished in the state in terms of the Colorado State Assessment Program test scores. After his nomination, Buelter credited that partnership with Bishop, and the freedom with which Bishop allows him to do his job as reasons for his success at the school. The honor is bestowed by the Colorado Assocation of School
Executives. Should Buelter win, he’ll be eligible for the National Assistant Principal of the Year award. ■ Cunningham presented board members with the Oct. 1 student count, which determines how much per-pupil funding the district will receive via the state’s public school finance formula. The enrollment is as fol lows: Soda Creek Elementary School, 460 students; Strawberry Park Elementary School, 490; Steamboat Springs Middle School, 495; and Steamboat Springs High School, 639 plus 22 students who attend the Yampa Valley School, the alternative school run by the Northwest Colorado Board of Cooperative Educational Services. That brings the district’s total to 2,106 stu dents, up from the 2008-09 Oct. 1 count of 2,080. Neither this nor last year’s student counts include the North Routt Community Charter School, which receives its See School Board, page 13

The Church of England has survived the Spanish Armada, the English Civil War and Elton John performing “Candle in the Wind” at Princess Diana’s Westminster Abbey funeral. So it probably will survive the note the Vatican issued last week, inviting disaffected Anglicans to head Romeward and offering them an Anglo-Catholic mansion within the walls of the Roman Catholic Douthat faith. But the invitation is a bombshell nonetheless. Pope Benedict XVI’s outreach to Anglicans may produce only a few conversions; it may produce a few million. Either way, it represents an unusual effort at targeted proselytism, remarkable both for its conces-
sions to potential converts — married priests, a self-contained institutional structure, an Anglican rite — and for its indifference to the wishes of the Church of England’s leadership. This is not the way well-mannered modern churches are supposed to behave. Spurred by the optimism of the early 1960s, the major denominations of Western Christendom have spent half a century being exquisitely polite to one another, setting aside a history of strife in the name of greater Christian unity. This ecumenical era has borne real theological fruit, especially on issues that divided Catholics and Protestants during the Reformation. But what began as a daring experiment has decayed into bureaucratized complacency — a dull round of interdenominational statements on global warming and Third World debt, only tenuously connected to the Gospel.
At the same time, the more ecumenically minded denominations have lost believers to more assertive faiths — Pentecostalism, Evangelicalism, Mormonism and even Islam — or seen them drift into agnosticism and apathy. Nobody is more aware of this erosion than Benedict. So the pope is going back to basics — touting the particular witness of Catholicism even when he’s addressing universal subjects and seeking converts more than common ground. Along the way, he’s courting both ends of the theological spectrum. In his encyclicals, Benedict has addressed a range of issues — social justice, environmental protection, even erotic love — that are close to the hearts of secular liberals and lukewarm, progressive-minded Christians. So, how well will health reform work after it passes? There’s a part of me that can’t believe I’m asking that question. After all, serious health reform has long seemed like an impossible dream. And it could yet go all wrong. But the teabaggers have come and gone, as have the cries of “death panels” and the demonstrations by Medicare recipients demanding that the Krugman government stay out of health care. And reform still is on track. Right now, it looks highly likely that Congress will, indeed, send a health care bill to the president’s desk. Then what? Conservatives insist (and hope) that reform will fail and that there will be a

huge popular backlash. Some progressives worry that they might be right, that the imperfections of reform — what we’re about to get will be far from ideal — will be so severe as to undermine public support. And many critics complain, with some justice, that the planned reform won’t do much to contain rising costs. But the experience in Massachusetts, which passed major health reform back in 2006, should dampen conservative hopes and soothe progressive fears. Like the bill that will probably emerge from Congress, the Massachusetts reform mainly relies on a combination of regulation and subsidies to chivy a mostly private system into providing near-universal coverage. It is, to be frank, a bit of a Rube Goldberg device — a complicated way of achieving something that could have been done much more simply with a Medicare-type program. Yet it has
gone a long way toward achieving the goal of health insurance for all, though it’s not quite there: According to state estimates, only 2.6 percent of residents remain uninsured. This expansion of coverage has tremendous significance in human terms. The Kaiser Commission on Medicaid and the Uninsured recently did a focusgroup study of Massachusetts residents and reported that “Health reform enabled many of these individuals to take care of their medical needs, to start seeing a doctor, and in some cases to regain their health and control over their lives.” Even those who probably would have been insured without reform felt “peace of mind knowing they could obtain health coverage if they lost access to their employer-sponsored coverage.” And reform remains popular. Media have betrayed rightward outreach
79 percent think reform should continue Krugman continued from 8 this year, many conservatives, citing misleading poll results, claimed that public support for the Massachusetts reform had plunged. Newer, more careful polling paints a very different picture. The key finding: An overwhelming 79 percent of the public think the reform should be continued, while only 11 percent think it should be repealed. Interestingly, another recent poll shows similar support among the state’s physicians: 75 percent want to continue the policies; only 7 percent want to see them reversed. There are, of course, major problems remaining in Massachusetts. In particular, while employers are required to provide a minimum standard of coverage, in a number of cases this standard seems to be too low, with lowerincome workers still unable to afford necessary care. And the
Massachusetts plan hasn’t yet done anything significant to contain costs. But just as reform advocates predicted, the move to more or less universal care seems to have helped prepare the ground for further reform, with a special state commission recommending changes in the payment system that could contain costs by reducing the incentives for excessive care. And it should be noted that Hawaii, which doesn’t have universal coverage but does have a longstanding employer mandate, has been far more successful than the rest of the nation at cost control. So what does this say about national health reform? To be sure, Massachusetts isn’t fully representative of America as a whole. Even before reform, it had relatively broad insurance coverage, in part because of a large union movement. And the state has a tradition of strong insurance
regulation, which probably has made it easier to run a system that depends crucially on having regulators ride herd on insurers. So national reform’s chances will be better if it contains elements lacking in Massachusetts — in particular, a real public option to keep insurers honest (and fend off charges that the individual mandate is just an insuranceindustry profit grab). We can only hope that reports that the Obama administration is trying to block a public option are overblown. Still, if the Massachusetts experience is any guide, health care reform will have broad public support once it’s in place and the scare stories are proved false. The new health care system will be criticized; people will demand changes and improvements; but only a small minority will want reform reversed. This thing is going to work.

he explicitly challenged Islam’s compatibility with the Western way of reason — and sparked, as if in vindication of his point, a wave of Muslim riots around the world. By contrast, the Church of England’s leadership has opted for conciliation (some would say appeasement), with the Archbishop of Cant erbury going so far as to speculate about the inevitability of some kind of sharia law in Britain. There are an awful lot of Anglicans, in England and Africa alike, who would prefer a leader who takes Benedict’s approach to the Islamic challenge. Now they can have one, if they want him. This could be the real significance of last week’s invitation. What’s being interpreted, for now, as an intra-Christian skirmish eventually may be remembered as the first step toward a united Anglican-Catholic front — not against liberalism or atheism, but against Christianity’s most enduring and impressive foe.

This was the purpose behind his controversial outreach to schismatic Latin Mass Catholics, and it explains the current opening to Anglicans. Many Anglicans never will become Catholic; their theology is too evangelical, their suspicion of papal authority too ingrained, their objections to the veneration of the Virgin Mary too deeply felt. But for those who could, Benedict is trying to make reunion with Rome a fleshand-blood possibility, rather than a matter for academic conversation. The news media have por-
trayed this rightward outreach largely through the lens of culture-war politics — as an attempt to consolidate, inside the Catholic tent, anyone who joins the Vatican in rejecting female priests and gay marriage. But in making the opening to Anglicanism, Benedict also may have a deeper conflict in mind — not the parochial Western struggle between conservative and liberal believers, but Christianity’s global encounter with a resurgent Islam. Here Catholicism and Anglicanism share two fronts. In Europe, both are weakened players, caught between a secular majority and an expanding Muslim population. In Africa, increasingly the real heart of the Anglican Communion, both are facing an entrenched Islamic presence across a fault line running from Nigeria to Sudan. City to revisit vacation rentals guests to get statements that led to a charge of parking violations being dropped. The issues to be revisited by the city are the fees associated with the ordinance, its parking regulations and its requirement for an access agreement signed by all owners whose properties must be passed on private roads to access a vacation home. Property managers have said the access agreement is excessive and sometimes impossible to obtain when there are a dozen or more people living across the world who own property on a private road. Craigen asked that limits on the number of cars that can be parked at a vacation home rental be dropped and that the ordinance simply state that all cars must be parked on the rental property. Spiro argued that there is no accounting in place to justify a $500 application fee and $50 annual renewal fee for vacation home rentals. The ordinance states the fees shall not “provide a sum greater than the cost incurred by the city to administer” the ordinance. City Manager Jon Roberts said Monday that city staff intends to present council members by the end of the year with a report analyzing the issues and making recommendations.

The Steamboat Springs City Council reluctantly has re-opened an issue that has fueled clashes between homeowners and property managers for years. The persistence of the latter group has paid off. After being told the city was too busy reviewing Steamboat 700 to consider changes to its ordinance regulating vacation home rentals, property managers attended the first council meeting after the annexation was approved to renew their pleas. Although council members agreed to revisit a few provisions in the ordinance that may not be working well or as intended, City Council President Loui Antonucci stressed Monday that the city doesn’t intend to review the entire issue. “I don’t want to go back to square one,” Antonucci said. Council members “were all in agreement that we needed to … confront it. … But I don’t want to open the whole can of worms.” Vacation home rentals are residential homes that are rented to short-term vacationers and sometimes used for private functions. An ordinance passed in August 2007 regulating the tourism-related industry was the subject of quasi-judicial hearings and numerous lengthy meetings in 2006 and 2007. It replaced a
2001 ordinance with one more demanding of vacation rental owners and operators. Unwilling to relive the entire debate, the city has made only small changes to submittal requirements for vacation rental site plans since the ordinance was passed. At last week’s council meeting, local property managers Suzie Spiro and Robin Craigen asked for a more comprehensive review and said the ordinance unduly burdens property owners and managers who follow the rules. “We are being harassed,” Spiro said, “and you just aren’t doing anything about places that are operating illegally. … People operating with total disregard are getting off for free.” On Monday, city Director of Planning and Community Development Tom Leeson disagreed and said the ordinance “seems to be working fine.” He said the city receives a small number of complaints about vacation home rentals so enforcement efforts are geared toward identifying properties in rental listings and on Web sites that are not registered with the city. Craigen said one of his Burgess Creek Road neighbors is “hellbent on catching vacation home rentals out of compliance” and hiked onto national forest land to get a picture of cars in the driveway at one of his properties. Wein land said earlier this month that as many as 80 percent of county voters have requested to receive mail-in ballots permanently. Referring to the 13,457 ballots mailed this year, Weinland said she would be pleased with a turnout similar to recent oddyear elections. “I’m looking for a 60 percent turnout rate,” Weinland said. She then hedged her optimism. “That’s optimistic. That’s county clerk hopefulness.”

There was some concern that increased absences from suspected cases of swine flu and other illnesses would throw off the count, but the state allows districts to use a number from a week before or after Oct. 1. ■ To commemorate his four years on the School Board, John DeVincentis was presented a
plaque during Monday’s board meeting, his last as a board member. The District 1 seat occupied by DeVincentis was up for election this year, but he decided not to run. The winner of the race between Brian Kelly and Bill Kennedy will be sworn in as a board member at the district’s November meeting. DeVincentis was elected to the board after retiring from 21
years as principal of Strawberry Park Elementary School. Board President Robin Crossan said DeVincentis could have done anything after retiring, but he chose to serve his community. Crossan said she respected DeVincentis’ efforts to get at the root of district issues. His board tenure caps a 40-year career in education, but DeVincentis said he still would volunteer in schools.

The D’Evelyn Jaguars hope to keep their high school soccer season rolling today. But to do so, they’ll have to defeat a Steamboat Springs High School Sailors squad ready for a home playoff game.
The Sailors are looking to put an end to D’Evelyn’s lateseason roll when the teams square off at 3:30 p.m. today at Gardner Field. “We are just hoping to keep the momentum going,” D’Evelyn coach Brian Lux said. “To tell the truth, the teams on the Western Slope are always kind of a mystery. But

things simple, hanging out at his house with his family and watching a glut of football. All made for fine distractions during Denver’s bye-week break, but now it’s back to business. And business is booming for the Broncos, who remain one of three undefeat-
ed teams in the league after Minnesota tumbled in Pittsburgh on Sunday. The Broncos (6-0) will attempt to keep the momentum moving forward when they head to Baltimore on Sunday to face the Ravens (3-3). “They’re a dangerous team,” said Davis, whose team leads the
San Diego Chargers by 3 games in the AFC West. “We’re not taking them lightly. We’ve got our hands full.” Before returning to work Monday, the Broncos made their first in-season move of the year by signing punter Mitch Berger and waiving Brett Kern. Or, better yet, he might want to apply for a job as the Philadelphia Eagles’ play caller — it’s a much easier job with someone such as DeSean Jackson on your side. Jackson scored on a 67-yard reverse and caught a 57-yard touchdown pass in the first half, and the Eagles converted three turnovers into points Monday night in a 27-17 win against the Washington Redskins. Nearly all the scoring came in the first half of an injury-filled game — Philadelphia’s Brian Westbrook (concussion) and Washington’s Chris Cooley (right ankle) left early and didn’t return. The win got the Eagles (4-2) back to form after last week’s jarring loss to the Oakland Raiders. Donovan McNabb completed 15 of 25 passes for 156 yards, getting his 200th touchdown pass and surpassing 30,000 yards passing for his career. The defense sacked Jason Campbell six times, and newcomer Will Witherspoon ran back an interception for a touchdown and created another turnover even though he’s been with the team for only a week. Offensive consultant Lewis has been with the Redskins (2-5) for three weeks after being lured out of a retirement consisting of bingo-calling and Meals on Wheels — and his first try at calling the plays proved as unsuccessful as when head coach Jim Zorn was handling the task. Zorn was stripped of the duty by the front office after last week’s loss to Kansas City, causing so much consternation that the front office then announced that Zorn won’t be fired anytime soon. The makeshift offensive line again failed to protect Campbell or create room for Clinton Portis, who rushed for only 43 yards and at one point chucked his helmet on the sideline in frustration.

However, organizers still are looking at borrowing more money to see them through the next few months. “Current projections indicate that additional short-term financing will be required, which management is confident will be achieved through negotiation with (the committee’s) lenders,” VANOC officials said in their year-end financial statements. VANOC officials said they also are working on plans to get those who owe them money to pay up a little faster. Several of VANOC’s major sponsors have faced serious financial difficulties in the last year — among them General Motors and Nortel — but none has defaulted on any payments and aren’t expected to. “Our concern is less than it was six months or a year ago,” Cobb said. “Frankly, I’d be quite surprised if this close to the games, if one of our partners did default.”

Vancouver Olympic organizers said Monday that the economic downturn no longer poses a major threat to the 2010 Winter Games. At the same time, they expect to use all of their contingency revenue, as well as a promised contribution from the International Olympic Committee, to avoid going into deficit after the games. Vancouver’s Olympic organizing committee, VANOC, released its annual financial report for the year ended July 31, 2009, showing it made $591 million and spent $379 million. Major spending still is to come as organizers pay for printing, services and other lastminute items for the games. Final agreements have not been signed on how much VANOC will compensate the owners of the two major mountain venues for lost revenue. Weather or other unforeseen
problems also could wreak havoc with plans and drain operational contingency funds. “It’s what lies ahead not what’s behind us that is the most important,” John McLaughlin, VANOC’s chief financial officer, said in a conference call with reporters. Just more than six months ago, organizers had been mulling cuts in everything from staffing to transportation to printing costs in order to stay in line with their $1.64 billion operating budget. Revenue projections were taking a hit as sales of VIP packages and billboard advertising space stalled. But now only $5.6 million in unsold ad space remains, and the committee thinks the VIP packages will sell out. “With the budget we have, and as of today ... we are not looking at significant changes to anything we’re doing that a major stakeholder group would notice,” said Dave Cobb, VANOC’s deputy chief execu-

On the other side of the ball, the Sailors think their experience and tight battles in the Western Slope League this season have prepared them for the playoffs. “I don’t really know that much about D’Evelyn,” coach Rob Bohlmann said Monday.
“We are going to focus on our game and we will rely on the thing that brought us success this year — defending as a group.” Sailors senior Andrew White said the team is excited to open the playoffs at home and that the team wants to finish the season strong. “This has been a really good season,” White said. “We all feel like we’ve accomplished something by making the playoffs, and now we want to build on that.” White feels like the Sailors will have an advantage at home today. The final straw for Kern may have come when San Diego returner Darren Sproles took a punt 77 yards for a score against Denver last Monday. Kern was averaging 46.1 yards a punt, but ranked near the bottom of the league in net average (34.5). The Broncos also had linebacker/fullback Spencer Larsen return to practice Monday, his first action since injuring his
shoulder in a fall in the locker room at Cincinnati before the season opener. Larsen’s versatility is one of the reasons the Broncos didn’t place him on season-ending injured reserve. Last season at Atlanta, Larsen became just the fourth player in the NFL since 1990 to start on both sides of the ball, taking seven snaps at fullback, 55 at middle linebacker and eight more on special teams. “Spencer’s a valuable player on our team,” McDaniels said.
“Hopefully, he’ll be able to make an impact on our team going down the stretch here.” While his players departed for some rest and relaxation, McDaniels and his staff stayed behind to dissect the Ravens, who’ve dropped three in a row, and develop a game plan. The Broncos are the surprise of the season after an offseason filled with drama for the firstyear head coach. He becomes just the fifth rookie coach since 1966 to start his career with a 6-0 mark.

Bud Romberg served on the board of directors for what is now Old Town Hot Springs for 40 years, Steamboat Springs School Board for more than 10 years, Steamboat Springs City Council, Kiwanis Club, Urban Redevelopment Area Advisory Committee and more. Jane Romberg served on the Steamboat Springs Arts Council board from 1989 to 1992, LIFT-UP of Routt County, the League of Women Voters, Yampa Valley Medical Center Auxiliary, American Association of University Women, the former Community Concert Association, the local Jewish congregation Har Mishpacha, which Bud Romberg also is active with, and more. Bud Romberg called the Leckenby Pioneer award “very humbling.” “I’m sure there’s a lot of other people around here who have done a lot more than we have,” he said. Stanko said Chuck Fulton “typified the greatest generation,” referring to his service with the U.S. Army Air Corps in World War II and his service to the community upon returning to his native Hayden. Fulton was born in 1918 in the Elkhead area and moved to Hayden with his family as a youth. He was a glider pilot in World War II and carried the love of flight throughout his life, Stanko said, including flying as a member of the Steamboat Civil Air Patrol. Chuck Fulton’s son, Vance Fulton, of Hayden, said his father “flew as long as his health would allow him.” Chuck Fulton served one term as a Routt County commissioner in the 1950s and was a longtime member of the Hayden School

In nominating Fulton for the Larson Award, Hayden Heritage Center staff said he “is remembered best by the Routt (County) community for his talent with his draft horses, giving sleigh rides to the church groups and Girl Scouts, as well as competing in the Routt County Fair until he was well into his 80s.” Stanko said Chuck Fulton was a rancher who “quietly went about his business” and never sought recognition. “Well, he deserves some recognition,” Stanko said Monday night. Family members accepted the award in Chuck Fulton’s honor. “I think the lesson today is that one per-
son can make a difference,” said Fulton’s daughter, Rebecca Wattles. “And I see that today with my family.” Vance Fulton said his father passed away in May 2008 at the age of 89. The Leckenby Pioneer Award has been given since 1980 to a living person or persons in Routt County, and the Stanley L. Larson Award began in 1992 as a posthumous honor.
